Ranking Member Underwood Shares Updates with Community Following Briefing on Illinois Operations by U.S. Immigration and Customs Enforcement

WASHINGTON — Today, Rep. Lauren Underwood, Ranking Member of the Homeland Security Subcommittee on Appropriations, was briefed by leadership at U.S. Immigrations and Customs Enforcement (ICE) on the agency’s operations in the Chicagoland area.

“Everyone deserves to feel safe in their community. Like all Illinoisans, I’ve been concerned and alarmed by reporting about ICE’s conduct and operations in our state under Donald Trump,” said Rep. Underwood. “As Ranking Member of the Homeland Security Subcommittee on Appropriations, I requested a briefing from agency leadership on the enhanced operations that started last Saturday, and I’m sharing what I heard with our community.”

Agency leadership shared the following information and updates on ICE’s operations in the Chicagoland area with Ranking Member Underwood, and she is sharing them with the community:

  • Current “surge” operations began on Saturday, September 6, 2025, and will continue until the agency receives guidance from the Trump Administration indicating otherwise.
    • The agency did not provide any public safety or other data to justify increased operations in Illinois, or any metrics that it plans to use to determine when the surge will end.
  • This surge, which the Trump Administration has termed “Operation Midway Blitz,” is not just in Chicago – it is reportedly designated to include the entire state of Illinois plus Lake County, Indiana. ICE reported they are currently focused on the Chicagoland area and surrounding suburbs.
  • The law enforcement personnel deployed in this surge are from ICE (which includes HSI) and from the U.S. Department of Justice (which includes the U.S. Marshalls, DEA, and ATF).
  • Since September 6, ICE reports it has taken 250 individuals in custody from this operation. Individuals who are detained and processed are transferred to detention centers in Indiana and Wisconsin.
    • Family members experiencing difficulties getting in touch with individuals held in these or other ICE detention centers are encouraged to contact their U.S. Senators and Representative for casework assistance.
  • As Administration officials have indicated publicly, ICE’s enforcement actions for this operation are focused on individuals they encounter who they have determined are “in the U.S. illegally,”* specifically:
    • Individuals who the Trump Administration says are “in the U.S. illegally” and have been charged or convicted with a crime, especially those whose charges may not have been pursued due to what ICE describes as “sanctuary laws.”**
    • Individuals who the Trump Administration says are “in the U.S. illegally” and have been arrested but NOT charged or convicted of a crime, especially those who were arrested or released in a jurisdiction that ICE has determined is a “sanctuary.”

Regardless of immigration status, every person in the United States has constitutional rights. Underwood encourages everyone to exercise your rights and follow the law when engaging with federal law enforcement. * Unlike previous Republican or Democratic Administrations, the Trump Administration uses this term to describe individuals who immigrated legally but whose status under programs like Temporary Protected Status has now been terminated by the Trump Administration.

** Despite prioritizing immigration enforcement actions targeting so-called “sanctuary jurisdictions,” the Trump Administration has been unable to provide a specific definition of what it actually considers to be a “sanctuary,” causing confusion for local law enforcement and communities. A list of alleged sanctuary jurisdictions posted on the DHS website in June was quickly removed after the National Sherriff’s Association called out its lack of transparency and accountability, and www.dhs.gov/sanctuary-jurisdictions is still broken as of September 15, 2025.

MATSUI AND COLLEAGUES DEMAND EPA REVERSE PLAN TO ELIMINATE VEHICLE POLLUTION STANDARDS

WASHINGTON, D.C. – Today, Congresswoman Doris Matsui (CA-07) led a group of 102 total lawmakers in sending a letter to Environmental Protection Agency (EPA) Administrator Lee Zeldin, demanding that the agency immediately withdraw its proposal to eliminate federal greenhouse gas pollution standards for light-, medium-, and heavy-duty vehicles. 

“This is a clear abdication of EPA’s core mission to protect human health and the environment and a flagrant rejection of Congressional intent,” wrote the lawmakers. “We find it particularly concerning that EPA’s primary justification for eliminating the vehicle pollution standards is to rescind the 2009 Greenhouse Gas Endangerment Finding and deny the near-universal scientific consensus on climate change.”

The landmark 2009 Greenhouse Gas Endangerment Finding determined that greenhouse gases threaten public health and welfare and is the legal foundation for federal regulation of climate pollution under the Clean Air Act. Rescinding it would not only eliminate vehicle pollution standards but also strip away EPA’s core authority to regulate greenhouse gases across multiple sectors. Meanwhile, the transportation sector is the largest source of greenhouse gas pollution in the United States, accounting for roughly 28 percent of total emissions, and 80% of that comes from light-, medium-, and heavy-duty vehicles. Rolling back pollution standards for cars and trucks would erase decades of progress and remove one of the nation’s most effective tools for reducing climate pollution.

Furthermore, the economic consequences would be devastating. More than 410,000 Americans are employed in the clean vehicle industry. Nearly 70 percent of U.S. auto exports already go to countries with electric vehicle requirements. Rolling back federal vehicle pollution standards would put these jobs at risk, undermine U.S. competitiveness, and deprive American consumers of an estimated $1.3 trillion in fuel and maintenance savings over the coming decades.

“These standards have improved the health and financial security of the American people and strengthened the competitiveness of the American auto industry for over a decade,” the lawmakers continued. “Every American deserves to breathe clean air. Every American deserves the opportunity of a prosperous future free from climate change. And every American should be able to drive an affordable next-generation clean vehicle made here in America.”

Congresswoman Matsui has been a leading voice in the fight for clean air and serves as Co-Chair of the Sustainable Energy and Environment Coalition. Dear Administrator Zeldin, 

 

We write to urge the U.S. Environmental Protection Agency (EPA) to immediately reverse course and withdraw the present proposal to eliminate federal standards limiting greenhouse gas pollution from light-, medium-, and heavy-duty vehicles. This is a clear abdication of EPA’s core mission to protect human health and the environment and a flagrant rejection of Congressional intent. We find it particularly concerning that EPA’s primary justification for eliminating the vehicle pollution standards is to rescind the 2009 Greenhouse Gas Endangerment Finding and deny the near-universal scientific consensus on climate change. The evidence for climate change is overwhelming, and contrary to EPA’s secondary claims, the transportation sector—the largest source of U.S. greenhouse gas pollution—is a significant driver of climate change. Strong federal pollution standards for cars and trucks are integral and necessary to stopping climate change, and EPA is bound by its mission and statutory duties to regulate and reduce this pollution. This is a shocking new low point for the agency and will result in significant and myriad negative impacts to the health and wellbeing of Americans from across the country.

The scientific evidence for human-caused climate change is overwhelming. Surveys of climate scientists have repeatedly shown more than 97% of scientists agree that climate change is happening and that it is caused by greenhouse gas pollution from vehicles, power plants, industry, and other human activities. The evidence was overwhelming in 2009 when EPA first finalized the Endangerment Finding, and it has only grown stronger in the sixteen years since. Climate models have proven to be largely accurate in forecasting global warming, and the contemporary effects of climate change have become increasingly undeniable. Severe floods, wildfires, and storms are already devastating communities across the country, disrupting supply chains, and draining billions of dollars from the American economy. Climate change is an immediate and grave threat to public health, and it is EPA’s statutory duty to address both the root causes and the impacts of this crisis.

Pollution from passenger cars and trucks is a leading cause of climate change and must be addressed to stop the most severe impacts to public health. The transportation sector is the leading source of greenhouse gas pollution in the United States, accounting for 28% of total emissions, and of these, 80% of transportation emissions come from light, medium, and heavy-duty vehicles. Federal vehicle pollution standards are therefore a necessary and effective solution to reduce greenhouse gas pollution and protect human health. Eliminating these standards would tie our hands, ensuring the global climate will continue to deteriorate and exacerbating the climate-fueled natural disasters and extreme weather events that Americans are already experiencing. In 2024 alone, 27 climate-fueled disasters each contributed to over one billion dollars in damages. At the same time, climate change has driven record temperatures across the nation, doubling the number of heat deaths among Americans since 1999. EPA must fulfill its mission to protect communities and regulate the greenhouse gas pollution that causes these deaths.

The transportation sector is also a leading source of local air pollution, including NOx, particulate matter or soot, and ozone-forming VOCs. Over 100,000 Americans die prematurely each year from air pollution, and studies show that the combination of high temperatures from global warming and poor air quality is particularly deadly. Greenhouse gas pollution standards for vehicles reduce local air pollution as well as greenhouse gases, and the deployment of zero-emissions vehicles will significantly improve local air quality. Elimination of these pollution standards will make the public health crisis worse.  

 

Eliminating vehicle pollution standards would also cause profound damage to the U.S. economy and American workers. The world is racing towards a zero-emission future, and ignoring this reality threatens the future of the American auto industry. Over 410,000 Americans are employed in manufacturing the next generation of clean vehicles. In 2024, 69% of the vehicles exported by the U.S. were sold in countries with electric vehicle sales requirements. Jobs in the clean vehicles sector grew faster than the gas- and diesel-powered vehicle industry, adding about 60% more jobs between 2021 and 2024. Repealing the vehicle pollution standards would hamstring this growing industry, killing thousands of good-paying American jobs and ceding the future of global automotive leadership to China.

At the same time, repealing the vehicle pollution standards would rob American consumers of trillions in savings, in the midst of a worsening cost-of-living crisis. If we turn our backs on clean vehicle technologies, the next generation of American vehicles will be significantly more expensive to fuel, maintain, and repair. EPA’s own analysis suggests the proposal to eliminate vehicle pollution standards would result in $1.3 trillion in lost fuel and maintenance savings.

Rolling back the vehicle pollution standards would also threaten American energy independence by deepening our reliance on foreign oil. Only 60% of the oil refined by U.S. fuel refineries is extracted in the United States. The remaining 40% is imported, making our gas-guzzling transportation system extremely dependent on other countries. Continuing dependence on global oil markets further links the costs Americans pay at the pump to the whims of countries like Russia, whose invasion of Ukraine resulted in a price shock for consumers of 50 cents per gallon in just seven days. 

 

Once again, we urge you not to gut these life-saving vehicle pollution standards. We urge you to uphold your oath to faithfully discharge the duties of your office and fulfil EPA’s mission to protect human health and the environment. The greenhouse gas pollution standards for cars and trucks have already saved lives and they will be critical to preventing the worst public health impacts of climate change. These standards have improved the health and financial security of the American people and strengthened the competitiveness of the American auto industry for over a decade. Every American deserves to breathe clean air. Every American deserves the opportunity of a prosperous future free from climate change. And every American should be able to drive an affordable next-generation clean vehicle made here in America.

Schrier, Newhouse Introduce Bipartisan Legislation to Support Washington Farmers, Conservation Efforts

WASHINGTON, DC – Congresswoman Kim Schrier, M.D. (WA-08) and Congressman Dan Newhouse (WA-04) introduced the Eliminating Needless Administrative Barriers Lessening Efficiency for Conservation Act (ENABLE Conservation Act), to allow more farmers to participate in voluntary conservation programs. The legislation will help support Washington state’s Conservation Reserve Program’s (CRP) State Acres for Wildlife Enhancement (SAFE) initiative.

“Farmers and landowners are eager to participate in the SAFE initiative, which pays farmers to allow some of their land to return to its natural state, preserves vital habitat for threatened species, and has protected thousands of acres in Washington state,” said Congresswoman Schrier. “I’m glad to work alongside my Washington Delegation colleague, Congressman Newhouse, on this important legislation that will allow more to take part in the program.”

“Many farmers across Central Washington work hard to protect habitats for vulnerable species, and this legislation ensures those who wish to participate in conservation programs like SAFE and CRP can do so without the burden of acreage caps,” said Congressman Newhouse. “I am glad to join Rep. Schrier in this important effort as we work to create new opportunities for farmers in Central Washington.”

“The Conservation Reserve Program (CRP) is a critical private lands conservation tool that enables producers to create and restore wildlife habitat and improve soil health on working lands.” said Aviva Glaser, senior director of agriculture policy at the National Wildlife Federation. “This legislation will make commonsense improvements to CRP to make the program easier to access for farmers and landowners while improving the benefits for wildlife like the sage grouse and sharp tailed grouse. We look forward to working with Representatives Schrier and Newhouse and the House Agriculture Committee to ensure that these changes are included in a final Farm Bill.”

“With shared benefits for wildlife and farmers, this legislation is key to advancing conservation efforts for at-risk species,” said Kelly Susewind, Washington Department of Fish and Wildlife Director. “Failure to move this bill forward would hinder conservation efforts on thousands of acres of farmland in agricultural communities across Washington state.”

The ENABLE Conservation Act will permanently establish the SAFE initiative under the Conservation Reserve Program to ensure that farmers who would like to participate in this program are able to do so. Currently, there is a cap on how much land can be included in the Conservation Reserve Program, making it difficult for all farmers who want to participate to do so. This bill reverts to a previous policy enacted under the 2014 Farm Bill to allow for SAFE and other important conservation programs to be waived from the county cap if it meets USDA and the county’s shared goals.

Specifically, the ENABLE Conservation Act would benefit farmers and eliminate barriers to accessing CRP by:

  • Simplifying the waiver process to allow counties to enroll land beyond the 25% cap if the associated project meets the county and USDA’s shared goals.
  • Allowing for the continuous enrollment of land under the SAFE initiative.

Davids to Congressional Leaders: Extend Health Care Savings in Government Funding Bill Before End-of-Month Deadline

Today, Representative Sharice Davids urged Congressional leadership to include an extension of the Affordable Care Act’s (ACA) Enhanced Premium Tax Credits (EPTCs) in any government funding bill. With current government funding set to expire on September 30, Davids warned that failure to act would cause millions of Americans to face higher health care costs when ACA open enrollment begins in November.

“I’ve heard directly from Kansans who are counting on these savings to afford their care, and they deserve certainty, not last-minute political games,” Davids wrote. “Any plan to fund the government for fiscal year 2026 must include the extension of these soon-to-expire savings.”

The ACA’s premium tax credits have lowered health care costs for millions of Americans, leading to the lowest uninsured rate in modern history. Without congressional action, premiums are projected to rise an average of 20 percent nationwide, forcing 4.2 million Americans off their health insurance.

In Kansas alone, more than 160,000 people relied on these tax credits last year to save an average of $700 annually on their health care. If the credits expire, a family of four in Kansas’ Third District earning $130,000 could see a $7,000 increase in premiums, while a 60-year-old couple earning $82,000 could see nearly $17,000 more in costs each year.

“While I support the permanent extension of these tax credits, I stand ready to work with both sides of the aisle to pass any feasible extension,” Davids continued. “We cannot allow the expiration of these [tax credits] to burden millions of Americans’ budgets come 2026.”

If these savings are allowed to lapse, many healthy people may be forced to drop coverage, leaving the insurance pool made up of individuals with chronic conditions or high-cost medical needs. That would drive premiums even higher for those who remain on ACA plans, compounding the financial burden on families who can least afford it.

I write to you today regarding the fast-approaching sunset of the Affordable Care Act (ACA) Enhanced Premium Tax Credits (EPTCs), which have led to the lowest ever uninsured rate in modern history. Congress must act immediately.

With under two months until ACA open enrollment, tens of millions of Americans will be hit by higher health care costs. Without immediate congressional action, ACA plan premiums for 2026 will increase an average of 20 percent nationwide, and 4.2 million Americans will be kicked off their health insurance.

Last year, 160,000 Kansans – including more than 40,000 of my constituents – relied on these tax credits to lower their health care costs, saving around $700 that year. If these savings expire, a family of four in my district earning $130,000 a year could see a $7,000 increase in their premiums; a 60-year-old couple earning $82,000 could see a nearly $17,000 increase each year.

President Trump ran on a promise to lower costs for Americans, and that’s exactly what these health care tax credits have done. Yet when Republicans had the chance to extend them in their budget this July, they refused — leaving millions of families facing higher costs while giving billionaires tax breaks. Additionally, the extreme law also added more hurdles for the marketplace, including shortening the open enrollment period.

I’ve heard directly from Kansans who are counting on these savings to afford their care, and they deserve certainty, not last-minute political games. We cannot wait until the end of December to act on this pressing matter. Any plan to fund the government for fiscal year 2026 ahead of October 1, 2025, must include the extension of these soon-to-expire savings. 

While I support the permanent extension of these tax credits, I stand ready to work with both sides of the aisle to pass any feasible extension. We cannot allow the expiration of these EPTCs to burden millions of Americans’ budgets come 2026. Thank you for your urgent attention to this matter.

Davids Discusses Fentanyl Epidemic with Local, State Law Enforcement

OLATHE, KS – Last week, Representative Sharice Davids joined local, state, and federal law enforcement officials for a summit regarding the growing threat of fentanyl, the number one cause of overdose deaths in the United States. Davids received a briefing on current efforts to address the issue and spoke with the law enforcement officials about the challenges they face, measures utilized now, and possible long-term solutions.

“In our state and around the country, the fentanyl crisis has become a public health emergency. This summit was once again a look at how that is impacting our communities here in the Kansas Third,” said Davids. “I am committed to working with the law enforcement officials I met with today to fight this crisis head-on, because one death is one too many. I appreciated the opportunity to learn more and will continue these conversations with law enforcement, public health officials, and those in our community impacted most.”

Fentanyl, a synthetic opioid up to 100 times stronger than morphine, is increasingly found in fake prescription pills such as Vicodin, OxyContin, and Adderall. Overdose deaths dropped by 24 percent from September 2023 to September 2024. Davids is working to build on this momentum and remains committed to protecting Kansans’ health through continued action in Congress.

Davids, a member of the bipartisan Fentanyl Prevention Caucus, has collaborated with Midwest HIDTA, a regional office working to reduce illicit drug availability, on multiple fentanyl summits with health care workers, education professionals, and law enforcement officers. She has also taken several legislative actions based on the specific needs of the Kansas Third District, including:

  • Joining a bipartisan group of lawmakers to request funding for new handheld mass spectrometry trace-level chemical detection devices at domestic ports.
  • Urging the FDA to take up expert recommendations and make Narcan, a common naloxone nasal spray, available without a prescription — which they did earlier this year.
  • Securing a nearly $16 million grant to help law enforcement seize illicit drugs like fentanyl, reduce violent crime associated with drug trafficking, and improve data collection.
  • Voting to permanently place all fentanyl-related substances into a Schedule I class, labeling the drug with a high potential for abuse and no currently accepted medical value.
  • Helping pass a bipartisan bill to create a public awareness campaign about synthetic opioids. This came after meeting with Libby Davis, a Johnson County resident whose son passed away after taking a counterfeit pill unknowingly laced with fentanyl.
  • Pushing for expanded federal grant opportunities, so law enforcement and Emergency Medical Technicians (EMTs) can easily acquire life-saving naloxone kits.
  • Visiting the Port of Long Beach to see how the port uses state-of-the-art technologies to prevent harmful substances — like fentanyl — from entering the country illegally.

“Hispanic Heritage Month is a time we proudly celebrate the culture, history, and invaluable contributions of Hispanics in Los Angeles and across the United States. From building our economy to shaping our arts, labor, and civic life, the Hispanic community has been central to the progress of California and our nation.

But this year, our celebrations come amid unfair attacks by U.S. Immigration and Customs Enforcement. Donald Trump and his administration, under the US Border Czar Tom Homan, have launched a cruel campaign of warrantless immigration raids, ‘flooding the zone’ in Los Angeles, and terrorizing immigrant neighborhoods.

Families are being forced to choose between going to work and risking deportation or staying home and falling behind on food and rent. These heartless tactics are ripping apart communities that have called Los Angeles home for decades.

I condemn these cruel attacks. They dishonor not only our great nation but the very values of equality and justice that Hispanic Heritage Month seeks to uplift. As the representative of one of the most vibrant and diverse Hispanic communities in America, I will continue to fight back against Trump’s hateful policies, stand with immigrant families, and work to ensure that every community can live with dignity and without fear.

Congressman Bennie G. Thompson Calls for Federal Investigation into Death of Delta State University Student

Washington, D.C. – Today, Congressman Bennie G. Thompson (MS-02) called on the United States Department of Justice (DOJ) and the Federal Bureau of Investigation (FBI) to launch a federal investigation into the suspicious death of Demartravion “Trey” Reed, a 21-year-old Black male from Grenada, Mississippi.  Reed was found hanging from a tree on the campus of Delta State University, a tragedy that has left his family and community searching for answers.

“It is always a tragedy when a young life is cut short,” said Congressman Thompson.  “We must leave no stone unturned in the search for answers. While the details of this case are still emerging, we cannot ignore Mississippi’s painful history of lynching and racial violence against African Americans.  My deepest condolences and prayers are with Trey’s family during this difficult time.”

Congressman Thompson stressed the importance of federal involvement to ensure a full and impartial investigation.  “Federal resources are critical in cases like this,” he said.   “The FBI has the tools and experience necessary to conduct a thorough, unbiased inquiry, and time is of the essence.   I have also spoken directly with Trey’s family, and they, along with the community, deserve nothing less than a complete and transparent investigation.”

Congressman Thompson Announces $731,782 U.S. Department of Transportation Grant to Panola County

BOLTON, MS – Today, United States Representative Bennie G. Thompson (D-MS) announced that the U.S. Department of Transportation has awarded a grant of $731,782 to Panola County through the Federal Aviation Administration’s (FAA) Airport Improvement Program (AIP).

The funding will support improvements at the Panola County Airport (PMU) in Batesville, MS. Specifically, the project will reconstruct existing Taxiway “A” lighting that has reached the end of its useful life.

PHILADELPHIA, PA — Congressman Brendan F. Boyle (PA-02) joined the family of Sergeant Christopher David Fitzgerald, Temple University leaders, and U.S. Postal Service officials to rename the Bustleton Avenue Post Office as the Sergeant Christopher David Fitzgerald Post Office Building.

“Chris’s life’s work embodied the best of our city, and his kind nature and positive impact he had on everyone he met,” said Congressman Boyle. “To the Fitzgerald family, I would like to say that your strength over the past couple years has been matched only by the love of Chris that you have shown. I think I can speak for not only everyone here today, but everyone across our city and beyond when I say we are all in awe of what you have done to honor Chris, and we’re honored to stand with you today and every day to uphold his legacy.”

Sergeant Fitzgerald, a Temple University Police Officer and resident of Pennsylvania’s 2nd Congressional District, was tragically killed in the line of duty on February 18, 2023. He was the first Temple University officer ever killed in the line of duty. He is survived by his wife, Marissa, and their four children.

The renaming was made possible through legislation authored by Congressman Boyle, passed by Congress, and signed into law by former President Biden. In his remarks, Boyle underscored the importance of ensuring that Sergeant Fitzgerald’s bravery, selflessness, and service to Philadelphia are remembered for generations.

“I thank the City of Philadelphia, Congressman Boyle, for everything that you’ve done to make this happen, everybody involved in the post office, former President Biden for signing it,” said Marissa Fitzgerald, wife of Sergeant Fitzgerald. “It’s an honor and I thank y’all so much for continuing to help us carry on Christopher’s legacy, his honor, and his sacrifice. I know that he bought this beautiful weather for us today. I know that he is shining down on us and beaming with light.”

 “Congressman Boyle, my family and I personally thank you for all of your heart’s work in recognizing and honoring my son Chris’s contribution and service to the city,” said Pauline Fitzgerald, mother of Sergeant Fitzgerald. “I purposely said heart because it is not just the hard work, it is the care behind that hard work that makes it hard work. As a family, we have had many lows, but today is not one of those days. We are truly humbled that this building will bear Chris’s name. It is especially momentous for me because when he was small, we frequented this post office.”

“Of all the politicians in the metropolitan area, the first politician to reach out to us in reference to Christopher’s passing was Congressman Boyle,” said Joel Fitzgerald, father of Sergeant Fitzgerald. “He and his office have been ardent in support of our family. They have been amazing to work with. And to obtain bipartisan support in such a fractured political era is unusual, and to know that Christopher had that way of healing wounds and bringing people together is certainly something commendable.”

“Even if we disagree with one another, we show one another compassion, we show one another love, and it’s through love, peace, and unity that we can come together as a people,” said Juan Marrero, uncle of Sergeant Fitzgerald. “So hopefully as people come into this post office, be they law enforcement or be they civilian, all of them can point to the fact that he loved law enforcement and he loved community, and he incarnated what it was like to be a police officer and a member of the community, and to bridge that gap between both.”
