Kelly announces $4 million in Community Project Funding for Western Pa. approved by U.S. House

Source: United States House of Representatives – Representative Mike Kelly (R-PA)

WASHINGTON, D.C. — Today, U.S. Rep. Mike Kelly (R-PA) announced nearly $4 million in Community Project Funding (CPF) grants have been approved for projects within Pennsylvania’s 16th Congressional District. The projects were included in the legislation passed by the U.S. House on Thursday.

“These projects represent real, tangible investments in essential water and sewer infrastructure that will significantly benefit communities across the 16th Congressional District,” Kelly said. “Each of these projects will address critical public health, environmental, and reliability concerns. As my team and I reviewed this year’s applications, our priority was ensuring Pennsylvania taxpayers received the strongest return on their investment, and I’m confident these projects accomplish exactly that.”

Rep. Kelly’s FY2026 Community Project Funding that will receive funding:

Meadville Area Sewer Authority – Amount: $750,000

This project would replace Meadville’s aging force main that is 14” with a 16” pipe.  The newly installed line will replace the aging and disintegrating force main currently in use.  Replacing the aging pipe will preserve the ecological diversity of French Creek by eliminating any possible sewage infiltration and will also provide a joint municipal sewer system for Meadville and Vernon Townships.

Hermitage Municipal Authority – Amount: $913,600

This project would demolish the existing Wheatland Pump Station and install 1,100 linear feet of sewer lines to divert the flow to the existing Council Avenue Pump Station.  The existing Wheatland Pump Station has reached the end of its 50-year lifespan and presents environmental hazards from storm water inflow and infiltration that cause pollution of the nearby river and/or sewage backups in homes and businesses.

Cranberry Township – Amount: $1,000,000

This project would complete the replacement of the waterline along Route 19 in Cranberry Township.  The existing waterline is at a high risk of failing due to age, amount of line breaks per segment, and the number of customers affected by this line.  Cranberry Township’s water system provides an average of 2.5 million gallons per day and serves approximately 11,000 customers. This phase of the project will replace 2,100 linear feet of 12-inch waterline and 2,300 linear feet of 8-inch waterline.

Chicora Borough – Amount: $1,250,000

This project would upgrade and repair the outdated drinking water plant.  The existing plant was constructed of repurposed filtration and storage tanks from industrial installations donated to the Borough and is past the expected service life for these parts.  Chicora provides potable water service to approximately 1,100 people in the Borough, including an elementary school.

Of the fifteen (15) requests Rep. Kelly was allotted, four (4) were included in the spending package passed this week. Another three projects were passed in November, when Kelly announced $2.5 million in Community Project Funding for three local volunteer fire departments.

Rep. Kelly’s additional requests remain under consideration.

BACKGROUND
Congressional leaders resumed Community Project Funding (CPF), formerly known as ‘earmarks’, for the 119th Congress. With increased transparency and stricter guidelines, lawmakers were permitted to submit up to fifteen (15) funding requests during the appropriations process. Rep. Kelly fielded input from local leaders throughout Northwestern Pennsylvania before selecting these projects.

Details on CPF rules and guidelines can be found here.

In 2020, Rep. Kelly also delivered two BUILD Grants for the 16th Congressional District, including $25 million for improvements along State Route 228 in Butler County, and $21 million for the City of Erie’s Bayfront Parkway Project. In 2018, he also secured a BUILD Grant for the State Route 228 project worth $20 million.

Kelly Statement on Treasury Agreement to Exempt U.S.-Headquartered Companies from Biden Global Tax Plan

Source: United States House of Representatives – Representative Mike Kelly (R-PA)

WASHINGTON, D.C. — Today, U.S. Rep. Mike Kelly (R-PA), Chairman of the Ways & Means Subcommittee on Tax, released the following statement after the U.S. Treasury Department announced Monday that U.S.-headquartered multinational companies will be exempt from the OECD Pillar Two global minimum tax framework.

Previously, the Biden administration negotiated the Pillar Two framework without consultation of Congress.

“Thanks to the leadership of the Trump administration, today’s agreement protects American businesses and workers from burdensome global bureaucratic overreach and recognizes the tax sovereignty of the United States,” said Rep. Kelly. “The Biden administration went around Congress and sold out American-based companies. I want to thank the Trump administration for working hand-in-hand with the Republican Congress in charting an America First path forward, which will allow American job creators to prosper at home and compete on a level playing field abroad.”

The agreement also protects the value of the U.S. R&D credit and promises to reduce onerous compliance burdens, fulfilling the shared goal of U.S. leadership in innovation and technological advancement in the international tax and global competitiveness landscape.

BACKGROUND

Rep. Kelly has previously led efforts in Congress to oppose the Organization for Economic Co-operation and Development’s (OECD) global minimum tax, known as Pillar 2, what Rep. Kelly called a poorly negotiated by the Biden Administration. During a 2023 hearing, Kelly highlighted how the United States stands to lose over $120 billion in tax revenues under Pillar 2.

“The original idea of engaging in negotiations at the OECD was this: other countries could join the U.S. with their own global minimum taxes and we could stop the proliferation of (Digital Services Taxes). Unfortunately, that’s not what happened at all,” Rep. Kelly said in prepared remarks.

In October 2025, Kelly and Ways and Means Committee Republican leaders slammed a French proposal to impose higher discriminatory Digital Services Tax on U.S. innovators.

Kelly statement on U.S. military operations in Venezuela

Source: United States House of Representatives – Representative Mike Kelly (R-PA)

WASHINGTON, D.C. — Today, U.S. Rep. Mike Kelly (R-PA) released the following statement after U.S. military operations in Venezuela.

“Today, President Trump has once again shown the world that the United States will defend itself from terrorism of all kinds, including narcoterrorism led by Venezuela’s illegitimate leader Nicolás Maduro,”said Rep. Kelly.“For years, I’ve sounded the alarm about foreign intervention against the United States throughout the Western Hemisphere. This includes illegal drug trafficking into our country. Today’s tactical military operation in Venezuela is the Trump Doctrine in action. This is the right time to have the right President in the White House.”

Rep. Kelly has previously published op-eds highlighting the importance of the Monroe Doctrine and Roosevelt Corollary in U.S. foreign policy; and, the need to recognize ongoing actions against the United States by China, Russia, and their allies in Latin America, including Venezuela.

American Families Spent Over $1,600 More Because of Inflation During Trump’s First Year, Per New Report From Congress’ Joint Economic Committee

Source: United States House of Representatives – Representative Don Beyer (D-VA)

Today, one year since President Trump began his term, the Joint Economic Committee – Minority released a new report finding that during his first year in office, families spent $1,625 more on average due to inflation.

During his campaign, Trump repeatedly pledged that his administration would “end inflation,” and falsely claimed just recently that “inflation is stopped” and “prices are down.” However, this new Committee analysis shows that in 2025, the average household spent $1,625 more across the board – including over $320 more in housing costs and over $240 more on transportation costs. The Committee also calculated state-by-state data, finding that the average inflation cost per family in 2025 was at least $1,000 more in 47 states and Washington, D.C., with households in some states paying almost $2,400 more.

“President Trump repeatedly promise to lower prices, and he broke that promise,” said Rep. Don Beyer, Senior House Democrat on the Joint Economic Committee. “American families spent over $1,600 more on goods and services on average over the past year than they did the previous year. Health care costs are skyrocketing. Prices for groceries and electricity are shooting up. Housing and transportation costs are rising rapidly. Trump has failed miserably in the fight against inflation, and despite the fact that it is Americans’ biggest concern today, Trump does not even seem interested in doing anything about it. Worse, his policies – from tariffs to health care cuts to bad price-raising energy policies – are making it worse.”

“President Trump has imposed reckless tariffs, driven up health care costs, and created economic uncertainty. And because of these choices that he made, Americans are paying over $1,600 more than when he came into office,” said U.S. Senator Maggie Hassan, Ranking Member of the Joint Economic Committee. “While the President pledged that he would end inflation and now claims that prices are down, the data reflects what families are experiencing every day: higher costs that make it harder to make ends meet.”

Congresswoman Betty McCollum Statement on Trump Administration Actions in Minnesota

Source: United States House of Representatives – Congresswoman Betty McCollum (DFL-Minn)

WASHINGTON, D.C. — Congresswoman Betty McCollum (D, MN-04) issued the following statement on Tuesday:

“The record of incompetence and cruelty by the Trump administration and Department of Homeland Security Sec. Noem is growing each day. Minnesotans across the state are facing masked, unprofessional, untrained federal agents who are making people feel afraid in their own communities by wreaking havoc.

“On Sunday, Americans were horrified to see ChongLy “Saly” Scott Thao, a Hmong elder and U.S. citizen, dragged out of his home in frigid Minnesota weather because ICE officers raided the wrong house. That same day, we learned that a Nicaraguan man arrested by ICE in Minnesota was taken to Camp East Montana in El Paso, where he died in ICE custody. Nasra Ahmed, a U.S. citizen and Saint Paul resident, bravely shared her story of two days in ICE detention during which her civil rights were repeatedly violated. Nasra was shackled by her wrists and ankles, injured by ICE agents, called a racial slur, and suffered a stress-induced seizure.

“Today, Minnesota law enforcement leaders spoke out against the rampant racial profiling and civil rights abuses by unprofessional and undertrained federal agents. I stand with our law enforcement who put their lives on the line every day to keep our communities safe and earn the public’s trust. Their work is being undermined by unprofessional and undertrained federal agents. There is a right way to investigate and prosecute serious criminals. Sec. Noem and DHS agents are doing it the wrong way and only making our community more dangerous.

“Elders and those with disabilities are being forced to go without their in-home health assistants that help them to lead lives of dignity, and for some to survive. It is unacceptable that our neighbors are afraid to leave their homes or go to work. Small businesses are closing their doors as they and their workers are being targeted based on the color of their skin.

“How is DHS and ICE making Minnesota and our nation any safer?

“The Trump administration must be held accountable for the damage being done every day in Minnesota.”

ICYMI: Congressman Biggs Introduces Balanced Budget Amendment to End Washington’s Culture of Fiscal Irresponsibility

Source: United States House of Representatives – Congressman Andy Biggs (AZ-05)

Congressman Andy Biggs (R-AZ) introduced a constitutional amendment requiring the federal government to operate under a balanced budget, restoring fiscal discipline and protecting future generations from Washington’s addiction to spending and debt.

The amendment would permanently prohibit deficit spending by limiting total federal expenditures to the average annual revenue collected over the previous three years, adjusted for population growth and inflation, with limited exceptions for national emergencies and war. Congress could exceed the spending limit only with approval from a two-thirds supermajority in both chambers, ensuring any exceptions are necessary and broadly supported. During a declared war, Congress would retain the ability to exceed the limit to meet national security needs.

The amendment also places a two-thirds supermajority requirement on any bill that creates a new tax or increases an existing tax rate, ensuring that Washington cannot simply tax its way out of its own irresponsibility.

“Washington’s spending addiction is bankrupting our country and mortgaging the future of every American family,” said Congressman Biggs.

“This amendment restores the most basic principle of fiscal responsibility: you cannot spend what you do not have. Families and businesses live by that rule–it is long past time that the federal government does too. Trillion-dollar deficits have become routine, and Washington behaves as if there is no limit to the damage it can impose. This amendment puts guardrails on a system that has run completely off the road.

“We do not need another commission, another study, or another press conference about the debt. We need binding rules, written into the Constitution, that force Congress to live within its means. The American people demand a government that works for them—not one that buries them under debt.”

Davids Marks One Year of Trump’s Second Term, Highlights Bipartisan Wins and Standing Up Against Extremism

Source: United States House of Representatives – Congresswoman Sharice Davids (KS-3)

On the one-year anniversary of President Donald Trump’s second term as president, Representative Sharice Davids reflected on her work delivering bipartisan results for Kansans while continuing to push back against policies that threaten families, farmers, workers, and vulnerable communities.

“My job isn’t to play politics — it’s to deliver results for Kansans,” said Davids. “I’ve always said I’ll work with anyone, including President Trump, when it’s good for Kansas, and over the past year that approach has delivered real results — from helping bring a passport agency to Kansas City to supporting farmers and helping people get back to work. And when extreme policies raise costs for families, threaten Social Security, or put communities at risk, I won’t stay silent. I’ll keep showing up, telling the truth, and fighting for Kansans.”

Over the past year, Davids has worked with the Trump Administration where it benefited Kansas families and the Kansas City region, including:

  • Advancing the new Kansas City Passport Agency, now under construction, which will save families hours of travel when they need passports quickly.
  • Passing the CAREER Act, signed into law by Trump, to help people recovering from substance use disorder reenter the workforce.
  • Securing federal aid for Kansas farmers while continuing to push for long-term trade stability instead of short-term fixes.
  • Leading the bipartisanCongressional FIFA World Cup 2026 Caucus and coordinating with the White House Task Force to support Kansas City as a host city.
  • Joining the President’s aviation leadership celebrating the continued implementation of her bipartisan next-generation aviation law, shaping the future of American air mobility.
  • Pressing the administration to act on National Weather Service staffing, resulting in NOAA beginning to hire hundreds of critical employees in Kansas after dangerous cuts.

Davids has also forcefully opposed actions that would raise costs for Kansas families, all while giving huge tax giveaways to billionaires, including:

  • Fighting reckless tariff policies that raise costs for farmers and families — with estimates showing households paying thousands more each year.
  • Pushing back on attempts to cutMedicaid, threaten rural hospitals, restrict reproductive health care, and reduce food assistance to fund billionaire tax breaks.
  • Opposing DOGE’s federal funding freezes and mass firings impacting Tribal programs, Head Start, cancer research,  domestic manufacturing, and fire departments.
  • Speaking out against threats to Social Security, meeting directly with seniors concerned about service cuts and access.
  • Defending Kansas manufacturing jobs after Trump-era cuts — and successfully pushing for temporary funding restoration.
  • Condemning the shutdown of the bipartisan 988 LGBTQ+ crisis support line and urging its immediate reversal.
  • Pressing the administration to put Kansas farmers first, opposing foreign agricultural bailouts and pushing for direct support for producers in the Kansas Third.

Whether working across the aisle to secure investments and create jobs or pushing back against policies that raise costs and threaten basic protections, Davids continues to center her work on what helps Kansas families succeed — not partisan politics. She has made clear that she will keep showing up, working with anyone when it benefits Kansas, and speaking out when it does not.

House Passes Calvert Bill to Protect Veterans from Scams and Fraud

Source: United States House of Representatives – Congressman Ken Calvert (CA-42)

Today, the House of Representatives passed H.R. 1663, the Veterans Scam and Fraud Evasion (VSAFE) Act, which was introduced by Congressman Ken Calvert (CA-41) last year. The bill will establish a Veterans Scam and Fraud Evasion Officer at the Department of Veterans Affairs (VA).

“We owe it to our veterans to protect them from scams and fraud that could cause serious financial and personal hardship,” said Rep. Calvert. “The VSAFE Act will make sure the VA has the tools it needs to prioritize the coordination of its scam and fraud prevention activities. I thank my House colleagues for standing with me to have the backs of our veterans.”

According to a report from the Federal Trade Commission, U.S. veterans and military retirees reported $350 million in total fraud losses in 2023. While a number of departments and staff work in an uncoordinated manner to combat fraud within the VA and other agencies, the VSAFE Act will establish a comprehensive effort that will assist our veterans by establishing a Veterans Scam and Fraud Evasion Officer in the Department of Veterans Affairs who is responsible for all fraud prevention efforts. By providing veterans with more consistent guidance on how to identify, report, and avoid fraud and scam attempts, we can reduce their occurrence and protect their hard-earned benefits.

Congressman Williams Celebrates House Passage of the Main Street Parity Act

Source: United States House of Representatives – Congressman Roger Williams (25th District of Texas)

WASHINGTON, D.C. – Today, the U.S. House of Representatives passed the Main Street Parity Act (H.R. 5763), advancing bipartisan legislation to expand access to capital for America’s small businesses. This bill, introduced by Congressman Roger Williams (TX-25), ensures fair and equal treatment for all industries participating in the Small Business Administration’s (SBA) 504 loan program.

Congressman Roger Williams issued the following statement on the passage:

Main Street businesses are the backbone of our economy,” said Congressman Williams. “The Main Street Parity Act levels the playing field by eliminating outdated financing requirements and expanding opportunity for small business owners across the country. I’m proud to see this bipartisan bill pass the House and move one step closer to becoming law.

The legislation was previously reported favorably by the House Small Business Committee with unanimous bipartisan support.

Background:

H.R. 5763 modernizes the SBA 504 loan program by removing an outdated provision that requires small businesses operating on limited or single-purpose properties to contribute an additional five percent in equity compared to other borrowers.

By standardizing equity requirements across industries, the bill lowers barriers to entry for entrepreneurs, encourages investment in local infrastructure, and strengthens Main Street businesses nationwide.

Cosponsors include Reps. Lateefah Simon (D-California), Eugene Vindman (D-Virginia), Gilbert Ray Cisneros (D-California), and Maggie Goodlander (D-New Hampshire).

Scalise Highlights Democrats’ Radical Agenda, Trump’s Record of Delivering for American People

Source: United States House of Representatives – Congressman Steve Scalise (1st District of Louisiana)

WASHINGTON, D.C.—Today, House Majority Leader Steve Scalise (R-La.) joined Fox News’ America Reports to discuss President Trump’s commitment to law and order, the rampant fraud in Minnesota, and Democrats’ calls to defund and abolish ICE. Additionally, Leader Scalise touted President Trump’s historic year in office of reversing Biden’s failures and delivering on his promises.

Click here or the image above to view Leader Scalise’s full interview.
Highlights from Leader Scalise’s interview:On President Trump restoring law and order amid anti-ICE chaos:“Well, what President Trump is trying to do is restore law and order in a place that has deemed themselves a sanctuary city and frankly, made it less safe for the people of Minneapolis, which is really unfortunate because I think you talk to most people, they want safety and security in their streets. They want violent criminals out of this country, and they support law enforcement. Unfortunately, the left has moved further and further away from that. They want to defund ICE. They want to defund police. This is really, I think, the craziness of where the left is going, where their position is against law enforcement. We’ve got to get back to law and order.”On the widespread fraud in Minnesota:“Also, [Rep. Omar] is trying to defend the billions of dollars of fraud stolen from taxpayers in Minneapolis. You’ve seen the fraud from the Somali population that’s on full display. We can’t even tell you how high the number is. It started in the billions. It could be in the double-digit billions, John, stolen from the American taxpayer. People in Minnesota, daycare centers, where the money is supposed to go to kids, and in fact, it was stolen. Some of it might have ended up in the hands of terrorist organizations outside of America. They want to cover that up. We’re not going to cover it up. We’re holding hearings on this. We’re going to get to the bottom of it. The Trump Justice Department is going to hold people accountable. If people stole money from the taxpayer, they ought to go to jail.”On Democrats opposing DHS funding:“Well, think about this: The Democrat Minority Leader has been for open borders for a long, long time under Joe Biden. He let it happen. When President Trump got elected in part on a platform of securing America’s border, we brought a bill to fund the security of the border, securing America’s border, funding more border patrol, and giving them the tools so they can take on the cartels in Mexico. And Hakeem Jeffries led the fight against that. He voted against it. So is it any surprise that he wants to defund our Homeland Security Agency? Of course not. We’re still going to move these bills because it’s important that the government get funded and we do our business.”On Democrats’ radical agenda and President Trump delivering on his promises: “The Democrats want to defund the police. They want to defund law enforcement. Ultimately, what they really want to do is impeach Donald Trump. They’ve made it very clear they are the party of impeachment. That’s why they want power. They want to take the House back in November so they can immediately impeach the President and stop the agenda. That’s what they care about, is power, just raw power. I think people are sick of that naked search for power as opposed to working with this President, who was duly elected to go get this country back on track, to mop up the mess that Joe Biden created. Four years of higher costs, higher inflation, out-of-control policies, open border, millions of people coming in illegally, including criminals. President Trump was elected to stop it, and he’s doing that. He’s following through on his promises. Just a year in, today, a year in, and a lot of things that have already been done, and there’s more work to do, and Democrats want to stop that progress.”
