Headline: Newhouse Celebrates 75 Years of Impact Aid with House Resolution

WASHINGTON, D.C. – Today, Rep. Dan Newhouse (R-WA) and Rep. Joe Courtney (D-CT) introduced a bipartisan resolution in the House of Representatives recognizing the 75th anniversary of Impact Aid and its success helping school districts across the country who have a loss of revenue due to the presence of tax-exempt federal property.   

“Impact Aid brings much needed financial assistance to communities across the country who have a smaller property tax base due to large federal properties,” said Rep. Newhouse. “Here in Central Washington, the program serves our rural schools on tribal lands with resources that support school operations, staffing, and materials used by students every day. This resolution recognizes 75 years of Impact Aid’s contributions to helping students access a quality education and prepare for a successful career after graduation.” 

Rep. Courtney said, “Eastern Connecticut is home to more servicemembers than anywhere else in the state, and that means that Impact Aid funding is critical to the success of our local schools with a large proportion of military families. This past year, over 2,200 children in Groton and Ledyard Public Schools benefitted from this funding and received a high-quality public education. I’m glad to introduce this resolution to recognize the importance of the Impact Aid Program, 75 years after it was signed into law by President Harry S. Truman.” 

Cherise Imai, Executive Director, National Association of Federally Impacted Schools, said, “For 75 years, Impact Aid has made a difference in the lives of students and communities across the country, fulfilling the federal government’s responsibility to those most directly affected by its presence. This program is more than just funding—it’s a lifeline for schools serving military-connected children, students living on tribal lands, and all those in federally impacted areas. We are grateful to Congress for honoring this legacy with a bipartisan resolution and for its ongoing support of Impact Aid. As we celebrate this milestone, we look forward to working together to protect and strengthen the program for generations to come.” 

The Impact Aid Program was signed into law by President Harry Truman in 1950. The program is the oldest K-12 federal education program. Nationwide, approximately 1,200 school districts enrolling more than 10 million students benefit from Impact Aid funding.

Children of our men and women in uniform, children residing on Indian lands, children in low-rent public housing, and children of civilians working or living on federal land are considered “federally connected children” who are served by local educational agencies eligible for Impact Aid.

The Innovate Fund, a community development entity, has made an investment to serve the Town of Tazewell, Virginia. The investment supports the construction of an 11,773 square foot Medical Office Building that will deliver primary health care services to the community. 

U.S. Congressman Morgan Griffith (R-VA), Chairman of the House Committee on Energy and Commerce Subcommittee on Health, issued the following statement:

“This investment, made by the Innovate Fund and supported by the New Markets Tax Credit which I voted to extend and make permanent this year, will address a shortage of primary care providers and create greater access to health care services in the area.”

BACKGROUND

The New Markets Tax Credit (NMTC) was set to expire in 2025. However, Republicans in Congress this year permanently extended the credits by passing the reconciliation package, now known as the Working Families Tax Credit. Congressman Griffith supported the reconciliation package.

Tazewell Community Foundation Board Chairman Chris Wearmouth credited financing through the NMTC to make this investment possible.

Griffith Announces EPA Partnership with Town of St. Paul

WASHINGTON, D.C. — Today, U.S. Rep. Mike Kelly (R-PA) issued this statement after Senate Democrats failed to join House and Senate Republicans to pass a short-term spending bill that would avoid a government shutdown.

Rep. Kelly and House Republicans passed the spending bill on September 19.

“The spending bill passed by House Republicans last month is a clean, responsible short-term solution — without strings attached — to keep the government’s lights on and its doors open,” said Rep. Kelly. “Now, Senate Democrats have repeatedly rejected our legislation and are demanding to include more than $1 trillion in new spending. Make no mistake — The Schumer Shutdown could have been avoided.”

WASHINGTON, D.C.– U.S. Representative Austin Scott (GA-08), a senior member of the House Armed Services Committee (HASC), released the below statement H.R. 3838, the Streamlining Procurement for Effective Execution and Delivery and National Defense Authorization Act (NDAA) for Fiscal Year 2026, passed the U.S. House of Representative by a vote of 231-196 with his support. The NDAA sets Department of Defense (DoD) policies and authorizes funding levels for defense programs. 

“The entire state of Georgia plays a key role in implementing President Donald Trump’s strategy of Peace Through Strength,” Rep. Scott said. “The FY26 NDAA strengthens the U.S. military and enhances the quality of life for our warfighters and their families. I am proud of my work on this important piece of legislation to support our armed forces in their mission of defending the United States.”

Rep. Scott had 10 initiatives included in the base text of the bill, 18 amendments adopted during the HASC markup of the FY26 NDAA, and another 9 adopted on the floor of the U.S. House of Representatives. Amendments adopted on the floor of the U.S. House of Representatives authored by Rep. Scott include language that: 

• Establishes a system of official Air Force and Space Force museums within the Department of the Air Force; 

• Expresses the sense of Congress that the Secretary of the Navy should name an aircraft carrier USS United States;

• Authorizes the Baltic Security Initiative to strengthen the armed forces of Estonia, Latvia, and Lithuania to deter Russian aggression, increase interoperability, and support modernization;

• Adds Young Marines, Naval Sea Cadet Corps, and the United States Coast Guard Auxiliary to the list of youth and charitable organizations eligible to receive assistance from the Department of Defense;

• Enables the Chief of the National Guard Bureau to be eligible to be appointed Chairman of the Joint Chiefs of Staff;

• Requires each company with $1 billion of revenue or greater seeking a contract with DOD to provide data relating to the numbers of veterans hired in the past 12 and 36 months and that number still with that company 12 and 24 months after hiring – to focus on veteran hiring AND retention;

• Directs the Secretary of Defense to develop and implement a strategy by January 1, 2030, to eliminate the acquisition of computer displays by the Department of Defense from nations such as Russia or China;

• Prohibits the Secretary of Defense from entering into, renewing, or extending a contract or other agreement for the procurement of organic light emitting diode (OLED) display technologies that are fabricated in a foreign adversary, by a foreign adversary entity, or by a covered OLED display technologies company.

Washington, DC – Today, Congresswoman Julia Brownley (D-CA) issued the following statement regarding the shutdown of the federal government. Instead of working with Democrats to protect Americans’ access to affordable health care, President Trump and the Republican majority in Congress failed to pass a responsible funding plan to keep the government open. Their refusal to negotiate a fair, bipartisan solution has left most federal government functions unfunded, triggering a shutdown that halts critical government services for Americans and halts pay for millions of families, workers, and communities across the country.

“Today, for the third time under the Trump administration and a Republican-controlled Congress, the federal government has entered a shutdown, forcing millions of Americans to pay the price for their inaction.

“Republicans control the House, Senate, and the White House – the three bodies necessary to fund the government. Instead of negotiating with Democrats to find common ground, as Democrats have done when they held the majority, House Republicans have chosen to cancel votes, skip town, and shut down federal agencies.

“This is a crisis of their own making, driven by political theater rather than concern for the health, safety, and security of the American people. Their actions are reckless, morally indefensible, and they put billionaires above the lives of working families. My Democratic colleagues and I will not be complicit in their failure.

“Democrats have consistently offered a fair, bipartisan path forward: a spending plan that strengthens health care, invests in public health, and helps families make ends meet. Yet the Republican majority has ignored every opportunity to address the healthcare crisis their ‘Big Beautiful Bill’ created, opting instead to shut down the government. 

“House Democrats remain ready to negotiate a fair, bipartisan spending bill, but we will not compromise when it comes to protecting the healthcare of the American people and lowering everyday costs.

“I will continue doing everything possible to bring Congressional Republicans back to the negotiating table and reopen the federal government immediately. We cannot allow extremists to thrust our economy into chaos, plunge millions of Americans into unemployment and poverty, and deprive children and our most vulnerable populations of vital services and resources. Our focus must be on solutions that strengthen health care, lower costs, and put working families first.”
