Congresswoman Torres Leads Members in Requesting GAO Investigation into Potential Violations of Federal Law by ICE

Washington, D.C. – Today, Congresswoman Norma Torres, a senior member of the House Appropriations Committee, joined by Congressman Jimmy Gomez, Congressman Lou Correa and  Congresswoman Luz Rivas, sent a formal request to Comptroller General Gene Dodaro calling for a Government Accountability Office (GAO) investigation into potential violations of the Antideficiency Act by U.S. Immigration and Customs Enforcement (ICE). The request follows an alarming incident on June 7, 2025, in which ICE officials denied Members of Congress access to the Roybal Federal Building in Los Angeles during an official oversight visit.

“ICE’s refusal to allow a Congressional delegation into a federal detention facility is not only unacceptable — it’s unlawful,” said Congresswoman Norma Torres. “Federal law is clear: ICE may not use taxpayer dollars to deny the ability of Members of Congress to conduct oversight of their facilities.  Congress has a constitutional duty to conduct oversight, and ICE’s actions violate our laws.”

In her letter to the GAO, Rep. Torres raised specific concerns that ICE may have violated the Antideficiency Act (Public Law 97-258), which prevents federal agencies from spending taxpayer dollars on unauthorized and banned activities.

“Congressional oversight is not optional, and it does not yield to bureaucratic defiance,” Congresswoman Torres continued. “While Members of Congress have conducted oversight in conflict zones around the world, DHS has declared a domestic federal building in Los Angeles too dangerous for us to enter — a claim that defies logic and raises serious red flags. It’s urgent that GAO conduct a full investigation into ICE’s expenditures and activities tied to the June 7 incident.”

Rep. Frankel, Colleagues Reintroduce Bill to Protect Reproductive Freedom Three Years After Disastrous Dobbs Decision

Washington, D.C. – Today, Congresswoman Lois Frankel (FL-22) joined Reps. Judy Chu (CA-28), Ayanna Pressley (MA-07), and Veronica Escobar (TX-16) in reintroducing the Women’s Health Protection Act of 2023 (WHPA), a critical bill to restore the right to abortion nationwide and stop extreme, harmful state abortion bans.

Three years ago today, the Dobbs v. Jackson Women’s Health Organization ruling overturned decades of precedent under Roe v. Wade, stripping millions of Americans of their constitutional right to abortion. Since then 26 states have adopted abortion bans or severe restrictions -including a near-total six-week ban in Florida–endangering lives and giving politicians unprecedented power over women’s personal medical decisions. WHPA would enshrine the protections of Roe into federal law by creating a nationwide right to access abortion free from medically unnecessary state-based restrictions.

“With half the country, including Florida, now living under cruel and extreme Republican abortion bans, the need to pass the Women’s Health Protection Act has never been more urgent,” said Rep. Frankel. “This bill would establish a federal right to access and provide abortion care, free from medically unnecessary restrictions and political interference. Barragán, Jayapal, and Booker Reintroduce Legislation to Eliminate Barriers to Health Care for Immigrants

WASHINGTON, DC — U.S. Representative Nanette Barragán (CA-44), along with Representative Pramila Jayapal (WA-07), Ranking Member of the Immigration Integrity, Security, and Enforcement Subcommittee and Senator Cory Booker (D-NJ) today introduced the Health Equity and Access under Law (HEAL) for Immigrant Families Act. This bicameral bill, co-sponsored by 55 members of Congress and endorsed by more than 100 organizations, removes unnecessary and cruel barriers to health care for millions of immigrants of all statuses.

Immigrants in the United States are far more likely to be uninsured than U.S. citizens. In 2023, half of all undocumented immigrant adults and one in five lawfully present immigrant adults were uninsured. Just 6 percent of naturalized citizen adults and 8 percent of U.S.-born citizens are uninsured.

“Access to healthcare shouldn’t depend on your immigration status,” said Representative Barragán. “Healthcare is a basic human right, and it’s time we break down the needless barriers that keep immigrant families from the care they need to survive and thrive. The HEAL Act is a step toward addressing racial health disparities and expanding quality healthcare to everyone in our communities.”

The HEAL for Immigrant Families Act will:

  • Restore Medicaid and Children’s Health Insurance Program (CHIP) eligibility to lawfully present immigrants;
  • Remove discriminatory Medicare restrictions based on length of U.S. residency for green card holders;
  • End the exclusion of undocumented immigrants from Affordable Care Act (ACA) marketplaces
  • Ensure access to public and affordable coverage for Deferred Action Childhood Arrivals (DACA) recipients;
  • Create a state option to expand Medicaid and CHIP to immigrants regardless of immigration status.

Griffith Announces $1.12 Million HHS Grant to St. Charles Health Council Inc.

The U.S. Department of Health and Human Services (HHS) has awarded St. Charles Health Council Inc., located in Lee County, Virginia, a $1,122,356 grant. The funding supports the organization’s black lung clinic program. U.S. Congressman Morgan Griffith (R-VA) issued the following statement:

“Southwest Virginia coal miners and their families benefit from specialized health services administered by clinics like those in St. Charles.

“This grant for nearly $1.2 million helps St. Charles Health Council Inc. continue its important work treating those affected by Black Lung Disease.” 

BACKGROUND

Coal worker’s pneumoconiosis, or Black Lung, is a disease that impacts our nation’s miners. Miners who are diagnosed with the disease are entitled to certain federal monetary and medical benefits under the Black Lung Benefits Program.

Congressman Griffith has visited facilities in Southwest Virginia that treat black lung disease, including Stone Mountain Health Services Black Lung Clinic in St. Charles, Virginia.

In 2019 and 2020, Congressman Griffith waived onto hearings held by the House Committee on Education & the Workforce to discuss protecting black lung benefits.

Earlier this week, Congressman Griffith engaged with HHS Secretary Kennedy in a Health Subcommittee hearing. Congressman Griffith reiterated his support to work with the Administration to help fight black lung disease.

Congressman Griffith serves as Co-Chair of the Congressional Coal Caucus.

Newhouse Votes to Secure the Border in Homeland Security Appropriations Bill

WASHINGTON, D.C. – Today, Rep. Dan Newhouse (WA-04) released the following statement upon committee passage of the Fiscal Year 2026 Homeland Security Appropriations Bill. 

“Border security is national security, and today my colleagues and I on the Appropriations committee passed strong government funding legislation that reflects that belief,” said Rep. Newhouse. 

Newhouse continues, “I am proud of the work we have done in securing critical investments for a secure border, fighting fentanyl as smugglers attempt to poison our communities, and boosting our cybersecurity capabilities to combat growing threats. This legislation refocuses the Department of Homeland Security on its fundamental mission: ensuring the safety of Americans and secure national borders.” 

“I was also able to secure funding for the Yakima Valley Office of Emergency Management to help open a fully operational Emergency Operation Center in Yakima County. This center will deliver rapid, coordinated responses to natural disasters such as wildfires, landslides, and severe weather that impact Central Washington every year.” 

The Homeland Security Appropriations Bill provides a total discretionary allocation of $66.36 billion. The defense portion of the allocation is $3.29 billion, which is $41 million (1.22%) below the Fiscal Year 2025 enacted level. The non-defense portion of the allocation is $63.08 billion, which is $1.37 billion (2.05%) above the Fiscal Year 2025 enacted level. 

The bill includes $6.3 billion in discretionary appropriations that are offset by fee collections and $26.47 billion as an allocation adjustment for major disaster response and recovery activities. 

Rep. Newhouse secured the following project funding in this legislation for Washington’s Fourth Congressional District. 

Yakima Valley Office of Emergency Management 

Amount: $2,250,000 

Description: Yakima Valley Office of Emergency Management will transform an existing facility into a dedicated, fully operational 3,866 square-foot Emergency Operation Center (EOC) in Yakima County, Washington, the second-largest county in the State. Residents span 4,311 square miles and well-coordinated emergency response efforts are critical for the protection of life and property. Yakima County is vulnerable to wildfires, earthquakes, landslides, and severe weather events, all of which demand rapid and coordinated emergency response. Recent emergencies, including the Retreat fire and Rattlesnake Ridge Landslide, have demonstrated the challenges of operating with inadequate space. Emergency responders were delayed in their ability to coordinate and execute timely responses because a multipurpose training room that is shared by multiple agencies is temporarily repurposed as an ad hoc EOC, a process takes several hours to a day. These makeshift conditions will be eliminated with a dedicated EOC to serve as the central hub for coordinating emergency response efforts. The proposed EOC will provide a comprehensive range of services to support emergency management efforts, including real-time incident coordination, advanced communication systems, data analysis and situational awareness, public information dissemination, resource allocation and logistics support, training, and preparedness programs, and wildfire emergency response coordination. The establishment of a dedicated EOC in Yakima County is an urgent and necessary investment. The current reliance on repurposed spaces for emergency coordination is inefficient, costly, and unsustainable. A permanent EOC will allow emergency response coordination to begin immediately, minimize disaster impacts, and ultimately protect lives, property, and public well-being. Beyond strengthening the region’s emergency management capabilities, this investment will contribute to a safer and more resilient community for years to come.

Griffith Advocates for Coal Miner Health and Safety Protections in Hearing with HHS Secretary Robert F. Kennedy, Jr.

Congressman Morgan Griffith (R-VA), member of the House Committee on Energy and Commerce Subcommittee on Health, participated in a hearing entitled “The Fiscal Year 2026 Department of Health and Human Services Budget.” The hearing, which featured U.S. Department of Health and Human Services (HHS) Secretary Robert F. Kennedy, Jr., focused on the agency’s budget request for fiscal year 2026.

LEADER JEFFRIES: “WHAT IS THE TRUMP ADMINISTRATION RUNNING AWAY FROM?”

Today, House Democratic Leader Hakeem Jeffries held a press conference with Democratic Whip Katherine Clark and Democratic Caucus Chair Pete Aguilar where they demanded that the American people receive answers from the Trump administration on how they plan to avoid another deadly war in the Middle East.

LEADER JEFFRIES: Article I, Section VIII, Clause XI of the United States Constitution gives Congress the power to declare war. The Trump administration undertook an offensive military strike in the Middle East and chose to ignore the constitutional requirement to get approval from the United States Congress. The American people deserve to know the facts and the truth, as it related to the decision to strike Iran without securing congressional approval. What was the imminent nature of the threat to the safety and security of the American people that justified the strike that took place?

What was the result of the military strike in terms of potentially setting back the Iranian nuclear program and their aspirations? We agree that Iran should never be permitted to become nuclear-capable. Iran is a sworn enemy of the United States of America and a sworn enemy of our allies, including Israel and Jordan. But there are real questions that need to be answered so that the American people have a full understanding of the truth, the whole truth and nothing but the truth. Is it, in fact, the case that Iran’s nuclear program has been completely and totally obliterated?

There apparently are reasons to believe that that was a blatant misrepresentation made by Donald Trump to the American people. That’s one of the questions that needs to be answered by the Trump administration. What are they running away from? Why was this briefing, which is already days late, postponed? Why is the Trump administration playing political games on questions of war and peace that relate directly to the safety and security of the American people? Nadler Statement on Dobbs Anniversary

WASHINGTON, DC – Today, Congressman Jerrold Nadler (NY-12) issued the following statement on the third anniversary of the Supreme Court’s decision in Dobbs v. Jackson Women’s Health Organization, which overturned Roe v. Wade and eliminated the constitutional right to abortion:

“Three years ago today, six Justices on the Supreme Court issued a decision that overturned nearly half a century of settled law and ripped away a constitutional right that millions of Americans had relied on: the right to access abortion care.

The consequences have been devastating. In the wake of Dobbs, 22 states have enacted bans or severe restrictions on abortion, resulting in deeply troubling violations of individual rights and medical ethics. In Georgia, for example, a woman who had been declared brain dead while pregnant was kept on life support for months against her family’s wishes, not because of medical necessity, but because of the state’s abortion law.

These harms are not incidental. They are the predictable result of the Republican Party’s coordinated campaign to roll back reproductive freedom. President Trump, who appointed the justices responsible for the Dobbs decision, has since taken additional steps to undermine access to care. He has pardoned individuals convicted of violence against abortion providers, withheld federal funding from reproductive health care providers, and rescinded guidance that ensured pregnant patients could receive emergency medical care. Trump is also targeting mifepristone, a safe and effective abortion medication used in more than half of all abortions nationwide, by seeking to restrict access even in states where abortion remains legal.

Congressional Republicans are following his lead. House Republicans’ recently passed a dangerous reconciliation bill that would kick 16 million people off of their health coverage by slashing Medicaid. Medicaid allows millions of Americans to access birth control, family planning services, prenatal care, and other essential services. The same bill would also defund Planned Parenthood, which provides routine care to millions of patients each year.

The American people overwhelmingly support the right to make personal health care decisions without political interference. Yet Republican leaders continue to pursue a national abortion ban, regardless of the consequences for women, families, and our most basic freedoms.

I remain firmly committed to restoring the protections once guaranteed by Roe, to defending reproductive rights, and to ensuring that every individual, no matter where they live, can make their own health care decisions free from government intrusion.”

Your right to remain silent: The Fifth Amendment protects your right to remain silent and not incriminate yourself. You are not required to share any personal information such as your place of birth, immigration status or criminal history.

Always consult an attorney: You have a right to speak with an attorney. You do not have to sign anything or hand officials any documents without speaking to an attorney. Try to identify and consult one in advance.

Congressman Valadao Leads California GOP Delegation in Urging Governor Newsom to Suspend the Gas Tax Increase

WASHINGTON – This week, Congressman David Valadao (CA-22) led the entire California Republican delegation in urging Governor Gavin Newsom to suspend the state’s upcoming gas tax increase on July 1, 2025. According to AAA, the national average price for a gallon of gas as of today is $3.22, but in California, the average price is $4.65 per gallon.

“California already has the highest gas prices in the nation, and instead of providing some relief, Governor Newsom continues to make it worse,” said Congressman Valadao. “Central Valley families can’t afford to pay an extra 66 cents per gallon every time they fill up—and they shouldn’t have to. It’s time for Governor Newsom and the Democratic supermajority in Sacramento to finally suspend the gas tax, stop these harmful price hikes, and ease the burden on working families instead of adding to it.”

For the last three years, Congressman Valadao has led efforts to suspend the annual July 1st gas tax increase to provide much-needed relief to California families. The lawmakers also urged a pause to the implementation of a California Air Resources Board’s (CARB) Low Carbon Fuel Standards (LCFS) update, which is expected to increase gas prices by an additional 65 cents per gallon.

Congressman Valadao was joined in the letter by Reps. Doug LaMalfa (CA-01), Tom McClintock (CA-05), Kevin Kiley (CA-03), Darrell Issa (CA-48), Young Kim (CA-40), Jay Obernolte (CA-23), Vince Fong (CA-20), and Ken Calvert (CA-41).

“At a time when Californians are already paying $1.44 more per gallon than the national average, the last thing they need is another gas tax hike and a costly new mandate from unelected CARB officials,” said Rep. LaMalfa. “The state is adding another 1.6 cents to the gas excise tax. CARB’s rule changes could drive prices up by as much as 65 cents more per gallon. We’ve warned the Governor repeatedly that this approach is destructive to California’s economy. He continues to ignore this reality. Refusing to change course will only worsen California’s future prospects.”

“Californians are already paying the highest gas prices in the nation, and they’re set to increase dramatically,” said Rep. Kiley. “It won’t be long until we are paying an absurd $8 per gallon. The higher fuel cost and demand to import fuel will raise prices for virtually everything else people need to buy. Gavin Newsom and the Democratic legislature need to put policies in place immediately to prevent people from feeling even more financial stress than they already are.”

“California is already home to the highest gas prices of any state in the nation – the Low Carbon Fuel Standard and gas tax only add more pain at the pump for hardworking families,” said Congresswoman Kim. “I will continue to urge Governor Newsom to suspend the burdensome gas tax and provide relief for Californians.”

“Once again, unelected regulators at CARB are pushing policies that ignore the economic realities facing California’s working families and small businesses,” said Rep. Obernolte. “Our state already has the highest gas prices in the nation, and these new burdens will only make the situation worse. Californians—and my constituents—deserve relief, not more costly mandates.”

“With Californians already getting crushed by some of the highest gas prices in the nation, Sacramento Democrats have forced yet another gas tax hike on hardworking Californians,” said Rep. Fong. “Families and businesses are struggling under the weight of rising costs, and now state legislators are asking them to pay even more to clean up their budget mess. Californians deserve real relief. Instead of piling on more taxes, we should prioritize infrastructure investment, use existing funds responsibly, and support in-state energy production to lower prices at the pump.”
