Legislation targets upfront costs as more than 75 percent of homes remain out of reach for typical buyers

WASHINGTON — Today, Congressman Raja Krishnamoorthi (D-IL) introduced the First Home Affordability Act, legislation to help first-time homebuyers, especially working and middle-class families in Illinois, overcome the biggest barrier to homeownership: upfront costs. With more than 75 percent of homes on the market unaffordable to a typical household, many families who could manage a monthly mortgage are locked out before they ever get a chance to buy. The First Home Affordability Act would create a refundable tax credit during the first five years of homeownership, helping families stabilize their finances, build equity, and put down roots in their communities.

“For many Illinois families, the cost of buying a home has been pushed out of reach by surging housing prices,” Congressman Krishnamoorthi said. “My legislation, the First Home Affordability Act, creates a refundable tax credit for first-time homebuyers, helping break down that barrier and giving working families a fair shot to achieve the American Dream of building a middle-class life.”

What the First Home Affordability Act Does

  • Creates a refundable tax credit of up to $25,000 for qualified first-time homebuyers, delivered over the first five years of ownership, with up to $5,000 per year.

  • Provides assistance equal to 10 percent of the home’s purchase price up to $25,000.

  • Targets middle-class families, with the credit phased down based on local Area Median Income.

  • Applies only to buyers purchasing a home as their primary residence, promoting long-term ownership.

Additional Support for Community Workers

  • First responders, K-12 teachers, and childcare workers may access the full $25,000 credit in the first year.

  • Eligibility requires the profession to be the buyer’s primary occupation at the time of purchase.

Chairman Hudson Leads C&T Subcommittee Markup of Six Bills to Improve Public Safety Communications

WASHINGTON, D.C. – On Thursday, Congressman Richard Hudson (NC-09), Chairman of the House Energy and Commerce Subcommittee on Communications and Technology, led a subcommittee markup on six bills to strengthen public safety communications, improve emergency alerts, and modernize how Americans reach help in a crisis.

“Upgrading our nation’s call centers to NG911 technology is crucial for public safety,” said Rep. Hudson. “This internet protocol-based system will open the door to advanced tools for both the public and our first responders.” 

The markup featured Congressman Hudson’s Next Generation 9-1-1 Act, which helps communities upgrade and coordinate modern 9-1-1 technology systems nationwide.

Bills under consideration included:

  • H.R. 6505, Next Generation 9-1-1 Act (Reps. Hudson and Carter–LA) – Supports further deployment and coordination of Next Generation 9-1-1.
  • H.R. 5200, Emergency Reporting Act (Reps. Matsui and Bilirakis) – Requires FCC reporting after activation of the Disaster Information Reporting System and improves network outage reporting.
  • H.R. 5201, Kari’s Law Reporting Act (Reps. Matsui and Bilirakis) – Directs the FCC to publish a report on implementation of Kari’s Law.
  • H.R. 7022, Mystic Alerts Act (Reps. Pfluger and Fletcher) – Directs the FCC to initiate a rulemaking to establish standards and protocols to facilitate satellite alerting capabilities for providers that transmit emergency alerts.
  • H.R. 1519, Public Safety Communications Act (Rep. Cammack) – Provides statutory authority for NTIA’s Office of Public Safety Communications to support public safety communications efforts.
  • H.R. 2076, LuLu’s Law (Rep. Palmer) – Directs the FCC to issue an order explicitly permitting wireless emergency alerts to mobile phones in the event of a shark attack.

Congresswoman McCollum Condemns President Trump's Threat to Invoke Insurrection Act

WASHINGTON, D.C. — On Thursday morning, President Trump announced on his social media platform that he was considering invoking the Insurrection Act in Minnesota. “I totally reject President Trump’s threat to invoke the Insurrection Act in Minnesota. This would allow the President to deploy the U.S. military into our state. The President’s dangerous threat to invoke the Insurrection Act is an escalation at a time when Minnesotans are asking President Trump to stop the chaos caused by federal agents.

“Minnesotans are protesting peacefully, speaking out, and documenting the violence being carried out by masked, unprofessional, poorly trained ICE and DHS agents against residents of our state.

Underwood Secures $2.5 Million for Local Projects Selected for Community Project Funding

SAINT PAUL — U.S. Representatives Ilhan Omar (MN-05) and Pramila Jayapal (WA-07), Ranking Member of the Subcommittee on Immigration, Integrity, Security, and Enforcement, today hosted a shadow hearing titled Kidnapped and Disappeared: Trump’s Deadly Assault on Minnesota. Twenty-seven Members of Congress attended from across the country to conduct oversight.

“I was honored to host this crucial hearing with Rep. Jayapal,” said Omar. “The Twin Cities is under attack from the Trump administration. There is no modern precedent for this level of federal overreach, violence, and lawlessness carried out in the name of immigration enforcement. I’m grateful to my congressional colleagues from all across the country who joined us to raise the alarm and learn what has been happening on the ground.”

“Today, I hosted the the sixth hearing in my series Kidnapped and Disappeared, to continue my congressional fact-finding duties at a time of intense trauma and terror for Minnesotans who are being subjected to the lawlessness and violence of ICE and Border Patrol agents,” said Jayapal. “We heard from incredibly powerful witnesses — members of the community who are standing up for their neighbors, and even who have been detained and had their rights violated for no reason. “Every Minnesotan has the right to feel safe and welcome. The actions of the Trump administration and Kristi Noem’s DHS are an attack on our state that is making our community more dangerous. ICE and DHS agents have threatened and assaulted workers in their workplaces, families on the way to day care, and students outside their schools. These actions must end,” said Representative Betty McCollum (MN-04). “At our hearing today, we heard from Minnesotans whose lives have been impacted by the Trump administration’s actions. I thank every one of our witnesses for sharing their testimony. I also want to thank my House Democratic colleagues for traveling to Minnesota’s Fourth Congressional District to stand in solidarity against Trump and Kristi Noem’s assault on our state. The appalling conduct at ICE and DHS starts with its leadership. Kristi Noem needs to go, and ICE must cease operations in Minnesota.”

This hearing featured testimony from a slate of local elected leaders, including Minnesota Attorney General Keith Ellison, Minneapolis Mayor Jacob Frey, and Saint Paul Mayor Kaohly Her, followed by a panel of witnesses including Executive Director of the ACLU of Minnesota Deepinder Mayell, Executive Director of Unidos MN Emilia González Avalos, Executive Director of Minnesota Chapter of the Council on American-Islamic Relations (CAIR-MN) Jaylani Hussein, Chief of Police of Mendota Heights Police Department Kelly McCarthy, and community members Patty and Mubashir. 

“Our work aims to vindicate the rights of Minnesotans who have been victimized by their own government simply for exercising their First Amendment rights, to end the false sense of impunity that fuels the worst of federal agents’ misconduct, and to ensure that Minnesotans can assemble, observe, document and criticize – without fear of retaliation,” said Deepinder Mayell, Executive Director of the ACLU of Minnesota.

“I was made to feel scared and humiliated throughout the arrest process, and at the detention center, I was made to feel intimidated and as though my constitutional rights and biological needs didn’t matter,” said Patty, a community member. “After all that, I was released without charges, which makes it clear to me that this is more of a campaign to spread fear and terror than it is to enforce the law. My neighbors and I are collateral damage to the Trump administration’s political theater — a campaign to paint Black and brown people, and ‘liberals,’ as villains to distract from an unprecedented reign of corruption and criminality at the federal level, while at the same time making it clear to all of us — even U.S. citizens — that this administration does not and will not honor the basic constitutional rights to which we are all entitled.”

“At no time did any officer ask me whether I was a citizen or if I had any immigration status,” said Mubashir, a community member. “They did not ask for any identifying information, nor did they ask about my ties to the community, how long I had lived in the Twin Cities, my family in Minnesota, or anything else about my circumstances.”

“We have to acknowledge that the tactics being used by some ICE agents during Operation Metro Surge are reducing the public’s trust in local police, making the jobs of our cops harder, and making us all less safe,” said Chief of Police of Mendota Heights Police Department Kelly McCarthy.

This was the sixth shadow hearing in this series, each of which has focused on a different aspect of immigration oversight. The others have focused on detention abusesTrump’s assault on Chicagofamilies that have been torn apartunlawful third-country deportations, and efforts to undermine due process.

“What we are witnessing right now is unprecedented.

“There is no modern precedent for this level of federal overreach, violence, and lawlessness carried out in the name of immigration enforcement.

“This is not routine enforcement. This is not about public safety. This is not even about immigration. This is about political retribution.

“The president said it himself this week.

“It is increasingly clear that the entire purpose of these actions is to provoke chaos and fear in order to justify invoking the Insurrection Act and expand the president’s ability to reign terror upon American citizens who do not vote for him.

“That is the context in which Renee Nicole Good occurred.

“This administration has unleashed a paramilitary force into our neighborhoods, terrorizing families, escalating enforcement, and now killing a US citizen in our state.

“And this is just the tip of the iceberg.

“Our office has received numerous reports of deeply questionable arrests, individuals detained without explanation, without warrants, without access to counsel, and in many cases, without any discernible lawful basis at all.

“We have heard of agents pushing people because they look Latino or Somali, forcing them into car accidents where they smash windows, cut seatbelts, carry people away.

“Abandoned cars with broken windows have become a normal sight of daily life in the Twin Cities.

“Trump claims Operation Metro Surge is about targeting criminals. The reality is even more disturbing.

“They have deliberately blurred the lines between public safety threats, legal immigration, and U.S. citizens, creating an enforcement campaign so indiscriminate that citizens are being swept up, arrested and carried away to detention facilities.

“In Minnesota, dozens of U.S. citizens have been taken into custody and released hours later.

“We have yet to see charges materialize because in nearly all instances, no federal charges are possible.

“Similarly, this administration has worked to reduce any semblance of due process, sending people out of state specifically to prevent access to legal representation, separating them from their family, counsel, and open removal processes for refugees with no legitimate legal basis.

“This is the behavior of a paramilitary force operating outside the bounds of law.

“This administration has been entirely unresponsive. Families could not locate loved ones. Attorneys cannot find their clients. Members of Congress can’t get answers about where people are being held. 

“In North Minneapolis, doors have been battered down without judicial warrants as ICE has conducted door to door operations with guns drawn – actions that are neither legal or precedented.

“People have been indiscriminately shoved in the streets, pushed into oncoming traffic, and nearly hit by buses. Flashbangs, pepper balls, and chemical irritants are used without a second thought.

“This is not the America we want. This is not the Minnesota we deserve and we will fight back.

“Thank you and I look forward to hearing from our witnesses.”

Congressman Neguse Statement on Final Passage of Three-Bill Fiscal Year 2026 Minibus

On Thursday, January 15, 2026, the Senate passed a package of three spending bills to fund the Commerce, Justice, Energy and Interior departments through the end of September.

Washington, D.C. — Colorado Congressman Joe Neguse released the following statement after the Senate voted on final passage of the Commerce, Justice, Science (CJS); Energy and Water Development; and Interior and Environment Appropriations Act, 2026. While Rep. Neguse succeeded in protecting funding for vital programs at the National Oceanic and Atmospheric Administration (NOAA), he ultimately voted against the three funding bills in the House as a result of their omission of statutory language he proposed — on a bipartisan basis — to prevent the Trump administration’s reported plans to dismantle the National Center for Atmospheric Research (NCAR) in Boulder, Colorado.  

Neguse has forcefully condemned the White House’s attacks on the nation’s leading scientific research center, calling them reckless, dangerous, and blatantly retaliatory. During a House Rules Committee hearing last week, he filed an amendment to reiterate sustained federal support for NCAR. House Republicans rejected the amendment by a 7-3 vote. 

“Colorado’s research institutes and laboratories are central to the fabric of our state and our nation, and I’m deeply grateful to the colleagues who joined me in pushing back against the Trump administration’s attacks on the National Oceanic and Atmospheric Administration and the National Center for Atmospheric Research. While I’m proud that we succeeded in ensuring the CJS funding bill rolled back dangerous cuts to NOAA — preventing irreversible harm to critical programs — I could not, in good faith, support legislation that fails to safeguard the extraordinary work being done at NCAR. Dismantling this institution would be reckless, dangerous and place the United States at a serious competitive disadvantage. I urge the Trump administration to heed our bipartisan call for a halt to their attacks on this vital institution — and I’ll continue to work with Senators Bennet and Hickenlooper and the bipartisan coalition we’ve built to protect NCAR,” said Congressman Neguse.  

At the end of last year, Neguse spearheaded a bipartisan effort with Republican Congressman Jeff Hurd (CO-03) and Colorado Senators Michael Bennet and John Hickenlooper, urging congressional appropriators to prevent NCAR’s dismantling and protect its core capabilities. Their effort was supported by a coalition of nearly 100 lawmakers from both the House and Senate.

Rep. Panetta Statement Calling for Resignation, Removal, and Impeachment of Homeland Security Advisor Stephen Miller and DHS leadership

“The deadly shootings of people in communities across the country by Immigration and Customs Enforcement (ICE) and Customs and Border Protection (CBP) officers reveal a failure in leadership at the Department of Homeland Security (DHS) and in this Administration. The horrific shooting death of Renee Nicole Good in Minneapolis was unnecessary, but predictable based on the unprofessionalism and lack of training that pervades the ranks of ICE and CBP.

“The recent deadly and violent incompetence that we’ve seen, stems from the rushed implementation by DHS of President Trump’s deportation policy, that is created and driven by Homeland Security Advisor Stephen Miller. That massive immigration crackdown, along with the injection of $165 billion in funding for DHS from the purely partisan ‘One Big Beautiful Bill Act’, is not only growing the ranks of ICE and CBP officers but also pushing them through a reduced training program and pushing them away from the border and into urban and suburban settings across the nation.

“The ICE and CBP officers appear to be untrained for that environment, and unprofessional when it comes to confrontations with people and protestors. DHS Secretary Noem is responsible for implementing the Administration’s deportation policy and the standards and oversight that govern ICE and CBP operations. However, based on reporting and what we’ve seen, it appears that the ranks of ICE and CBP are filled with substandard officers that are poorly trained, sheltered from the consequences of their actions, and empowered to behave recklessly and with impunity. Moreover, and as we experienced after the shooting in Minneapolis, the Administration, including President Trump, provides irresponsible defenses and explanations for this ineptitude, which appear to normalize brutality, violence, and lawlessness, rather than accountability and transparency. That is why I continue to call for accountability through a full independent investigation into the shootings of people by ICE and CBP officers, including what transpired in Minnesota.

“Moreover, as the architect and implementor of this overreaching, failed, and dangerous deportation policy that makes our communities less safe, Stephen Miller, as well as the DHS Secretary, must resign or be removed from their positions. If President Trump refuses to remove these individuals from his Administration, the House and Senate must act accordingly. I support impeachment proceedings based on the accountability investigation that is currently being conducted by the Committee on Homeland Security and being led by Democratic ranking member Bennie Thompson.  Such an investigation will lay out all of the facts upon which formal impeachment proceedings will rest.

“Congress must act now to restrain Steven Miller and DHS leadership and stop the recklessness and violence by ICE and CBP. Now more than ever, Democrats and Republicans in Congress must fulfill our Constitutional responsibilities by checking this executive branch to ensure transparency, accountability, and safety in our communities.”

Janesville, WI – Congressman Bryan Steil (WI-01) announced he will be holding his monthly telephone town hall on Tuesday, January 20, at 4:00 p.m. CT. Congressman Steil has held numerous in-person listening sessions this Congress across the 1st District, including in Beloit, Bristol, Elkhorn, Janesville, and Mount Pleasant.

“One of my top priorities is to be available and accessible to Wisconsin families,” said Steil. “I look forward to hearing from residents about the challenges they are facing, discussing recent events in Washington, and having a productive conversation about how we can move our nation forward.”
