Quigley Secures $4 Million for Safety, Public Health, and Flood Mitigation in FY26 Community Project Funding

Today, Chicago Congressman Mike Quigley (IL-05) announced that he secured over $4 million for his constituents and the greater city of Chicago in Community Project Funding for Fiscal Year 2026, following the passage of the Commerce, Justice and Science and Interior appropriations bills. These two appropriations bills contained four of Quigley’s 15 Community Project Funding requests for FY2026. 

“At a time when the federal government continues to fail Americans, I am proud to have secured over $4 million in Community Project Funding to improve public safety, public health, and flood mitigation in Chicagoland,” said Quigley. “Over $1 million in funds will replace bulletproof vests for the Chicago Police Department. Other public health funding will upgrade Barrington’s wastewater treatment plant and replace lead pipes in Arlington Heights. I also secured over $1 million to build green alleys in Graceland West to mitigate the extreme flooding this neighborhood has seen in recent years.”

Previously called earmarks, Community Project Funding allows lawmakers to set aside funds in federal appropriations bills to address specific needs in their districts. As a member of the House Appropriations Committee, Quigley helps craft these bills and advocates for infrastructure and social services funding at home. Since 2021, Congressman Quigley has secured over $40 million dollars in Community Project Funding for Chicagoland.

CPD Get Behind the Vest – $1,031,000

  • Ballistic vests have saved the lives of 48 Chicago Police Officers since 1980; however, they have an expiration approximately 5 years after production. This project enables the Chicago Police Memorial Foundation to purchase new ballistic vests to replace expired vests.

Wastewater Treatment Plant Upgrade in Barrington – $1,092,000

  • The Village of Barrington wastewater treatment plant’s equipment and structures are between 45 and 88 years old. This project will replace and rehab the plant’s equipment and processes to ensure the water discharging meets all limits set by the EPA.

Lead Service Line Replacement in Arlington Heights – $1,092,000

  • Current estimates for the replacement of all lead water service lines within the Village of Arlington Heights are far outside the village’s budget. This project will help the Village shoulder the cost burden and enable it to effectively eliminate the risk of lead exposure from lead water service lines.

Graceland West Flooding – $1,092,000

  • The purpose of this project is to improve stormwater management, reduce flooding, and recapture stormwater by constructing green alleys with permeable pavement along Greenview Avenue in the 47th Ward. The project is expected to increase surface infiltration and decrease the amount of water diverted to the sewer system.

Washington, D.C. — Congressman Marc Veasey (TX-33) announced today that he has filed an amendment to strip nearly all taxpayer-funded pay from ICE Assistant Chief Counsel James Rodden, following credible reporting linking Rodden to a long-running white supremacist social media account and ICE’s continued failure to take disciplinary action.

Rodden, a senior ICE prosecutor in Dallas immigration court, was identified by investigative reporting as the operator of an account that promoted racist, fascist, and violent rhetoric over more than a decade. Despite formal inquiries from Congressman Veasey and public documentation of the account’s content, the Department of Homeland Security and ICE have failed to provide meaningful responses or accountability.

“Taxpayer dollars should never fund hate,” said Rep. Veasey. “James Rodden describes himself as a fascist. As someone who cannot be trust with responsibility, especially in a court of law that disproportionately effects Americans of color. Allowing someone with those views to prosecute cases on behalf of the United States is a betrayal of public trust and a threat to equal justice under the law.”

Rep Veasey’s amendment is intended to enforce accountability where ICE leadership has refused to act, and to ensure that federal funds are not used to compensate an official whose conduct undermines the integrity of the immigration court system.

“When an agency ignores congressional oversight and protects someone espousing white supremacist ideology, Congress has a responsibility to intervene,” Rep.Veasey added. “This amendment makes clear that Congress will do whatever it takes to protect Americans, their tax dollars, and hold ICE accountable for their crimes.”

Congressman Cohen Signs Discharge Petition to Bring Ban on Stock Trading to the Floor

The Restore Trust in Government Act would end the practice of Members of Congress, the President and the Vice President trading stocks.

“A majority of Democrats in Congress and the vast majority of the public think it is time to end the practice of members trading in individual stocks. The Restore Trust in Government Act introduced by Congressman Seth Magaziner of Rhode Island and which I have requested to cosponsor, would end the practice of Members of Congress, the President and the Vice President trading stocks, and is the right thing to do. A Republican-led effort to ban stock trading does not extend to members of the executive branch.”

Davids Announces 2025 Congressional App Challenge Winner

Today, Representative Sharice Davids announced the winner of the 2025 Congressional App Challenge for Kansas’ Third District: Drake Semchyshyn, a twelfth grader at Blue Valley West High School. Semchyshyn’s winning app, Catalyst, is designed to improve students’ academic experience within Canvas, a widely used learning management system.

“Kansas students are incredibly creative, and Drake’s app is a great example of how young people can use technology to solve real problems they see in their everyday lives,” said Davids. “The Congressional App Challenge is about encouraging innovation, building confidence, and opening doors to STEM careers — and Drake’s work shows exactly why investing in students and education matters.”

“Fueled by the frustrations of the current Canvas application, I decided to build a better application, Catalyst, that works alongside Canvas that is student-focused,” said Drake Semchyshyn, 2025 Congressional App Challenge Winner. “Building this app has truly been a journey, from interacting with students who experience the struggles to building a better experience for everyone. Initially, I was shocked and honored when winning the Congressional App Challenge in my district, and I hope that this is just the start of my journey in the software engineering field.”

Catalyst was created to address common challenges students face with online learning platforms, including confusing interfaces, inaccurate due dates, harsh visual settings, and limited reminder options. The app works alongside Canvas to give students more control over their coursework, allowing them to organize assignments in a to-do list format, customize color themes, set personalized notifications, and better manage deadlines — all with the goal of supporting academic success.

The Congressional App Challenge is a nationwide competition hosted by the U.S. House of Representatives to encourage middle and high school students to learn to code and pursue careers in computer science and other STEM-related fields. The winning students also have a chance to visit the Capitol and see their app on display. As the winning submission, Catalyst will be put on display in the U.S. Capitol Building for one year.

Pappas Introduces Legislation to Redirect Excessive ICE Funding to Local Law Enforcement

Legislation would help hire 200,000 local police officers by redirecting excessive funds, including those being used to unnecessarily expand detention capacity nationwide

Today Congressman Chris Pappas (NH-01) introduced the PUBLIC SAFETY Act to redirect almost $75 billion in funding passed in the Republicans’ so-called One Big Beautiful Bill Act (OBBBA), which Congressman Pappas opposed, from Immigration and Customs Enforcement (ICE) and send it instead to local law enforcement programs to help hire and train 200,000 local cops nationwide. Pappas’s bill would not affect ICE’s regular appropriations, leaving the agency with historically normal funding levels to conduct traditional immigration enforcement operations. The bill is the House companion to legislation introduced by U.S. Senator Catherine Cortez-Masto (NV) in the Senate.

“Everyone deserves to feel safe in their community. While local law enforcement are repeatedly asked to do more with less, this administration is funneling billions in unnecessary funding to ICE to conduct operations that local law enforcement agree are actually making our country less safe,” said Congressman Pappas. “I trust our local departments to make the investments our communities need, and I know from my conversations with these departments that they need more resources for recruitment, retention, training, and victim assistance. We can truly make this country safer by redirecting these funds to invest in the kind of tested law enforcement we have here in the state of New Hampshire.”

Pappas’s bill would prioritize effective law enforcement by investing in local police officers who undergo thorough training and have real ties to the communities they serve. Specifically, the Providing Useful Budgets for Localities to Invest in Cops by Substituting Appropriations from Federal Enforcement To Yield Results (PUBLIC SAFETY) Act would: 

  • Reallocate $29.85 billion in OBBBA funds for ICE’s enforcement and operations to the COPS Hiring Program for the hiring of over 200,000 local police officers nationwide; 
  • Waive the COPS Hiring Program’s matching contribution requirements for small jurisdictions; and
  • Reallocate $45 billion in OBBBA funds designated for unnecessary and harmful additions to ICE’s detention capacity to the Byrne JAG program, which provides funding to support training, crime victim assistance, and crime prevention.  

While federal law enforcement has an important role to play in targeting undocumented violent criminals and securing the border, the Trump administration’s immigration policies are not keeping Americans safe. Instead, the reckless Department of Homeland Security (DHS) Secretary, Kristi Noem, is putting thousands of unprepared and undertrained agents in our communities with unacceptable results. In the past year, ProPublica estimates that ICE has detained over 170 U.S. citizens. As of late November 2025, 73% of individuals held in ICE detention did not have a criminal conviction, and less than 5% had a violent criminal conviction. At the same time, ICE has lowered its training and hiring standards, putting undertrained and unvetted agents on the streets, straining already under-staffed police departments.

New Hampshire has faced a police staffing shortage in recent years, including documented vacancies for 62 state troopers and dozens of positions across local departments. Pappas’s bill would help address that shortage by dramatically increasing funding for two key programs that help police departments hire and train officers, support victims, and invest in crime prevention, raising funding levels more than 200-fold compared to current levels. 

Pappas is a cosponsor of the bipartisan, bicameral Invest to Protect Act and leads the bipartisan EAGLE Act and BUILD Act, all of which would make targeted investments in local law enforcement. The bills would provide vital funds for recruitment and retention, training and accreditation, bringing outdated police facilities up to modern standards, and more.

Pappas Reintroduces Bipartisan Stop Crimes Against Children Act

Congressman Chris Pappas (NH-01) and Congressman Vern Buchanan (FL-16) introduced the Stop Crimes Against Children Act, bipartisan legislation to strengthen efforts to identify, prevent, and respond to crimes against children.

The legislation would amend the National Strategy for Child Exploitation Prevention and Interdiction, a Department of Justice (DOJ) effort to put in place best practices in the prevention and interdiction of heinous and destructive acts of child exploitation. Specifically, the legislation would include a broader array of stakeholders and partners in the National Strategy for Child Exploitation Prevention and Interdiction, including the nonprofit sector and institutions of higher education, and direct the strategy to include information on victim support. This will ensure that communities can leverage the full spectrum of expertise and resources alongside government and law enforcement agencies to keep children safe.

“The fight against child exploitation and abuse requires an all hands-on-deck-effort, and that means bringing together stakeholders with a broad array of expertise to put in place strategies that will keep our kids safe,” said Congressman Pappas. “This bipartisan legislation ensures that leaders from the nonprofit sector and institutions of higher education, who are doing vital work to protect children from abuse, will be part of our national strategy to identify, prevent, and respond to crimes against children right alongside law enforcement and government agencies. Background: 

At the start of last year, following the Trump Administration’s attempt to execute a broad freeze of all federal grant programs, Pappas and the New Hampshire delegation joined representatives from local schools, police departments, fire departments, and CAP agencies to highlight the wide-ranging impacts of any freeze on a variety of programs, including significantly impacting investigations into internet-based sexual crimes against children and services for victims of crime.

In May, Pappas reintroduced the bipartisan National Adverse Childhood Experiences Response Team (ACERT) Grant Program Authorization Act. The legislation would establish a grant program to provide federal resources for communities across the country to address adverse childhood experiences associated with exposure to trauma by connecting law enforcement and first responders with local child specialists and professionals. The lawmakers’ legislation models successful programs like Manchester’s ACERT to mitigate the impact of traumatic childhood experiences.

Stauber’s Bill to End Biden’s Mining Ban in Minnesota Passes House

WASHINGTON, D.C. – Today, the U.S. House of Representatives passed H.J. Res. 140, a Congressional Review Act resolution introduced by Congressman Pete Stauber (MN-08) to repeal the Biden Administration’s illegal 20-year mining ban on 225,504 acres in Northern Minnesota’s Superior National Forest.

“I’m thrilled the House has passed H.J. Res. 140 to repeal Biden’s illegal mining ban that directly threatened our way of life,” said Congressman Pete Stauber. “Growing up in the Northland, I’ve seen firsthand how these radical policies kill jobs and hurt families. This win allows for important proposed hardrock mining and helium projects to move forward in the state and federal permitting processes. The Iron Range mined the iron ore that helped this nation win two World Wars and I am confident we’ll responsibly mine the critical minerals that will allow us to compete and win in the 21st Century.”

The resolution does not approve any specific projects. It removes the ban, allowing proposed developments to proceed through the world’s strictest state and federal regulatory and permitting processes.

“Reversing Biden’s mining ban will protect Northern Minnesota jobs, strengthen national security through domestic production, and prevent future overreaches from happening again,” Congressman Stauber added. “I look forward to swift action in the Senate to send this resolution to President Trump’s desk.”

Background: In January 2023, the Department of the Interior, at the direction of former President Joe Biden and former Secretary of the Interior Deb Haaland, issued Public Land Order (PLO) 7917, instituting a 20-year mineral withdrawal covering 225,504 acres in the Superior National Forest in Northern Minnesota. This mineral withdrawal banned mining and other responsible resource extraction in a strategically significant area of the Duluth Complex, which is the largest untapped copper-nickel deposit in the world. Under the Federal Lands Policy and Management Act (FLPMA), the Department of the Interior is required to notify Congress of public land orders impacting an excess of 5,000 acres. The Biden Administration failed to properly transmit PLO 7917 to Congress in January 2023. Earlier this month, the Trump Administration corrected this error and properly transmitted PLO 7917 to Congress.

Under the Congressional Review Act (CRA), Congress has the authority to review and disapprove of federal actions within 60 Senate session days of the action’s submission to Congress. If a CRA joint resolution of disapproval addressing a federal action is passed by both chambers and signed by the President, it is nullified and ceases to have effect (or is treated as never having taken effect). Additionally, under the CRA’s substantially similar provision, when a federal action is successfully disapproved of by Congress, the executive branch is prohibited from taking a substantially similar action in the future.

Progressive Caucus Deputy Chair Ilhan Omar and Ranking Member Castro Call on House to Pass Bipartisan Resolution to End Trump’s Illegal War on Venezuela

“Trump began the year by flagrantly violating international law and the Constitution, invading and bombing Venezuela, kidnapping its head of state, killing dozens in the process, seizing control of the country’s oil, and inviting U.S. fossil fuel executives to take the spoils. 

“The administration has since sequestered hundreds of millions of dollars from Venezuela’s oil revenue in Qatari banks, far from Congressional oversight. Highlights from Leader Scalise’s interview:On President Trump’s record of success after four years of Democrats’ failures:“Well, if year two is anything close to year one, it’s going to be a great year for America’s 250th birthday. When you think about it, President Trump came in after four years of Joe Biden, and remember the indicators: inflation through the roof, interest rates through the roof, gas prices in Gavin Newsom’s state, over five, six dollars a gallon. Gavin Newsom has to leave California to go to a place where it’s normal because he ruined his own home state, and he wants to ruin America.“President Trump in just one year, and again, yesterday, one year, we now have gas prices in the twos right now, less than three dollars a gallon in most states. You have interest rates down, you have inflation down. Egg prices — remember, egg prices? We were in the three and four dollar range under Joe Biden. In less than a year, we’re at about $1.99 for eggs. President Trump is working to get take-home pay — $1,200 more money in your pocket today in just the last year. You lost $3,000 as an average family under the Joe Biden years, and Democrats did that. It was their policies that took that money out of your pocket.“And they want to do it again, by the way. Believe me, if they got just the House, the House of Representatives, not only would they crush the Trump agenda, they would spend day one, they would be impeaching the President, they would be going after his cabinet secretaries, and putting a halt to the growth that we’re seeing in success for families in terms of all of those indicators. We want to keep bringing inflation down, keep bringing interest rates down, help first-time home buyers. All of those things we’re working on, all that comes to a halt if Democrats get control of just the House next year.”On House Republicans funding the government:“We’re bringing the bill Thursday, and it includes the remaining four. There’s 12 bills that fund all of government. The House has passed eight of those. Six of them are signed into law. The remainder of the four were negotiated over the weekend. Republicans and Democrats, by the way, negotiated these bills. It includes the Department of Defense, which, of course, is so critically important to our nation. But it also includes the Department of Homeland Security, which some Democrats want to eliminate. Look, they want to defund police. They now want to defund ICE. It’s been a rallying cry for the left to go after law enforcement. As crazy as that sounds, that’s where the Mamdani wing of the party of the Democrats are. But we’re going to do all of that this week.“Let’s establish some normalcy. While we’re trying to mop up the mess that Joe Biden created, now that we’re working with Donald Trump to get the country back on track, let’s also do the basics of governing, and that is funding the government at appropriate levels, which, by the way, are lower levels than they were last year. Imagine that. Every year under Biden, it was the question of how much more is Washington spending than the year before. That drove inflation, by the way, dramatic inflation and massive deficits. Now we’re finally bringing spending down, and we’re bringing economic growth up. Those are the recipes for how you get back to balancing the federal budget, which I think most Americans want to see happen.”On common-sense legislation to protect American elections:“You take the SAVE Act on steroids, and what we’re talking about is, illegals can’t vote was the crux of Chip Roy’s bill, which was really important to say, why should illegals be able to vote?“…So what you do is not only make sure that illegals can’t vote, but also just reinstating picture ID. You want to talk about common sense? There are many states, including Gavin Newsom’s, California, where they ban you from asking for a picture ID. You’re not even allowed if you go to vote and say, hey, here’s my picture ID, by law, they’re supposed to say, ‘Whoa, whoa, whoa. I can’t even see that.’ That’s a recipe for vote a fraud. Anybody with common sense knows it.“…We’re going to pass a bill that says not only do you have to be here legally to vote, but you also have to show a picture ID. You can’t get into a bar tonight without a picture ID. You can’t get on an airplane without a picture ID. The sanctity of the vote needs to be protected because guess what? If you’re voting legally, and then somebody without a picture ID is here illegally voting, they’re stealing your vote. They’re nullifying your vote. Needs to end.”
