Underwood Condemns DHS Secretary Kristi Noem, Operation Midway Blitz, in Speech Delivered from House Floor

WASHINGTON, D.C. — Yesterday, Rep. Lauren Underwood, Ranking Member of the Homeland Security Subcommittee on Appropriations, delivered the following speech from the House floor:

“I rise today because what happened in Illinois during Operation Midway Blitz can never happen again. 

The last time this chamber convened before House Republicans took an 8-week vacation was September 19th.

So, this is the first chance I’ve had to address the House about the outrageous abuses of power our community has endured for the past two months. 

Under Kristi Noem’s so-called leadership, Department of Homeland Security agents have terrorized my district. 

Their reckless and incompetent methods have traumatized families and endangered entire neighborhoods. 

No community in America should live under siege by the federal government, as mine has.

Federal immigration officers and National Guard personnel, weaponized and politicized by the Trump Administration, swept into my district with no communication, no coordination, no transparency, no accountability, and no regard for public safety.

They came barging into our towns, ignored our laws, and trampled on our civil and human rights. 

In Aurora, a federal agent pepper sprayed a constituent of mine directly in the face from inches away, while she was standing completely still with her hands at her sides, unarmed.  

Elsewhere in my district, we heard reports that federal officers used an elementary school as a staging area, positioning armed tactical teams on school grounds in full view of children. 

Parents are afraid to leave their homes after hearing about neighbors abducted by masked agents while walking their kids to school, leaving the children unattended by the side of the road. 

Workers fear going to their jobs, our economy is suffering, and local businesses have seen foot traffic collapse.

Because, despite the Trump Administration’s claims of targeting “the worst of the worst,” their immigration enforcement operations have been a chaotic mess—sweeping up U.S. citizens, legal immigrants, and people with no criminal record.

I was horrified when federal agents rappelled down from helicopters to a Chicago apartment complex in the middle of the night, smashed windows and doors, threw flash-bang grenades, dragged children from their beds, and zip-tied and detained U.S. citizens for hours.

And yet, after all that, federal prosecutors have not filed criminal charges against anyone detained that night. 

And in a recent court filing, DHS listed 614 people arrested as part of Operation Midway Blitz—and only 16 of them have criminal histories of any kind. That’s 2.6%. 

The other 598 people have no criminal record!

What’s happening in Illinois is called racial profiling. 

Greg Bovino, the Border Patrol agent who led Operation Midway Blitz, literally told a reporter that agents arrest people based on, quote, “how they look.”  

Masked officers are violently targeting people, including U.S. citizens, because their brown skin and black hair make them seem suspicious.

This is a complete failure. Our Founding Fathers warned us about this type of government overreach after seeing how a desperate king’s troops could trample on our unalienable right to LIBERTY.

And yet, as we approach our 250th birthday, we are confronting a similar tyranny.

That’s not all—many of those arrested were essentially disappeared. Members of Congress could not get basic information from DHS about where they took our constituents. 

During the Republican shutdown, DHS leadership chose to furlough the liaisons we rely on to locate detainees and resolve urgent casework. 

When a constituent reached out because her husband was denied access to medical care in a detention facility, my office’s emails bounced back, and our calls went unanswered. Weeks later, I’m still waiting for a response.

But the shutdown didn’t stop DHS agents from harassing citizens and using force on peaceful protesters, because the Administration deemed these violent tactics “essential.”

That was not an accident. That was a policy choice. 

This is not what legitimate law enforcement looks like. 

Operation Midway Blitz disregarded Illinois state laws, federal laws, and the U.S. Constitution.

Due process—a foundational constitutional right for ALL people in this country—went out the window. Local police and officials were kept in the dark. People were snatched off the streets seemingly at random.

Many of my constituents felt like they were being hunted, because of the language they speak or the color of their skin. Simply because they needed to run an errand at the hardware store or walk their kids to school.

This is not about public safety. When the President has the power to terrorize American communities for his political purposes, it makes us all less safe, and less free.

The people of Illinois deserve answers—and Americans deserve better.”

REP LIEU NAMED CO-CHAIR OF NEW HOUSE DEMOCRATIC COMMISSION ON AI AND THE INNOVATION ECONOMY

WASHINGTON Today, Democratic Leader Hakeem Jeffries announced the launch of a new House Democratic Commission on AI and the Innovation Economy that will convene throughout 2026. The commission will develop policy expertise in partnership with the innovation community, relevant stakeholders and committees of jurisdiction. Caucus Vice Chair Ted Lieu (CA-36), Rep. Josh Gottheimer (NJ-05) and Rep. Valerie Foushee (NC-04) will serve as Co-Chairs. Rep. Zoe Lofgren (CA-18), Ranking Member of the Science, Space and Technology Committee and Rep. Quigley Demands Answers on Lack of ICE Investigation, DHS IG Response

Today, Chicago Congressman Mike Quigley (IL-05) released the following statement on the passing of the deadline for the Department of Homeland Security (DHS) Office of the Inspector General to provide answers on ICE’s misconduct in Illinois:

“Three weeks ago, I led the entire Illinois House Democratic delegation in calling for Inspector General Joseph Cuffari to investigate misconduct, requiring a response by November 21, 2025. That date has come and gone, with no word from Cuffari. In the meantime, federal courts have investigated hundreds of warrantless arrests and found widespread inappropriate use of force in my city.

“Throughout Operation Midway Blitz, out-of-control federal agents wrought chaos and violence on Chicago. Families were ripped apart, neighborhoods were tear-gassed, and children were zip-tied — all while citizens and legal residents were abducted. Despite this chaos and a government shutdown, my office has remained open and responsive to those affected. My staff has made numerous calls and emails to regional ICE officials to find out who is being detained and where. We have yet to get an informed response back. We have been stonewalled in response.

“The people of Illinois deserve answers. The families of those who have been detained deserve to know where their loved ones are. And the American people deserve reassurance that this will never happen again.

“I am demanding an immediate response from Inspector General Cuffari — DHS must be held accountable.”

Congressional Ukraine Caucus Statement on President Trump's Reported Ukraine-Russia Peace Plan

Today, Co-Chairs of the bipartisan Congressional Ukraine Caucus, Representatives Marcy Kaptur (D-OH-09), Brian Fitzpatrick (R-PA-01), and Mike Quigley (D-IL-05), along with Representative Don Bacon (R-NE-02) , Chairman of the House Armed Services Subcommittee on Cyber, Information Technologies, and Innovation issued the following statement in response to the reported peace plan between Ukraine and Russia:

“The proposed ‘peace plan’ for Ukraine appears to favor the interests of the aggressor — Dictator Vladimir Putin — over the sovereignty and security of a democratic Ukraine. That is unacceptable. This framework does not offer a genuine path to lasting peace, but instead, demands the surrender and capitulation of Ukraine to Russian aggression. It rewards Russia’s unprovoked invasion, illegal seizure of Ukrainian territory, such as Crimea, and pressures Ukraine to limit its defense capabilities and abandon its aspirations for NATO membership.

Furthermore, Russia’s ambitions do not end at Ukraine’s borders. Putin continues to seek broader influence in Europe. Accepting this proposed plan not only submits Ukraine’s independence to Russian tyranny, but leaves all of Europe even more vulnerable to future Russian aggression. A responsible approach must support Ukraine’s sovereignty, strengthen its defense, and hold Russia accountable for its actions in coordination with our NATO and European Allies.

Reports indicate the plan was developed primarily by US and Russian officials, with limited to no consultation from Kyiv or key European partners. Allies have rightly rejected the proposal, describing it as a framework to reward aggression rather than defending Ukrainian freedom and securing peace through strength.

The Administration’s backing of this plan, raises serious concerns. As Members of the Free World, united across political lines, we call for decisive and principled action:

  • Reject any framework that requires Ukraine surrender further territory or cede legal authority over its sovereign land.

  • Maintain and strengthen sanctions on Russia until it fully withdraws and makes reparations.

  • Ensure Ukraine is a full, equal partner in any, and all, negotiations — not a passive recipient of Moscow-dictated terms.

  • Provide robust, enforceable security guarantees that deter further aggression.

  • Coordinate closely with NATO and European allies to uphold international norms and prevent renewed conflict in Europe.

The path to lasting peace must be rooted in justice and the sovereignty of Ukraine’s people. History is unambiguous: appeasing aggressor does not end conflict, it enables its expansion, That warning echoes especially loud today on Holodomor Remembrance Day, during which the world commemorates the millions of Ukrainians murdered in the man-made, genocidal famines orchestrated by Moscow from 1932-1933. Allowing Russia to reclaim authority over Ukraine today would ignore that history and reopen the door to the same oppression Ukrainians have fought for generations to overcome.

Accepting this proposal as it is being reported would undermine European and NATO security, weaken Ukraine’s ability to defend itself, and fail to address Russian aggression. The international community must remain firm in supporting Ukraine, upholding the principles of territorial integrity and self-determination, and rejecting any plan that rewards an aggressor. Lasting peace comes not from conceding to aggression, but from the strength and unity of free nations that refuse to bow to it.”

Today, U.S. Representative Mike Quigley (IL-05) released the following statement on his vote to release the Epstein files.

“Today, I voted to release the Epstein Files. Jeffrey Epstein was a pedophile, sex offender, and human trafficker. He abused, trafficked, and threatened over 1,000 girls — some as young as 14 — causing irreparable harm to their physical and mental health. One survivor, Virginia Giuffre, died by suicide this spring, after years of death threats and public scrutiny. Epstein’s victims, including the late Virginia, deserve accountability. The American people deserve to know which systems failed and which powerful people allowed Epstein to get away with his heinous crimes for so long.

“From his friendship in the ‘90s to emails as recent as 2019, Donald Trump had a clear and public relationship with Jeffrey Epstein. Trump and his cronies have been hellbent on blocking the release of Epstein’s personal documents, protecting a disgusting pedophile and his enablers. Speaker Mike Johnson even closed the House early this summer to stall the petition for this vote, and then in October, he refused to swear in Rep. Adelita Grijalva, the 218th signer on the petition, to block the release of the Epstein files.

“I am relieved my Senate colleagues acted quickly on this bill, and I can only hope President Trump lives up to his promise to sign it into law. While the bill we passed today requires transparency about any destruction or misplacement of documents, we all know this administration rarely feels bound by the law. The only way to prevent mismanagement is to release all the files as soon as possible, so this corrupt administration cannot destroy them in the future. The administration should know that Democrats will pursue a meticulous investigation into any documents that may be ‘lost’ or damaged, given this administration’s frequent disregard for the law.

Washington, D.C. – Yesterday, the U.S. House of Representatives passed H.R. 4071, the Combatting International Drug Trafficking and Human Smuggling Partnership Act of 2025. 

U.S. Customs and Border Protection’s Air and Marine Operations agents play a critical role in the homeland security mission. Every day, AMO agents conduct border operations to detect and disrupt the illegal flow of people, narcotics, and other dangerous or illicit contraband before it reaches our shores.

This legislation authorizes AMO, and other designated CBP personnel, to continue and expand these successful bilateral agreements by providing training, building partner-nation capacity, and conducting joint operations that will increase interdictions and enhance regional security to save lives, strengthen our defenses, and make our nation safer.

Joined by Representative Nellie Pou (NJ-09), Congressman Guest gained bipartisan supporters on this legislation which passed the U.S. House of Representatives.

Committee on Homeland Security Chairman Andrew Garbarino expressed his support for the bill, stating, “As Air and Marine Operations carries out its border security mission, Congressman Guest’s legislation would help ensure these brave men and women have the necessary international partnerships to combat drug and human smuggling before this criminal activity ever makes its way to our borders. Crow Statement on Trump Administration's National Security Strategy

Crow Statement on DoD’s Investigation of Secretary Hegseth

“Pete Hegseth risked our servicemembers’ lives by sharing classified information about ongoing military operations on unsecured systems. If any general, lieutenant, or private had done the same thing as Pete Hegseth, they would immediately face accountability. 

“With Pete Hegseth, there is no leadership or accountability. Without change, our servicemembers remain at risk.

“Pete Hegseth’s recklessness endangered lives. Sadly, this Inspector General report is just the latest confirmation of just how unqualified he is to lead our brave men and women in uniform. 

“Pete Hegseth needs to resign or be fired.”
