WASHINGTON, D.C. – Today, Congressman Robert Aderholt (AL-04) released the following statement on the new Rural Hospital Provider Assistance Program (RHPAP) established through the Department of Health and Human Services (HHS) and the Health Resources and Services Administration (HRSA). 

“As Chairman of the Appropriations Subcommittee overseeing health funding, I was proud to secure and advance the Rural Hospital Provider Assistance Program through the Fiscal Year 2026 Consolidated Appropriations Act,” said Congressman Robert Aderholt. “This initiative reflects a deliberate commitment to ensuring our rural hospitals have the resources they need to survive and serve their communities. Through this program, eligible hospitals will receive direct financial assistance to help maintain and strengthen essential healthcare services.”

Almost 30 rural hospitals in Alabama are eligible to apply for the grant, five of which are in Alabama’s Fourth Congressional District: Fayette, Lakeland, Marion Regional, Northwest, and Russellville. The amount of each grant will be determined by the total number of eligible hospitals, but it’s currently estimated that each hospital will receive close to $150,000.

Applications will close on July 1, 2026.

McGovern Leads House Colleagues Urging Collaborative Approach to Combatting Transnational Crime

WASHINGTON—Today, Representative James P. McGovern, Co-Chair of the Tom Lantos Human Rights Commission, led a letter to Secretary of State Marco Rubio expressing concern over reports that the Administration is considering designating two Brazilian criminal groups as Foreign Terrorist Organizations (FTOs). They warned such a move could undermine U.S.-Brazil relations and hinder effective strategies to combat transnational crime.

“We are concerned the Trump Administration’s overuse and weaponization of Foreign Terrorist Organization (FTO) designations without meeting the clear statutory threshold for terrorist activity could weaken efforts to thwart organized crime in our hemisphere,” the lawmakers wrote, continuing, “[m]oreover, given the Administration’s use of terrorist designations as a justification to commit extrajudicial killings in the Caribbean and Eastern Pacific, we are concerned by how the Administration may use such a designation.”

The letter calls on the State Department to provide Congress with clear evidence before pursuing any designation and emphasized that counterterrorism tools must be used responsibly to protect Americans—and not to interfere in Brazil’s internal affairs. 

The lawmakers urged the Administration to prioritize diplomatic cooperation, law enforcement collaboration, and multilateral frameworks to address the root causes of organized crime.

Merkley, Bonamici, Oregon Delegation: FEMA Must Approve Waivers for Two Critical Disaster Mitigation Projects in Oregon

Washington, D.C. – Today, Oregon’s U.S. Senator Jeff Merkley and Congresswoman Suzanne Bonamici (OR-01) led a letter with their Democratic colleagues in the Oregon congressional delegation—Senator Ron Wyden, Representatives Val Hoyle (OR-04), Andrea Salinas (OR-06), Maxine Dexter (OR-03), and Janelle Bynum (OR-05)—urging the U.S. Department of Homeland Security (DHS) and Federal Emergency Management Agency (FEMA) to approve waivers for and to fully fund two projects in Oregon that were funded under the Building Resilient Infrastructure and Communities (BRIC) program.

“Amidst the suspension of the BRIC program, these projects were forced to proceed to construction because recipients could not afford further delays without severely increasing project costs or jeopardizing the overall success of the project. The delay in funding has created substantial stress on these rural communities,” wrote the Oregon delegation to DHS Secretary Markwayne Mullin.

The BRIC program—which the Trump Administration attempted to end last year—provides grants for hazard mitigation planning and projects that reduce risks posed by natural hazards to communities.

The two projects in Oregon were forced to break ground pre-award and now require a waiver to access their funding. More details about these projects can be found below:

  • Clatsop County Columbia Memorial Hospital: FEMA selected Clatsop County and Columbia Memorial Hospital to receive $14 million in BRIC funding to build a tsunami-resilient hospital expansion in Astoria, featuring a vertical evacuation structure for 1,900 people. The recipients had begun spending down the funds when the BRIC program was suspended. The construction portion of the project was forced to begin in early 2026 due to the short construction window available.
  • Grants Pass Water Treatment Plant Relocation: The City of Grants Pass was selected to receive $50 million in BRIC funding to relocate their Water Treatment Plant outside their Special Flood Hazard Area to prevent system failure during a flooding event in Grants Pass. The project broke ground in July 2025 and is about 20 percent complete.

The lawmakers directed, “Communities across Oregon have relied on BRIC funding to ensure their resiliency in the face of future natural disasters. These, mostly rural, communities that FEMA selected for BRIC funding in prior years all have significant need for the assistance. We urge you to ensure the swift completion of applicable waivers, reviews, and release of funds, in accordance with previous commitments.”

The lawmakers also urged FEMA to promptly award funding for 19 additional projects in Oregon that were selected for funding in Fiscal Year 2022 and Fiscal Year 2023.

Previously, Merkley, Wyden, and Bonamici led the charge to save the BRIC Program. They joined over 80 of their Senate and House colleagues in a bipartisan effort to demand that former DHS Secretary Kristi Noem reinstate BRIC program funding. Merkley also led his Democratic colleagues in the Oregon delegation to denounce the cancellation of awards under the BRIC program to communities across the state.

MATSUI ANNOUNCES MORE THAN $3 MILLION IN FEDERAL FUNDING FOR SACRAMENTO STITCH PARK RIVERFRONT RECONNECTION PROJECT

SACRAMENTO, CA – A new $3.15 million federal investment secured by Congresswoman Doris Matsui (CA-07) through Community Project Funding will advance the Sacramento Stitch Park Riverfront Reconnection Project, a major effort to create a vibrant community gathering space from downtown Sacramento to the city’s riverfront. She announced the funding this morning at a press conference alongside Downtown Sacramento Partnership Executive Director Michael Ault, Sacramento Mayor Kevin McCarty, Sacramento City Councilmember Phil Pluckebaum, Visit Sacramento President and CEO Mike Testa, and other community leaders at Crocker Park.

Bergman, Correa Lead Letter Urging FDA to Expedite Review of Breakthrough Mental Health Therapies

Last week, Reps. Jack Bergman and Lou Correa, co-chairs of the Congressional Psychedelics Advancing Therapies Caucus, led 30 bipartisan colleagues in sending a letter to Food and Drug Administration (FDA) Commissioner Martin A. Makary urging the agency to advance its evaluation of rapid-acting novel therapeutics – including entactogen- and psychedelic-assisted therapies – for the treatment of serious mental health conditions.

Millions of Americans continue to struggle with complex mental health challenges, and for many, existing treatment options fall short. This gap in care is felt acutely among Veterans, who experience rates of PTSD, depression, and suicide far exceeding those of the general population, and it has contributed to a growing and urgent public health crisis affecting individuals, families, and communities across the country.

The letter follows President Trump’s April 18 signing of the Executive Order “Accelerating Medical Treatments for Serious Mental Illness,” which directs federal agencies to fast-track access to psychedelic treatments for patients with serious mental illnesses who have not found relief in existing treatment options.

We write regarding the U.S. Food and Drug Administration’s (FDA) ongoing evaluation of rapid-acting novel therapeutics, including entactogen- and psychedelic-assisted therapies, for mental health conditions affecting millions of Americans. For many individuals, current treatment options remain insufficient, deepening an already urgent public health crisis. As Members of the House of Representatives, we have heard from countless Veterans, clinicians, and families seeking evidence-based alternatives, and many of us joined a bipartisan letter to President Biden in 2024 urging his administration to support access to MDMA-assisted therapy for post-traumatic stress disorder (PTSD), pending FDA approval.

We are encouraged by your public statements recognizing these treatments as “a top priority for this FDA and this administration.”

We agree that the agency must conduct “an expeditious and rapid review” of promising treatments, especially those that address urgent unmet needs in PTSD, traumatic brain injury, and other neuropsychiatric conditions.

At the same time, we understand and respect the agency’s role in ensuring that any new treatment meets rigorous standards of safety and efficacy. Recent regulatory actions, including the issuance and public release of the Complete Response Letter (CRL) for MDMA-assisted therapy, highlight the complexity of evaluating innovative treatment modalities and underscore the need for clear, consistent expectations for this emerging field.

In that spirit, we respectfully request written responses to the following questions:

1. Special Protocol Assessment (SPA): How does the FDA communicate and apply any remaining data concerns beyond clearly defined primary endpoints and control conditions when pivotal trials are conducted under an SPA? Are improvements underway to make regulatory expectations more predictable for therapies in emerging fields?

2. Methodological Standards and Interagency Coordination: What steps is the FDA taking to clarify methodological expectations for entactogen- and psychedelic-assisted clinical trials – including strategies to mitigate functional unblinding and expectancy effects – and how is the agency coordinating with federal partners such as the U.S. Department of Veterans Affairs to streamline research pathways for populations with urgent unmet needs, including Veterans with PTSD.

3. Review Integrity and Subject-Matter Expertise: How does the FDA ensure that qualified experts with relevant experience conduct reviews of entactogen- and psychedelic-assisted therapies? What steps are in place to ensure consistency, objectivity, and independence in the evaluation process?

4. Final Guidance Timeline: What is the expected timeline for finalizing the FDA’s June 2023 guidance on clinical trials involving rapid-acting novel therapeutics, including entactogen- and psychedelic-assisted therapies?

In addition, we encourage the FDA to provide further clarity in the final guidance around:

– Strategies to mitigate functional unblinding and expectancy bias;

– Standards for adverse event monitoring and safety reporting;

– Provider training, licensing, and participant safeguards;

– The evolving role of psychotherapy in conjunction with pharmacological intervention;

– Generalizability of findings across diverse patient populations; and

– Consistency in regulatory expectations across entactogen and psychedelic drug development programs.

We remain committed to ensuring that Veterans and others living with treatment-resistant mental health conditions have access to safe, evidence-based care.

We respectfully urge the FDA to continue its evaluation of entactogen- and psychedelic-assisted therapies with transparency, urgency, and scientific rigor as the agency carries out its statutory responsibilities.

“Ronald Russell was, in every sense, a son of these islands. Raised by his beloved grandmother, the legendary educator Eulalie Rivera, he carried her commitment to education and community throughout his life. His public service was deeply shaped by his roots in Frederiksted, his education as an attorney, as an athlete representing his home, and a belief in service to Virgin Islanders at every level of government. From his work as legal counsel to the Board of Education, the Public Services Commission, the Coastal Zone Management, and the Judicial Ethics Commission, to his distinguished tenure in the Legislature, culminating in his service as Senate President of the 29th Legislature, Senator Russell gave the best of himself to his people.

“As Delegate to Congress, I was proud to work alongside him as he demonstrated his intellectual rigor and deep humanity. His passing leaves a void in our public life.

LEADER JEFFRIES AND REP. VELÁZQUEZ SECURE $1.85 MILLION IN FEDERAL FUNDING FOR RECONSTRUCTION OF BROADWAY CORRIDOR

Today, House Democratic Leader Hakeem Jeffries (NY-08) and Small Business Committee Ranking Member Nydia Velázquez (NY-07) announced that they secured $1,850,000 in federal community project funding for the reconstruction of Brooklyn’s Broadway Corridor.

Leader Jeffries and Rep. Velázquez were joined by Borough President Antonio Reynoso, Council Member Sandy Nurse (CD-37), NYC Department of Transportation Commissioner Mike Flynn, Community Board 4 District Manager Celeste León and others.

We want to see this corridor invested in so that people can feel safe, that we can have pedestrian safety, vehicle safety and that it looks like a world-class city that we are already in,” said Council Member Sandy Nurse (CD-37). “This is just seed money on a very, very expensive project, but a project that is long, long overdue. I’m really, really grateful that it’s coming to fruition, and I’m looking forward to moving the project forward.”

“Bushwick has seen so much change. Yet there are parts that are still frozen in time, and Broadway is an example of that. And we don’t take it for granted, the partnership that we have with our local elected officials. That’s something that’s special,” said Celeste León, District Manager for Community Board 4. “We hear from the residents in the community. We hear about the seniors that have an accident and fall. We hear about the parents that have children say, ‘why does our neighborhood look like this?’ when they see neighborhoods that have a different environment, a different quality of life. And we are put in that position where we have to respond to those questions. And so, we thank our leaders for hearing us and for listening and for advocating.”

The federal funding for the New York City Department of Transportation will be used to remove the deteriorated concrete on Broadway between Flushing Avenue and Eastern Parkway and install an asphalt roadway that can be more easily maintained. It will also include safety improvements, including curb extensions, sidewalk repair and raised crosswalks at select locations.

Huffman, Bay Area Lawmakers Urge Trump Admin to Release Funding for San Francisco Bay Wildlife Refuge Complex

Washington, D.C. – Today, U.S. Representative Jared Huffman (CA-02), alongside other Bay Area lawmakers, urged the Trump administration to release millions of dollars of Congressionally approved funds for San Francisco Bay National Wildlife Refuge Complex (Complex), which have been subject to bureaucratic delay at the U.S. Department of Interior.

The San Francisco Bay National Wildlife Refuge Complex is an important part of the National Wildlife Refuge System, and in December 2022 and January 2023 experienced severe winter storm damage to its berms, levees, and pump stations that are critical to the Fish and Wildlife Service’s ability to protect Bay Area communities from flooding and manage and restore natural habitats.

The lawmakers expressed deep concern that the Complex has yet to receive the full $70 million allocated to them as a part of the 2025 American Relief Act, funding that is crucial to addressing winter storm damage and preventing future flooding in Northern California.

“We understand that most of these funds have not been released to the Refuge Complex. Further, we understand that the Department of the Interior is requiring any expense action over $50,000 to be approved by various Assistant Secretaries within the Department. This bureaucratic delay is unnecessary and inefficient, especially for dollars that were appropriated by Congress for major disasters three years ago,” the lawmakers wrote.

“We urgently request that you release these funds Congress has appropriated to the Complex to address storm damage and emergency repairs, protect adjacent communities and highways from flooding, and protect important Silicon Valley communities,” the lawmakers continued.

In addition to Huffman, this letter is also signed by Senator Adam Schiff (D-Calif. And Representatives Ro Khanna (D-Calif.-17), John Garamendi (D-Calif.-08), Kevin Mullin (D-Calif.-15), and Sam Liccardo (D-Calif.-16).

Garamendi Announces 2026 Nominations to Military Service Academies
