“We take seriously our responsibility to provide oversight and ensure that all federal agencies meet their obligations under the law. Today, we visited the ICE field office in Chantilly, Va., after a month of attempting to gain access following serious reports of troubling conditions and severe overcrowding at this facility. ICE field offices are not designed or equipped to safely hold individuals for more than 12 hours, which was the long-standing policy until June, making the dangerous overcrowding both disturbing and wholly predictable. We are relieved to report that as of today, conditions appear to have improved from the horrifying reports we received just weeks ago. 

“It should not have taken this long for members of Congress to gain access to a federal facility to conduct lawful oversight. The pervasive overcrowding and unsafe conditions that occurred are the direct consequences of the Trump administration’s mass detention policies and ICE has a legal obligation to ensure that anyone in its custody is treated safely, humanely, and in accordance with federal law. With its budget now tripled in size to unprecedented levels, ICE has no excuse for failing to plan ahead: it must put in place a clear policy to ensure that when a field office reaches capacity, the burden is relieved immediately and not allowed to spiral into a humanitarian crisis. We will continue pressing for accountability and transparency to make certain those obligations are met, not temporarily or on the administration’s delayed timeline, but every single day.”

Today, U.S. Representative Salud Carbajal (D-CA-24) issued the statement below following news that the Department of Justice and Bureau of Prisons (BOP) canceled bargaining agreement contracts with correctional workers nationwide, including at the Federal Correctional Complex (FCC), Lompoc. The cancellation will impact about 35,000 employees nationally. 

“Stripping correctional officers of their collective bargaining rights will only undermine morale, recruitment, and retention at a time when staff stability and safety are critical,” said Rep. Carbajal. “I stand firmly with the correctional workers at FCC Lompoc and will push for the restoration of their bargaining rights.”

Carbajal has long been a leader in addressing staffing shortages at local law enforcement facilities. 

Earlier this year, Carbajal, along with Representative Don Bacon (R-NE-02), introduced the Filling Public Safety Vacancies Act. The bill aims to help local police departments mitigate staffing shortages. The legislation also provides an emergency boost to the federal grant program that provides funding to departments for recruitment and hiring.

In April 2025, Carbajal co-sponsored the bipartisan Prison Staffing Reform Act, which directs BOP to conduct a review of understaffing, devise a 3-year plan to fill vacancies, and implement the plan, as well as submit yearly progress reports to Congress.

Washington, D.C. — Today, MI Congresswoman Haley Stevens introduced the Stop RFK’s BS Act, legislation to restore National Institute of Health (NIH) funding and protect scientists from harmful disruptions to their work.

The Stop RFK’s BS Act is a continuation of her fight to hold him accountable for his reckless cuts to critical cancer and medical research, and to protect Michiganders from the consequences of his disastrous policies.

Between February and June 2025, more than 1,800 NIH grants were terminated, including at least 172 cancer research grants, and NIH obligated $8 billion less than it did during the same period in 2024.  In addition, cuts to NIH have disrupted research into diseases like diabetes, Alzheimer’s, and cardiovascular disease, and have forced clinical trials for lifesaving treatments to come to a halt. 

In Michigan specifically, $18.79 million has been lost from grants frozen/terminated. And this is an economic crisis in Michigan, with NIH grants previously supporting around $2.5 billion in economic activity annually in Michigan.

The Stop RFK’s BS Act addresses these harms by:

• Reinstating terminated or suspended NIH grants unless linked to fraud, mismanagement, or malfeasance

• Requiring NIH to release paused or delayed payments within 30 days

• Giving grantees an additional year to use funds affected by cuts and delays by the Trump administration 

“Let me be clear: We cannot afford to let RFK Jr.’s reckless cuts derail lifesaving cancer research that families across Michigan and the country are counting on,” said Rep. Stevens. “This is about saving lives, protecting jobs, and defending science. We won’t let politics undermine America’s leadership in medical research. My message to RFK is simple: Stop the cuts, stop the chaos, stop the BS.”

Rep. Haley Stevens (D-Mich.) announced Thursday she would introduce articles of impeachment against Health and Human Services Secretary Robert F. Kennedy Jr. due to “health care chaos” under his watch.

On social platform X, Stevens wrote, “Health care chaos. Reckless cuts. Rising costs. Michiganders and families across the country are paying the price for RFK Jr.’s agenda. Enough is enough, which is why I’m drafting articles of impeachment against @SecKennedy.”

Stevens has repeatedly called for Kennedy’s removal from his role since he became health secretary.

She called for Kennedy to resign earlier this month, citing the slashing of medical research for pediatric cancer and vaccines.

“Michiganders are tired of politicians who chase attention and ignore real problems. I’ve seen enough chaos from this administration and from Secretary Kennedy,” Stevens said in a statement Sept. 15.

“He’s making Michiganders unhealthy and unsafe. He needs to resign now. It’s time for leaders who fight for science, for health, and for the people, not those who undermine the progress our families and researchers work so hard to achieve.”

The move to impeach Kennedy comes amid federal health policies and recommendations that major medical organizations have spoken out against, including recommendations to alter childhood vaccination schedules and President Trump telling pregnant women not to take Tylenol.

• Stevens (D-Brimingham) also cited the increased cost to health care under RFK Jr.’s short time as secretary, abuses of power and ongoing threats to public health. The congresswoman previously asked Kennedy to resign, but is now trying to force his ouster through articles of impeachment.

• Kennedy’s restriction of vaccine access was another point of contention, and his spreading of “absurd conspiracies” that have put people’s lives in danger, Stevens said.

• The secretary is also being accused of lying in his confirmation hearings over promises he made during those proceedings that have not been upheld. The chief promise Stevens cited was his pledge to not break up the U.S. Centers for Disease Control and Prevention’s vaccine panel of independent experts.

• Stevens’ impeachment announcement comes after a new conference earlier this week where Trump, alongside RFK Jr., declared a supposed link between autism and acetaminophen. The most well-known brand of acetaminophen, an over-the-counter pain relief and fever-reducing medication, is Tylenol.

The Progressive Grocer: Michigan Congresswoman Introduces ‘No Tariffs on Groceries Act’

• This week, a Michigan congresswoman unveiled her “No Tariffs on Groceries Act,” a new bill that would lower the cost of groceries by removing the ability of the U.S. president to unilaterally place tariffs on food and other agricultural products.

• According to the Bureau of Labor Statistics’ latest Consumer Price Index (CPI) numbers, grocery store prices experienced a 0.6% monthly increase in August — the highest monthly jump in nearly three years. On a year-over-year basis, food at home rose 2.7%. Heavily imported goods, like coffee and tomatoes, notched some of the biggest increases.

Representative Jerrold Nadler (NY-12) joined elected officials representing areas surrounding the Penn Station complex in sending a letter to National Railroad Passenger Corporation (Amtrak) President Roger Harris regarding reports of purportedly discriminatory arrests made by Amtrak Police in Penn Station.

According to reporting, Amtrak Police started targeting a men’s bathroom Penn Station, focusing on members of the LGBTQ community. Amtrak Police made 23 arrests in June and are now making as many as 20 arrests per day for “public lewdness” through their targeted campaign using undercover plainclothes police officers. The police are reportedly employing questionable and potentially discriminatory tactics by using apps popular with gay men and approaching and propositioning people trying to use the bathroom.

“First, we demand that Amtrak Police immediately cease identifying and targeting members of the LGBTQ community for search, seizure and arrest on the basis of their perceived sexual orientation or gender identity, which likely constitutes discriminatory treatment in violation of the Fourteenth Amendment to the United States Constitution,” the lawmakers wrote.

“Second, we request an urgent meeting for further discussion with you and representatives from Amtrak Police,” the lawmakers continued. “Specifically, it is imperative that Amtrak provide clarification or justification for its reported arrest campaign and commit to exploring alternatives that further Amtrak’s goals without subjecting New Yorkers to arrest and detention solely on the basis of their perceived sexual orientation or gender identity.”

The lawmakers went on to explain that there is a long and painful tradition of police forces using loitering, identification, prostitution, lewdness, and similar laws to target LGBTQ people for harassment, arrest, and incarceration. While Amtrak is entitled to ensure that its facilities are not used for illicit purposes, the lawmakers do not believe Amtrak should be doing so with a hostile arrest campaign reminiscent of anti-LGBTQ policing during the Stonewall era.

Representative Nadler joined State Senator Brad Hoylman-Sigal, State Senator Liz Krueger, and Assembly Member Tony Simone in sending the letter.

U.S. Representative Salud Carbajal (D-CA-24) led a group of bipartisan House members in the introduction of the Water Infrastructure Resilience and Sustainability Act, legislation that would fund upgrades to drinking water, wastewater, and stormwater infrastructure to make them more resilient against threats ranging from cyberattacks to extreme weather.

The lawmakers joining Carbajal in reintroducing the Water Infrastructure Resilience and Sustainability Act are Representatives David Valadao (R-CA-22), Troy A. Carter, Sr. (D-LA-02), Jeff Van Drew (R-NJ-02), and Brian Mast (R-FL-21).

The legislation would reauthorize the following three water infrastructure resilience programs for five years (Fiscal Year 2027-2031), at current authorization levels:

1. Drinking Water System Infrastructure Resilience and Sustainability Program

• Safe Drinking Water Act section 1459A(l). This program, authorized for $25 million, awards grants to eligible entities for the purpose of increasing resilience to natural hazards including earthquakes, tornadoes, floods, hurricanes, wildfires, and hydrologic changes.

Midsize and Large Drinking Water System Infrastructure Resilience and Sustainability Program

• Safe Drinking Water Act section 1459F. This program, authorized for $50 million per year, awards grants to eligible entities for the purpose of increasing resilience to hazards, extreme weather events, and reducing cybersecurity vulnerabilities.

Clean Water Infrastructure Resiliency and Sustainability Program

• Clean Water Act section 223. This program, authorized for $25 million per year, awards grants to eligible entities for the purpose of planning, designing, or constructing projects that increase the resilience of a publicly owned treatment works to natural hazards or cybersecurity vulnerabilities.

According to the Environmental Protection Agency’s most recent Clean Watersheds Needs Survey and Drinking Water Infrastructure Needs Survey and Assessment, the United States will have to spend at least $1.25 trillion over twenty years to meet the nation’s water infrastructure needs. Aging water infrastructure as well as human-made and naturally occurring disasters can impact the ability of water and wastewater utilities to function, particularly in the face of increasingly erratic and extreme weather. Cyber threats are also increasing across critical infrastructure sectors in the U.S., including for water and wastewater systems, according to the Cybersecurity and Infrastructure Security Agency.

Continued funding for the nation’s water, wastewater, and stormwater agencies to undertake resilience projects helps to meet the urgent need to safeguard water sector critical infrastructure.

The bill has the endorsement of the National Municipal Stormwater Alliance, Association of Metropolitan Water Agencies, National Association of Clean Water Agencies, and American Rivers Action Fund.

“NMSA believes that investments to strengthen the resiliency of Publicly Owned Treatment Works, including stormwater infrastructure, are essential to ensuring the continued delivery of critical Clean Water services in the face of the anticipated increase in frequency and scale of natural hazards. Congresswoman Dina Titus introduced a resolution today recognizing the cultural, spiritual, and economic value of the 618 million acres of public lands in the United States and encouraging people to visit those lands on fee-free Public Lands Day. Representatives Vasquez and Ciscomani joined the Congresswoman in leading this bipartisan resolution.

“Public lands are central to our national heritage,” Congresswoman Titus said. “They are our common ground as Americans, owned by the people and preserved for generations. They include places that represent our culture and history, are engines for rural and national economies, and are hallowed ground for tribes.
