Calls out unprecedented use of political pressure to silence dissenting voices and attack free speech

WASHINGTON DC — Congressman Paul D. Tonko released the following statement after ABC pulled Jimmy Kimmel indefinitely off the air hours after Federal Communications Commission Chair Brendan Carr threatened the network over comments Kimmel made.

“At every turn, President Trump has made his utter disdain for media known, and now, he and his administration are using their power to silence his critics in a blatant attack on free speech. Following ABC’s announcement about taking Kimmel off the air, Trump followed up saying, “that leaves Jimmy and Seth” referring to the other late night hosts Jimmy Fallon and Seth Meyers. The president has shown that he is willing to go after anyone who expresses opinions that are not in line with his — First Amendment be damned.

“Anyone who cares about free speech should be sounding the alarm and standing against this act of state censorship.”

Stauber Introduces Bipartisan Legislation to Speed Up First Contracts for New Unions

WASHINGTON, D.C. – Today, Congressman Pete Stauber (R-MN) and Congressman Donald Norcross (D-NJ) held a press conference to announce the introduction of their Faster Labor Contracts Act, bipartisan legislation to ensure that when workers vote to form a union, employers are not allowed to drag out negotiations on a collective bargaining agreement. 

“America’s workers are the backbone of our economy, yet far too often, they are met with silence or stalling tactics from employers when negotiating their first union contract,” said Congressman Pete Stauber. “As a former police officer who organized my union, I’ve seen firsthand how unfair and frustrating this process can be for some. That’s why I am proud to partner with Representative Norcross to hold employers accountable and ensure workers have a real voice at the negotiating table, because when our workers succeed, our entire nation succeeds.”

“The right of workers to form a union and collectively bargain is crucial to improving wages, hours, working conditions, and so much more. I know because I’ve lived it,” said Congressman Donald Norcross, Co-Founder and Co-Chair of the Congressional Labor Caucus. “Right now, employers can delay negotiations on first contracts for years. This hurts workers who, despite exercising their right to bargain collectively, are prevented from doing so by employers who enjoy the benefits of the status quo. The Faster Labor Contracts Act will force employers to act in good faith and come to the negotiating table quickly.”    

“Greedy corporations will do everything they can to deny workers a fair first contract and the wages and benefits they’ve earned,” said International Brotherhood of Teamsters General President Sean M. O’Brien. “The Faster Labor Contracts Act is much-needed legislation that will expedite the process and hold employers accountable when they drag out negotiations. The Teamsters commend Representatives Norcross and Stauber for introducing a bill that will help newly organized workers secure the fair first contract they deserve.”

“The Faster Labor Contracts Act will protect workers across Minnesota and the entire United States,” said Teamsters Joint Council 32 President Tom Erickson. “Being able to speed up negotiating a first contract is a no brainer. We are grateful for Congressman Stauber’s willingness to work across the aisle on policy that will positively impact union organizing for years to come.” 

According to Bloomberg Law, it takes an average of 458 days for unions and employers to agree on a first contract. 

The Faster Labor Contracts Act will amend Section 8(d) of the National Labor Relations Act (NLRA) to require the following: 

  • After workers have voted to form a union, employers must begin negotiating with the new union within 10 days.
  • If no agreement is reached after 90 days, a government mediator will step in to assist.
  • If mediation fails 30 days after that, the dispute will be referred to a binding 3-person arbitration panel made up of one representative chosen by the workers, one representative chosen by the employers, and a neutral third member.

Congressman Stauber Announces District Staff Additions

MINNESOTA – Congressman Pete Stauber (MN-08) announced four new additions to his District Team: Jacob Ringstad is now serving as the Deputy District Director, Payton Crotty is serving as the Southern Field Representative, Kara Lindstrom is serving as the Western Field Representative and Director of Grants, and Tommy Finstad is serving as a part-time Field Representative. 

Jacob Ringstad, a native of Sartell, Minnesota, will serve as the manager of Congressman Stauber’s district team. He is based out of Congressman Stauber’s Hermantown office and is responsible for overseeing constituent services and community outreach. Prior to this role, Jacob worked as an engineering consultant and received a degree in Civil Engineering from the University of Minnesota Duluth.

Payton Crotty, a native of Clearwater, Minnesota, will serve as a field representative in the southern portion of Congressman Stauber’s district. Congressman Al Green Opposes Department of Education Funding Cuts to Minority-Serving Institutions

(Washington, DC)— Today, Congressman Al Green opposed the United States Department of Education’s (ED) decision to cut $350 million in discretionary funding for Minority-Serving Institutions (MSIs) supporting enrollment in science and engineering programs, schools with significant Hispanic enrollment, and other federal grants. According to a letter by the U.S. Solicitor General, the funding will be frozen from multiple grant programs after the ED claimed that awarding funds to schools serving specific racial or ethnic groups may “violate the equal protection component of the Fifth Due Process Clause.” 

While the ED will allocate $132 million in mandatory funding appropriated by Congress, this is far less than what institutions serving Black, Hispanic, Asian American, Native American, Alaska Native, and Native Hawaiian students anticipated. The cuts could directly affect students seeking scholarships, research opportunities, cultural programs, and many more similar programs that help students of color succeed in higher education. 

Congressman Al Green stated, “These federal dollars are approved each year by Congress. The ED cutting and redirecting congressionally mandated funding represents a direct attack on students of color and underserved communities that have been left behind by our education system. Minority-Serving Institutions are lifelines for opportunity, especially in the science, technology, engineering, and mathematics fields. Taking away these resources is a step backward in the fight for educational equity. Congress must act to restore the funds and protect every student who relies on these programs.”

Huizenga Introduces Legislation to Pay ICE Agents, Border Patrol, and DHS Law Enforcement Officers in the Event of a Shutdown

Today, Congressman Huizenga announced the introduction of the Pay Our Homeland Defenders Act of 2026. This legislation ensures Department of Homeland Security (DHS) law enforcement personnel defending our borders and interior are actively paid in the event of a government shutdown. Past shutdowns have forced critical homeland security personnel to work without pay, undermining morale and readiness in their mission to secure the border, address illegal immigration, stop the flow of illegal drugs, and protect commerce. The Pay Our Homeland Defenders Act of 2026 is modeled after the Pay Our Troops Act, which Congressman Huizenga cosponsors.

Congressman Allen’s Retire Through Ownership Act Advanced by Committee

Yesterday, the House Committee on Education and Workforce advanced H.R. 5169, the Retire Through Ownership Act. This bipartisan legislation, introduced by Congressman Rick W. Allen (GA-12), would provide legal and regulatory clarity in the formation of new Employee Stock Ownership Plans (ESOPs).

During the full committee markup, Congressman Allen delivered the following remarks, as prepared for delivery, prior to the bill’s passage:

“H.R. 5169, the Retire Through Ownership Act, provides valuation guidelines to Employee Stock Ownership Plans, or ESOPs. An ESOP is a retirement plan designed to invest primarily in employer stock. ESOPs build wealth for employees to retire and also give employees an ownership stake in their employer. 

“For more than 50 years, ever since the enactment of ERISA, ESOP fiduciaries have been waiting for guidance on how to value the employer stock that their plans purchase. The Department of Labor (DOL) has never published definitive guidance. Instead, DOL began a national enforcement project targeting ESOPs. Rather than tell the ESOP community how to value the stock, DOL used legal actions and settlements to guide ESOP stock purchases in a practice stakeholders call ‘regulation by litigation.’

“The Retire Through Ownership Act uses Internal Revenue Service (IRS) guidelines, which are tried-and-true guidelines issued under Revenue Ruling 59-60, including companion rulings issued by the IRS from time to time. The bill also provides that an ESOP fiduciary may rely in good faith on a valuation provided by an independent evaluator or appraiser that is based on IRS guidelines.

“The Retire Through Ownership Act will bring an end to the uncertainty that ESOPs have experienced for over 50 years. By doing so, the bill encourages the establishment and maintenance of more ESOPs. 

“In July, a companion to H.R. 5169 was unanimously approved by the Senate Committee on Health, Education, Labor, and Pensions. The amendment in the nature of a substitute that I am offering includes changes to make H.R. 5169 more closely match the language requested by Senate Democrats, which were incorporated in the Senate companion bill. I included these changes in the ANS in a bipartisan spirit, and I look forward to bipartisan support for the bill today.

“The ANS makes three changes to H.R. 5169. It clarifies that the Secretary of Labor may issue regulations on this legislation. It clarifies that the bill does not expand the Secretary of Labor’s authority. And finally, it clarifies that no changes are being made to ERISA section 404, which contains fiduciary obligations of prudence and loyalty.

“Finally, thanks go to the ESOP Association for working tirelessly to advance a solution on stock valuation. I urge my colleagues to vote yes on the ANS and to support the Retire Through Ownership Act.”

Stakeholders Applaud Bacon for Reintroducing Legislation to Strengthen America’s Agricultural Security

Washington – Stakeholders and organizations are applauding Representative Don Bacon (NE-02) for reintroducing H.R. 4155, the American Agricultural Security Research Act of 2025 which will bolster cyber defenses for our nation’s food supply chain and secure America’s agricultural sector. 

With the U.S. agri-food sector reporting forty cyberattack incidents in the first quarter of 2024 alone, the American Agricultural Security Research Act addresses an urgent national security concern. The legislation will establish Centers of Excellence at higher education institutions and create a competitive USDA grant program to strengthen our agricultural cybersecurity infrastructure.  

“Our national security and our agricultural industry are inextricably linked,” said Rep. Bacon. “There are only nine meals between civilization and total anarchy. For this reason, I introduced the American Agricultural Security Act to ensure we stay ahead of emerging threats to our food supply chain.” 

While new technologies have enabled food production to become one of the most automated industries in the world, adversaries have increasingly looked to undermine our nation’s most vital industry through increased cyberattacks. The American Agricultural Security Research Act addresses these challenges by:

  • Enabling the Secretary of Agriculture to establish Centers of Excellence at institutions of higher education to research and engage in extension on topics related to cybersecurity, biosecurity, and agricultural production. 
  • Establishing a competitive grant program within USDA to support research, extension, and education activities that improve the capability of the United States to protect the food and agricultural system from attack or other global catastrophic threats.
