Grothman Calls on House Democrats to Keep the Government Open

Congressman Glenn Grothman (R-WI) released the following statement regarding the risk of a government shutdown due to House Democrats’ actions:

“I am once again calling on Democrats to join Republicans in voting for legislation to ensure the government remains open before tonight’s deadline,” said Congressman Grothman. “I voted for similar bills in the past to keep the government running, even when I disagreed with President Biden, because a government shutdown complicates people’s lives.

“We know some in the Democrat Party support a shutdown simply to oppose President Trump. It’s up to Democrat leaders to prioritize the American people over political games and prevent a shutdown.

“If a shutdown does occur, we should use the opportunity to review government positions and identify unnecessary roles. The ‘Big Beautiful Bill’ was a step in the right direction, and now we may have the opportunity to do more to eliminate waste and help secure permanent savings before the U.S. dollar loses further value.”

And Mr. President, the next time you have something to say about me, don’t cop out through a racist and fake AI video. When I’m back in the Oval Office, say it to my face. Say it to my face.

House Democrats are here on duty, fighting on behalf of the American people, ready to fund the government in a way that lifts up their quality of life. House Democrats are on duty. House Republicans are on vacation. Shame on them for being on vacation all across the country and across the world on the eve of a government shutdown. We’re on duty. They’re on vacation. They’re on vacation because they’d rather shut the government down than protect the healthcare of the American people. That’s unfathomable, that’s unacceptable, that’s unconscionable and that’s un-American. Do your job, as opposed to being missing in action.

Now, we’ll hear from everyday Americans whose healthcare has been under assault by Republicans, who have enacted the largest cut to Medicaid in American history, triggered a possible $536 billion cut to Medicare because of what happened in their One Big Ugly Bill. Hospitals, nursing homes and community-based health clinics are closing all across America—in rural America, in urban America, in the heartland of America, in small town America, in Black and brown communities all across America—because of what Republicans have done in terms of this healthcare crisis that they’ve created. And in just a few days, notices will go out to tens of millions of Americans because of the Republican refusal to extend the Affordable Care Act tax credits, which will result in tens of millions of Americans experiencing dramatically increased premiums, co-pays and deductibles in an environment where the cost of living is already too high. Our position is a simple one. Cancel the cuts. Lower the cost. Save healthcare. That’s what this fight is all about.

We’re here, we’re ready, we’re willing and able to find a bipartisan path forward to fund the government in a way that actually meets the needs of the American people in terms of their health, their safety and their economic well-being. But here’s what we’re not going to do. We’re not going to support a partisan Republican spending bill that continues to gut the healthcare of the American people. Not now, not ever. We are here to lower the high cost of living. We’re here to cancel the cuts. We’re here to lower the costs. We’re here to save the healthcare of the American people.

And our promise to you, America, is that we will always stand up for what is in your best interests to make your life better. To ensure that in this country, when you work hard and play by the rules, you can afford to live the good life for yourself, for your family and for your children. And we know that an important part of that is protecting your healthcare. So we’re here to protect your healthcare today. Protect your healthcare tomorrow. Protect your healthcare this week. Higgins Introduces Legislation Protecting Federal Agencies from Blue State Laws

WASHINGTON, D.C. – Congressman Clay Higgins (R-LA) introduced H.R. 5581, the Uniform Standards Protection Act, which would block states and localities from imposing uniform and gear requirements on federal law enforcement officers, including Immigration and Customs Enforcement (ICE) agents.

Just last week, California Governor Gavin Newsom enacted a state law prohibiting both federal and local law enforcement from wearing face coverings. State legislators in New York have proposed similar legislation. 

“Elitist Democrats can whine all they want to about law enforcement, we don’t care, the Thin Blue Line expects the weak to be weak. Liberals who all of a sudden hate masks are the first ones to hide under a table when something goes down, and then they scream for the police. We get that, and we just do our job because we’re TBL. My bill just calmly tells liberal asshats like Gavin Newsom that his authority over federal law enforcement officers is zero,” said Congressman Higgins.

Griffith Presides over Pro Forma Session of House

U.S. Congressman Morgan Griffith (R-VA) took to the floor of the U.S. House of Representatives to preside over a Pro Forma session. Tonight, pending developments in the U.S. Senate, funding to the federal government will lapse and cause a shutdown. As of this writing, Senate Democrats have refused to keep the government open.

Congressman Griffith released the following statement:

“The House did its job on September 19 when we passed a clean, noncontroversial, short-term continuing resolution to keep the government funded through November 21. This extension gives Congress and bipartisan appropriators more time to advance funding bills through the regular order. 

“However, Democrats in both the House and Senate are more concerned about picking a fight with President Trump than looking out for the American people. Because of their actions to date, the government will shut down, blocking programs that Americans depend on.

“This is an illogical move by Democrats that abandons the American people and gives power to President Trump that they previously said they did not want him to have. I hope they come to their senses and enough Democrats in the Senate vote to keep the government open.”

“When we talk about clean energy, solar and wind power dominate the conversation. But if we are serious about cutting carbon emissions, meeting growing energy demands, and keeping costs low for families, we cannot afford to overlook one of the most powerful tools available for our disposal: nuclear energy.   

“Experts acknowledge we need to be producing more energy in this country, not less. At a recent Energy Subcommittee hearing, I asked the Regional Transmission Organizations (TRO) and Independent System Operators (ISO) if America needs more, or less, energy to meet demand. Every witness said America needs to produce more energy to meet the growing demand. They also made it clear that we cannot afford to take any existing generation offline. Growing demand means we need more energy available for families; manufacturers, of all sizes,; including farmers; and medical facilities…”

In New Letter to OMB Director Russell Vought, Rep Nadler Demands List of Rules and Laws Deemed Anticompetitive

Today, Representative Jerrold Nadler (NY-12), Ranking Member of the Subcommittee on the Administrative State, Regulatory Reform, and Antitrust, sent a letter to Office of Management and Budget (OMB) Director Russell Vought demanding the government release the list of laws and rules deemed to be anticompetitive compiled by the Antitrust Division of the Department of Justice (DOJ) and the Federal Trade Commission (FTC).
 
In April, President Trump signed Executive Order 14267 that required agency heads to submit a list of rules and laws that may create anticompetitive barriers, along with recommendations as to whether each rule calls for rescission or modification, and a justification for any proposed action or lack of action.
 
“The FTC and DOJ ultimately deemed more than 125 laws and rules anticompetitive, and Chairman Ferguson submitted a report including these regulations to the Director of the Office of Management and Budget (OMB),” Representative Nadler wrote. “On September 16, 2025, Chairman Ferguson publicly highlighted four of these rules. Despite this clear acknowledgement, the OMB has failed to release the full list and report.” 
 
“The Administrative Procedure Act requires federal agencies to provide the public with notice of proposed rulemaking and an opportunity to comment before promulgating new regulations. While the FTC and DOJ have invited public comment, restricting access to the laws and rules at issue deprives stakeholders of the opportunity for informed participation,” Representative Nadler continued.
 
Representative Nadler went on to explain that failure to provide the full report undermines transparency and trust in the rulemaking process and subverts the Administrative Procedure Act’s requirement of public comment. Furthermore, releasing the report stands in line with the President’s commitment to transparency and assurance that “[t]he American people, more than any Federal official, know which regulations stifle entrepreneurship and economic growth.” 
 
Representative Nadler requested OMB provide the report promptly so the Committee can fulfill its duties to the American people by maintaining fair and competitive markets and ensuring the appropriate administration of justice in administrative bodies.

Failure to disclose undermines transparency and trust in the rulemaking process and subverts the Administrative Procedure Act’s requirement of public comment. Withholding such information stands in direct contradiction with the President’s assurance that “[t]he American people, more than any Federal official, know which regulations stifle entrepreneurship and economic growth.”

It is therefore critical to the Committee’s interests that the report be released promptly so it may properly fulfill its duties to the American people, maintaining fair and competitive markets and ensuring the appropriate administration of justice in administrative bodies. These responsibilities fall directly within the Committee’s delegated jurisdiction over antitrust and administrative law pursuant to Rule X.

Congressman Valadao Leads Request for USDA to Implement Enhanced Surveillance at the California-Mexico Border to Prevent New World Screwworm Infestation

WASHINGTON – Today, Congressman David Valadao (CA-22) led a bipartisan delegation in sending a letter to U.S. Department of Agriculture (USDA) Secretary Brooke Rollins, urging the department to implement enhanced surveillance at the California-Mexico border to help secure our country against the threat of New World screwworm (NWS). NWS is a species of parasitic fly that infects livestock and can cause significant damage to our nation’s food supply chain.

“Livestock is one of the Central Valley’s top commodities, and we can’t afford to risk an outbreak of New World screwworm in California,” said Congressman Valadao. “Strengthening surveillance at the California-Mexico border is critical to protecting our herds, and I’m committed to working to defend our producers from this dangerous threat to our food supply chain.”

“On September 21, U.S. Department of Agriculture (USDA) announced that New World screwworm (NWS) had been detected in the Mexican city of Sabinas Hidalgo, less than 70 miles south of the U.S.-Mexico border. Any threat to our nation’s food supply chain is a threat to our national security, and as NWS draws closer to the border, we strongly urge USDA to establish an NWS surveillance program at the California-Mexico border and dedicate additional resources to monitoring and controlling the threat of NWS […] With relatively modest investments, we believe USDA can reinforce our nation’s defenses against the threat of NWS, ensuring that our nation’s people, pets, and livestock remain protected from this devastating pest we worked so hard to eradicate from our territory 60 years ago,” the members wrote.

Speaker Johnson on CNBC: Democrats Are Willing to Inflict Pain on the American People Just to “Fight Trump”

WASHINGTON — This morning, Speaker Johnson joined Squawk Box on CNBC to discuss the harmful effects of a Democrat-led government shutdown and urged Leaders Schumer and Jeffries to reject the calls from their far-left base and provide the votes to fund the government.

“Remember, this is exactly the same thing that Chuck Schumer voted for in March and came out and told everybody he had to, it was necessary. He was correct. He was actually being honest in March. He’s not being honest with you right now,” Speaker Johnson said. “Their position right now is pure politics. They’re doing this for Chuck Schumer’s backside, not for the American people. And they are willing to inflict pain to do that.”

On the harmful effects of a government shutdown:

Chuck Schumer’s got to release a handful of people to come along to do the right thing and keep the doors open for the country. What happens if they don’t? This is really important. I mean, the markets will be rattled, I’m sure, because of the uncertainty that we don’t need to be adding into this. You’ll have a delay of the BLS jobs report which is due October 3. But, importantly, real services, real benefits that the American people depend upon.

Troops won’t be paid. TSA agents won’t be paid. The WIC program, the Women Infants and Children Nutrition program and other food services will be delayed. FEMA services won’t be provided. We have two hurricanes off the coast of the United States right now. I mean, we’re in the middle of hurricane season. This is serious stuff. And Chuck Schumer and Hakeem Jeffries are playing politics with all these people and the American people’s services, and they’re willing to do it for political cover. That’s the game. They can’t face their far-left base. When they come on the program today, I think you’re having them both, ask Chuck Schumer what his real motivation is. He’ll try to tell you it’s about these issues that end this calendar year, December 31. But what it’s really about, he’s running from AOC and the socialist base of their party who are going to challenge him in his next election. They said he didn’t fight Trump when he did the right thing back in March and did a temporary funding measure. And now he’s got to fight. And it’s shameful.

On Democrats refusing to carry out their most basic duty of funding the government:

We all have a duty, a responsibility, our most basic duty to do that. AOC herself went on the House floor, that’s in the highlight reel, and she said, “it’s not normal to shut the government down when you don’t get exactly what you want.” Exactly. I mean, I never agree with them on anything, but those statements were exactly right. You should play [Leader Jeffries] own words back to him and ask him, what’s changed? The only thing that’s changed today, I’m telling you, it’s about politics.

They’re afraid of the far-Left corners of their base, and they have to show that they’re putting up a fight. At what cost? Real Americans are going to be harmed by this. And it is infuriating to me that they’re willing to do it. You know, you should ask Hakeem about that. Ask him about the people who are going to suffer because of this crazy political decision. It is reckless. And they need to come to their senses and do the right thing. They painted themselves into a corner here. They need to admit that. Keep the government open and then we’ll have all these policy debates. That’s what the process is for.

On Democrats attempting to make the funding deadline an Obamacare-COVID debate:

That provision of the ACA that they’re talking about doesn’t expire until the end of December, not September 30, December 31. That is an eternity in politics to be able to resolve something. In the meeting in the Oval Office yesterday, Leader Thune was talking to Schumer and Jeffries about the issue. And he said, if indeed there is going to be any extension of that, there has to be real reforms to it because it is a broken system. It is basically the American taxpayers subsidizing insurance companies’ premiums continue to go up because Obamacare is a flawed system, okay? There has to be reform. That’s not something you can negotiate in a couple of days. That’s going to take all the month of October or November, assuming that we could even reach agreement on that.

So, they’re trying to force that in because it’s the only thing that they can come on air and argue about. But they know that that deadline is not today. They’re trying to make a December policy debate the issue of the day. And that’s not true today. All we have to do is keep the government open. When the President was in the Oval Office, he told them very simply, listen, your first and most basic responsibility is to keep the government open, and then we’ll have all the discussions. You guys can go squabble about the policy debates as you always do. But right now, that is a red herring. It really is. And everybody who’s watching this understands that.

CONGRESSWOMAN PLASKETT URGES RENEWAL OF U.S. TRADE PROMOTION PROGRAM FOR HAITI AS PROGRAM NEARS EXPIRY 

Washington, D.C.— Congresswoman Stacey E. Plaskett shared the following statement on the HOPE and HELP programs for Haiti, which are set to expire after today, September 30, 2025. 

“I am deeply disappointed by the persistent inaction ahead of the expiration of the Haitian Hemispheric Opportunity through Partnership Encouragement (HOPE) and the Haiti Economic Lift Program (HELP) Programs, commonly known as HOPE/HELP. 

“Haiti is experiencing a humanitarian, political, and economic crisis and needs both economic and political stability. The dire circumstances in Haiti require immediate action. The apparel sector is of incredible importance to Haiti’s economy and presently is the foundation for the country’s economic development. Given the cascading job losses and extreme security crisis, Haiti cannot afford to wait any longer for the reauthorization of this vital program. Companies will increasingly shift production away from Haiti unless it is clear that HOPE/HELP will continue. Haitian production and jobs would benefit from the certainty of longer-term trading access to the United States.  

“HOPE/HELP is a trade preference program that boosts development for our allies with strong bipartisan support, and no domestic opposition. Haiti is an ally, one of the few countries in the Hemisphere that still recognizes Taiwan, and U.S. support for Haiti’s apparel sector is mutually beneficial. Haitian apparel utilizes U.S. cotton and can play an essential role in further shifting supply chains out of China and to the Western Hemisphere. 

“My legislation, the HOPE for Haitian Prosperity Act, would extend the period during which imports of certain Haitian-manufactured textile, apparel, and other goods produced in Haiti are eligible for duty-free treatment from 2025 to 2035, and contains provisions to authorize additional technical assistance and capacity building in Haiti to close utilization gaps in the program found by the International Trade Commission. This legislation currently has more support than any other renewal option introduced in the 119th Congress. It is my hope that this legislation creates the foundation for stronger bilateral economic ties, greater certainty for investors that these benefits will be there for Haiti over the long term, and the economic security that is needed for Haiti to rebuild from the ground up and emerge more prosperous and resilient. 

“I urge Congress and the President to act immediately to save this program that has such an immense mutual benefit to the Haitian people and to the United States.” 

Nadler and Turner Reintroduce Bipartisan Legislation to Align Government Funding Schedule with Calendar Year

WASHINGTON, DC – Congressman Jerrold Nadler (NY-12) and Congressman Mike Turner (OH-10) reintroduced the It’s About Time Act, bipartisan legislation that changes the federal government’s funding schedule to align with the calendar year. 

Currently, the federal government starts its fiscal year every October 1st. This legislation transitions the funding schedule to reflect the classic calendar year, thus moving the start of the government’s fiscal year to January 1. Requiring the fiscal year to correspond with the calendar year increases efficiency and better aligns with industry counterparts. 

“Today, there are few Members of Congress who will defend the current fiscal year calendar, because regardless of political disagreements, there is simply too much to get done in the compressed window between the release of the President’s budget and the October 1 deadline,” said Congressman Nadler. “Since Congress shifted the start of the fiscal year to October in 1974, only four times we have completed all appropriations bills on time, the last nearly three decades ago. By aligning the federal fiscal year with the calendar year, Congress can have the time it needs to responsibly review the President’s budget and enact spending bills. This reform will reduce the risk of shutdowns, strengthen fiscal accountability, and improve the way we govern. I am proud to join Representative Turner in reintroducing the bipartisan It’s About Time Act to bring commonsense reform to our broken budget process.”

“With the threat of a government shutdown once again, Congress should modify the funding schedule of the federal government which repeatedly puts the operations of the federal government and our national security at risk,” said Congressman Turner. “The current government funding scheme, if not fulfilled, would shut down operations of all non-essential government employees, which puts our security and services all Americans use at risk. Changing the fiscal calendar to align with the calendar year would allow Congress more time to ensure all government funding continues uninterrupted with the proper funding amounts.”

Background:

When the United States Congress was founded, the fiscal year aligned with the calendar year. There was no distinction between fiscal year and calendar year prior to 1842. In 1842, Congress voted to change the federal fiscal year to start on July 1st. In 1974, through the Congressional Budget and Impoundment Control Act of 1974, Congress approved a second change to the federal fiscal year, changing the first day of the fiscal year to October 1st.
