WASHINGTON, D.C. – Yesterday, U.S. Rep. Kathy Castor (FL-14) introduced two amendments to keep health care costs and immunizations affordable during a markup of seven bills by the House Energy and Commerce Committee. Castor’s first amendment would permanently extend the Affordable Care Act (ACA) enhanced Premium Tax Credits (ePTCs) to keep health care premiums from skyrocketing at the end of the year. Castor’s second amendment would prevent any changes from being made to the current vaccine recommendations for children, teens and adults that would result in people losing access to no-cost coverage. 

“President Trump and Congressional Republicans’ policies are poised to raise premiums and kick an estimated 5 million Americans off their health care coverage while making Americans sicker by taking away
our access to no-cost vaccines – breaking yet another promise made by the administration to protect consumer choice and rein in rising costs,” said Rep. Castor. “Ending health coverage for cancer patients and forcing hardworking Americans to foot the bill for a billionaire’s new private jet, yacht or vacation home is wrong.  Time is running out for Republicans in Congress to act, and I will not give up in fighting every step of the way to keep hardworking families covered.

Thank you, Mr. Chairman, and good morning, colleagues.

My amendment would permanently extend the current Affordable Care Act (ACA) tax credits. 

All across the country right now, families and small business owners are bracing for higher health insurance premiums.

This comes at a rotten time. Costs are already too high across the country, with people having to figure out how they will pay for utility bills, groceries, and housing.

But it doesn’t have to be this way when it comes to their health insurance.

There is still time for the Congress to help the families and small business owners we represent back home by keeping their health insurance affordable.

Extending these tax credits would be the fiscally responsible and ethically right thing to do. 

In July, President Trump and Congressional Republicans pushed through their Big Ugly Bill, which kicks 10 million Americans off their Medicaid and ACA coverage and makes it much more difficult for millions more to obtain and keep coverage.

While my Republican colleagues had no problem extending tax breaks for the wealthy and well-connected in the Big Ugly Bill, they failed to extend the ACA-enhanced premium tax credits that make health coverage affordable.

These tax credits are cost-saving, and they are life-saving when it comes to rural communities. The National Rural Health Association projects that if Congress doesn’t act to extend the tax credits, rural enrollees will see premiums nearly double, with an average increase of $133 a month. Rural areas are also projected to see a 30% drop in Marketplace coverage and a 37% rise in the number of people without insurance at all.

When so many people do not have insurance, that affects everyone, because where do our uninsured neighbors go for their medical care? They wait and go to the ER when their health worsens, and those costs get passed on as higher insurance premiums for everyone else.

The extra burden on our hospitals and ERs will also lead to longer wait times, higher costs, and less access for everyone, no matter your insurance.

That’s not fair, and that’s not right, and that’s why hospitals, doctors, nurses and advocates have been telling Members of Congress that if we don’t act to extend these tax credits, it is really going to cause a lot of pain across the board. I hope everyone’s listening to them.

There are a lot of Floridians on this Committee, and this really hits home in the Sunshine State because we didn’t expand Medicaid.

We have over 4.7 million Floridians who rely on ACA coverage, nearly one-fifth of the nation’s total enrollees—and 4.1 million of them use the enhanced tax credits to help pay for their premiums and keep their coverage for their families.

Think about the cancer patient who will have an interruption in service if Congress doesn’t act. 

Think of the family where a parent might be taking care of their kids and working part-time, but they don’t have an employer who offers health insurance. Republicans are about to take away the pathway for them to do the responsible thing and keep their family covered. It’s not right.

These tax credits have helped Americans afford high-quality coverage since 2021.

CBO estimates that 5 million Americans will lose their coverage if the enhanced tax credits are extended—including 1.4 million Floridians. This is on top of the 10 million who will lose their coverage from the Big Ugly Bill.

Every Member in this room has heard from neighbors who are sounding the alarm that premiums are about to skyrocket and people are going to lose their insurance. We have to act now.

We can’t wait until December because insurance companies are already planning for open enrollment to begin in a few weeks.

Consumers are already getting notices about their new rates that have been raised because of Republican inaction. In Florida, health insurers are finalizing premium increases of 18.7-40.8% this month.

We have to act before the end of September, before it’s too late.

Americans simply can’t afford a tax increase right now with everything else that is coming down upon them.

The pain, harm and risk to families is simply too much for us not to act.

The financial implications for our health care system and our economy are simply too high not to act.

So I am beseeching you to adopt this amendment. Let’s all get to work helping our neighbors instead of the special interests that often have too much power here in Washington, D.C.

Vaccine Freedom Amendment

Thank you, Mr. Chairman.

I am in strong support of this bipartisan package before us that would benefit some of our most vulnerable neighbors, including children who are battling pediatric cancer and other rare diseases. This package will help these heroic families who are desperately searching for hope and options, and it will help more parents avoid the unimaginable trauma of losing a child.

One of our top priorities, rightfully in this committee, is supporting policies that keep children healthy and well.

That is why I am offering my amendment today to ensure we can keep children’s access to one of the most important and most cost-effective public health tools we have: safe and effective childhood immunizations.

My amendment would prevent any arbitrary changes from being made by the administration to the current vaccination schedules for children, teens and adults that would result in people losing access to no-cost coverage.

This is not business as usual in America right now. This is not normal. We have watched this administration slash cancer research. We have seen an arbitrary halt to clinical trials. We have watched Elon Musk fire thousands of public servants and public health experts. We have seen the GOP reduce access to high-quality, affordable health coverage.

This is a five-alarm fire, and I hope everyone will join me in pulling the fire alarm. 

Just a couple of weeks ago, HHS Secretary Kennedy fired the CDC Director, Dr. Monarez. 

His conspiracy-laden policies and anti-science agenda are a clear and present danger to Americans.

Dr. Monarez is testifying over on the Senate side right now, but I have a copy of her testimony. 

She said that:

“Secretary Kennedy directed me to commit in advance to approving every Advisory Committee on Immunization recommendation, regardless of the scientific evidence. I responded that I could not pre-approve recommendations without reviewing the evidence…Tomorrow, the reconstituted immunization panel will meet. Its composition has already raised concerns from the medical community. Based on what I’ve observed during my tenure, there is a real risk that recommendations could be made restricting access to vaccines for children and others in need without rigorous scientific review…The stakes are not theoretical. We have already seen the largest measles outbreak in more than 30 years, which claimed the lives of two children. If vaccine protections are weakened, preventable diseases will return.”

And now this quackery is spreading.

I know many of you were caught off-guard, but none more than those of us from Florida when Governor DeSantis and our Surgeon General proposed a few weeks ago to end the safeguards surrounding childhood vaccines. They want it to no longer be required to get vaccinated for polio, Hep B, diphtheria, measles, mumps, rubella, etc., as you enter school.

The pediatricians say this is unwise. The doctors, parents and those of us who have been vaccinated in the past know this is crazy talk. It’s dangerous.

It’s an economic threat as well. Who wants to come to Disney World, Universal Studios, or a cruise vacation that leaves from Florida with their kids when there are no vaccine laws?

So, Mr. Chairman, this is a five-alarm fire. I reached out to you after the CDC Director was fired to say that it is our committee’s job to hold hearings, have oversight, write letters, and make statements. It would be the least you could do to make a statement of concern for what is happening in health care in America.

It is our job as Members of Congress to be the adults in the room.

We know that parents want to protect their kids, and we need to make sure they know that the best way for them to do that is through safe and effective vaccinations.

We can’t let RFK and his hand-picked followers upend vaccine coverage for the entire country based on quack science.

Former CDC Director Dr. Monarez refused to rubber-stamp these misguided decisions. And I hope that everyone in this room can find the courage and intestinal fortitude to stand up against ripping away no-cost vaccines from Americans as we are entering the fall respiratory virus and back-to-school season.

The least you can do is adopt this amendment to make sure kids stay healthy and well.

The Safe Step Act addresses this issue by establishing a clear, prompt, and transparent process,” said Rep. BACKGROUND: Step therapy is a prior-authorization policy that requires patients to try and fail on one or more insurer-preferred treatments before coverage is granted for the medication originally prescribed by their clinician. While intended to reduce unnecessary utilization, these protocols too often force a trial-and-error approach that can jeopardize patient health, increase administrative burdens, and undermine continuity of care. The Safe Step Act requires group health plans to offer a clear, timely exceptions process when step therapy is not in a patient’s best interest. Exceptions must be granted when:

  • The insurer-required treatment has been ineffective.
  • It is expected to be ineffective and delaying care risks irreversible harm.
  • It will cause or is likely to cause an adverse reaction.
  • It is expected to prevent the patient from performing daily activities or work.
  • Other circumstances determined by the Employee Benefits Security Administration apply.

Griffith Statement on House Passage of Government Funding Bill

The U.S. House of Representatives voted on a continuing resolution, H.R. 5371 – theContinuing Appropriations and Extensions Act, 2026. This continuing resolution now heads to the U.S. Senate for consideration. Government funding runs out at 11:59 pm on Tuesday, September 30.

Following passage of the continuing resolution, U.S. Congressman Morgan Griffith (R-VA) issued the following statement:

“I am glad we passed a continuing resolution to keep the government open. This is a straightforward bill with no controversial policy riders or poison pills attached.

“While I want a glide path that protects Americans and recognizes a return to a pre-COVID style Obamacare exchange insurance program, Senate Democrats have indicated they are willing to shut down the government if they do not get their way in fixing their broken health care program. If Senate Democrats do not support this short-term continuing resolution, it is clear they do not want solutions. They just want to blame Republicans and President Trump for essentially the failures that Democratic policies created.

“At a hearing this week, Democrats argued people could not afford health insurance without the COVID-era “enhanced” premium tax credits. But Democrats created the cliff for these credits! Democrats set the credit expiration date for December 31st, 2025. 

“They are saying without it, Obamacare doesn’t work. So they are saying they want to shut down the government because the programs they created did not work as expected.

“I am willing to negotiate on the issues, but they failed at creating an affordable insurance plan for the American people. In most cases, whether paid by the government or the people, health insurance costs are far higher today adjusted for inflation than they were before Obamacare.”

Today, House Democratic Leader Hakeem Jeffries spoke on the House Floor to highlight how Republicans are determined to shut down the government in order to continue their relentless attack on the healthcare of the American people.

LEADER JEFFRIES: I rise today in strong opposition to legislation that continues the relentless Republican attack on the healthcare of the American people. What we’ve seen throughout this year, notwithstanding Republican promises to lower the high cost of living, which Republicans promised to do on day one of the Trump presidency. But we know costs aren’t going down here in the United States of America. They continue to go up. Inflation is going up. Life is becoming more expensive for the American people, in part as a result of Donald Trump’s tariffs that House Republicans continue to rubber stamp. Democrats recognize that the cost of living in the United States of America is far too high. We have to fix our broken healthcare system, and we also have to clean up corruption in this town so that we don’t have a government of the elites, by the elites and for the elites. We deserve a government of the people, by the people and for the people. That’s why we oppose this reckless Republican spending bill.

The Republican assault on healthcare has been relentless. Largest cut to Medicaid in American history. Millions of Americans losing their healthcare as a result of the Republican One Big Ugly Bill. Hungry children have had food stolen from their mouths as a result of the One Big Ugly Bill. That is going to make them vulnerable to sickness, illness and disease. And all of this was done so that Republicans could reward your billionaire donors with massive tax breaks. In addition to the unprecedented assault on Medicaid as a result of the Republican One Big Ugly Bill, the American people are confronting the possibility that Medicare could be cut by $536 billion this year, the largest cut to Medicare in American history, as a result of what Republicans have done as part of their relentless assault on the healthcare of the American people. Premiums, copays and deductibles are skyrocketing over the next few weeks. Tens of millions of Americans are about to confront dramatic increases in their healthcare. Thousands of dollars—in some cases, tens of thousands of dollars—in additional expense per year because of what Republicans have unleashed on the American people as part of this unprecedented assault on healthcare.

I heard earlier today some of my colleagues on the Republican side saying that the healthcare issue was not germane. That we’re raising issues around Medicaid or the Affordable Care Act or increases in premiums, co-pays and deductibles or the fact that Republicans are dramatically ending medical research in the United States of America, including as it relates to research for children with cancer. Who does that? And the fact that all across this country, as a result of actions Republicans have taken and are continuing to take in targeting the healthcare of the American people, hospitals, nursing homes and community-based health clinics are closing, including in all of your districts and throughout rural America. So don’t come back and argue to us that these issues are not germane. Let me tell you what’s germane. Protecting the healthcare of the American people is germane, and that’s what Democrats are doing in fighting back against this partisan Republican spending bill.

There is an alternative. It’s been introduced by Senator Patty Murray and Congresswoman Rosa DeLauro, supported by Democrats in the House and the Senate. It keeps the government open. It allows for a bipartisan negotiation as it relates to a spending bill that would actually meet the needs of the American people in terms of their health, their public safety and their economic well-being, to actually try and make progress on lowering costs in America, which you promised to do as Republicans, Mr. Speaker and failed to do. That’s the legislation that we should be taking up. Republicans know that this partisan, reckless, dirty spending bill is dead on arrival in the United States Senate. And yet, Republicans continue to refuse to even discuss protecting the healthcare of the American people in the face of a relentless Republican assault that will actually harm people and cause American children, families, seniors, veterans to lose their lives. We have a choice to make here in the House of Representatives.

It appears that Republicans believe that healthcare should simply be a privilege available only to the wealthy, the well-off and the well-connected. We strongly disagree. Access to high-quality, affordable healthcare is a right, and Democrats are on the Floor of the House of Representatives vindicating that right at all times. And that’s why we’re voting no.

Some have suggested that our principled opposition to the partisan Republican spending bill may result in government funding lapsing. But we’ve heard all year how Republicans have a mandate, how Republicans have the presidency, how Republicans control the House, how Republicans control the Senate. Well, if that, in fact, is the case, as is the moment, temporarily, Republicans will own a government shutdown. Period. Full stop. It’s the Republican shutdown. We’re fighting for the healthcare of the American people. We will do that today. We will do that tomorrow. We will do that next week. We will do that next month. We will do that this year. We will do that next year. We will do that at all times. We’re standing up for the healthcare of the American people. Cancel the cuts. Lower the cost. Save your healthcare.

House passes Kelly-backed resolution honoring Charlie Kirk

Kelly votes in favor of continuing resolution to keep government open

WASHINGTON, D.C. — Today, U.S. Rep. Mike Kelly (R-PA) voted in favor of H.R. 5371, the Continuing Appropriations and Extensions Act, 2026. The continuing resolution will fund the government through November 21, 2025.

“Congress has a responsibility to keep the government funded and open, and this legislation does just that,” said Rep. Kelly.

The House Appropriations Committee has successfully advanced all 12 appropriations bill out of committee and the House has passed three of those bills on the floor.

The House has already moved to conference with the Senate on the Military Construction and Veterans Affairs, Agriculture, and Legislative Branch Appropriations Acts, 2026.

Pocan Votes Against Reckless Republican Funding Bill

And now, millions of Americans are about to see their healthcare premiums skyrocket. A report released over the summer shows premiums for health insurance bought through the Affordable Care Act open marketplace are set to increase an average of 16% in Wisconsin, with some as high as 34.5%. These rate hikes are largely due to Republicans’ refusal to permanently extend a key tax break for families, the Enhanced Premium Tax Credit, in their Big Ugly Law.

“Political violence has no place in our democracy, and I fully agree with the portions of the Charlie Kirk resolution that condemn it. In this moment, the most important outcome of today’s vote is that the House of Representatives went on record against political violence.

“However, I strongly disagree with the way this resolution reads as an endorsement of Charlie Kirk’s worldview. We can condemn the violence committed against him while disagreeing with his positions and approach to political discourse.

“It would have been far better to pass a bipartisan resolution that clearly and unequivocally condemns all political violence—whether from attacks on Speaker Pelosi, the attack on Minnesota House Speaker Hortman, or anywhere else—without turning it into a partisan effort.
