Thank you, Chairwoman Leger-Fernández and everyone for joining us here this afternoon, here at the Capitol, where Democrats continue to fight for the health of families across this nation, while our Republican colleagues are nowhere to be seen. 

Today marks two weeks since this Republican shutdown of the government, two weeks. Two weeks where real people and real lives have been disrupted. 

Our greatest wealth as a nation is the health of our people. 

This Republican manufactured government shutdown is wholesale, widespread harm targeted at our most vulnerable neighbors, especially women and children.

Babies who will go without, elders who will struggle needlessly.

40% of births in America are Medicaid births, and Republicans stand ready to dismantle Medicaid as we know it. 

WIC is a lifeline that helps new parents keep their babies fed. Republicans’ government shutdown will run down critical funding for that program in a matter of weeks. 

These are not just numbers. These are real people—real people in my district, the Massachusetts 7th and across our country. 

This is a grandmother in Dorchester who was already skipping meals to pay for prescriptions. 

This is a young mom in Chelsea who told me she doesn’t know how she’ll afford her child’s asthma inhaler if premiums go up. 

This is a federal employee in Somerville furloughed, left without pay, yet eager to get back to their unfinished work, desperate to do so. 

We stand here today to continue sounding the alarm about the hurt and harm our constituents and their families are feeling across the country. 

Meanwhile, Speaker Johnson is ignoring his constituents who are begging him for help while he falls in line behind the occupant of the White House’s reign of terror and retribution.

From his cruel attacks on health care or his ongoing mass layoffs, Trump is using the shutdown that he created as an excuse to keep attacking our dedicated federal workforce. 

The cruelty is truly the point. 

The first event I held after Republicans shut down the government was an emergency convening in my district to hear directly from labor leaders, advocates and those delivering essential services to communities in need in Massachusetts and across our country.

I asked them in one word to speak to what they were feeling. They said, “nervous,” “exhausted,” “fearful.” Fearful of the uncertainty of tomorrow. 

To our shared constituents, we stand here today and every day, to protect your lives and livelihoods. 

We demand Republicans reopen the government and address the health care crisis they created, and we’ll continue fighting to affirm your right, not only to survive but to thrive. 

Our fight isn’t over, and we won’t give up on you.

“Jon Ossoff keeps finding new ways to turn his back on the military community – it is truly astounding. From using our veterans as political pawns to refusing to fund the Department of War, Georgia’s servicemembers deserve better than someone who willingly trades their paychecks for health care for illegal immigrants.” 

In addition to voting against cloture on a full-year Department of War spending bill, Ossoff has voted ten times against a clean continuing resolution to fund the government through November 21st

CONGRESSWOMAN PLASKETT RELEASES STATEMENT ON PROPOSED VIRGIN ISLANDS PORT AUTHORITY FEES

U.S. Virgin Islands – Congresswoman Stacey E. Plaskett issued the following statement regarding the marine and facility fee increases proposed by the Virgin Islands Port Authority (VIPA):

“Efficient, reliable, and accessible transit between islands is a fundamental need for our multi-island community. Virgin Islands residents depend on inter-island ferry and barge services for essential daily activities including to commute to work, access healthcare, and conduct business. The proposed fee increases will affect our entire community, and these impacts should be a primary consideration as VIPA determines how to fund necessary operations.

“I greatly appreciate the work of VIPA Director Dowe who held hearings on St. John, St. Croix, and St. Thomas to create opportunities for the community to be heard. I have spoken with Director Dowe and believe he is earnestly taking under consideration the concerns expressed by residents regarding the proposed fee increases.

“I understand the cost increase impact on Virgin Islands residents. While VIPA must maintain safe and reliable infrastructure, the costs of doing so cannot be borne solely by our local community. I trust that the VIPA Board and Director Dowe will support fee increases that are not drastic to local commuters. I have suggested that the fee schedule for locals and visitors should be markedly different. Federal partnerships and support are essential, which is why my office will continue to do what is necessary to support these vital transit systems through federal funding avenues.

“In President Biden’s Infrastructure Investment and Jobs Act (IIJA), also known as the Bipartisan Infrastructure Law, I secured historic increases in funding for the Territorial Highway Program, the Passenger Ferry Grant Program, and the Port Infrastructure Development Program, which have provided millions of dollars in additional funding for transportation infrastructure in the Virgin Islands. 

“Inter-island connectivity challenges impact our entire territory, including between St. Thomas and St. Croix where isolation has become highly income-driven with few options for Virgin Islanders to travel between islands other than air flights. I have been vocal about the need for a federally-supported ferry system between St. Thomas and St. Croix to transport passengers, cargo, goods, and agricultural products at a reasonable cost.

“My staff has provided the Government of the Virgin Islands numerous examples from other jurisdictions and proposals with funding suggestions to establish this service, including combinations of federal grants from the U.S. Department of Transportation and American Rescue Plan Act (ARPA) funds, which were successfully utilized in other communities, including Washington State and New York City. I was truly disheartened and frustrated when I learned that instead of utilizing those federal funds (especially a portion of the ARPA funds), the Government of the Virgin Islands is now borrowing money through GARVEE bonds to start this service. This approach creates substantial future debt, which is concerning when the anticipated revenue for repayment relies heavily on federal funding that is not necessarily guaranteed year to year.

“I will continue to reach out to the local government and, from my federal position, support work that serves the people of the Virgin Islands. I trust that as we continue to create avenues for discussion, inclusion, and transparency, decisions that are in the best interest of all will be made.”

Today, House Democratic Leader Hakeem Jeffries held a press availability on the House Steps where he re-emphasized that Democrats are unified and committed to fighting for a spending agreement that meets the needs of the American people.

LEADER JEFFRIES: Earlier today, I had a very positive meeting with Leader Chuck Schumer. House and Senate Democrats remain locked in and unified on behalf of the American people. We want to sit down in a bipartisan way and find a path forward to reopen the government, enact a spending agreement that meets the needs of the American people and decisively address the Republican healthcare crisis. The partisan Republican spending bill that guts the healthcare of the American people has now been voted down 10 different times. Why does Leader Thune and Senate Republicans continue to try to do the same thing and expect different results? Democrats are not going to bend and we’re not going to break because we are standing up for the American people. And I’m very thankful for the courageous and principled position that Leader Schumer and Senate Democrats continue to take on behalf of the American people.

House Republicans, on the other hand, remain on vacation. They’ve now canceled votes for three consecutive weeks. And Donald Trump is missing in action. He spent more time on the golf course during the 16 days of this government shutdown, than he has talking to Democrats to try to reopen the government. You know, our hardworking federal employees are being asked to work without pay or have been furloughed. And the Republicans apparently could care less at the damage being done to the American people and the damage being done to civil servants, who, all they want to do is serve the American people. We need to sit down and have bipartisan conversations now. House Republicans should come back to Washington now. Donald Trump needs to re-engage now so we can reopen the government, enact a spending bill that actually meets the needs of the American people and decisively address, once and for all, the Republican healthcare crisis that is devastating the American people.

Pocan, Huffman, Jayapal Lead Letter to Trump Slamming Executive Order Targeting Protected Speech

WASHINGTON, D.C. – Today, U.S. Representatives Mark Pocan (WI-02), Jared Huffman (CA-02), and Pramila Jayapal (WA-07) sent a letter to President Trump, along with 28 of their colleagues, expressing grave concerns regarding his executive order Designating Antifa as a Domestic Terrorist Organizationand the related memorandum Countering Domestic Terrorism and Organized Political Violence, also known as NSPM-7, and demanding they be immediately rescinded.

These directives dangerously conflate constitutionally protected speech and political dissent with terrorism. The memo specifically targets ideologies such as “anti-capitalism,” “anti-Christianity,” and “hostility toward those who hold traditional American views,” raising serious First Amendment, due process, and civil liberties concerns.

“While protecting public safety and countering genuine threats are essential responsibilities of government, the sweeping language and broad authority in these directives pose serious constitutional, statutory, and civil liberties risks, especially if used to target political dissent, protest, or ideological speech,” the Members wrote.

“Your memo uses ideologically charged language (e.g., “hostility toward those who hold traditional American views on family, religion, and morality”) that invites enforcement based on an individual’s personal opinions or political beliefs rather than any objective concern for public safety,” the Members continued.“This approach threatens our constituents’ civil liberties. Regardless of whether the President agrees with someone’s political views, the Constitution guarantees their right to speak and assemble peacefully.

“The memo also characterizes ‘anti-capitalism’ as a hallmark of violent behavior without explaining the term,” the Members go on to say. “This omission allows officials to potentially treat Americans as domestic terrorists for something as routine as organizing a local boycott or operating an employee-owned business. That lack of clarity threatens to chill lawful activism and punish economic alternatives.

“Additionally, the memo’s inclusion of “anti-Christianity” as a concern implies that criticism of Christian doctrines or institutions may qualify as violent behavior,” the Members continued. “This framing conflicts with the Constitution’s guarantee of religious freedom and its prohibition against government favoritism toward any faith. Non-Christian religious communities, secular groups, and individual dissenters all have the right to express disagreement with religious doctrines without being treated as threats…Labeling criticism as “anti-Christian” would silence their voices and deter Americans from exercising their rights. This risk becomes especially acute if enforcement shifts from protecting religious freedom to penalizing dissent from certain traditions.

“While the threat of political violence demands vigilance, your administration must not use this moment to undermine the very constitutional and democratic principles we are sworn to uphold. These actions are illegal, and we demand you immediately rescind both the memorandum and the executive order. We stand ready to take legislative action should you fail to do so,” the Members concluded.

Trahan, Colleagues Demand Trump Administration Reverse Firings of Federal Addiction & Mental Health Workers

LOWELL, MA – Yesterday, Representatives Lori Trahan (MA-03), Paul Tonko (NY-20), Don Beyer (VA-08), Madeleine Dean (PA-04), Brittany Pettersen (CO-07), and Andrea Salinas (OR-06) called on the U.S. Department of Health and Human Services (HHS) to immediately reinstate illegally fired staff at the Substance Abuse and Mental Health Services Administration (SAMHSA) and provide information about the impacts of departmental reorganization and reductions in force (RIFs) on SAMHSA and its operations.

In their letter to HHS Secretary Robert F. Kennedy Jr., the congressional champions and leaders in the mental health and substance use disorder fields underscored the fact that these actions – which have reduced SAMHSA’s staff by more than half since the start of the Trump administration – run contrary to bipartisan congressional intent and undermine the nation’s response to the mental health and substance use disorder crisis. The members respectively serve as leaders in either the Addiction, Treatment, and Recovery (ATR) Caucus, the Bipartisan Mental Health and Substance Use Disorder Task Force, or the Mental Health Caucus.

“As longtime champions of access to mental health and Substance Use Disorder treatment and resources,” the lawmakers wrote, “we are writing in response to the disturbing news that the Department of Health and Human Services (HHS) arbitrarily and illegally fired over 100 additional employees at the Substance Abuse and Mental Health Services Administration (SAMHSA). Reports indicate that the latest round of firings devastatingly reduce the number of staff at SAMHSA to less than 50 percent of staff left since the start of the Trump administration. These cuts fly in the face of everything Congress has worked on to prioritize the focus on mental health and substance use disorder, to reduce stigma, and to expand access to prevention, recovery, and treatment.”

In the letter, the lawmakers emphasized that previous firings in April have already deeply impacted SAMHSA’s operations. They warned that at a time when the overdose and mental health crisis continues to impact communities across the nation, this latest round of reductions in force will have a devastating impact on millions of Americans seeking treatment and resources to help them overcome this disease.

“We already were truly alarmed by the initial firings made in April of 2025, where SAMHSA lost 10 percent of its staff,” continued the lawmakers. “As you well know, we are currently in the midst of a nationwide overdose and mental health crisis; one that has impacted every community in some form. Addressing mental health and substance use disorder prevention, treatment, and recovery is a bipartisan priority and now is not the time to make more heinous cuts to SAMHSA. The work of SAMHSA is not a partisan priority. It should be a priority for every American, every member of Congress, and every Administration.”

The lawmakers also highlighted reports that the Trump administration plans to end SAMHSA’s status as an independent agency, instead folding its operations under the heading of the so-called “Administration for a Healthy America” (AHA).

“We are concerned by reports that the Administration is taking steps to stop SAMHSA from serving its statutorily approved role as an independent agency…” the lawmakers wrote. “Let’s not forget that the whole reason Congress moved SAMHSA into an independent agency was to ensure that mental health and substance use disorder treatment was prioritized despite the longstanding stigma. Protecting SAMHSA and mental health and substance use disorder prevention, treatment, and recovery funding is essential to ensuring that millions of Americans continue to have access to critical mental health and substance use services.”

The letter concluded: “We strongly urge you to return all SAMHSA employees to their workplace immediately, so they can continue to serve the American people and carry out SAMHSA’s lifesaving mission. Too many people across the country are suffering without necessary resources. We must ensure that SAMHSA staff are there to ensure those lifesaving resources reach our communities.”

Nadler, Goldman Lead New York Delegation in Call to Block Fracked Gas Pipeline Through Rockaways and Staten Island

WASHINGTON, DC – Congressmen Jerrold Nadler (NY-12) and Dan Goldman (NY-10) led 10 members of the New York congressional delegation in urging the New York Department of Environmental Conservation (NYSDEC) to reject the proposed Northeast Supply Enhancement (NESE) Project, a 23.5-mile fracked gas pipeline that would cut through the ocean floor near Staten Island and the Rockaways. 
 
The letter highlights how the NESE pipeline would endanger marine ecosystems, threaten public health, and undermine New York’s landmark climate goals by locking the state into decades of new fossil fuel infrastructure. 
 
“This project, which would bury 17 miles of fracked gas pipeline under the ocean floor in ecologically sensitive waters near Staten Island and the Rockaway Peninsula, poses significant and far-reaching implications for public health, environmental justice communities, climate goals, and marine ecosystems,” the Members wrote.  
 
Williams’ plan would require dredging through contaminated sediments containing arsenic, lead, mercury, PCBs, and dioxins — hazardous substances already identified by the Army Corps of Engineers as unsafe for upland disposal. The lawmakers also highlighted the fact that the project has been rejected three times by the DEC, each time failing to meet state water quality standards. 
 
“We are also concerned by Williams’ troubling safety record. Since 2008, the company has experienced at least ten pipeline explosions or fires. The U.S. Pipeline and Hazardous Materials Safety Administration has repeatedly cited the company for safety violations, including a civil penalty in 2015 for failing to properly inspect pipeline valves in New Jersey and New York City,” the Members wrote. 
 
The lawmakers applauded Governor Hochul for her national leadership on climate, from launching New York’s first offshore wind farm to enacting the Climate Superfund Act. They stressed that approving the NESE pipeline would directly conflict with the Climate Leadership and Community Protection Act’s target of 70 percent renewable electricity by 2030. 
 
“A rigorous review process is vital to ensuring that New York continues to lead the nation in protecting public health, addressing climate change, and advancing a clean energy future. We remain committed to working with you to uphold these goals,” the Members concluded.

Dear Governor Hochul and Commissioner Lefton:

As members of the New York State congressional delegation, we write to express our concern over the proposed Northeast Supply Enhancement (NESE) Project. This project, which would bury 17 miles of fracked gas pipeline under the ocean floor in ecologically sensitive waters near Staten Island and the Rockaway Peninsula, poses significant and far-reaching implications for public health, environmental justice communities, climate goals, and marine ecosystems. It also threatens coastal economies that depend on tourism, recreation, water sports, and commercial fishing.

The NESE Project would involve constructing a 23.5-mile, 26-inch fracked gas pipeline beneath Raritan Bay and Lower New York Bay, extending roughly two miles into Staten Island and about three miles into the Rockaways. Building the pipeline would require trenching and dredging through seabed sediments known to contain toxic substances, including arsenic, lead, PCBs, mercury, and dioxins. As evidence of this, in October 2019, the U.S. Army Corps of Engineers published a public notice confirming that Williams had applied for authorization to dispose of approximately 735,000 cubic yards of dredged material from the NESE pipeline route at an offshore site located just 7.7 miles south of Rockaway Beach, indicating that the sediments in question were considered contaminated and necessitated ocean disposal rather than upland reuse. The Army Corps’ involvement further underscores the level of environmental risk and the importance of rigorous oversight. The proposed construction method, which involves trenching and dredging, would also create prolonged noise and vibrations that could impact local marine ecosystems.

As you are aware, although the NESE Project was approved by the Federal Energy Regulatory Commission (FERC), New York retains independent authority under Section 401 of the Clean Water Act to determine whether the pipeline complies with state water quality standards. Without a valid Water Quality Certification from the state, FERC will not authorize construction.

As you are aware, the NYSDEC has previously denied a Water Quality Certification for this pipeline three times, first on April 20, 2018, again on May 15, 2019, and finally on May 15, 2020, two of which were due to its likely violation of New York State’s water quality standards. That determination was based in part on the significant disruption to contaminated sediments and associated harm to marine and coastal resources. The resubmitted application, filed in May 2025, includes no meaningful changes to the proposal previously rejected by the state.

We are also concerned by Williams’ troubling safety record. Since 2008, the company has experienced at least ten pipeline explosions or fires. The U.S. Pipeline and Hazardous Materials Safety Administration has repeatedly cited the company for safety violations, including a civil penalty in 2015 for failing to properly inspect pipeline valves in New Jersey and New York City. Should a leak or explosion occur, New Yorkers would be on the front lines.

Furthermore, it remains unclear whether Williams has demonstrated a credible or compelling need for this pipeline. Gas consumption in New York is projected to remain flat or decline due to increased renewable generation and improved efficiency. If demand does not materialize, the $926.5 million construction cost could ultimately be passed on to residents in Brooklyn, Queens, and Staten Island, placing an unfair financial burden on New Yorkers. After accounting for profit and interest earned by investors, ratepayers will ultimately pay for the pipeline to the tune of approximately $7.50 per month each, totaling more than $3.2 billion over 15 years.

We are grateful for Governor Hochul’s leadership in positioning New York as a national model for ambitious climate action. Under her administration, the state has enacted the Climate Superfund Act to hold polluters accountable, launched its first offshore wind farm, and made historic investments in green infrastructure and clean energy. These efforts reflect a strong commitment to environmental justice, climate resilience, and the transition away from fossil fuels. This leadership is especially important as New York works to meet the requirements of the Climate Leadership and Community Protection Act (CLCPA), which mandates that 70 percent of electricity be renewable by 2030. New York City has also committed to reducing greenhouse gas emissions by 80 percent by 2050. A new fracked gas pipeline would undermine these goals, prolong our dependence on fossil fuels, increase costs for ratepayers, and disproportionately impact frontline communities. The NESE project stands in direct tension with this progress and risks reversing hard-won climate gains.

A rigorous review process is vital to ensuring that New York continues to lead the nation in protecting public health, addressing climate change, and advancing a clean energy future. We remain committed to working with you to uphold these goals.

Nearly 3,000 Join Congressman Brad Sherman’s Telephone Town Hall Amid Ongoing Government Shutdown

SHERMAN OAKS, CA – On October 15th, nearly 3,000 residents joined Congressman Brad Sherman’s (CA-32) live Telephone Town Hall to discuss the ongoing federal government shutdown, the rising cost of living, immigration enforcement, and the broader challenges facing the nation under the Trump Administration. Los Angeles City Councilmember Bob Blumenfield joined as a special guest to discuss how federal decisions are impacting local communities.

“I came to Congress to make our country better — but under the Trump Administration, we’re fighting every day just to keep things from getting worse,” said Congressman Sherman. “Even as Washington grinds to a halt, my commitment to keeping constituents informed and ensuring their voices are heard will never waver.”

Speaking “from the dysfunctional heart of a troubled but still great nation,” Congressman Sherman opened the call by outlining the stakes of the ongoing government shutdown and its effects on working families, furloughed employees, and small businesses. He urged bipartisan cooperation to reopen the government and prevent health insurance premiums from doubling for millions of Americans.

Sherman fielded constituent questions on issues ranging from the shutdown’s effect on working families to aggressive immigration enforcement operations, the rising cost of living, California’s redistricting efforts, and other pressing national matters. Many expressed concerns about the broader direction of the country and urged Sherman to continue holding firm against Trump’s extreme and costly policies.

Los Angeles Councilmember Bob Blumenfield highlighted positive developments in the San Fernando Valley, including progress on several major revitalization projects and preparations for the 2028 Olympics. “Even as we face challenges at every level of government, we’re seeing real progress locally,” Blumenfield said. “And that’s due in no small part to the federal partnership and advocacy Congressman Sherman continues to provide.”
