WASHINGTON, D.C. — U.S. Representative Pramila Jayapal (WA-07) released the following statement on the passage of the Continuing Resolution (CR), ending the longest government shutdown in U.S. history.

“When Republicans shut down the government on October 1st, House Democrats had one simple demand — protect health care for millions of Americans whose premiums are skyrocketing.

“For 43 days, Democrats held the line to demand that Republicans cancel the cuts and lower healthcare costs for Americans, who are seeing their health care premiums double and triple, nursing homes set to close, and massive cuts to Medicaid and food assistance. For 43 days, Republicans showed exactly what extreme cruelty looks like: illegally refusing to fund basic food assistance for 42 million Americans or to do anything to extend the Affordable Care Act tax credits.  

“Today’s bill does absolutely nothing to address rising health care costs, while at the same time tucking in a provision that allows eight Republican Senators to get a million dollars each from a giant slush fund at the same time that Americans face higher costs on everything from groceries to healthcare.  

“I join Americans who are furious and outraged about the crisis of cruelty and corruption that Donald Trump and his cult party of Republicans are inflicting on the American people. Everyone — from federal workers who were illegally threatened to not even receive backpay to the families who are still waiting for SNAP payments — suffered and took great risks because they knew we needed to stand up to the authoritarianism of this administration and the outrageous cruelty of a Republican Party that won’t even fight for their own constituents’ lives.  Health care is not a Democratic or Republican issue — it affects everyone. And in the richest country in the world, no one should have to choose between food and healthcare, or rent and cancer treatments.

Nadler Statement on Voting NO on GOP Funding Bill

Today, Representative Jerrold Nadler (NY-12) released the following statement after voting NO on Republicans’ funding bill, which fails to address the Republican health care crisis or stop Donald Trump from illegally impounding congressionally approved funds: 

“With this funding bill, Donald Trump and House Republicans have abandoned their promise to lower costs for working families. From the first day of this shutdown, they refused to negotiate in good faith and instead spent seven weeks on a taxpayer-funded vacation while Americans faced a deepening Republican health care crisis. Let me be clear: I want this shutdown to end, but I cannot support a bill that harms American families, allows Donald Trump to keep illegally withholding congressionally approved funds, and enriches Republican Senators with a secret taxpayer-funded payout worth half a million dollars or more per person. 

“This bill does nothing to protect the more than 22 million Americans who are now facing an average 114% increase in their health care premiums. Trump’s Big Ugly Law gutted Medicaid by $1 trillion and left 15 million Americans at risk of losing their coverage. Now Republicans will hit millions of families, including thousands in New York, with devastating premium spikes next year. As a result of Republican inaction on ACA subsidies, a 60-year-old couple in Manhattan earning $90,000 a year would see their annual marketplace premium jump from roughly $11,000 with the enhanced tax credits to more than $33,000 without them. That is a nearly 200% increase for the very same plan. New Yorkers already shoulder some of the highest housing, grocery, and childcare costs in the country, and Republicans are telling these families that they are on their own. 

“Trump’s vendetta against New York is not limited to health care. The President and OMB Director Russell Vought have abused their power during this shutdown to punish our state and the city of New York, freezing funding Congress approved for the Gateway Tunnel, the Second Avenue Subway, Army Corps coastal protection projects, winter heating assistance, and other essential investments that keep our city safe and functioning. These cuts and freezes were not based on program need or oversight. They were political retaliation aimed squarely at New York because we refused to bow to Trump. 

“The President’s abuse of power against New York is part of a broader pattern of contempt for the law. He violated the Impoundment Control Act through illegal impoundments and attempted pocket rescissions that blocked congressionally approved funding across the government. He even weaponized hunger by withholding SNAP benefits that Congress enacted, using food assistance as leverage against millions of families, including tens of thousands in New York. He treated the power of the purse as optional and ignored the law whenever it suited him, and this spending bill does nothing to stop him from doing it again. 

“As if abandoning millions of families were not enough, Republicans also loaded this bill with one of the most corrupt and self-serving provisions I have seen in my 33 years in Congress. Senate Republicans inserted a taxpayer-funded kickback for eight GOP Senators whose phone records were subpoenaed in the January 6 investigations. Their scheme would let those Senators sue the federal government and collect $500,000 each. While Americans struggle with rent, groceries, and medical bills, Republicans have chosen to funnel public money into the pockets of their colleagues. 

“This terrible bill does nothing to stop Donald Trump’s attacks on our health care system and nothing to protect families from devastating ACA premium spikes. It offers no help to people who are fighting every day to keep up with groceries, rent, and medical care. New Yorkers deserve better, and therefore I proudly voted NO.”

“I want the government to open, but I refuse to support legislation that will jeopardize the health care of 660,000 Californians.

“As I voted against the Senate deal tonight, I thought of the retired 62-year-old teacher in my district who will have to take Social Security early because of the $700 increase in his monthly premiums. I also thought of the working mother worried about bankruptcy because her health insurance premiums will cost $55,000 per year for her family of four.

“These are only two of the dozens of stories that my constituents have shared with me over the last seven weeks. Far too many cannot afford to pay for their basic needs, whether health care, food, or electricity.

“Throughout the seven weeks, we’ve seen President Trump do everything he can to use the shutdown to make life even more unaffordable for Americans. He has cut off SNAP benefits—despite a court directing otherwise—even though there was $6 billion available to distribute to hungry seniors, veterans, and families. He’s driving up electricity prices by ending support for projects that will produce cheap energy. And he has come up with every excuse in the book to oppose the extension of the Affordable Care Act premium tax credits.

“The American people deserve better than the bill that passed tonight. They deserve a bill that both reopens the government and ensures they can afford to see their doctor. But Speaker Johnson never so much as allowed a vote on legislation to extend the premium tax credits, and he has told Republicans he has no plans to do so.

Washington, D.C.—Yesterday, Rep. Mike Levin (CA-49) joined CNN’s Laura Coates Live to slam the Senate passage of bad funding deal that fails to address the rising health care premiums costs for millions of Americans, warn of the skyrocketing health care premium prices if Republicans failed to act on expiring health care premiums, and call out House Republicans for taking a seven-week vacation instead of negotiating a bipartisan deal to reopen the government.

Levin has vehemently opposed any deal to reopen the government that does not extend the Affordable Care Act premium tax credits. If the tax credits expire, over 600,000 Californians and millions of Americans will be priced out of health care.

On Republicans’ concerns about the expiring ACA tax credits:

The ACA actually has a higher per capita number of people in Florida and Texas than it does in my home state of California, but these stories are real, and if I’m hearing them, presumably any Member of Congress worth anything is hearing them too. That, of course, presumes that they’re actually listening to their constituents, Laura. And I don’t know where these Republicans have been for the last 54 days. I don’t know if they’ve been hanging out at Mar-a-Lago at the Great Gatsby party. I don’t know where they’ve been. They sure haven’t been in Washington D.C., because just about every week, I’ve tried to come back to D.C. and have conversations with my colleagues across the aisle. I’m on the Appropriations Committee, so there’s a big appropriations element to this bill as well. We’ve had no meetings, no discussions, not even exchanges electronically with a lot of these folks. They have been told by Mike Johnson not to work with us, not to speak with us. And they are completely subservient to Trump. I would say Mike Johnson, as you look at the history of the House of Representatives, will go down as historically the weakest speaker in the history of the House. When you contrast that with Nancy Pelosi, who will go down as one of the all-time greats.

On his opposition of the Senate deal that fails to address health care costs:

I have spoken with literally dozens of my constituents whose health care premiums are doubling or tripling or worse. I spoke to a 62-year-old retired teacher who is going to have to take Social Security early to make up for the $700 a month he’s going to have to pay in extra health insurance premiums. I spoke to a working mom with a husband and two kids who’s going to have to pay $55,000 a year for health insurance and is worried about bankruptcy because of medical debt. The stories go on and on, Laura, and the Republicans have done absolutely nothing to address any of this in this awful bill that they’re sending us tomorrow. And so I’ll be a firm no. I hope that the overwhelming number of my colleagues in the House—the Democrats—will stick together, because this really doesn’t solve anything. And they are totally in denial about this health care crisis that they have created.

On the Senate vote on bad funding deal and Schumer’s failure to lead:

First, let me say Leader Jeffries did a tremendous job in keeping us all united during this difficult time. And for whatever reason, either because Leader Schumer wouldn’t keep his Senate Democrats united or couldn’t keep them united. In any event, what happened was unacceptable. And what happened is we all in the House, we hung together for seven weeks and all we were asking is for Senate Democrats to stay in that fight with us day in and day out, for the American people, for health care, for millions and millions of people who are at risk of losing their health insurance. And unfortunately, eight Senate Democrats decided not to do that. You’d have to ask them the reasons for that. I can tell you only if I were in the Senate, I would say it’s time for new leadership. That will be up to the Senators to ultimately decide which direction they go.

Congressman Valadao Votes to Reopen the Government

Background:

Each year, the House and Senate must pass all 12 appropriations bills before September 30th or a Continuing Resolution (CR) to keep the government open. On September 19th, the House passed a short-term CR to buy more time to find agreement on various funding levels, but Senate Democrats did not agree to it until over 40 days had passed. The House has passed all 12 funding bills out of the Appropriations Committee and the Senate has passed 3 of its 12 funding bills out of Committee. Congress now has until January 30, 2026 to find agreement on full-year appropriations bills for Fiscal Year 2026.

Carbajal Statement on the Partisan Republican Funding Bill

“Today, I voted against the partisan Republican funding bill that does nothing to bring down the cost of health insurance for millions of Americans,” said Rep. Carbajal. “Families across the Central Coast and beyond are already seeing that their health insurance costs could more than double next year if Congress fails to act. By refusing to extend the critical Affordable Care Act premium tax credits, Congressional Republicans are forcing Americans to choose between higher costs or no coverage at all. Last month, Carbajal co-sponsored the Bipartisan Premium Tax Credit Extension Act, a bill to protect families, seniors, and small business owners from massive health care premium increases.

Throughout the shutdown, Democrats have argued that any stopgap funding bill needs to protect the expanded tax credit subsidies for health insurance purchased through Affordable Care Act (ACA) exchanges. Those tax credits and the eligibility for them were expanded by Democrats in 2021 under then-President Biden and are scheduled to expire at the end of December. If the tax credits are not protected, millions of Americans could lose their health insurance. In the coming weeks, Democrats will use every tool at their disposal to save these critical health care tax credits.

The bipartisan deal funds the government through January 30th, with three funding bills – Agriculture-FDA, Legislative Branch, and Military Construction-Veterans Affairs – running through Fiscal Year 2026.

“Our long national nightmare is finally coming to an end. For more than 43 days, Chuck Schumer, Jon Ossoff, and the Democrats blackmailed the American people for political leverage, holding SNAP and WIC, federal worker pay, air travel, and our troops hostage. Still, the vast majority of Democrats – including both of Georgia’s senators – rejected the bipartisan proposal to turn our lights back on, forcing families to starve and workers to go without pay in exchange for absolutely nothing. The funding bill included $534.3 million supporting projects throughout the state of Georgia. Georgia’s entire Democrat delegation, including both Senators Jon Ossoff (D-GA) and Raphael Warnock (D-GA), voted against this funding and final passage of the bill.

“A vote against this bill is a vote against Georgia, something our senators have no problem doing time and time again. Their legacy will be one of mass starvation and chaos, literally ripping food from children in an effort to win reelection,” said Rep. Carter. “While it will take weeks or months for our nation to fully recover from Democrats’ political games, I’m proud to have cast my vote in favor of this legislation, which ensures that the American people are taken care of.”
