McGovern, Malliotakis Introduce Bipartisan Bill to Address Link Between Diet and Chronic Disease

Source: United States House of Representatives – Congressman Jim McGovern (D-MA)

WASHINGTON—Today, a bipartisan, bicameral group of lawmakers led in the House by Ranking Member of the Rules Committee James P. McGovern (D-MA) and Representative Nicole Malliotakis (R-NY), introduced the Medically Tailored Home-Delivered Meals Demonstration Pilot Act, legislation that would help people overcome chronic illnesses through the power of nutritious food. A companion bill in the Senate was introduced by Senators Cory Booker (D-NJ) and Roger Marshall (R-KS).

**Full Bill Text Here (PDF)**

The nationwide pilot program created by the bill would allow Medicare to help seniors with diet-impacted diseases get food that’s specifically tailored to healthier outcomes. Additional original cosponsors include Representatives Chellie Pingree (D-ME), Dwight Evans (D-PA) and Brian Fitzpatrick (R-PA) and Senators Tina Smith (D-MN) and Bill Cassidy (R-LA).

“Democrats and Republicans can agree on this simple truth: food is medicine,” said Representative McGovern. “No senior should have to face chronic illness without the basic nutrition they need. Investing in medically tailored meals will reduce hospital readmissions, improve health outcomes, and save taxpayers money. By connecting health care and nutrition, we can improve lives, strengthen communities, and build a fairer, healthier future for all.”

“The large majority of seniors 60 years of age and up are living with one or more chronic health conditions that can limit their ability to shop or cook for themselves,” said Representative Malliotakis. “By establishing a Medicare-covered pilot program to deliver nutritious and medically tailored meals to homes, we can provide our vulnerable seniors with peace of mind, improve their overall health and lower their healthcare costs by reducing their hospital readmission rates.”

“Nutritious food is foundational to good health, and medically tailored meals have consistently proven to reduce hospitalizations, improve outcomes, and lower health care costs. With more than half of older Americans living with one or more chronic conditions, Medicare must meet patients where they are by supporting interventions that work,” said Representative Pingree. “Delivering meals designed for specific medical needs is a commonsense, compassionate approach that strengthens Medicare while giving patients the tools to live healthier, more independent lives. As cofounder of the bipartisan Food is Medicine Working Group, I’m proud to cosponsor this legislation with Reps. McGovern and Malliotakis to demonstrate the transformative impact of food as medicine.”

“Food is medicine, and for many seniors, medically tailored meals are the difference between recovery and relapse,” said Representative Fitzpatrick. “This bipartisan legislation brings together community expertise, federal support, and decades of evidence to do something transformative—improve health outcomes, reduce costly hospital readmissions, and strengthen the safety net for our most vulnerable neighbors. By partnering Medicare with local providers to deliver these meals, we are proving compassion and fiscal responsibility can work hand-in-hand to build a stronger, more resilient health care system for our seniors.”

“I have long said that food is medicine, and this bill would use that principle to help fill a serious gap for many vulnerable seniors,” said Representative Evans.

“As longtime advocates for policy initiatives that address the connection between nutrition and health, FIMC is deeply appreciative of Representatives McGovern, Malliotakis, Pingree, Fitzpatrick and Evans and Senators Booker, Marshall, Cassidy and Smith for their introduction of the Medically Tailored Home-Delivered Meals Pilot Act. This program will not only address the gap in access to medically tailored meals for older Americans and people with disabilities, but it will provide the data we need to make our health care system more efficient and patient-centered. We look forward to working with these bipartisan champions, the Administration, and legislators on both sides of the aisle to advance this important bill,” said Alissa Wassung, Executive Director of the Food is Medicine Coalition.

How Would Medically Tailored Meals Save Taxpayer Money?

About 93% of seniors have at least one chronic condition and nearly 80% have two or more chronic conditions. A growing body of research suggests that MTMs are a patient-centered and cost-effective way to provide care to our seniors. A recent study from the Food is Medicine Institute at the Friedman School of Nutrition Science and Policy at Tufts University, for example, found that expanding the use of MTMs could save approximately $23.7 billion in health care costs each year – as well as improve health outcomes by preventing 2.6 million hospitalizations yearly.

What Does The Medically Tailored Home-Delivered Meals Demonstration Pilot Act Do?

The bill creates a 6-year nationwide Medicare pilot to provide Medically Tailored Meals (MTMs) to seniors with diet-related diseases like heart disease, diabetes, or COPD. Forty hospitals will participate, with priority for rural and underserved areas. Each must partner with a community MTM organization to deliver two meals a day for at least 12 weeks. MTMs are designed by Registered Dietitians to meet the specific medical needs of each patient. The program will test different payment and delivery models—especially in rural areas—and will be evaluated for its impact on hospital readmissions, costs, and health outcomes.

How Are Medically Tailored Meals different From Meals On Wheels?

Unlike Meals on Wheels, MTMs are prescribed by a healthcare professional, created by registered dietitians, and customized to the patient’s medical needs. Seniors receiving MTMs also get ongoing nutrition counseling, education, and, if needed, medical nutrition therapy throughout the program.

The funding covers the costs incurred from projects that repaired telephone poles and fiber optic cables damaged by Hurricane Helene. U.S. Congressman Morgan Griffith (R-VA) issued the following statement:

“After Hurricane Helene hit Virginia’s Ninth District, I immediately surveyed the damages to our communities and the groups that helped with disaster relief and recovery projects. Many organizations had to incur major financial costs for their efforts to rebuild our communities.

“I appreciate Scott County Telephone Cooperative for tending to the needs of our Appalachian communities under dire circumstances to rebuild essential communications infrastructure. I am glad to announce that they will receive more than $1.07 million as a result of their help in the aftermath of Hurricane Helene.”

Higgins’ Legislation Empowering DC Law Enforcement Passes Through House of Representatives

Source: United States House of Representatives – Congressman Clay Higgins (R-LA)

WASHINGTON, D.C. – Congressman Clay Higgins (R-LA) announced today that H.R. 5143, the District of Columbia Policing Protection Act, passed through the U.S. House of Representatives. The bill would expand the authority of DC law enforcement officers to engage in vehicular pursuit of a suspect.

Current DC law restricts officers from pursuing a suspect unless they have committed a crime of violence or pose an immediate threat of death or serious bodily injury to another person. Congressman Higgins’ bill amends the Comprehensive Policing and Justice Reform Amendment Act of 2022, to eliminate these restrictions and provide broader authority for officers to pursue suspects. The bill also directs a trial system to alert members of the public to police pursuits in their immediate vicinity.

The legislation supports President Trump’s effort to improve public safety in the nation’s capital, where crime rates have risen due to policies that prevent local law enforcement from effectively performing their duties. Read the full bill text here

Hoyer Statement on 86th Anniversary of the Soviet Invasion of Poland

Source: United States House of Representatives – Congressman Steny H Hoyer (MD-05)

WASHINGTON, DC – Congressman Steny H. Hoyer (MD-05) released the following statement today marking 86 years since the Soviet Union invaded Poland on September 17, 1939, as part of the Molotov-Ribbentrop Pact:

“Today marks 86 years since the Soviet Union launched its surprise invasion of Poland as part of its Molotov-Ribbentrop pact with Nazi Germany. The Nazi-Soviet conquest of Poland was the opening salvo of the most destructive war history has ever known – one born of appeasement, deceit, and broken promises.

“Less than a lifetime later, Europe finds itself amid the largest war it has seen since 1945. The parallels are striking. Once again, Russia is trying to redraw borders by force with its criminal invasion of Ukraine. Once again, Russia threatens Poland – this time flying military drones into its airspace. And, once again, America is sitting on the sidelines as dictators threaten democracy not only in Europe but around the world.

“It is time that the House act on our overwhelming bipartisan consensus to support Ukraine. I urge my colleagues to sign the discharge petition for the Ukraine Support Act. Only five more Members need to sign to give that crucial legislation a fair vote on the House Floor. We ought to take to heart the hard-learned lessons of 1939 and act.”

Rep. Veasey and Sen. Wyden (OR) Will Reintroduce Bicameral Resolution Recognizing September as National Voting Rights Month

Source: United States House of Representatives – Congressman Marc Veasey (33rd District of Texas)

Headline: Rep. Veasey and Sen. Wyden (OR) Will Reintroduce Bicameral Resolution Recognizing September as National Voting Rights Month

The resolution is reintroduced as Donald Trump and House Republicans work to make voting harder for Americans

Washington, D.C.– Congressman Veasey (TX-33) and Senator Ron Wyden (D-OR), announced on National Voter Registration Day that they are introducing legislation to make September “National Voting Rights Month.” Considering recent concerns over voting rights, awareness, and suppression, Rep. Veasey and Senator Wyden have released the following statement:

“In recent years we have seen people’s rights and awareness around voting backslide rapidly” said Congressman Veasey. “Voter rolls purges, suppression, racist mid-decade redistricting are all threatening to launch us back into the 50s to a time more reminiscent of the Jim Crow era rather than the 21st century. The fight for voting rights starts with awareness. Designating September as ‘National Voting Rights Month’ is the start of our fight to enshrine our rights.”

“American democracy doesn’t work when politicians play partisan games – and that includes Trump giving states marching orders to carve out red-leaning congressional districts to preserve his own power,” Senator Wyden said. “This resolution is a step toward ensuring that politicians have to face all their constituents at the ballot box. Protecting the right to vote is more critical now than ever because every American deserves to have a stake in our country’s future.”

Gosar Introduces Bills Nullifying Efforts to Lock Up Federal Lands

Source: United States House of Representatives – Congressman Paul A Gosar DDS (AZ-04)

Washington, D.C.  — Congressman Paul A. Gosar, D.D.S. (AZ-09), issued the following statement after introducing two bills nullifying previously declared national monuments that lock up federal lands:

“The reckless declaration of vast national monuments has locked up thousands of acres of land, placing them off limits to responsible mining, energy development and other multiple-use purposes that help fuel our economy and support American energy independence.

I am pleased to reintroduce H.R. 5392, the Northern Arizona Protection Act, legislation that would nullify the Baaj Nwaavjo I’tah Kukveni-Ancestral Footprints of the Grand Canyon National Monument, declared on August 8, 2023, by Joe Biden, for the stated purpose of preventing uranium mining.

I also introduced H.R. 5393, the Southern Arizona Protection Act, nullifying the Ironwood Forest National Monument, declared on June 9, 2000, by Bill Clinton, solely to lock up domestic copper and gold mining.

The Antiquities Act was never intended to be a tool for radical environmentalists and their political cronies in Washington, D.C. to block access to America’s abundant and much-needed resources.  Thankfully, the Trump Administration is reconsidering both of these National Monuments as executive abuses under the Antiquities Act.

By nullifying these national monuments, my bills reassert Congress’s role and return to a balanced approach where conservation and economic development work in concert.  Federal lands belong to the American people, not unelected bureaucrats or woke presidents who abuse executive authority to shut them off from productive use,” stated Congressman Gosar.
