Ahead of a government funding deadline of January 30, President Donald Trump signed into law the appropriations package H.R. 6938, the Commerce, Justice, Science; Energy and Water Development; and Interior and Environment Appropriations Act of 2026.

U.S. Congressman Morgan Griffith (R-VA) secured federal funding in the appropriations package for the following Ninth District project: 

Project Name: New River Valley Emergency Communications Regional Authority (NRVECRA) Interoperable P25 Public Safety Communications System Project

Recipient Name: New River Valley Emergency Communications Regional Authority

Amount Received: $2,100,000

Following presidential approval of the appropriations package and the inclusion of federal funding for this Ninth District project, Congressman Griffith issued the following statement: 

“This government funding package, which I supported, delivers critical funds to Ninth District community projects. In this package, I helped secure $2.1 million for the New River Valley Emergency Communications Regional Authority.

“With this federal funding available to the Authority, local first responder access to communications systems will improve.”

The above community project funding request was submitted by Rep. Griffith for fiscal year 2026. 

Congress has to consider four remaining appropriations bills before the January 30 government funding deadline.

Yesterday, Congressman Bill Huizenga (R-MI), Vice Chairman of the House Financial Services Committee, secured a commitment from Housing and Urban Development (HUD) Secretary Scott Turner that Harbor Towers in Benton Harbor is on track to receive much needed federal funding for renovations in March.

In 2024, Huizenga called on the Biden Administration to meet its commitment to residents of Harbor Towers regarding both standard of living as well as overall safety. Huizenga has consistently fought for the residents of Harbor Towers after touring the property with Benton Harbor Mayor Marcus Mohammad. 

Additionally, Congressman Huizenga thanked Secretary Turner for talking to Kalamazoo Mayor David Anderson on challenges facing the community pertaining to homelessness and invited the Secretary to visit Southwest Michigan. On Securing Funding for Harbor Towers

Congressman Bill Huizenga:  Secretary Turner, good to see you again, and I appreciate your attendance here today. And first I want to say thank you for speaking with me last week on the phone and, and about our shared priorities and especially state of low-income housing in my district. And I also appreciate your staff who took the time for a call with the Mayor of Kalamazoo, David Anderson and an organization called Integrated Services of Kalamazoo to discuss homelessness and homeless projects and programs that we have.

Back specifically though, I do also want to highlight a project in Benton Harbor, Michigan in my district, it’s called Harbor Towers dating back to 2011. Residents have been complaining about the conditions that they have experienced there, including no heat, hot water, security concerns. In 2024, I visited the property myself with Mayor Marcus Muhammad to bring attention to a housing development that has long been neglected.

We got the ball rolling then and it’s my understanding that the funding for this project is set to close in March of this year. And I just want to get your commitment that you are going to work with me and the fine folks there to see that project through.

Secretary Scott Turner: Yes sir, Congressman, thank you. You know, we are more than willing to work with you in your office to make sure that the people that are living there are living in the best conditions possible and that we are stewarding well over taxpayer dollars and carrying out HUD’s missions.

Huizenga: And both of those things can happen.

Secretary Turner: Yes.

Huizenga: We can be both a steward and provide proper housing for those folks. And that is, it’s an important component of this. So, I appreciate your support and I know the residents of Harbor Towers will be very, very glad to hear that that much needed funding has been secured.

And lastly, I’d love to invite you to the fourth district. It’s one of the most beautiful districts that you’ll ever see. I don’t care what my other colleagues say. But I do highly recommend sometime in the spring, maybe the summer Benton Harbor is right on the shores of Lake Michigan. Love to get you there. Love to get you to Kalamazoo and Battle Creek, Cereal City USA, where we can take a look at a few of those projects that are in the district.

Turner: Sure.

Huizenga: I look forward to working hopefully with your schedule on that. And there’s lot of folks that get support in Michigan, but I think it’s important that you come to Southwest Michigan to see some of those challenges that we have.

On HUD Oversight of Local Housing Authorities

Huizenga: Something you and I have discussed in the past, and I know you touched on in your testimony, and I believe the Chair brought up in his opening statement. But I wanted to give you an opportunity to expand on your, on the work HUD is doing to hold local housing authorities accountable. So, could you please expand on that work?

Secretary Turner: Sure. Thank you. You know, we came in a lot during the Biden Administration. A blind eye had been turned to transparency and accountability in our public housing authorities. We have 3,800 public housing authorities around our country, urban and rural, and we came in with the idea and the intention to hold public housing authorities accountable for those that live inside of public housing authorities, the living conditions inside of public housing authorities.

And so, we’ve been working with Department of Homeland Security and other federal agency partners to make sure that those that are living inside of HUD funded properties are indeed American citizens, that they are upholding the living conditions that they’re supposed to be upholding for our people that live inside of those public housing should be safe housing.

And so, we have a task force. We announced a new hotline that people can call if there’s nefarious activity going on in our public housing authorities. 1-800-347-3735 is a number that people can call to our hotline with the Office of Inspector General. There’s drug trafficking, there’s sex trafficking, there’s domestic violence. There’s all kind of things that are going on criminally inside of housing authorities, and I’m not willing to turn the blind eye to that anymore. But we need to protect our women, our children, and our families to be safe in housing authority.

So, I unapologetically want to say we’re going to root out crime and come for those who are doing criminal and nefarious activity. Because we will not stand for that any longer, sir.

Huizenga: Amen. Thank you for that. The folks that they’re supposed to be serving deserve that.

Rep. Carter: Between 2014 and 2024 the 7 largest for-profit health insurers including United, CVS, Cigna, and Elevance raked in over $10 trillion in revenue, $10 trillion, and $543 billion in profit. In fact, since the passage of the UnAffordable Care Act, the stock prices of these health insurers has increased by over 1,000%, 1000%. Premiums are rising and patients struggle to afford care. Insurance executive compensation continues to increase at the expense of patients. Americans now owe, and hear me and hear me clearly, Americans now owe $220 billion in medical debt, $220 billion. To put it simply the system is failing the people it’s meant to serve and that is the patients.

Mr. Joyner, in 2024 CVS Health spent a staggering $41 million in compensation to you and your colleague Karen Lynch. This is enough to cover the premiums for thousands of American families. How do you justify getting paid that much when so many of your patients struggle to afford skyrocketing premiums? $41 million, Mr. Joyner.

Mr. Joyner: Congressman, thanks for the question.

Rep. Carter: Don’t thank me for the question, just answer it please…

Mr. Joyner: That was not my compensation that you referenced. This past year my compensation was $17 million.

Rep. Carter: It was $17 million, pardon me.

Mr. Joyner: Of which 1.1 was my base salary, and the rest was long-term incentives.

Rep. Carter: I just met with some pharmacists out there who want to say you’re welcome, they helped pay your salary.

Mr. Joyner: I think it’s important to note, based off the performance of the year, I did return my bonus back to the employee relief fund. So, the employees that were going through challenging and difficult times had the benefit of my bonus last year.

Rep. Carter: CVS employees?

Mr. Joyner: Yes, sir.

Rep. Carter: Going through the difficult, what about the patients who are trying to pay their premiums going through difficult times?

Rep. Carter: Let me ask you, Mr. Hemsley, Yes or No, don’t thank me for the question, just yes or no, have you ever personally looked a patient in the eye and explained why your company denied them a medication their doctor said was needed? Have you ever personally looked a patient in the eye and told them that?

Mr. Hemsley: I have looked patients in the eyes many times, I don’t recall whether it’s regarding prior authorization.

Rep. Carter: Well, Mr. Hemsley, let me tell you, I’ve practiced pharmacy for 40 years. I’m the one who had to look the patient in the eye and had to tell them that, on your behalf; it’s not fun.

Rep. Carter: Mr. Hemsley, I want to tell you a story about Andrea Kelly, she’s a single mother from Kentucky who was diagnosed with stage II breast cancer and has endured years of chemotherapy surgery and radiation just to stay alive. And she wants to stay alive because she’s got a seven-year-old daughter. Despite being stable on the medications for a year, United Healthcare is now denying Andrea her Lupron Injection and Veozah medication. According to her doctor, these denials are actively increasing, as you would imagine, and you understand, they are actively increasing Andrea’s risk of cancer recurrence. This is not about convenience or cost, this is about whether her cancer comes back. To quote Andrea, and I quote, “I am a single mom and would do anything to live as long as I can for my daughter, who is now seven. I need access to my medication so that I can live for my child.”

Rep. Carter: It was me, I was the one who went to the counter, I was the one who had to tell him that. Not you, not you, Mr. Joyner, not any of you on this panel, but me, the pharmacist, I was the one who had to tell them that. Mr. Hemsley, knowing that your company’s denial raises Andrea’s risk of cancer recurrence, why is United Healthcare overriding her doctors and denying her medication? Do you have any idea?

Mr. JoynerUm, I don’t know that particular circumstance.

Rep. CarterCan you help me out here because I want to help her, what can I tell her? What can I tell Andrea that she can tell her seven-year-old daughter?

Mr. Joyner: Actually, I would love to learn more about that and see if we can help solve that problem.

Rep. CarterLet me ask you this Mr. Hemsley. President Trump’s proposing a bold new health care plan, I applaud him for that, one that finally puts patients in control. Thank God somebody finally realizes instead of sending the money, my colleagues, instead of sending the money to insurance companies, send it to the patients. Let them create a competitive marketplace. The President is proposing this, he wants to put patients in control, expand choice, and ensure transparent pricing. Can we count on you Mr. Himsley, to support President Trump’s great health care plan?

Mr. HimsleyRepresentative, we will be open to any kind of bipartisan solution, and I think the President’s thoughts contribute to the conversation, good ideas to be considered.

Casten, 12 House Dems Warn Oil Companies of Legal and Civil Risks of Venezuela Markets

Washington, D.C. — U.S. Congressman Sean Casten (IL-06) led 12 House Democrats in warning 21 major oil and oilfield services companies of the legal and financial risks posed by any transaction or investment that relies on the Trump Administration’s asserted authority to control Venezuelan oil assets. The letters were addressed to companies that either attended a January 9 meeting at the White House or have reportedly been in touch with the Trump Administration.

The lawmakers cite Congress’s constitutional war powers, U.S. obligations under the U.N. Charter, and limits on the President’s authorities under the International Emergency Economic Powers Act (IEEPA), stating that the Administration has not provided Congress or the public a full explanation of the legal basis it claims under U.S. or international law to exert control over Venezuelan state property.

“We urge you, therefore, to bear in mind that it is possible that efforts to invalidate any such arrangements might be made by Congress, a subsequent Administration, or a future Venezuelan government, and that participation might present your company with legal and enforcement risk,” the lawmakers wrote. “Similarly, we urge you to consider that any informal assurances, inducements, or understandings offered by the current Administration might not be recognized by future U.S. administrations.”

The letter emphasizes that any arrangement to sell, license, or otherwise convey interests in Venezuelan oil reserves and related assets could expose participating firms and shareholders to significant long-term risk, including potential civil liability from Venezuela’s creditors. Furthermore, Congress, a future Administration, or a future Venezuelan government can attempt to invalidate any arrangements brokered by the US to extract Venezuelan oil.

In addition to Rep. Casten, the letter was signed by House Financial Services Committee Ranking Member Maxine Waters, House Natural Resources Committee Ranking Member Jared Huffman, House Foreign Affairs Committee Ranking Member Gregory Meeks, and Representatives Mike Levin, David Min, Mike Quigley, Don Beyer, Lori Trahan, Yvette Clarke, Sam Liccardo, Nikema Williams, and Shri Thanedar.

The letters were sent to Aspect Holdings, Baker Hughes, BP, Chevron, ConocoPhillips, Continental, Exxon, Eni, Halliburton, Hilcorp, HKN, Marathon, Phillips 66, Raisa Energy, Repsol, Shell, SLB, Tallgrass, Trafigura, Valero, and Vitol.

We write as members of Congress to advise you that any actions you may be taking with the Trump White House as relates to Venezuelan oil may expose you and your shareholders to significant long-term legal and financial risk.

As you are aware, Article I of the U.S. Constitution gives Congress the authority to declare war. Additionally, the War Powers Act provides that the United States may not enter into hostilities without the consent of Congress. Furthermore, under Article 2(4) of the United Nations Charter, the United States may not lawfully use force against another sovereign state absent authorization from the UN Security Council or a valid claim of self-defense consistent with Article 51.

The Trump White House has asserted that its attacks on boats operated by Venezuelan nationals in international waters did not require those authorizations because they were protecting Americans from narco-terrorism by non-state actors. The Administration has also asserted that the capture of Nicolás Maduro and his wife required no congressional authorization because they had been indicted in U.S. courts and were being taken into custody for prosecution.

Without commenting on the merits of those legal arguments, the Trump Administration has not provided Congress or the American public with a full explanation of the legal authority it claims under U.S. or international law to exert control over Venezuelan state property.

In this regard, we would like to remind you that under the International Emergency Economic Powers Act (IEEPA), the President has the authority to freeze or restrict certain transactions involving foreign assets within U.S. jurisdiction in response to a declared national emergency. However, IEEPA generally does not authorize the United States to take ownership of a foreign sovereign’s assets or permanently transfer rights in them, except in the narrow circumstance where the United States is engaged in armed hostilities or has been attacked.

Since the Trump Administration has neither provided an adequate explanation nor requested the legal authority from Congress or the UN Security Council, we are troubled by:

  1. the President’s assertions that his Administration has engaged with U.S. oil companies in connection with its actions toward Venezuela, both prior to and following the operation in which U.S. forces took custody of President Nicolás Maduro and his wife, and;

  2. the President’s further statements that Venezuela would deliver 30 million to 50 million barrels of oil to the United States, and that his Administration would control the proceeds from the sale of the oil, purportedly “to benefit the people of Venezuela and the United States.”

These statements indicate to us that the Administration may be seeking to sell, license, or otherwise convey interests in Venezuelan oil reserves and related assets. The President is, of course, free to say whatever he wants. But to the extent that any private entity enters into arrangements with the United States regarding Venezuelan resources under these circumstances, such entity may be exposed to legal risk, including civil liability from creditors who hold nearly $200 billion worth of debt to Venezuela and their various state-owned entities.

The Trump administration has indicated that it is working with acting President Delcy Rodríguez to enter into agreements. In light of the circumstances, there may be a risk that any such instruments may be subject to challenge as void or voidable under coercion principles in international law, including those related to the invalidation of agreements procured through the threat or use of force.

We urge you, therefore, to bear in mind that it is possible that efforts to invalidate any such arrangements might be made by Congress, a subsequent Administration, or a future Venezuelan government, and that participation might present your company with legal and enforcement risk. Similarly, we urge you to consider that any informal assurances, inducements, or understandings offered by the current Administration might not be recognized by future U.S. administrations.

For these reasons, we strongly urge you to decline to participate in any transaction or arrangement that relies on the Trump Administration’s asserted authority to control Venezuelan oil assets.

THOMPSON, MATSUI CALL FOR NOEM IMPEACHMENT, ICE FUNDING CUTS AFTER MINNEAPOLIS KILLINGS

SACRAMENTO, CA — Today, Congressman Mike Thompson (CA-04) and Congresswoman Doris Matsui (CA-07) held a press conference outside the John E. Moss Federal Building, which houses Immigration and Customs Enforcement (ICE) personnel in Sacramento, to call for urgent oversight, transparency, and accountability of the Department of Homeland Security (DHS) and ICE, warning that unchecked federal enforcement is putting lives at risk in California and across the country.

Following the killings of Renee Good and Alex Pretti in Minneapolis, Thompson, Matsui and their Democratic colleagues are demanding a stop to ICE funding and Kristi Noem’s removal from office. The chaos in Minneapolis is the latest escalation in Americans’ concerns about federal agencies operating without sufficient oversight.

“Like so many Americans, I am sickened by ICE’s killings of Renee Good and Alex Pretti in Minneapolis,” said Congressman Thompson. “This is just the latest in ICE’s abuses across our country, including in Sacramento. Enough is enough. There is nothing legal, moral, ethical, nor humane with what’s going on in Minnesota and our Republican colleagues in Congress need to grow some courage and join us to impeach Kristi Noem, cut ICE funding, and stop the chaos.”

“From Sacramento to Minneapolis, we are seeing the same dangerous pattern: more force, less transparency, and no accountability from DHS and ICE,” said Congresswoman Matsui. “This is the fifth time I have stood outside this building demanding answers from a rogue agency. The fact that we are here again shows how persistent and unchecked this abuse of power has become. Secretary Kristi Noem must be held accountable, ICE needs to get out of our communities, and Congress must stop funding abuse disguised as enforcement. We will not stop fighting until there is real and independent accountability.”

Congressman Thompson and Congresswoman Matsui were among the first Members of Congress to co-sponsor articles of impeachment against DHS Secretary Kristi Noem, citing systemic failures in leadership and oversight. Last week, Thompson and Matsui also voted NO on legislation to provide funding to DHS, arguing that Congress must not continue to expand the power and resources of agencies that have demonstrated a pattern of terrorizing communities and trampling constitutional rights.

In addition to voting against funding for ICE last week, Congressman Thompson has introduced legislation to require ICE agents to wear body cameras and prohibit them from wearing masks or police insignia. The Congressman has also hosted numerous Know Your Rights workshops for local businesses and community members to help people learn their rights when interacting with federal agents.

The legislative fight for DHS funding now moves to the U.S. Senate, where lawmakers face a critical decision: approve DHS funding or hold the line. With lives at stake, Congressman Thompson and Congresswoman Matsui reiterated that Congress cannot continue to fund DHS.

“As veterans, we are outraged and horrified by the killing of a second civilian in Minneapolis by federal agents in less than three weeks. Border Patrol agents shot and killed 37-year-old American citizen Alex Pretti, an ICU nurse at a VA hospital. Video footage and eyewitness accounts of this incident are deeply disturbing and raise serious questions about the use of force.

“This tragic killing comes on the heels of the fatal shooting of Renée Good earlier this month, and multiple other documented incidents of civil-rights abuses and excessive enforcement by ICE and CBP in Minnesota – demonstrating a pattern of misconduct that has fractured trust and terrified communities.

“In the military, when preventable deaths occur, leaders stand down operations to review/change policies, reassess missions, retrain personnel, and implement stronger safety protocols. The Department of Homeland Security must do no less. Our communities are less safe, and tensions have reached a boiling point.

“For these reasons, we call for an immediate stand down of ICE and CBP interior enforcement operations and demand the resignation of the Secretary of Homeland Security. Current leadership has failed to protect civil liberties, ensure accountability, or maintain the public trust.

“We also demand full, transparent, independent investigations into these deaths and abuses, and decisive steps to prevent further civilian killings at the hands of federal agents.”

Griffith Statement on Appropriations Package Signed into Law, $1,415,000 for SWVA Nuclear Energy Project

Ahead of a government funding deadline of January 30, President Donald Trump signed into law the appropriations package H.R. 6938, the Commerce, Justice, Science; Energy and Water Development; and Interior and Environment Appropriations Act of 2026.

U.S. Congressman Morgan Griffith (R-VA) secured federal funding in the appropriations package for the following Ninth District project: 

Project Name: Energy DELTA Lab – Utilization of Former Mine Lands for the Deployment of Advanced Nuclear Project

Recipient Name: Energy DELTA Lab, located in Wise, Virginia

Amount Received: $1,415,000

Following presidential approval of the appropriations package and the inclusion of federal funding for this Ninth District project, Congressman Griffith issued the following statement: 

“This government funding package, which I supported, delivers critical funds to Ninth District community projects. In this package, I helped secure more than $1.4 million for Energy DELTA Lab.

“With this federal funding available to Energy DELTA Lab, Southwest Virginia community access to potential nuclear energy solutions will improve.”

BACKGROUND

The above community project funding request was submitted by Rep. Griffith for fiscal year 2026. 

Congress has to consider four remaining appropriations bills before the January 30 government funding deadline.
