Elected officials share support for Rep. Smucker’s bipartisan Workforce Reentry Act at York County Reentry Opportunity Center press conference.

York, PA – Today, U.S. Representative Lloyd Smucker (PA-11) and PA Attorney General Dave Sunday held a press conference at York County’s Reentry Opportunity Center to highlight support for Rep. Smucker’s Workforce Reentry Act, legislation that would strengthen workforce reentry programs intended to reduce recidivism and help formerly incarcerated individuals find dignity in work. 

The Workforce Reentry Act was passed with bipartisan support in the U.S. House of Representatives last congressional session and was reintroduced by Rep. Smucker in February 2025.

The legislation would improve federally funded reentry programs—specifically the Department of Labor’s Reentry Employment Opportunities (REO) program—and support efforts to strengthen workforce adaptability for formerly incarcerated individuals into high demand occupations. This bill would increase oversight and evaluation of existing programs to ensure recidivism prevention efforts remain successful.

Rep. Smucker and Attorney General Sunday were joined by York County President Commissioner Julie Wheeler, Lancaster County Workforce Development Board Executive Director Anna Ramos, and York County District Attorney Timothy Barker.

The press conference took place at York County Reentry Opportunity Center (The ROC), a community driven organization that has shown great success in decreasing recidivism and helping formerly incarcerated individuals find work.

The Workforce Reentry Act:

  • Increases accountability and transparency by holding programs accountable for Workforce Investment and Opportunity Act (WIOA) performance outcomes on employment, earnings, and credential attainment.
  • Expands awareness around “what works” by requiring an independent evaluation and the dissemination of best practices, encouraging states, localities, and non-profits to pursue evidence-based approaches to ex-offender reentry into the workforce.
  • Builds long-term success by requiring grant recipients to provide a 25 percent match of funds and a plan to continue effective programs with non-federal funds after the grand period concludes.

Background:

The Workforce Investment and Opportunity Act (WIOA) permits “research and evaluation” of the Reentry Employment Opportunities program and measures recidivism prevention program outcomes. 

Approximately 600,000 men and women leave prison each year and return to communities across the country.

According to a Bureau of Justice Statistics study on recidivism across twenty-four states, “66 percent of prisoners were arrested within three years and, 82 percent were arrested within ten years.” 

Finding and maintaining a job for one-year post-release is associated with a 16 percent recidivism rate over three years, compared to 52 percent for those who do not stay employed. 

Formerly incarcerated people face an unemployment rate of nearly 30 percent—higher than the national employment rate has ever been.

Smucker Highlights Small Business Tax Policy in Wrightsville

Wrightsville, PA—Representative Lloyd Smucker (PA-11), a senior member of the tax-writing Committee on Ways and Means, joined small businesses in Wrightsville for a roundtable discussion on federal tax policy and how the newly enacted One Big Beautiful Bill will drive investment and growth in the local economy. 

Smucker is the chief sponsor of the Main Street Tax Certainty Act, which was signed into law as part of the recently-passed One Big Beautiful Bill. Smucker’s legislation made permanent the small business tax deduction, known as Section 199A of the tax code. 

This provision allows for a 20 percent deduction of qualified income for pass-through businesses. Since most small businesses are structured as a pass-through, this section promotes equity in America’s tax code between small businesses on Main Street with larger corporations. 

“When small businesses thrive, our communities thrive. Thanks to the Republican-led Congress and with President Trump in the White House, small businesses have the predictability they need to invest in their workforce, operations, and community. This pro-growth policy will ensure small businesses keep tax parity with larger corporations. Congressman Brad Sherman Joins Army Corps to Mark Final Pacific Palisades Fire Debris Removal

PACIFIC PALISADES, CA – On August 26th, Congressman Brad Sherman (CA-32) joined federal, state, and local leaders to commemorate the final debris removal operation in the Pacific Palisades Fire recovery area — a major milestone in the aftermath of one of the most destructive fires in recent California history.

Standing alongside representatives from the U.S. Army Corps of Engineers, FEMA, Cal OES, the County of Los Angeles, and the City of Los Angeles, Congressman Sherman honored the completion of a months-long effort to remove hazardous debris left behind by the Pacific Palisades fire, which began on January 7th.

“For residents like Noland West, whose home once stood here, what we now call ‘debris’ was once sanctuary, neighborhood, and the cherished mementos of lives well-lived,” said Congressman Sherman. “This is more than a cleanup milestone — it’s a moment of progress and perseverance for a community that’s been through hell and is fighting its way back.”

The final debris removal site in Pacific Palisades is the last of the opt-in properties cleared under the U.S. Army Corps of Engineers’ debris removal program. Under FEMA’s direction and in coordination with local partners, the Corps removed over 1 million tons of hazardous material from 4,010 properties — completing the mission several months ahead of schedule.

“I want to thank the Army Corps of Engineers for taking on this task head-on and getting it done with lightning-quick speed,” said Sherman. “What I hear mostly from residents is ‘we want to rebuild quickly’, and that is why we are here to celebrate government doing something well ahead of schedule, enabling residents to move forward with the hard but important work of rebuilding their homes and lives.”

The federal government has allocated more than $2.1 billion to the debris removal mission. Congressman Sherman has pushed for full funding and strong oversight throughout the process, advocating for comprehensive soil testing and liability protections for residents.

Congressman Sherman also vowed to fight for a supplemental appropriation in Washington to help make it easier for affected families to rebuild.

The event featured remarks from U.S. Army Corps leadership, FEMA, Cal OES, Councilwoman Traci Park (Los Angeles – District 11), and Los Angeles County Supervisor Lindsey Horvath (Los Angeles County – District 3). All praised the extraordinary coordination among agencies and the resilience of the affected communities.

Sherman closed with a message of determination: “The Army Corps and the EPA have concluded their mission. Now we must stand resolute in ours — providing the resources and support to help this community come back stronger. Palisades Strong.”

Reps. Adams, Watson Coleman Introduce Black Breastfeeding Week Resolution

WASHINGTON, DC— Today, Congresswoman Alma S. Adams, Ph.D. (NC-12), co-founder and co-chair of the Black Maternal Health Caucus, and Congresswoman Bonnie Watson Coleman (NJ-12), co-chair of the Caucus on Black Women and Girls, introduced the Black Breastfeeding Week resolution, recognizing August 25, 2025, through August 31, 2025, as “Black Breastfeeding Week.”

Black Breastfeeding Week highlights the disparity in breastfeeding rates between Black mothers and white mothers. According to the CDC’s 2022 Breastfeeding Report Card, only 74% of Black mothers initiated breastfeeding compared to 85% of white mothers. Breastfeeding has been found to have improved health outcomes for infants, including lowering risk of short- and long-term illnesses and diseases, strengthening immune systems, and providing vital nutrients during early childhood development.

“Breastfeeding is a Black maternal health issue, one we must address to prevent more of our mothers and children from needlessly losing their lives from this crisis,” said Congresswoman Adams. “We know breastfeeding improves infant health outcomes but far too often, Black women are not given the support they need to breastfeed their children: maternal leave, accessible healthcare, food security, and racial equity in medicine.  I am proud to introduce the Black Breastfeeding Week resolution to bring attention to the breastfeeding disparity Black women in America face and the policies we can enact to best take care of our country’s children.”

“We must recognize breastfeeding as both a hunger issue and a health equity issue,” said Rep. Watson Coleman. “Black women are pushed to formula-feed after delivery at much higher rates than other women. Consequently, Black women have among the lowest breastfeeding rates in the United States. Black Breastfeeding Week helps us recognize this issue and those working to ensure all women have the information they need to make the best decisions for themselves and their babies.”

Black women in the United States face significant barriers to breastfeeding. Lack of paid maternal leave and inadequate workplace breastfeeding spaces, which disproportionately impact Black women, make regular breastfeeding for working mothers difficult. Meanwhile, medical bias also contributes to the disparity, with hospitals being twice as likely to provide formula to Black infants than white infants.

Rep. Adams Statement on President Trump’s Attacks on the Smithsonian

Carbajal Reintroduces Bipartisan Legislation to Unlock Federal Funding for Safe Parking Programs

U.S. Representative Salud Carbajal (D-CA-24), along with Representatives Doug LaMalfa (R-CA-01), David Valadao (R-CA-22), and Juan Vargas (D-CA-52), reintroduced bipartisan legislation to unlock federal dollars for safe parking programs. Safe parking programs provide safe overnight parking locations for people experiencing homelessness and living in their vehicles as well as supportive services, like rapid rehousing services and facilities like restrooms and showers.

It’s a proven initiative that has helped hundreds of Central Coast residents transition from homelessness into secure accommodations,” said Rep. The Naomi Schwartz and Susan Rose Safe Parking Act of 2025, named in honor of the two Santa Barbara County Supervisors who first developed the 2004 program, would allow federal housing funds to support safe parking programs by making these programs eligible for grants to support the operation and expansion of these critical lifelines.

Rep. Mike Levin, Solana Beach Mayor Heebner Highlight Risks of Looming Government Shutdown

Yesterday, Rep. Mike Levin (CA-49) joined Solana Beach Mayor Lesa Heebner and other local officials to outline to potential impacts of a federal government shutdown on Solana Beach and communities across California’s 49th District.

Federal funding is set to expire on September 30th, and without congressional action, a shutdown could delay or eliminate about $16.6 million dollars in support for local projects.

More than a dozen projects in North County San Diego and South Orange County are at risk. They include the following:

  • Rep. Levin stressed that the effects of a shutdown would extend beyond infrastructure and community projects. He explained that unless Congress extends the Affordable Care Act’s premium tax credits, countless families could face significant increases in monthly health insurance premiums beginning next year.

    “A government shutdown isn’t just a Washington headline, it would mean real impacts for our communities,” said Rep. Levin. “From Solana Beach to San Juan Capistrano, projects that protect our coast, improve our transportation and help law enforcement, are at risk. Additionally, families could face skyrocketing health care premiums if tax credits aren’t extended. My focus when Congress resumes session is to make sure we pass a responsible funding bill that keeps our communities’ priorities and projects on track.

    Solana Beach Mayor Lesa Heebner echoed Rep. Levin’s concerns, underscoring the importance of federal partnerships. “Federal funding assistance is critical to local jurisdictions as it frees up more local funding to accomplish other community driven priorities. It allows cities to serve their communities in ways they could otherwise not afford to do,” said Solana Beach Mayor Lesa Heebner.

    Congress is scheduled to reconvene next week after more than a month-long recess. Lawmakers must reach an agreement before the September 30th deadline to avoid a government shutdown.

    Estes Introduces Legislation to Reduce Federal Limitations on Sedgwick County Park

    U.S. Congressman Ron Estes (R-Kansas) introduced legislation to lift a federal restriction on the Northeast Sedgwick County Park, which encompasses 650 acres of free trails and fields. This legislation will remove the federal restrictions over the land and allow the local community to make decisions regarding the park land. Additionally, this legislation will empower the Sedgwick County Commissioners to better use their resources to provide adequate recreation and future development in the area.

    “Local Kansas communities should be able to make decisions about how to use their land without federal strings attached,” said Rep. Estes. “My legislation will lift the encumbrance on the Northeast Sedgwick County Park and restore local control of the land to the Sedgwick County Commission instead of allowing the federal bureaucracy more than a thousand miles away to limit its use.”

    Congressman Scott Perry Introduces the Freedom from Union Violence Act

    Washington, D.C. – Congressman Scott Perry (PA-10) just introduced the Freedom from Union Violence Act, to rectify a deadly loophole in the 1946 Hobbs Anti-Extortion Act that enables union officials to perpetrate violence, extortion, and other crime in pursuit of union objectives.

    “I was shocked to learn that unions can literally terrorize non-union workers into either joining a union or quitting their jobs altogether, which has included many forms of violence up to and including even murder,” said Congressman Perry. “For decades, bad-actor unions have gotten away with this because of a much-abused loophole the Supreme Court carved out through the Hobbs Anti-Extortion Act. My bill, the ‘Freedom from Union Violence Act,’ closes that loophole once and for all. Americans – all Americans – are subject to the same laws and penalties, union member or not.”

    The Supreme Court Enmons decision (1973) held that strike-related violence cannot be prosecuted under the 1946 Hobbs Anti-Extortion Act, which created a loophole empowering chaos and criminality, so long as the perpetrators believe they’re pursuing “legitimate union objectives.” As a result, decades of union violence (much directed at coworkers merely disagreeing with a strike) came with zero consequences. This not only emboldens more violence, but creates an untenable, dangerous, and inequitable system by which a special/select group of Citizens (unions) may act without impunity whereby Citizens in similar situations would otherwise be held accountable.

    According to the National Institute for Labor Relations Research, since Enmons, approximately 12,000 incidents of union violence resulted in 203 deaths and over 6,600 injuries to American workers. Other law enforcement records indicate that as much as 80-90% of union violence reported to police goes unreported in the media. 

    Congressman Perry’s bill not only rights a wrong by closing the Enmons loophole, but most importantly, keeps our workers safe by raising awareness of this issue.
