Washington, D.C. — U.S. Congressman Sean Casten (IL-06) released the following statement regarding a government shutdown:

“This week, I am in Washington, D.C., ready to vote for a government funding package that improves the health, safety, and economic well-being of the American people. If Congress does not act swiftly, the government will shut down, and health care premiums may skyrocket, with millions of Americans potentially losing their health insurance altogether.

“Instead of working to ensure the government does not shut down, Speaker Johnson has canceled previously scheduled votes for this week, sending Congress into a prolonged recess at a critical moment. House Democrats proposed a measure to keep the government open and extend benefits under the Affordable Care Act that are set to expire soon, but Congressional Republicans have refused to negotiate.

“If Speaker Johnson and President Trump want to keep the government open, it’s time to call the House back into session and negotiate.”

Lawmakers press for clarity on how atrocity prevention, transitional justice, and survivor engagement will continue under State Department reorganization

Today, Representative James P. McGovern (D-MA), Ranking Member of the House Rules Committee and Co-Chair of the Tom Lantos Human Rights Commission and Representatives Sara Jacobs (D-CA) and Ilhan Omar (D-MN) wrote to Secretary of State Marco Rubio expressing concern over the State Department’s decision to eliminate the Office of Global Criminal Justice (GCJ). The Members urged the Secretary to clarify where GCJ’s critical responsibilities—including accountability for mass atrocities, support for transitional justice, and engagement with survivors—will be housed under the Department’s reorganization.

“The activities of the Office of the Global Criminal Justice, led by the Ambassador-at-Large, have played a critical role in advancing U.S. foreign policy interests, including promoting accountability for mass atrocities, supporting international and transitional justice, raising the voices of survivors of atrocities, and reinforcing the rule of law globally.” wrote the lawmakers in their letter. “We hope you agree that this vital work should continue—work that has long had bipartisan support in Congress—even if it is housed in other bureaus within the Department.”

On May 29, 2025, Secretary of State Marco Rubio notified Congress about a sweeping reorganization of the State Department that eliminated the GCJ. While the Department has stated that GCJ’s statutory functions will be realigned to the Office of the Legal Adviser, it has not provided details on whether the rest of GCJ’s broader responsibilities will continue or be reassigned within the new organizational structure.

The Members urged Secretary Rubio to provide Congress with a plan detailing how the State Department will continue GCJ’s functions so that these essential responsibilities can continue without interruption.

USDA announces Butler, Lawrence counties included in disaster designation citing drought

BUTLER, PA — The U.S. Department of Agriculture (USDA) recently announced a disaster designation in Pennsylvania due to recent drought, including Butler and Lawrence counties.

According to the U.S. Drought Monitor, Butler and Lawrence counties are among those that have suffered from a drought intensity value during the growing season of:

  • 1) D2 Drought-Severe for eight or more consecutive weeks or
  • 2) D3 Drought-Extreme or D4 Drought-Exceptional

This designation also includes additional counties in Pennsylvania, Ohio, and West Virginia. 

The designated counties are listed in this letter.

Griffith Announces $700,000 ARC Grant for Rex Theater Revitalization

The Appalachian Regional Commission (ARC) has awarded the City of Galax a $700,000 grant for a project to revitalize the Rex Theater. The funding will support renovation work and upgrades at the Rex Theater. U.S. Congressman Morgan Griffith (R-VA) issued the following statement:

“The Rex Theater is an iconic venue that has attracted scores of visitors over the decades and boosted the local economy. The venue is an excellent host for theater as well as civic activities that include judging the popular ‘Smoke on the Mountain’ barbecue competition in Galax.

“This ARC grant for $700,000 helps Galax pursue essential upgrades to a staple of their community.”

BACKGROUND

Last year, Congressman Griffith announced $50,000 to support a strategic business plan and architectural study to assess long-term viability of the facility.

Galax will work with Mount Rogers Planning District Commission to complete renovations.

Once completed, the theater is projected to attract over 7,000 visitors, host nearly 600 programs, and generate more than $315,000 in revenue within three years.

This July, Congressman Griffith attended the annual “Smoke on the Mountain” barbecue competition.

Griffith Announces $39.9 Million ARPA-H Award to Virginia Tech

The Advanced Research Projects Agency (ARPA-H) has awarded Virginia Tech, based in Blacksburg, Virginia, a $39.9 million award. The funding will support development of a new biosensor that enables real-time, ultrasensitive detection of specific pathogens and allergens using nanobody-based technology. The funding is supported by the agency’s Building Resilient Environments for Air and Total Health (BREATHE) program. U.S. Congressman Morgan Griffith (R-VA) issued the following statement:

“ARPA-H is dedicated to reducing airborne threats to human health. 

“This $39.9 million award to Virginia Tech as part of the BREATHE program solidifies the university’s commitment to advancing indoor air quality solutions for the benefit of public health.”

BACKGROUND

The BREATHE program aims to advance the next generation of smart and healthy buildings. BREATHE awards go towards developing integrated systems that provide continual measurement and risk assessment of indoor air quality and deploy real-time interventions to reduce airborne threats to human health.

Groups also selected to participate in the program include the Mayo Clinic, Poppy Health, Inc. and SafeTraces, Inc.

This project will also deliver software that translates data from the biosensor, building, community and environment to respiratory risk, and tools to optimize proven interventions that reduce bioaerosol concentrations and maintain healthy conditions.

Dingell, Fitzpatrick Introduce Bipartisan Legislation to Expand Access to PFAS Blood Testing for Seniors

Congresswoman Debbie Dingell (D-MI) and Congressman Brian Fitzpatrick (R-PA), Co-Chairs of the bipartisan Congressional PFAS Task Force, today introduced legislation to enable Medicare beneficiaries to get blood tested for toxic per- and polyfluoroalkyl substances (PFAS) chemicals at no cost. 
 
“PFAS are an urgent public health threat, and we need to ensure everyone, especially seniors, have the resources to keep themselves safe,” Dingell said. “We know that virtually all Americans have at least some PFAS in our bodies. Being able to test for PFAS in the blood can be critical in assessing risk and making informed health care decisions, especially for seniors who are more vulnerable to many of the health conditions connected to PFAS contamination. This care should be easy, accessible, and cost-free.” 
 
“Too many seniors have been exposed to PFAS without ever getting the chance to ask the most basic question: was I affected?” said Fitzpatrick. “This bipartisan bill delivers a straightforward solution—requiring Medicare to cover PFAS blood testing at no cost. It gives older Americans the answers they’ve been denied, strengthens the data guiding cleanup efforts, and puts us one step closer to real accountability. We can’t fix what we don’t measure, and ensuring access to testing is where a serious federal response begins.”
 
Scientific studies have linked PFAS chemicals to a variety of health hazards, including various cancers, increases in cholesterol levels, reproductive problems, as well as low birth weight and weakened childhood immunity. People are at higher risk for these health impacts when repeatedly exposed to PFAS, given that they bioaccumulate and do not degrade in the environment. 
 
Across the country, PFAS contamination has left a devastating legacy of poisoned drinking water, rising health risks, and broken public trust—often without families even knowing they had been exposed. Thousands of communities continue to grapple with the long-term consequences of decades of unregulated chemical use. 
 
Dingell has long led the fight against PFAS as the sponsor of the PFAS Action Act, which includes establishing a strong national drinking water standard. Additionally, Dingell has introduced the No PFAS in Cosmetics Act and PFAS Alternatives Act. The designation of PFOS and PFOA – two of the most widely used and notoriously harmful PFAS substances – as hazardous substances by the EPA under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), is a key pillar of Dingell’s bipartisan PFAS Action Act.

Dingell Leads Michigan Delegation House Democrats in Raising Concerns About Impact of H-1B Changes on Healthcare Access

Congresswoman Debbie Dingell (MI-06) today led her Democratic Michigan House Delegation colleagues in sending a letter to the Department of Homeland Security and Department of State urging them to consider the impact of changes to H-1B visa process on healthcare, and to adopt exemptions for healthcare workers.

“We deeply understand the importance of investing in American workers, supporting high-paying American job opportunities, and strengthening the STEM pipeline,” the lawmakers write. “However, some industries– like the healthcare industry–struggle to recruit workers for positions in rural or underserved communities and rely on the H-1B visa program to fill critical gaps. As hospitals continue to face severe shortages of healthcare workers, this program has played an essential role in allowing them to recruit highly-skilled healthcare professionals to ensure that patients’ access to care is not disrupted. This has been particularly important for rural and underserved communities that have historically faced significant barriers to accessing the care they need.”

Limiting primary care access has damaging cascading consequences. People who have restricted access or go without primary care are more likely to develop serious illnesses and die earlier than they would if they had a primary care provider,” the lawmakers continue. “When people lose access to care, they do not stop needing healthcare. Instead, they show up later on with more acute conditions, leading to higher healthcare costs. Access to primary care is essential to both keeping communities healthy and to avoiding high-cost medical services that increase costs for everyone.”

“This fee is causing serious concerns for hospitals and other employers that utilize the program, and we urge you to seriously consider the impacts this decision will have on healthcare access across America–particularly in communities that are already underserved,” the lawmakers conclude. “We also urge you to offer clear guidance on how this proclamation plans to be implemented and more information regarding exemptions. As we work to bolster our domestic healthcare workforce, Congress and the administration should work together to ensure that H-1B continues to serve as a backstop to avoid communities losing further access to care.

On how Congressman Estes’s Research and Development (R&D) Provision helps grow American manufacturing:

“It’s great when you look at how much we’ve tried to make sure that this was as much permanent as we could put into the bill, so people can plan for the long term. But also look at things about how do we grow local economies? How do we help that agriculture base by having enough manufacturing within the facility? 

“One of the things I’ve been a big champion on is research and development and making sure that we were able to write off the research and development cost. So that as folks do things, even if it’s a conveyor belt, it’s not necessarily developing a new drug, but the actual companies that end up making conveyor systems and you know, have to put in new controllers and switches. So, research and development  authorization is important for them. 

“Also, capital purchases for new equipment, whether you’re buying the new tractor or a new combine, being able to deduct that off of your operating cost just to help make sure that you continue to have that growth and helps the local equipment manufacturer and local equipment dealer as well.”

On reinvestment into western companies to maintain rural residential populations help them prosper:

“I think part of what we’ve seen, certainly over the last several decades, is … as technology has improved the efficiency on the farm, and ranching operations, we’ve actually seen … the population decline. Partly that’s because you don’t have … enough jobs around in the community to help keep the second and third son there in the neighborhood, in order to help keep the economy going. 

“By being able to have more efficient, more effective operations within a local community, you’re able to keep more of the people that grow up on the farm in the rural areas. And at the end of the day, you end up making sure that you keep the grocery store, you keep the hospital, you keep the drugstore, you know, all of those things that make all of our important communities the places that we want to live in.”

On two key provisions of the Working Families Tax Cuts:

“Two most important [deductions] that are going to affect people [are] the 199A small business deduction, which, depends on how you’re structured, … it’s going to help the small businesses that maybe you’ve structured your farm that way, maybe you’re structured some of the operations within the community are that way. So they’ll be able to compete against these big corporations that have a lower corporate tax as well. So that’s an important provision. 

“Probably one of the things that’s most important that’s going to affect everybody is at some time we’re all going to die. And being able to increase the exemption on the Death Tax was very important. We’d looked at how do we increase it – almost doubled it – and we made it permanent, and we indexed it for inflation. So that we don’t have to look five or eight years down the road and see a cliff out there and be concerned about. It’s there and it’s set up and it’s going to help us in the long term to help our current generation who are the stewards of our farmland be able to pass that off to the next generation.”

On the Rural Health Transformation Fund:

“Basically what we were wanting to do was make sure that we supported rural hospitals. Obviously … if you look back over the last several years, there’s been a disproportionately small percentage of Medicaid and other funding that’s gone to our rural hospitals. And as we’ve seen … those hospitals are strained and … the structures that are set up really fit more within the larger cities. So, we wanted to make sure that we supported rural hospitals. There’s a $50 billion fund to help that. Half of that’s going proportionally to the states. The other half of it’s going to be set up on grants for different projects or different approaches.”

Rep. Gomez Calls on Trump Administration to Restore Funding for TRIO and Minority Serving Institutions

                                           $350M for Minority Serving Institutions Withheld, TRIO Delayed — Gomez Warns Students Will Pay the Price

WASHINGTON, D.C. —

 Today, Rep. Jimmy Gomez (CA-34) blasts the Secretary of Education, Linda McMahon, and Director of the Office of Management and Budget, Russel Vought, and urges the Trump Administration to immediately reverse its decision to cancel and delay federal funding for Federal TRIO programs and Minority Serving Institutions (MSIs).

In his letter, Rep. Gomez highlighted that TRIO programs serve more than 800,000 low-income and first-generation students annually, while MSIs provide critical support for historically underrepresented communities. Together, these programs expand access to higher education and create pathways for upward mobility.

“Dismantling funding for TRIO programs and MSIs would cause irreparable harm to my constituents,” said Rep. Jimmy Gomez. “TRIO alums and graduates from MSIs are often first-generation college graduates and return to their community to empower others to pursue higher education and contribute to the common good.”

Rep. Gomez noted that withholding $350 million in MSI funding and delaying TRIO grant notifications will devastate colleges and universities across the country, including institutions in Los Angeles. Many of these schools serve students from neighborhoods like Boyle Heights, Koreatown, Chinatown, Little Tokyo, and Highland Park, communities where TRIO programs and MSIs have opened doors to higher education for generations.

By rescinding resources already approved by Congress, the Administration is undermining opportunities for upward mobility, community development, and economic advancement.
