Babin Statement on House Passage of DHS Funding to Secure the Homeland

U.S. Congressman Brian Babin (R-TX), Co-Chair of the Border Caucus, released the following statement after the House passed critical legislation to fully fund the Department of Homeland Security:

“For more than a month, Senate Democrats have held our homeland security hostage, refusing to fund the very agencies tasked with protecting the American people. Today, House Republicans acted to fully fund DHS, end the dysfunction, and put the safety of our nation first.

Once again, Democrats have chosen violent criminal illegal aliens over the American people. Since their push to defund and weaken homeland security, the consequences have been undeniable: a radical Islamic terrorist carrying out a mass shooting, an innocent young American college student killed by an illegal alien in Chicago, and travelers stuck in hours-long TSA lines as our system strains under pressure. The recent heartbreaking plane crash at LaGuardia Airport only underscores how vulnerable we have become.

This is the direct result of policies that prioritize those here illegally over the citizens government is meant to serve. It is an insult to every American that, even after these tragedies, Democrats refuse to stand with the law enforcement officers and border agents working tirelessly to keep our communities safe. You cannot weaken enforcement and claim to support public safety.

Enough is enough. The American people deserve a government that puts their safety first, and House Republicans will continue fighting to secure our borders, enforce our laws, and defend this nation with the strength it demands.”

Amata Thanks American Samoa’s TSA Employees, Welcomes President’s Emergency Pay Order

Washington, D.C. – Congresswoman Uifa’atali Amata is thanking American Samoa’s DHS employees, who have worked for weeks without pay due to the shutdown of the Department of Homeland Security (DHS) during legislative and policy disputes in Washington. President Trump has announced an emergency pay order to send them paychecks.

“I want to say a heartfelt thank you to our TSA agents who have worked diligently in American Samoa under strenuous financial conditions. Thank you to each of you for your patience, and know that your service is appreciated,” Amata said. “I appreciate President Trump ordering that pay be sent out. That’s good news and these dedicated employees deserve to be paid.”

“Thank you to all our nation’s Coast Guard, TSA, FEMA and others of the 100,000 DHS employees. My urgent prayer for you is prompt resolution to restore your regular pay.”

“I remain hopeful that each bill passed by one side of the Capitol brings us closer to a resolution very soon. Nothing is certain until final passage by both chambers and a bill is signed into law. Until then, I continue to urge leadership to find the best way to rapid resolution and will do my best to work with everyone and keep you informed.”

“I have always disagreed with shutdowns because they cause pay worries for families and can delay services. In this case, the goal is to restore pay for 100,000 DHS employees, renew full operations for the Coast Guard, FEMA, and airport security personnel, and allow any delayed DHS grants to move forward.” 

Competing Legislation 

On Thursday, the House passed H.R. 8029, the Pay Our Homeland Defenders Act of 2026, introduced by Rep. Juan Ciscomani (R-Ariz.), to reopen and fully fund the Department of Homeland Security and deliver backpay. 

The Senate did not take up that bill but instead passed their amended version of H.R. 7147, introduced by House Appropriations Chairman Tom Cole, which had initially passed the House in January; however their version did not include funding ICE and Border Patrol and Customs. 

The House, in disagreement with partial funding of DHS, then countered Friday with passage of an eight-week extension of  funding to allow the chambers to continue work resolving their differences. During those eight weeks employees would have their pay and backpay restored. That is where the legislative process stands, but the President has issued an executive order to pay TSA.

Larsen Supports Bipartisan Bill to Pay Public Servants

Today, Representative Rick Larsen (WA-02) released the following statement:

“I support the bipartisan Senate bill to pay Coasties, TSA agents, CISA experts, FEMA staff and other DHS employees who do important work protect our country. Unfortunately, House Republicans have rejected that and chosen to continue to force public servants to work without pay and Americans to wait in line for hours to catch a flight.

“Since the beginning of this shutdown, I have fought to pay DHS staff and require ICE to follow the same rules as every state and local law enforcement agency. This fight is not over. I continue to honor and thank the DHS employees who have missed a paycheck and continued to show up to serve their fellow Americans.”

Yesterday, Rep. Larsen voted no on a bill to fund DHS, ICE and CBP through May 22, 2026. The bill passed the House by a vote of 213 to 203.

Rep. Larsen is cosponsoring legislation to fully fund FEMA, the U.S. Coast Guard, TSA and every other agency within DHS except ICE, CBP and the Office of the DHS Secretary. He is the top Democrat on the Transportation and Infrastructure Committee, which has jurisdiction over FEMA and the U.S. Coast Guard.

Rep. Larsen supports negotiating a full-year funding bill for ICE, CBP and the office of the DHS Secretary that creates accountability and oversight of ICE operations and DHS detention facilities.

Scalise Secures Additional $47 Million in GOMESA Funds for FY25

JEFFERSON, LA. — Today, House Majority Leader Steve Scalise (R-La.) released the following statement after the Department of the Interior announced a record-breaking energy revenue disbursement to the Gulf states, with more than $200 million going to Louisiana, thanks to language Leader Scalise secured in the Working Families Tax Cut:“Louisiana is delivering on President Trump’s commitment to producing more American energy. Now, in just the first year of the Working Families Tax Cut becoming law, Louisiana will receive over $200 million in offshore revenue sharing dollars – $47 million more than in previous years – thanks to language I secured in the law to raise the annual revenue sharing cap from $500 to $650 million. Importantly, Louisiana dedicates these millions of new dollars from offshore energy exploration and production directly to coastal restoration and hurricane protection efforts, helping to protect the lives and livelihoods of those in Southeast Louisiana who work each and everyday to bring this energy to market for the benefit of families and small businesses all across America.”After reaching the revenue sharing cap for all four states, Louisiana received $156 million in revenue sharing funds each of the past three fiscal years.Background:  In July 2025, President Trump signed into law the Working Families Tax Cut, which required at least 30 lease sales in the Gulf of America over 15 years. Leader Scalise secured language in the law that increased the amount of revenue sharing dollars Louisiana receives each year from offshore drilling from the leases outlined in this plan. This provision in the law will bring hundreds of millions of new dollars to Louisiana for vital coastal restoration and hurricane protection projects. In 2006, GOMESA established a revenue-sharing model for the four energy-producing states in the Gulf of America to receive a portion of energy revenue for coastal restoration and hurricane protection.

On the Senate partially funding DHS at a time of heightened threat:“I think there are a lot of Republican senators that are having buyer’s remorse right now, as I don’t know how many of them actually knew what was in the bill at three in the morning. But we’ve looked at it, and I’ll tell you, Lawrence, there’s a number of concerns with that bill. About [over] 10% of the department is unfunded in this bill. You know what’s unfunded in this bill that they sent us? Things like human trafficking investigations, cyber investigations. These are major components. There’s almost 7,000 ICE and CBP personnel that will be defunded in this bill, at a time, by the way, of heightened national security. We’ve had threats, terrorist threats on our homeland in just the last few weeks. We’ve had violent illegals in our country kill Americans in the last week, just in the last week. This is not a time to be defunding the Department of Homeland Security, any part of it. So we’re going to pass a bill tonight to fund the entire department, send it back over to the Senate, give them an opportunity to do the right thing. We’ve got to protect American people and our homeland while it’s under threat.”On Democrats’ push for open borders as Americans pay the price:“Look, we can only control the House, Lawrence, and we have to do the right thing for the American people. The American people want to be safe. Border security was the number one issue in 2024. People expect us, and should expect us to keep the country safe, and we will. And that’s why we’re going to pass a bill. This will mark the fourth time, Lawrence, that we’ll be passing a bill in the House that funds the department properly. So you’ve got a president who is doing what the American people elected him to do, but Democrats have gone off the deep end. They have lost their way as a party just because they hate this president. Well, we’re going to still keep doing our job. We have to. We do not want another September 11th, and it seems like some people have a September 10th mentality, and we can’t let that happen.”On House Republicans not settling until DHS is properly funded:“Well, I think they’re feeling the pressure, but I think what you saw at three in the morning was people just taking the easy way out, just saying, all right, what is the deal the Democrats will vote for, and let’s just do it. Well, if the Democrats will only support something that makes our country less safe, you’ve got to keep staying and working until you get it right because the American people count on us to do the right thing, not what’s politically expedient. And so what we’re going to pass tonight is, again, it’s short-term, but at least it keeps the department open. It pays everybody, TSA, and everybody else, does not hold the American people hostage, but gives us a time to work out the serious differences that we have. And hopefully by then, some of those Democrats come to their senses, and the American people chime in and say, stop with the open border madness. Americans are dying from illegals that have come here killing Americans. Again, in the last week, we’ve seen multiple murders of Americans at the hands of violent illegals, plus terrorist attacks from people that are here on our homeland. Fully fund the Department of Homeland Security. It’s got to happen.”

Beyer Statement On Republican Leadership Extending DHS Shutdown

Congressman Don Beyer (D-VA) today issued the following statement after House Republican leadership blocked bipartisan, Senate-passed legislation to fund the law-abiding parts of the Department of Homeland Security (DHS) while negotiations over Immigration and Customs Enforcement (ICE) continue:

House Republicans had the opportunity to bring a bipartisan, Senate-passed funding bill to the floor and end this unnecessary shutdown. Had they done so, the law-abiding agencies under DHS would be funded, the dedicated public servants who keep our country running – including TSA agents, Coast Guard members, and FEMA personnel – would be paid, and the air travel delays afflicting Americans across the country would be resolved.

“House Republican leadership chose instead to extend the DHS shutdown by advancing legislation that has no viable path to passage in the Senate. They brought forward legislation that prioritizes additional funding for ICE without any meaningful safeguards to address the disturbing pattern of aggressive enforcement tactics that has terrorized communities and resulted in the tragic death of Renee Good and Alex Pretti. 

“Congress should not approve additional funding for operations that include masked agents breaking into homes and vehicles without judicial warrants. Americans should not tolerate lawless brutality from a federal agency, and ICE should not receive additional funding until these abuses are addressed. 

“It is not too late to do the right thing. Speaker Johnson can still bring the Senate-passed bill to the floor, reopen the law-abiding entities of DHS, and ensure that public servants are paid. He should.”

Rutherford Statement on CR to End DHS Shutdown

This is unacceptable. While I would rather see a full-year funding bill pass than a CR, I will not vote to defund ICE and CBP. That is why I voted yes on the CR last night to extend funding for these critical agencies until May 22, 2026.
