Griffith Announces $76,202,871 Defense Contract to Mount Rogers Community Services

The U.S. Defense Logistics Agency (DLA) has contracted with Mount Rogers Community Services, based in Wytheville, Virginia, for an award of $76,202,871. As part of a three-year contract, this funding supports the production of combat flame-resistant type II and type III shirts. U.S. Congressman Morgan Griffith (R-VA) issued the following statement:

“For years, Mount Rogers Community Services has manufactured high-quality products for our military.

“This DLA awarding contract for more than $76 million helps Mount Rogers Community Services produce combat flame-resistant shirts for the American Army.”

BACKGROUND

Mount Rogers Community Services is a non-profit organization that employs people with disabilities.  

Among other things, they manage a manufacturing network for combat flame-resistant shirts, as well as combat helmet covers and field packs. Their manufacturing facilities are based in Atkins, Hillsville and Wytheville.

Since 2010, Mount Rogers Community Services has produced combat flame-resistant shirts.

DLA manages the global defense supply chain for the five military services, 11 combatant commands, and other federal, state and local agencies.

Dear Speaker Mike Johnson & Leader John Thune:

The September 30th funding deadline will be upon us shortly. It is therefore imperative that we immediately meet upon our return to Congress next week to discuss the need to avert a painful, unnecessary lapse in government funding and to address the healthcare crisis Republicans have triggered in America.

The government funding issue must be resolved in a bipartisan way. That is the only viable path forward. At the same time, it is critical we come together to stop the Trump administration’s assault on healthcare in America. Unfortunately, it appears the Republican-controlled Congress lacks a plan to address the mounting healthcare crisis your budget reconciliation bill has set in motion. Hospital closures and staffing reductions are wreaking havoc on everyday Americans, particularly in rural communities. This Fall, millions of people will confront dramatically increased health insurance premiums, co-pays and deductibles.

With the September legislative work period soon upon us, it is imperative we receive clarity about the following questions:

1. What is your proposal to fund the government in a bipartisan manner and avoid unnecessary harm to the American people?

2. Are there any plans to address the looming healthcare crisis caused by Republican policies, including the so-called “One Big Beautiful Law”?

3. Has the President or any member of the Trump Administration indicated to either of you that the Office of Management and Budget will submit another rescissions package?

As we made clear earlier this month, Democrats stand ready to work together to lower healthcare costs for the American people, while responsibly completing the appropriations process. It is past time you reveal your plans to meet the needs of the American people. Otherwise, it is clear that you have abandoned bipartisanship altogether and are preparing to shut down the government.

Torres joined the City of Montclair and the United States Postal Service for a special ceremony to commemorate the official renaming of the Montclair Post Office as the Paul M. Eaton Post Office, honoring the late mayor’s decades of service and transformative impact on the city. The renaming was made possible through the passage of H.R. 3329, legislation introduced by Congresswoman Torres and signed into law to recognize and honor Mayor Eaton’s impact on Montclair.

Mayor Paul M. Eaton began his public service in Montclair in 1970 as a founding member of the City’s Community Action Committee and later served on the Planning Commission for more than two decades. He was appointed to the City Council in 1988 and was unanimously selected as Mayor in 1995, where he served until his passing in 2018.

During his tenure, Mayor Eaton led numerous initiatives that helped define Montclair’s identity and future — including the construction of a modern police facility, youth and senior centers, major infrastructure improvements, transit-oriented development planning, and long-term redevelopment projects throughout the city.

Mayor Eaton is remembered not only for his achievements, but for his unwavering commitment to community and family. He is survived by his wife and former Mayor, Ginger Eaton, four children, nine grandchildren, and sixteen great-grandchildren.

On the upcoming stopgap funding bill:

“I think there’s a good likelihood of it being a CR again. I think part of it’s just been the problem over the last almost 30 years where we haven’t passed appropriations on time. I think it’s a bad habit that we’ve gotten into. 

“In terms of working through that process, I’m not in favor of a CR. It’s problematic. You can’t plan for the year. You end up missing some very important provisions that you want to include, and being able to to help the military as they go out and buy spare parts. You need to be able to have appropriations to plan for that.

“It’s an important part in the process. One of the things that, you know, a part of this bad habit that we’ve gotten into is, instead of using the authorizing committees to actually go out and make the limits and the criteria and approving different programs, we’ve relied on appropriations to do all of that. So it ends up being the last dog fight in terms of discussion about what’s the right policy? What’s the right dollar amount to spend? 

“We’re hearing some comments back and forth from some of the Democrats that, you know, if the president’s going to look at rescissions to cut out wasteful spending, they’re not going to agree to an appropriations process. 

“I think it’s going to be a difficult September as we work through that process, trying to figure out how do we keep the government open to provide those services that we want to provide for the American people?”

On President Trump’s executive orders to end cashless bail and make Washington D.C. safe:

“It’s really harmful, this cashless bail process, where you end up having somebody who willingly goes out and breaks the law and then they’re not held accountable for what they do. And then basically turned back out into the streets to cause more criminal acts through that process. So I’m happy that the president has issued this focus on cashless bail, particularly for the District of Columbia. 

“The District of Columbia is special. It’s not a state. It’s a federal entity, that’s set up [as a] special territory. So, the federal government has responsibility. There are some home rule provisions that allows the District of Columbia to do some things, but at the end of the day, the federal government still has ultimate responsibility. And we’ve seen crime increase … We want to make sure that our nation’s capital is a safe place, a clean place, and it’s an enjoyable place for Americans to go visit or for people from another country to come visit. We want to be proud of our capital city … We want to make sure that it’s safe and cashless bail has not allowed that to happen.”

On whether he supports the National Guard being sent to other American cities:

“It’s a little bit different dynamic within those cities, that are in a state like Illinois. Obviously, there’s an issue there, that crime is running rampant in so many of these cities. We need to make sure that there’s good policies to protect Americans. At the end of the day, that should be the driving force: how do we make sure that Americans are protected?”

On President Trump getting his cabinet appointments confirmed:

“It’s part of the process where the Senate’s not doing its job to advise and consent. To actually make sure that the president gets the staff around [him] to fill the obligations that we have passed laws on. The House and the Senate have voted on different provisions that we expect the executive branch to fulfill … It’s important that the Senate doesn’t slow down that process just because the president happens to be of a different political party. I mean, we’ve seen it … throughout the years, there’s a lot of Democrat appointments when there’s a Democrat president that I didn’t agree with their policy, but the president needed to have their team to actually implement the policy they wanted to do. So, I think it’s very important that … we get those appointments confirmed and through the process.”

On Digital Services Taxes (DSTs):

“There’s a lot of things to do. You talked earlier in your other segment about the digital services taxes … that’s something we’re working on as well from a Ways and Means standpoint. Obviously, we don’t want other countries going out and unfairly treating America, unfairly treating American companies. We want to make sure that there’s a good process. The OECD, the Organization for Economic Cooperation and Development, was working on a process to address that so that we had a standard approach, but that got waylaid with some other bad taxes that they were trying to target American companies. So we’ve been pushing back on that as well.”

The congressional staffers are available to help answer questions, provide resources, and help constituents resolve issues or challenges with federal agencies and programs, such as Medicare, Social Security payments and SSI/SSDI issues, tax filing, veterans benefits and more. LaMalfa Reacts to California Legislature Advancing Redistricting

Chico, CA—Congressman Doug LaMalfa (R-Richvale) issued the following statement after the California State Assembly and California State Senate passed three bills allowing for a constitutional amendment to let Democrats unilaterally redraw congressional districts.

“Democrats acted to solely benefit personal political ambitions. The facade about it being about other states came down when they removed the “trigger mechanism” that this scheme would only take effect in response to actions in other states. Even more, the fact that the Democrats in the legislature refuse to acknowledge who drew these maps should make clear to anyone that this is crafted for termed-out state legislators to have tailor made seats in Congress, not equal representation. No one can look at these maps—one with a district spreading from Modoc to Marin, another shaped like a giant elephant with a trunk to bring in downtown Sacramento with Tahoe, or sticking Lassen and Plumas counties way over on the Nevada border with Santa Rosa in a coastal county—and say they appear credible. Do you really think the former senior environmental lawyer for NRDC is going to protect or represent ranchers, farmers, or water users? 

“No state should be doing mid-decade redistricting unless directed by a court or forced to. Voters in California have voted overwhelmingly twice to prevent partisan redistricting. I will fight to make sure Northern California is represented by someone they elect, not someone Sacramento Democrats selected in a back room.”

LaMalfa Introduces Bill to Unlock Orland Project Water for Local Use

Washington, D.C.—Congressman Doug LaMalfa (R-Richvale) introduced the Orland Project Water Management Act (H.R. 4970), which allows water from the Orland Project of the Bureau of Reclamation in Glenn County to be transferred to the Central Valley Project (CVP) whenever it’s available, not just during drought emergencies.

“For years, surface water that could have helped irrigate nearby farms and reduce pressure on groundwater use has gone unused because of outdated federal restrictions,” said Rep. LaMalfa. “This is water already stored behind a federal dam system, and it should be put to good use. This bill ensures we’re not wasting water in years when it’s available. It’s a sensible fix that supports agriculture and gives water managers another tool to meet local needs.”

“We greatly appreciate Congressman LaMalfa’s leadership in introducing the Orland Project Water Management Act to allow water transfers from the Orland Project to the Central Valley Project,” said Zach Dennis, Chairman of the Tehama Colusa Canal Authority Board of Directors. “This common-sense fix will provide greater flexibility in managing limited water supplies and help ensure reliability for farms and communities that depend on the CVP. This is the first step towards maximizing water supplies from the Orland Project and the TCCA looks forward to working with the Congressman and the Orland Project to unlock even more flexibility.”

“The Orland Unit Water Users’ Association strongly supports Congressman LaMalfa’s legislation to modernize outdated federal restrictions on water transfers,” said Greg Krzys, General Manager of the Orland Unit Water Users’ Association. “For too many years, we’ve watched surplus water from our project go unused while neighboring agricultural communities face water shortages. This bill represents a win-win solution that maximizes the beneficial use of our water resources while maintaining the operational integrity of the Orland Project. We appreciate the Congressman’s leadership in addressing this longstanding inefficiency and look forward to working collaboratively with the TCCA and other stakeholders to maximize the water supply benefits of the Orland Project.”

The Orland Project operates separately from the CVP, but under current Federal law, it can only transfer water to CVP contractors, like the Tehama Colusa Canal Authority (TCCA), when the Governor of California makes a special request for temporary drought assistance. That means even when surplus water is available, as it is nearly every year, it is often left unused and unable to be transferred to the CVP to be put to good use.

Congressman LaMalfa’s bill updates the law to allow water transfers at any time from the Orland Project to the CVP.  This transferred water would be considered a new source of water for the CVP and would support agriculture and reduce reliance on groundwater.

Congressman LaMalfa Comments on Sacramento’s Rigged Redistricting Maps

Richvale, CA—Congressman Doug LaMalfa (R-Richvale) issued the following statement after the posting the illegally drawn, unconstitutional, redistricting maps.

“If you want to know what’s wrong with these maps – just take a look at them.  How on earth does Modoc County on the Nevada and Oregon Border have any common interest with Marin County and the Golden Gate Bridge?    Voters took this power from Sacramento for just this reason. This is naked politics at its worst.  This action by the state will set off a series of retaliation in other states across the country with Florida, Missouri and Indiana looking to push back against California. Mid-Decade redistricting is wrong, no matter where it’s being done.  Defying the voters voice is wrong. We should be listening to Californians who have said in multiple statewide elections that politicians shouldn’t be the ones doing the redistricting.  California is already in a huge budget deficit, we don’t need to spend another $235 million or more to learn voters still hate the idea,” said Rep. LaMalfa.
