Congressman Crow Calls on Secretary Hegseth to Uphold Merit-Based Evaluations

WASHINGTON — Congressman Jason Crow (CO-06), a former Army Ranger who serves on the House Armed Services Committee, led a letter to Secretary of Defense Pete Hegseth urging him to explain why he’s considering ending an evaluation process that ensures the most qualified officers eligible for key command positions are promoted. These are known as Command Assessment Programs (CAPs). This letter was also signed by Congressman Don Bacon (NE-02).

This program goes beyond traditional evaluation methods to provide a more comprehensive view of an officer’s leadership potential and capabilities. CAPs aim to select the best leaders by examining both past performance and potential for future success in command roles.

In the letter, members said: “These programs have been in place for years across the services and help drive meritocratic promotions. Tools like the 360-peer review and double-blind interviews make up a fair and rigorous process for identifying and selecting the most capable leaders for command positions.

Tools like the 360-peer review and double-blind interviews make up a fair and rigorous process for identifying and selecting the most capable leaders for command positions. 

Given the demonstrated effectiveness in improving the quality of command selections, any proposed changes to these programs raises serious questions. We respectfully request you inform us of any plans to dismantle or make major changes to these programs. If such a decision is made, we request that you provide us with your rationale and information on how the Department intends to maintain the standards of leadership selection that CAPs have helped to achieve. 

Aderholt Secures More Than $56 Million In FY26 Community Projects For Alabama’s Fourth District

    CONGRESSIONAL REPUBLICANS’ NEW LAW SLASHES HEALTH CARE FOR 15 MILLION, THREATENS SERVICES FOR ALL

    Sonoma, CA – Tuesday, Rep. Mike Thompson (CA-04) joined administrators and staff at Sonoma Valley Community Health Center for a tour of their facilities and a discussion on how residents of Sonoma and surrounding areas will be impacted by the President and Congressional Republicans’ newly enacted H.R. 1, which cut health care coverage for 15 million Americans. Reporting shows that these deep cuts to Medi-Cal put local hospitals and clinics at risk of reducing services or shutting down altogether. 

    “Every single Californian should be concerned by this law. One in three Californians rely on Medi-Cal, which means one-third of health care in California is paid for through Medi-Cal. At best, without this funding, clinics will be forced to cut back on services, fire specialists, and reduce staff. At worst, clinics will shut down altogether. Even if you have private insurance or all the money in the world to pay for care, if your nearest hospital or clinic has been forced to reduce its services or shut down, you won’t get the treatment you need,” said Thompson. 

    “If that weren’t enough, this administration has just capped student loan borrowing for medical students and slashed biomedical research funding. This means fewer new doctors, fewer new treatments for diseases, and tighter margins for providers. This is a race to the bottom — and our community is paying the price.” 

    On July 4, the president signed into law H.R. 1, legislation that cuts health care coverage for 15 million Americans across the United States. 

    In addition, the bill cuts funding to hospitals by limiting the payments that state Medicaid programs can make to hospitals, long-term care providers, and many other cash-strapped providers so they can stay in business and provide the services residents need. The bill also cuts off a state’s ability to generate the funds they need to support their Medicaid programs—including payments to struggling hospitals—through a provider tax. 

    Local providers and clinicians at health centers like Sonoma Valley Community Health Center warn that these effects will be drastic and devastating. 

    “Our patients are teachers, small business owners, farm workers, and so many others who form the fabric of Sonoma Valley. When funding cuts threaten our obstetrics care, mental health services, and chronic disease management, it ripples throughout our community. When people can’t access preventative care, where do they go? Our emergency rooms become clogged while people face preventable medical crises. It’s not just individual patients who suffer, but the entire foundation that keeps our community healthy and thriving,” said Sara Brewer, CEO, Sonoma Valley Community Health Center.

    FOLLOWING THE DEADLIEST SHOOTING IN NEW YORK CITY IN 25 YEARS, DEMOCRATS CALL FOR ACTION

    Washington, D.C. – Following the mass shooting in a Midtown Manhattan office building in late July, Gun Violence Prevention Task Force Chairman Mike Thompson (CA-04), Democratic Leader Hakeem Jeffries (NY-08), and Representative Jerrold Nadler (NY-12) led the New York Democratic delegation in a letter on Friday calling on every Republican representing New York in Congress to back universal background checks. 

    In their letter, the lawmakers called on Representatives Nick LaLota (NY-01), Andrew Garbarino (NY-02), Nicole Malliotakis (NY-11), Mike Lawler (NY-17), Elise Stefanik (NY-21), Nick Langworthy (NY-23), and Claudia Tenney (NY-24) to sign on in support of Rep. Thompson’s bipartisan legislation establishing universal background checks for firearm purchases. 

    “Every day, background checks stop more than 160 felons and some 50 domestic abusers from getting a gun from a federally licensed dealer. Unfortunately, in some states, those same prohibited purchasers can go to an unlicensed dealer and get a firearm without a background check,” wrote the lawmakers. 

    “Importantly, this bill would make no changes for New Yorkers’ access to firearms as New York already has a strong universal state background law. The bill would reduce the flow of guns trafficked into New York and used by felons, domestic abusers and those with mental illnesses who are a danger to themselves or others. Over 80 percent of the guns traced at crime scenes in New York by the ATF originate from outside of New York with the most guns coming from Georgia.

    “The Bipartisan Background Checks Act of 2025 is a commonsense approach supported by more than 80 percent of Republicans and 77 percent of self-described Second Amendment supporters in America. The bill would require that every sale of a firearm include a background check,” continued the lawmakers. 

    The lawmakers went on to urge all Republican members representing constituents who live and work in New York City to cosponsor the bill en bloc on the one-month anniversary of the Manhattan mass shooting on August 28th.

    Gun Violence Prevention Task Force Chairman Mike Thompson has introduced background check legislation every Congress since the 2012 Sandy Hook Elementary shooting, which killed 20 children and six adult staff members. The Bipartisan Background Checks Act of 2025 (H.R. 18) is endorsed by 205 Members of Congress.

    Rep. Panetta and Fellow Lawmakers who are Veterans Urge Increased Humanitarian Aid to Gaza

    Washington, DC – United States Representative Jimmy Panetta (CA-19) and a group of Democratic lawmakers who have served in the U.S. Armed Services sent a letter to Israeli Ambassador Michael Leiter.  The letter urged Israel to take all available measures to alleviate the humanitarian crisis in Gaza while continuing its efforts to defeat Hamas.  Co-leading this effort with Rep. Panetta are Reps. Seth Moulton (MA-06), Chrissy Houlahan (PA-06), Pat Ryan (NY-18), Chris Deluzio (PA-17), and Eugene Vindman (VA-07).

    In the letter, the Members, all recent veterans of the war on terror, including the wars in Iraq and Afghanistan, stressed that Israel has both a strategic and moral obligation to prevent harm to civilians, particularly children.  They also emphasized that expanding the flow of humanitarian aid could weaken Hamas’s ability to exploit food scarcity as a weapon. 

    “As veterans of America’s counterinsurgency campaigns over the last 25 years, we believe Israel has a responsibility and moral obligation to actively prevent harm to civilians, particularly children,” the lawmakers wrote.  “If food is abundant and easily available, it will deny Hamas the ability to use it as an instrument of coercion.  Not just restoring aid, but providing far more aid than in the past, will show the Palestinian that their future is protected not by Hamas but by the international community, and it will help pave the way to a ceasefire that includes the return of remaining hostages and, ultimately, a long-term political solution for lasting peace in the region.”

    The letter expresses support for recent increases in humanitarian aid into Gaza and calls for those efforts to be expanded.  It also emphasizes that boosting aid can serve both humanitarian and strategic goals.  Those goals include reducing Hamas’s leverage over the Palestinian population, laying the groundwork for a ceasefire that includes the return of hostages, and fostering a durable plan for peace.

    This latest effort builds on Rep. Panetta’s long record of pushing for humanitarian relief in Gaza.  In recent weeks, he co-led a letter to Secretary of State Marco Rubio urging greater oversight of the Gaza Humanitarian Foundation’s operations and funding, and issued multiple statements calling for an immediate truce, release of hostages, and reforms to ensure safe, direct-to-civilian aid delivery.  He has consistently raised concerns about the humanitarian situation in Gaza in national media, and co-led efforts to provide $1.8 billion for the Food for Peace program to address global hunger crises, including in Gaza.  Since 2023, Congressman Panetta has organized and led multiple congressional letters, statements, and meetings with U.S. and foreign officials to expand aid corridors, increase transparency, and promote a long-term political solution while upholding Israel’s right to defend itself.

    Dear Ambassador Leiter, 

    As longtime supporters of Israel, we write to express our serious concern with the dire humanitarian aid situation in Gaza and implore Israel to take all available measures to alleviate the human suffering. The growing number of civilians suffering from acute hunger, dehydration, and preventable illnesses is undeniable, and as veterans of America’s counterinsurgency campaigns over the last 25 years, we believe Israel has a responsibility and moral obligation to actively prevent harm to civilians, particularly children.

    Recent reporting has shown harrowing scenes of innocent starving children and desperate crowds swarming aid trucks, which has prompted President Trump to voice his concerns and call on Israel to allow the flow of aid into Gaza. We are happy to see reports of Israel allowing in additional aid in recent days. We believe this is a step in the right direction that should be expanded.

    Food scarcity has provided Hamas an opportunity to weaponize aid for profit and control. We urge Israel, instead, to flood Gaza with humanitarian aid. If food is abundant and easily available, it will deny Hamas the ability to use it as an instrument of coercion. Throughout over twenty years of war in Iraq and Afghanistan, when we admittedly learned many lessons the hard way, we almost never saw insurgents using food as a weapon because we helped ensure it was always in ample supply. We strongly believe Israel would benefit from adopting a similar strategy especially since it will take away leverage from Hamas. 

    We remain steadfast in our support of Israel’s right to defend itself and want Israel to defeat Hamas. Hamas’s barbaric acts started this conflict and continue to further the plight of the Palestinians. We are also united in our shared commitment to respect civilian life and the laws of armed conflict, two values Hamas violates daily. Not just restoring aid, but providing far more aid than in the past, will show the Palestinian that their future is protected not by Hamas but by the international community, and it will help pave the way to a ceasefire that includes the return of remaining hostages and, ultimately, a long-term political solution for lasting peace in the region.

    ICYMI: Expiration of ACA Tax Credits Could Skyrocket Premiums for Kansans

    In case you missed it, the Sunflower State Journal reported that health insurers providing coverage on the Affordable Care Act (ACA) exchanges for 200,000 Kansans are seeking rate increases for 2026. Across the nation, insurers are requesting average premium hikes of 18 percent, and because Congressional Republicans have refused to extend the enhanced ACA tax credits, premiums in Kansas could rise by $708, leaving thousands at risk of losing coverage.

    These premium increases come as Congressional Republicans passed an extreme budget law that gave billionaires massive tax breaks while raising health care costs for millions of hardworking families. This disastrous choice, which Representative Sharice Davids voted against, could force children, seniors, people with disabilities, and single parents to choose between putting food on the table or accessing the care they need.

    Davids has been a consistent advocate for protecting ACA tax credits and making health care more affordable. She supported legislation to extend these critical premium reductions and supports making them permanent, ensuring that Kansans — especially those with chronic conditions, small business owners, and families — can keep their coverage and avoid devastating cost increases.

    14 Davids’ Community Project Requests Included in FY26 Budget Bills

    Projects would improve roads, public safety, water access, and education throughout Kansas’ Third District

    Today, Representative Sharice Davids announced that 14 community projects she submitted from Kansas’ Third District have been included in the Fiscal Year 2026 U.S. House Appropriations Committee bills. These locally driven requests — totaling $11,857,146 — focus on rebuilding aging roads and bridges, strengthening public safety and law enforcement response, expanding water access during extreme weather, and addressing other urgent community needs.

Davids is urging bipartisan cooperation to keep the government open this fall and ensure this critical taxpayer funding makes it back to Kansas. She emphasizes that the only way to achieve this is for both parties to come together to deliver real results for Kansas families.

    Each of the 14 Davids-requested projects was submitted in tandem with local officials and selected for their potential to improve health and safety in the community and bring economic opportunity to the Third District.     Roads and Bridges

    • Kansas Avenue Bridge Project ($1,200,000): To reconnect the Kansas City region and connect the urban freight corridor crucial to the many local industrial and manufacturing businesses in the Kansas City metropolitan region.
    • Spring Hill Intersection Improvements ($850,000): To construct a safety upgrade and modernization for the intersection of US Highway 169 and 191st Street to provide safety improvements for motor vehicles, pedestrians, and cyclists. 

    Public Safety

    • Overland Park Police Department (OPPD) Body Camera Replacement ($1,031,000): To purchase body cameras for all OPPD officers and improve video systems to increase safety, transparency, and trust.
    • New Century AirCenter Air Traffic Control Tower ($2,000,000): To build a new, safer air traffic control tower, replacing an operationally obsolete tower, making flights safer and more efficient.
    • Overland Park Street Signal Replacement ($1,300,000): To replace the traffic signal and sidewalk at Metcalf Avenue and I-435 westbound, Metcalf Avenue and I-435 eastbound, and Metcalf Avenue and 110th Street.

    Water

    • Bonner Springs Sewage ($1,092,000): To build new sewer lines to prevent overflows, as the current system is already at capacity, and better serve the 3,500 residents and local businesses.
    • Olathe Sewer Rehabilitation ($884,466): To replace old, worn-out sewer pipes and manholes in Olathe to prevent leaks and protect the health and safety of Kansas families.
    • Princeton Stormwater Improvements ($610,680): To improve Princeton’s storm drainage system to prevent flooding and support future business and job growth in the area.

    Education

    • K-State Olathe Manufacturing Equipment ($1,039,000): To buy lab equipment so students can train for high-tech, good-paying supply chain research and advanced manufacturing jobs as domestic manufacturing grows in Kansas City.

    Energy and Utilities

    • BPU Electric Grid System Improvements ($250,000): To construct three additional feeders from the new Rosedale Substation to the University of Kansas Medical Center campus.
    • Johnson County Building Security Upgrades ($850,000): To modernize county building security panel access systems. By modernizing existing security technology, this project enhances security for all citizens, public employees, and elected officials throughout the system of county buildings.

    Public Spaces

    • Osawatomie John Brown Park Refurbishment ($250,000): To refurbish aged infrastructure and allow space for improved public engagement and historical education opportunities.
    • Prairie Village Municipal Complex Modernization ($250,000): To upgrade driveways, sidewalks and curbs, underground retention, drainage pipes, fencing, pavement markings, landscaping, retaining walls, covered carports, and utilities.
    • UG Mount Marty Park Refurbishment ($250,000): To update park wayfinding signage, lighting, resurfacing of the roadway into Marty Park, trail work, structural repairs, sidewalk installation, and landscaping.

    Golden, Steube introduce bipartisan Secure Trade Act

    Bill establishes tariff baseline, ensures U.S. is not dependent on competitors for strategic goods

    WASHINGTON — Congressman Jared Golden (ME-02) today introduced the Secure Trade Act, legislation that would assert Congress’ role in crafting trade policy and target countries of concern to improve the United States’ economic security. 

    “It’s long past time that Congress got some skin in the game in setting our nation’s trade and tariff policies,” Golden said. “The free trade status quo has cost Americans jobs and left us reliant on other nations for strategic goods critical for our nation’s safety and prosperity. The Secure Trade Act incentivizes the production and purchase of domestic goods, increases our economic security and makes clear that U.S. trade policy will be used to advance our interests, not those of our competitors.”

    The bipartisan legislation is co-led by Republican Congressman Greg Steube (FL-17), a member of the House Ways and Means Committee, which has jurisdiction over tariff and trade policy. 

    “American workers have the right to compete on a level playing field,” Steube said.“If foreign governments insist on tariffing our exports, then American industries deserve the same protections to remain competitive. This bill holds serial trade manipulators like China accountable, reduces the offshoring of manufacturing jobs and secures America’s long-term economic and national security for generations to come.”

    The Secure Trade Act includes several provisions, including: 

    • Baseline tariff rate: The Act codifies the 10 percent tariff baseline on all imported goods.
    • New treatment of Chinese imports: The Act revises the Harmonized Tariff Schedule to create a separate category of tariffs for the People’s Republic of China, including a 35 percent tariff on nonstrategic goods and a 100 percent tariff on strategic goods, both phased in over five years. Strategic goods include items such as jet engine parts, microdrones used for agricultural and military purposes, and freeze dryers used to preserve sensitive medications. The Act would allow the president to modify these rates by certifying to Congress that a modification is in the national interest. The Act would also require goods imported from China to be appraised based on their U.S. value. These provisions would support a gradual reduction of our reliance on China for strategic goods. The U.S. has a trade deficit with China of $295 billion. More than 12,000 jobs were lost or displaced in Maine between 2001 and 2018 as a result of this trade deficit.
    • Expansion of federal authority over foreign investment: The Act expands the authority of the Committee on Foreign Investment in the U.S. (CFIUS), empowering it to block foreign investments from entities connected to Countries of Concern in both new and existing facilities or businesses. This provision could be used to block foreign investments such as those that have led to the establishment of illegal cannabis grow houses in Maine.

    At the time of introduction, the bill has been endorsed by American Compass and the Coalition for a Prosperous America:

    “The bipartisan Secure Trade Act is a crucial step toward rebalancing global trade, restoring American industrial strength, and reducing our reliance on adversarial supply chains,” said Mark DiPlacido, policy advisor at American Compass. “The bill’s 10 percent global minimum tariff will help lower the U.S. trade deficit, raise revenue and level the playing field for American workers and manufacturers. The legislation’s provisions to create a separate tariff schedule for China are long overdue to address China’s abusive economic practices, including intellectual property theft, suppressed wages and predatory industrial subsidies. The bill also strengthens domestic investment screening to ensure the United States isn’t selling its assets to those who don’t share our interests. Reps. Jared Golden (D-ME) and Greg Steube (R-FL) deserve tremendous credit for this bold and necessary effort to reassert U.S. economic independence, stabilize our trade balance and protect our long-term national interests.”

    “Our country needs tariffs, both to protect industries and as a preferred funding source for the government,” said John Toomey, CEO of the Coalition for a Prosperous America (CPA). “This bill codifies the 10 percent Universal Tariff that President Trump campaigned on, bringing in much needed revenue, as well as updates the U.S. tariff system with a China-specific tariff schedule that reflects their clear record of abusive economic practices. CPA salutes Representatives Golden and Steube for putting America first.”
