Republicans rejected key amendments that fight to hold our democracy accountable and ensure our taxpayer dollars are spent efficiently

Washington, D.C. – Today, Congresswoman Norma J. Torres introduced two key amendments during the House Appropriations Committee’s markup of the Fiscal Year 2026 Financial Services and General Government (FSGG) funding bill. Despite their direct focus on public safety and government accountability, House Republicans rejected both amendments.

“Republicans had the chance to stand on the side of justice and public safety today – and they failed,” said Congresswoman Norma Torres. “Blocking my amendments means opening the door for violent insurrectionists to be rewarded with taxpayer-funded jobs and undermining Congress’s ability to hold the Trump Administration accountable for how they are spending taxpayers’ money. These are commonsense measures, and their rejection makes clear that Republicans continue to prioritize politics over protecting the American people. I will never stop fighting to deliver justice, strengthen accountability, and safeguard our democracy.”

Congresswoman Torres’ amendments included:

Banning of January 6 Rioters from Taxpayer-Funded Federal Jobs– This amendment would ban the federal government from hiring or employing insurrectionists pardoned by former President Trump for their role in the violent January 6th attack on the U.S. Capitol. Those who try to overthrow our democracy and the federal government should never hold a taxpayer-funded government job. TheTrump Administration has hired Jared Wise, a January 6 insurrectionist who was caught on camera urging fellow rioters to “kill” police while they defended the Capitol, has been hired as a senior advisor for Trump’s Department of Justice.

Mandating cooperation with the Government Accountability Office’s (GAO) Investigations and Audits – The GAO is Congress’ independent watchdog whose sole purpose is to ensure taxpayer dollars are spent effectively and to root out waste, fraud, and abuse. Since 2002, GAO investigations have resulted in more than $1.45 trillion in savings for taxpayers. This amendment would have prohibited federal agencies from withholding information from the GAO or delaying its investigations, ensuring independent oversight is not undermined, especially as Trump White House officials have stated they will only cooperate when it does not “unduly burden” Trump’s agenda.

While these amendments were voted down by the Republican majority in markup, Congresswoman Torres reaffirmed her commitment to holding the government accountable and ensuring that individuals who threaten democracy are not placed in positions of public trust.

Rep. Aguilar’s Amendment to Allow DACA Recipients to Work in the Federal Government Passes

Today, the House Appropriations Committee adopted Rep. Pete Aguilar’s amendment allowing recipients of the Deferred Action for Childhood Arrivals (DACA) Program, also known as Dreamers, to work in the United States federal government.
“Dreamers love our country and want to give back to the nation they call home by dedicating their lives and careers to making the United States a better place through public service in our federal government,” said Rep. Pete Aguilar. “By extending eligibility to DACA recipients, our entire federal government, from Congress to the judicial and executive branches, will benefit from allowing talented job applicants to join the federal workforce. I am grateful to my colleagues on both sides of the aisle in the Appropriations Committee for supporting my amendment, and I urge the rest of my colleagues in the House to support this commonsense policy change.”
The amendment was introduced at the full Appropriations Committee markup of the Fiscal Year 2026 (FY26) Financial Services and General Government funding bill, passing by a bipartisan vote of 30 to 29. The funding bill will now be voted on by the House of Representatives. 
The DACA Program is a temporary program enacted in 2012 under the Obama Administration that provides immigrants brought to America as children with protection from deportation and work authorization. Throughout the United States, hundreds of thousands of DACA recipients who are part of the workforce contribute nearly $16 billion to the U.S. economy every year. Rep. Aguilar serves as Chair of the House Democratic Caucus and as a member of the House Committee on Appropriations.

Magaziner, Roy, Jayapal Introduce New Bipartisan Bill to Ban Congressional Stock Trading

Washington, D.C. – Today, U.S. Representatives Seth Magaziner (D-RI-02), Chip Roy (R-TX-21), and Pramila Jayapal (D-WA-07) introduced a new comprehensive bipartisan bill to ban Members of Congress from trading stocks.

The announcement of the new legislation comes after months of negotiations amongst a bipartisan group of Members who have been leading voices in the push to ban stock trading in Congress. Magaziner worked with Roy and a coalition of leaders on this issue, including Reps. Pramila Jayapal (D-WA-07), Tim Burchett (R-TN-02), Alexandria Ocasio-Cortez (D-NY-14), and Brian Fitzpatrick (R-PA-01) to craft the bill that bans stock trading by Members of Congress and creates a strong enforcement structure and penalties. This is the first time that members who had previously introduced competing bills to ban Congressional stock trading have come together to support a single bill and work together to achieve passage. The lawmakers today held a press conference in the U.S. Capitol to unveil the Restore Trust in Congress Act and call for an immediate vote on the proposal.

The Restore Trust in Congress Act will prohibit Members of Congress, their spouses, dependent children, and trustees from owning, buying, or selling individual stocks, securities, commodities, futures, and other comparable assets.

The Restore Trust in Congress Act was introduced with 16 original cosponsors, eight from each party: Rep. Chip Roy (R-TX-21), Rep. Seth Magaziner (D-RI-02), Rep. Tim Burchett (R-TN-02), Rep. Pramila Jayapal (D-WA-07), Rep. Brian Fitzpatrick (R-PA-01), Rep. Alexandria Ocasio-Cortez (D-NY-14), Rep. Anna Paulina Luna (R-FL-13), Rep. Raja Krishnamoorthi (D-IL-08), Rep. Scott Perry (R-PA-10), Rep. Dave Min (D-CA-47), Rep. Zach Nunn (R-IA-03), Rep. Joe Neguse (D-CO-02), Rep. Michael Cloud (R-TX-27), Rep. Mike Levin (D-CA-49), Rep. Ralph Norman (R-SC-05), and Rep. Josh Riley (D-NY-19).

The legislation is a reconciliation of several existing proposals to ban Members of Congress from trading stocks into one single measure, including Magaziner’s TRUST in Congress Act, introduced earlier this year.

“We must take a strong stand against corruption and end stock trading by members of Congress once and for all,” said Rep. Seth Magaziner. “I have made banning Congressional stock trading a priority through my time in the House, and this bipartisan bill is our best chance at finally getting it done.”

“It’s far past time to ban Members of Congress from day trading stocks, and for the first time, a bipartisan coalition is standing together behind a united proposal to do just that. The Restore Trust in Congress Act ensures that members of Congress will no longer be able to put the stock market first in their official decisions. This bill strikes a balance between being easy to comply with, but without tons of loopholes for Members to continue trading while on the job. Higgins Declares Support for “Full-Scale” Oversight Committee Epstein Investigation

WASHINGTON, D.C. – Congressman Clay Higgins (R-LA) announced his full support for Oversight Committee Chairman James Comer’s investigation into Jeffrey Epstein and Ghislaine Maxwell, which has already delivered strong results with greater success anticipated. 

So far, the Oversight Committee’sInvestigation has: 

  • Requested all U.S. Department of Justice documents related to Jeffrey Epstein and Ghislaine Maxwell with a binding subpoena.
  • Requested all documents from the Epstein estate related to Jeffrey Epstein and Ghislaine Maxwell with a subpoena that has the force of law. 
  • Issued 11 deposition subpoenas for testimony. 
  • Requested Jeffrey Epstein and Ghislaine Maxwell’s bank records from the U.S. Department of Treasury.
  • Received and made public approximately 34,000 pages from the U.S. Department of Justice, with more forthcoming. 
  • Taken one deposition.
  • Released over 33,000 pages of Epstein-related records that were provided by the U.S. Department ofJustice.

Congressman Higgins issued the following statement: 

“Chairman Comer’s full-scale investigation into the crimes of Jeffrey Epstein and Ghislaine Maxwell is the best option before us to reveal the horrors of the most notorious child predator of our time. Congressman Higgins is a senior Republican member of the House Committee on Oversight and Government Reform. As Chairman of its Subcommittee on Federal Law Enforcement, Congressman Higgins has helped guide the Republican effort to find justice by issuing the first Epstein-related subpoena to the U.S. Department of Justice. This subpoena directed the DOJ to deliver the Epstein files, including files related to high-ranking officials like Former President Bill Clinton and First Lady Hillary Clinton, as well as any communications the Biden Administration had with the DOJ in relation to Jeffrey Epstein.

Higgins Leads Freedom Caucus Letter Urging House Leadership Not to Rush CISA Reauthorization

WASHINGTON, D.C. – Congressman Clay Higgins (R-LA) and members of the House Freedom Caucus delivered a letter to Speaker Mike Johnson recommending that Leadership avoid rushing into reauthorization of the Cyber Information Sharing Act (CISA 2015). 

“The federal government’s capture of cybersecurity technology from thousands of private sector companies is a concern. Information sharing should not be a one-way street, and Conservatives have concerns about the federal government’s siphoning of proprietary IT tech into the intel community. Over the last decade, we have witnessed massive failures of existing cybersecurity infrastructure with devastating consequences for private industry and U.S. citizens,” wrote the conservative lawmakers.

“These failures must be considered and require a careful and deliberative reauthorization effort,” the lawmakers continued. “We cannot rush forward with a quickly assembled markup on a bill, which was only published for review yesterday. The planned markup was poorly conceived and sets a very liberal tone that will not be casually accepted by Constitutionalist Republicans.”

Ranking Member Kaptur Floor Remarks on the 2026 Energy and Water Development Funding Bill

Washington, DC — Congresswoman Marcy Kaptur (OH-09), Ranking Member of the Energy and Water Development and Related Agencies Appropriations Subcommittee, delivered the following remarks on the House Floor in opposition to the fiscal year 2026 Energy and Water Development and Related Agencies funding bill:

Thank you, Mr. Chair. I yield myself such time as I may consume.

And I want to also compliment the Chair of the full Committee, of our Subcommittee, Mr. Fleischmann of Oak Ridge, Tennessee, for his very gentlemanly behavior on both sides of the aisle so that we can actually move bills, which is our public responsibility. And I want to thank our diligent staff for all their hard work on this bill.

I have to say, I’m very proud that ours is one of the first three bills to come to the floor. They’re long delayed, not because we didn’t do our work, but we are ready and we want to pass funding for the new fiscal year, which begins October 1st. I’d like to also thank the Minority Staff Scott McKee, Anisha Singh, Adam Wilson, and on my personal staff, Kaitlin Ulin, TJ Lowdermilk, and Margaret McInnis. Thank you to them all, and thank you to them for putting up with me.

Engineered energy and water systems undergird America’s way of life. Energy and Water are not optional, but essential to sustaining life. Of late, we’ve been piercingly reminded about our Subcommittee’s purpose. July brought nearly double the usual flood warnings, the second highest in 40 years. On July 4th, sadly, Kerr County, Texas saw one of the deadliest flash floods in US history, 117 lives lost.

These tragedies inform us of the power of water and wild energy in our atmosphere. Let me be clear. No matter how much Members on the other side of the aisle want to pretend that climate change is not happening. For the record, the last ten years are the ten hottest in recorded history.

Think about that. Our Great Lakes, the region I represent, comprise the largest body of freshwater on Earth, specifically Lake Erie, the southernmost of the lakes no longer freezes over. Some of our favorite sports ice boating, ice fishing, are now becoming a memory of the past, and hockey is now played indoors. America’s electric grid is old, and under deep strain.

The Energy Information Agency documented that the US just set new records twice in July for peak electricity demand. The old grid system is being tested by hotter weather and higher usage. When the grid strains, costs rise, and the most vulnerable families suffer first. How would you like to be in Tucson at 120° week after week after week after week?

Unchecked growth in data centers alone could raise average US electricity generation costs by roughly 8% by 2030. This is not hypothetical, it’s happening as we meet today. in Ohio, rapid demand growth from big tech data centers pushed electricity prices dramatically higher every month. And starting this July, households in Ohio saw their monthly energy bills increase a minimum of 10%.

Some more than doubled. Families notice a massive increase in monthly bills. We got one constituent who called, who told us that her family bill moved from $230 a month to $494 in July. This cost in energy increase is not sustainable for working families and sadly, this Republican Energy and Water bill does not meet our nation’s energy and water imperative for the future, nor for the present.

We must invest faster in modern infrastructure to become energy independent in perpetuity, and that is our awesome, underlying awesome responsibility. We must reduce energy costs by investing in modern grid resilience, and an all of the above energy portfolio. This bill fails to address the cost of living crisis currently underway.

Overall, household electric bills nationally are up 10%, but in different regions — and that’s just since January. But in places like northern Ohio, I’m hearing from many people the total of energy and water bills total, have doubled. Every family in this country knows that even higher energy bills lie ahead for families and businesses. China is investing record levels in energy, making its products more competitive, and sadly, this bill retreats from US global energy leadership.

What do I mean? Well, the bill cuts $1.6 Billion, or 47%, from the Department of Energy’s Energy Efficiency and Renewable Energy programs. This undermines our nation’s imperative to deliver clean, affordable, and secure energy to the American people. Our nation should lead, not lag, in the global race toward energy independence in perpetuity. We must build an abundant clean energy future.

This bill eliminates funding for the Office of Clean Energy Demonstrations. Worse, it revokes — That means the future. Building the future. It revokes $5.1 Billion of Bipartisan Infrastructure Law resources from the Department of Energy that will cede the US global lead in hydrogen, direct air capture, battery recycling, and the consequent energy savings possible in every public and private structure.

Already, US businesses have delayed or canceled, and this is a shocking number. More than $33 Billion in investments in energy projects this year. That’s lost economic growth. Over 64,000 jobs have already been lost or stalled in the clean energy sector.

That’s uncalled for. In May, this Administration revoked $3.7 Billion in federal energy investment for 24 energy projects already signed, sealed, and delivered across America, including manufacturing companies, to become more energy efficient, including over $100 Million for Libbey Glass, Owens-illinois Glass, and Kraft Heinz, just across our region of Ohio alone. President Trump promised he was going to help American manufacturing. That revocation actually is completely in the opposite direction.

Thus, I must strongly oppose these additional Republican cuts to vital energy production and conservation, and America’s future through the US Department of Energy. Shortchanging these advances pushes our nation backward, and raises already high energy prices even more for consumers.

In other areas, this bill dangerously short changes our national security. The bill slashes, are you ready? $412 Million from the defense nuclear nonproliferation account. This effectively guts our efforts to prevent the spread of nuclear weapons, detect covert nuclear threats, and uphold arms control agreements that keep us safe. All those cuts are a big gift for Iran, Russia, China, and North Korea.

Additionally, this bill turns its back on communities still living with toxic legacy of America’s atomic past by throwing out the Army Corps program to clean up radioactive waste at every nuclear site. This is deadly, my friends. It slashes $779 Million from the Department of Energy’s nuclear cleanup efforts. That’s three quarters of $1 Billion. This will delay the cleanup that these communities have been promised for decades.

And I’ll note that one of these American atomic waste sites is in the village of Luckey, Ohio, not so far from my district. Finally, this bill includes numerous controversial poison pill riders that are so extreme they cannot gain bipartisan support and become law. In closing, I urge my colleagues to oppose this bill. America can and must meet the new age frontiers of Energy and Water.

Nature is signaling, times are changing. We must not turn back the clock, but seize the baton for future generations to come. Now is the moment to keep America on a steady path forward for an all of the above Energy and Water, and nuclear security portfolio. I reserve the balance of my time.

Congresswoman McCollum Honors Victims of Annunciation Catholic Church Shooting

Rep. Frankel Slams Gov. DeSantis Decision to Eliminate Vaccine Mandates

Congressman Moore Votes to Release Epstein Files

“Today, House Republicans took an important step to fulfill our commitment to provide the American people with radical transparency regarding the Epstein files. I voted for H. Res. 668 that formalizes the Oversight Committee’s investigation into Jeffrey Epstein and Ghislaine Maxwell’s horrendous crimes and requires the Committee to release these documents to the public after ensuring victims’ personally identifiable information is protected. Specifically, the resolution requires production and release of all documents from Epstein-related investigations and prosecutions, flight logs and travel records, records of all government officials who are referenced in connection with Epstein, entities with ties to Epstein, and all related communications. The Oversight Committee’s investigation has already produced 34,000 documents from the Department of Justice. The Committee has also issued subpoenas to the DOJ for all documents, the Epstein estate, and 11 deposition subpoenas for testimony to ensure that we are providing the transparency that the American people require.”
