Rep. Omar Submits 10 Amendments to the National Defense Budget Bill (NDAA)

WASHINGTON – Rep. Ilhan Omar (D-MN) introduced ten amendments to the FY2026 National Defense Authorization Act (NDAA). The amendments aim to rein in the Trump Administration’s unconstitutional expansions of power; center human rights in trade, military, and foreign policy; cut down military funding not aimed at benefitting our servicemembers; restrict our nation’s role in enabling endless wars abroad; delay the transfer of arms to Israel; and hold governments that engage in transnational repression accountable.

“This year’s NDAA flies in the face of one that centers the needs of the American people,” said Rep. Omar. “As our Pentagon spending reaches a trillion dollars a year, we’re facing an Executive that has grown too comfortable exercising unchecked, unconstitutional expansions of power. I introduced ten amendments to reorient our foreign policy, center human rights, and stop our complacency in advancing endless wars that only harm our reputation abroad and do nothing to make us any safer. I’ll keep fighting for a Pentagon budget that puts the American people first, not defense contractors.”  

The amendments introduced by Rep. Omar include:

  • Omar #11 – Cuts $150 billion from the topline, with exemptions for Defense Health spending and troop pay/benefits. Coled by Rep. Pocan.

  • Omar #46 – Strikes language establishing tech partnerships with Israel

  • Omar #54 – Repeals the 127(e) program. Coled by Rep. Gosar.

  • Omar #100 – Bans arms sales to any country engaged in transnational repression against U.S. citizens.

  • Omar #106 – Repeals the Alien Enemies Act.

  • Omar #162 – Requires a report on UAE foreign policy in specific countries in East and North Africa, including an assessment on whether U.S.-origin equipment sent to the UAE is being used for gross violations of human rights in those countries.

  • Omar #164 – Repeals two different Syria sanctions statutes (Caesar and the Syria parts of the Iran Threat Reduction and Syria Human Rights Act of 2012).

  • Omar #167 – Requires a strategy for providing direct support to Sudanese civil society, including the Emergency Response Rooms.

  • Omar #169 – Repeals the War Reserve Stockpile Authority for Israel.

  • Omar #1096 – Expresses the sense of Congress that a foreign terrorist organization designation is not an authorization for the use of military force.

Rep. Omar’s Statement on Trump’s Unconstitutional Military Strike on Vessel in Caribbean

WASHINGTON—Rep. Ilhan Omar (D-MN) released the following statement following the unconstitutional military strike on a vessel in the Caribbean ordered by the Trump administration.

“I strongly condemn the Trump Administration’s lawless and reckless actions in the Southern Caribbean. Congress has not declared war on Venezuela, or Tren de Aragua, and the mere designation of a group as a terrorist organization does not give any President carte blanche to ignore Congress’s clear Constitutional authority on matters of war and peace. 

“From the video posted by the President and Secretary Rubio, it appears that US forces that were recently sent to the region in an escalatory and provocative manner were under no threat from the boat they attacked. There is no conceivable legal justification for this use of force. Unless compelling evidence emerges that they were acting in self-defense, that makes the strike a clear violation of international law.

“They’re now using the failed war on drugs to justify their egregious violation of international law. The U.S. posture towards the eradication of drugs has caused immeasurable damage across our hemisphere. It has led to massive forced displacement, environmental devastation, violence, and human rights violations. What it has not done is any damage whatsoever to narcotrafficking or to the cartels. It has been a dramatic, profound failure at every level. In Latin America, even right-wing Presidents acknowledge this is true. Trump and Rubio’s apparent solution, to make it even more militarized, is doomed to fail. Worse, it risks spiraling into the exact type of endless, pointless conflict that Trump supposedly opposes.”

Minnesota Delegation Introduces Bipartisan Resolution Honoring Victims and Survivors of Annunciation Catholic Church and School Shooting

WASHINGTON— Today, the entirety of the Minnesota congressional delegation led by Senator Amy Klobuchar and Rep. Ilhan Omar introduced a resolution honoring the victims and survivors of the mass shooting at Annunciation Catholic Church and School in Minneapolis. The resolution condemns this senseless act of violence, honors the memory of those lost, and recognizes the courage of first responders, caregivers, and community members who acted swiftly in the face of tragedy.

The Minnesota delegation stands united in honoring the lives cut short, supporting the survivors, and lifting up the Annunciation Catholic community, which has shown strength and resilience in the aftermath of this horrific attack.

Honoring the victims and survivors of the mass shooting at Annunciation Catholic Church and School in Minneapolis, Minnesota.

Whereas, on August 27, 2025, students and parishioners gathered at Annunciation Catholic Church in Minneapolis for a mass to welcome back students on their first week of school;

Whereas their sense of peace was shattered when a shooter opened fire while they were in prayer, killing 2 children and injuring 21 others;

Whereas first responders, including the Minneapolis Police Department, emergency medical teams and caregivers at the Children’s Minnesota Hospital and Hennepin Healthcare System, and Federal law enforcement, community members, and volunteers responded with courage and compassion; and

Whereas the Annunciation Catholic community, local schools, families, and neighbors have shown strength and resilience in the face of this tragedy:

Now, therefore, be it

Resolved, That the House of Representatives—

  1. condemns this senseless act of violence and offers its condolences to the families and loved ones of those killed and injured in the tragedy;

  2. honors the memory of the victims and stands in solidarity with survivors, the Catholic community, and the broader Minneapolis community;

  3. commends the bravery and service of law enforcement, first responders, medical caregivers, school and church staff, and community members who acted swiftly to protect and help others;

  4. stands with the Annunciation community and all Minnesotans in the face of this terrible tragedy;

  5. expresses hope that the Annunciation community, together with other communities scarred by violence across the country, will heal through unity, compassion, and shared faith;

  6. declares that there is no place for violence in our communities, and that everyone deserves to feel safe in their sacred places of worship and schools; and

  7. expresses solidarity with all faith communities and schools that have been scarred by such violence.

The horror that children, educators, and parishioners went through while they were praying should not have happened.

I am incredibly grateful for our brave first responders who saved countless lives by their heroism and swift action.

As our Minneapolis community continues to grieve, we must stand united to prevent another tragedy from occurring ever again.

MINNEAPOLIS—Rep. Ilhan Omar (D-MN) released the following statement after the tragic mass shooting at Annunciation Catholic School in her district. 

“I am beyond heartbroken over the tragic news of the shooting at the Annunciation Catholic School in Minneapolis. The loss of life is unthinkable. As a mom and Minneapolis resident, my heart is utterly shattered. I will keep praying for all the families impacted by this tragedy.

“I am especially thinking of the two beautiful children who lost their lives in this senseless act of violence. While we do not yet know the shooter’s specific motivations, we do know that children and schools are all too often the victims of horrific violence in this country. We cannot continue to fail our kids with the lack of federal action. It is beyond despicable that elected leaders are more concerned with appeasing the gun lobby than keeping our children safe. The horror that children and educators went through today, while they were praying, should not have happened. I am committed to do everything I can to stop these tragedies from occurring ever again.

“I will continue to closely monitor the situation and provide updates. Today our country failed our kids and I will not allow elected leaders to move on or forget this horror.”

Pappas Leads NH Delegation in Pushing OMB to Protect DEA Lab Personnel Essential to Combating Drug Trafficking

This letter follows Congressman Pappas’s visit to the DEA Lab in Bedford last month

Yesterday Congressman Chris Pappas (NH-01) led Senator Jeanne Shaheen (NH), Senator Maggie Hassan (NH), and Congresswoman Maggie Goodlander (NH-02) in urging the Office of Management and Budget to exempt Drug Enforcement Administration (DEA) lab personnel from the Trump Administration’s federal hiring freeze, as their roles are critical to combating drug trafficking and keeping communities safe. Last month Pappas visited the DEA Lab in Bedford which currently employs five chemists and fingerprint analysts who work with law enforcement throughout the region.

The delegation stressed the importance of this exemption ahead of the New England Lab opening, saying, “The DEA intends to employ more than 50 people at this lab; however, they currently employ only five chemists and fingerprint analysts. If lab personnel are not exempt from the hiring freeze, the DEA is prohibited from hiring additional staff for these positions or promoting individuals to supervisor positions. With the lab intending to analyze more than 5,000 drug exhibits each year, the New England Lab would be severely understaffed to accomplish their critical mission of protecting public safety.”

Highlighting the importance of DEA lab personnel to combating drug trafficking, they wrote, “It is crucial that the Administration exempt lab personnel because the DEA faces data analysis backlogs, hampering the DEA’s ability to prosecute major drug crimes, identify new and emerging trends, and respond to drug threats in a timely manner. Lab personnel such as fingerprint analysts, chemists, and evidence specialists are critical to DEA’s efforts to enforce laws and enhance public safety.”

“We urge you to exempt all DEA lab personnel and other positions critical to catching major drug traffickers from the hiring freeze,” they concluded.

The DEA’s Labs across the country play a vital role in safeguarding our communities by employing cutting-edge scientific techniques to identify and analyze dangerous synthetic drugs, such as fentanyl, fentanyl analogs, methamphetamine, xylazine and other novel psychoactive substances. The New England Lab, scheduled to open in April 2026, will be the eighth regional DEA laboratory in the nation and will specialize in both drug chemistry and latent fingerprint identification. Their detailed analysis is essential for identifying emerging threats, supporting investigations and prosecutions, informing public safety and health strategies, and contributing to international efforts.

Pappas Secures Provisions in Funding Legislation to Permanently Halt Consolidation of USPS Processing and Distribution Centers

This week, Congressman Chris Pappas (NH-01), a founding member of the Congressional Postal Service Caucus, announced that following bipartisan advocacy from him and his colleagues in the House, legislation advanced out of a House Appropriations Subcommittee that would implement the changes required by their Protect Postal Performance Act, which would prevent the U.S. Postal Service (USPS) from downsizing facilities in underserved areas, provide more oversight over modifications to delivery schedules, and increase public transparency over proposed changes. The changes would permanently halt the proposed closure of the Manchester USPS Processing and Distribution Center.

“The U.S. Postal Service provides an essential public service that supports households and businesses,” said Congressman Pappas. “USPS must take actions that will improve service, not make it worse. By preventing harmful facility downsizing and enhancing service, these bipartisan measures will safeguard mail service for communities across New Hampshire, and I’m glad to see them included in this year’s funding legislation. I’ll continue to support efforts that strengthen transparency, protect our postal workers, and improve mail service.”

Last year, in response to USPS’s announcement that it planned to close the Manchester USPS Processing and Distribution Center, Pappas worked alongside a bipartisan group of his House colleagues and the New Hampshire delegation to call on then United States Postmaster General Louis DeJoy to reverse course on these plans. Heeding Pappas and his colleagues’ calls, USPS paused the implementation of proposed changes to the Manchester facility in May 2024.

Background:

Congressman Pappas is a strong advocate for the U.S. Postal Service and ensuring Granite Staters receive fast, reliable mail and package delivery. Earlier this year, he helped introduce the bipartisan Protect Postal Performance Act to prevent USPS from downsizing facilities in underserved areas, provide oversight over modifications to delivery schedules, and increase public transparency. He has also consistently pushed for passage of the bipartisan Porch Pirates Act, which would increase penalties for package theft by so-called ‘porch pirates.’

In the 117th Congress, Pappas helped pass the bipartisan Postal Service Reform Act of 2022, which was signed into law, and made urgently needed reforms to ensure the USPS’s longevity. 

Pappas Bill Will Protect Critical American Infrastructure from Foreign Purchase

Today, Congressman Chris Pappas (NH-01) introduced bipartisan legislation to provide greater oversight and protections for critical American infrastructure from foreign interference, including infrastructure related to drinking water. The legislation also strengthens existing federal authority to review, investigate, and block foreign real estate transactions that could jeopardize America’s national security. Congressman Randy Weber (TX-14) and Congresswoman Maggie Goodlander (NH-02) co-lead the legislation.

The Critical Infrastructure Security Act expands protections for critical infrastructure and requires the Committee on Foreign Investment in the United States (CFIUS) to annually review, update, and report on facilities and property of the United States government deemed sensitive and subject to CFIUS’s authority to review and investigate certain real estate transactions.

“New Hampshire must remain vigilant in protecting infrastructure from foreign interference by adversaries like China, including properties related to drinking water and national security,” said Congressman Pappas. “The recent international sale of property in New Hampshire underscores the need to provide greater oversight and protections for critical American assets and strengthen our ability to review, investigate, and block foreign real estate transactions that could undermine our safety and security. This is a common-sense, bipartisan step that will help safeguard our infrastructure from those who may wish to do us harm, and I urge my colleagues to support this legislation and pass it quickly.” 

“Our critical infrastructure facilities deliver the essential services that keep our country open for business,” said Congressman Weber. “Allowing adversaries like China to have free rein over our land, particularly near our critical infrastructure facilities, is a major national security risk.  “Anytime we see a foreign adversary or competitor buy up land near sensitive American facilities — whether it’s farmland or other land near sensitive American facilities — our communities need to know if it poses any threats to our economy or national security,” said Congresswoman Maggie Goodlander, a former intelligence officer in the United States Navy Reserve for over a decade and a member of the House Armed Services Committee. “That’s why I’m building a bipartisan coalition to tackle these challenges in Congress, and this bipartisan bill is an important piece of the effort.”

Background:

Since taking office, Pappas has led the fight in Congress to stand up to China’s growing aggression, hold it accountable for human rights violations and trafficking deadly fentanyl into the United States, and ensure that Americans can outcompete the world.  

Earlier this year, Pappas helped introduce the Stop Chinese Fentanyl Act to crack down on foreign drug trafficking and sanction Chinese suppliers of key fentanyl ingredients; it passed with bipartisan support in the House. Pappas Introduces the Protect Patients from Costly Care Act

Bill would repeal Trump’s ‘Sick Tax’ and Big Pharma Handouts in his ‘One Big Beautiful Bill’

This week Congressman Chris Pappas (NH-01) is introducing new legislation in the House, the Protect Patients from Costly Care Act, to repeal changes to Medicaid cost-sharing requirements and handouts to Big Pharma in the Republicans’ reconciliation tax and spending bill. Representatives Jonathan L. Jackson (IL-01), Raul Ruiz (CA-25), Eleanor Holmes Norton (DC-AL), Cleo Fields (LA-06, John B. Larson (CT-01), André Carson (IN-07), Shri Thanedar (MI-13), Maggie Goodlander (NH-02), and Angie Craig (MN-02) are original cosponsors of the legislation.

The bill would repeal the “sick tax” imposed by President Trump and Congressional Republicans’ so-called ‘One Big Beautiful Bill’ Act (OBBBA), which imposes additional out-of-pocket fees on certain Medicaid enrollees before they can see a provider, and allows providers to refuse to administer care if they are unable to pay the fee. The bill would also repeal provisions in the OBBBA that exclude certain drugs from the Medicare drug price negotiation program, allowing pharmaceutical companies to evade accountability for high-priced prescription drugs.

“President Trump and Republicans in Congress weren’t satisfied with simply cutting Medicaid funding, forcing providers to close and kicking millions off their health care. They also had to make sure that their legislation would force Medicaid patients to pay a ‘sick tax’ and help Big Pharma evade accountability for making drug prices unaffordable,” said Congressman Pappas. “We won’t stand for it. If Republicans are serious about addressing high costs, then they should join us to move this legislation forward, protect patients from high costs, and protect the progress we have made to ensure life-saving medications are accessible to everyone who needs them.”

Congressman Pappas is a steadfast advocate for lowering health care and prescription drug costs, expanding access to care, strengthening the industry’s workforce and training programs, and protecting vital programs that Granite Staters rely on, including Medicare and Medicaid. Pappas fought to pass historic legislation that finally allowed the government to negotiate for lower drug prices with pharmaceutical companies, capped the cost of insulin at $35, and capped out-of-pocket medical expenses for Medicare recipients.

Pappas voted against the Republicans’ reconciliation bill every time it came to the floor. Pappas filed two amendments to the Senate-passed Republican reconciliation bill to protect Granite Staters’ access to Medicaid and food assistance and to prevent Congress from passing the burden of cuts to these programs onto the states; neither was adopted.

Earlier this year, Pappas helped introduce the Audio-Only Telehealth Access Act, which would make Medicare’s coverage of audio-only telehealth services permanent, the Advancing Enrollment and Reducing Drug Costs Act, which would expand low-income seniors’ access to prescription drugs under the Medicare prescription drug benefit program, also known as Medicare Part D, the Rural Health Innovation Act, which would strengthen access to care in rural areas by establishing a competitive grant program for Federally Qualified Health Centers (FQHCs) or Rural Health Clinics (RHCs) to increase staff, equipment, technology, and more, and the Restoring Essential Healthcare Act, which would repeal the federal ban on Medicaid reimbursements to Planned Parenthood enacted in the One Big Beautiful Bill Act.

House Passes Pappas’s Bipartisan Stop Chinese Fentanyl Act to Crack Down on Opioid Trafficking

Today Congressman Chris Pappas (NH-01), a member of the Bipartisan Fentanyl Prevention Caucus, helped pass his Stop Chinese Fentanyl Act through the House of Representatives. The bipartisan Stop Chinese Fentanyl Act amends the Fentanyl Sanctions Act to make Chinese entities sanctionable as “foreign opioid traffickers” if they produce, sell, finance, or transport synthetic opioids or precursors, but fail to take credible steps to prevent opioid trafficking, including through cooperation with U.S. counternarcotics efforts and know-your-customer procedures. This legislation previously passed the House with bipartisan support in the 118th Congress.

“Fentanyl overdoses continue to kill tens of thousands of Americans every year. We must take every step to prevent more senseless deaths by holding traffickers and cartels accountable and stopping Chinese precursor chemicals before they reach our shores,” said Congressman Pappas. “This bipartisan legislation will enable the United States to crack down on foreign drug trafficking and sanction Chinese suppliers of key fentanyl ingredients. I remain committed to working to find solutions that will stop the flow of deadly drugs into our communities and save lives.”

Background:

Pappas has led the effort in Congress to permanently classify all fentanyl-related substances as Schedule I drugs so law enforcement can keep them off the streets and hold traffickers accountable, and helped pass the HALT Fentanyl Act earlier this year. He also leads the DISPOSE Act, which would create fentanyl and precursor chemical destruction facilities in three critical drug trafficking choke points: Mexico, Colombia, and Peru; it was included in the National Defense Authorization Act for fiscal year 2025.

Pappas also leads the Dark Web Interdiction Act, the Combating Illicit Xylazine Act, and the OPIOIDS Act in the House.
