Schakowsky, DeLauro Introduce Legislation to Help Ensure the Food We Eat is Safe

WASHINGTON – Today, U.S. Representative Jan Schakowsky (IL-09), Ranking Member of the Commerce, Manufacturing, and Trade Subcommittee of the House Energy and Commerce Committee, and U.S. Representative Rosa DeLauro (CT-03) reintroduced the Food Chemical Reassessment Act of 2025, which would require the Office of Food Chemical Safety, Dietary Supplements, and Innovation within the Food and Drug Administration (FDA) to ensure that chemicals that have entered the food supply chain through loopholes or that were reviewed by the FDA decades ago are safe to eat.

“Consumers deserve to know that the foods they are eating are safe, but right now, thousands of harmful chemicals in our food are going unchecked and the food industry is regulating itself,” said Congresswoman Jan Schakowsky. “That is why I am reintroducing the Food Chemical Reassessment Act with my colleague, Rep. Rosa DeLauro, to require the FDA to consistently assess the chemicals that are added to our food. It’s time to put the ‘F’ back in the FDA, and this bill is an important step in ensuring we get toxic chemicals out of our food.”

“Food safety is a second-class citizen at the Food and Drug Administration (FDA). Unlike other common products and chemicals such as fertilizer or pesticides, the FDA is not required to reassess approved food substances even as new science emerges,” said Congresswoman Rosa DeLauro. “For too long, the food industry has been allowed to self-regulate, and it is past time FDA reassumes their responsibility for ensuring the safety of our food. That is why I am proud to join my colleague Congresswoman Schakowsky in introducing the Food Chemical Reassessment Act, which would require the FDA reassess the chemicals that are added to foods. It is time for the FDA to fully commit to its mission of protecting public health and ensuring the food we eat is safe for consumption, especially as the Trump Administration seeks to decimate the agency by firing 3,500 staff.”

The bill would require the newly created Office of Food Chemical Safety, Dietary Supplements, and Innovation at the FDA to study every three years the safety of at least ten chemicals added to our nation’s food or food packaging, starting with: Tert-butylhydroquinone (TBHQ), titanium dioxide, red dye 40, yellow dye 5, blue dye 1, blue dye 2, green dye 3, perchlorate, butylated hydroxyanisole (BHA), butylated hydroxytoluene (BHT), trichloroethylene, methylene chloride, benzene, ethylene chloride, propyl gallate, sodium nitrite, and sodium benzoate. The bill would also re-establish a Food Advisory Council to advise the FDA on the best methods to review the safety of food chemicals.

The Food Chemical Reassessment Act of 2025 is endorsed by Center for Science and the Public Interest, Consumer Reports, Environmental Working Group, Environmental Defense Fund, and Food and Water Watch.

“Too many food chemicals in our food supply haven’t been properly reviewed for safety, or haven’t been looked at in decades,” said Jessica Hernandez, EWG Policy Director. “Other countries regularly reexamine the safety of food chemicals as new science emerges, but here in the U.S. food chemicals have been left behind in a regulatory black hole. We’re grateful to Rep. Schakowsky and Rep. DeLauro for taking action to make sure the FDA is doing its job, and to bring food chemical reviews into the 21st century to better protect public health.”

“All Americans deserve a Food and Drug Administration that puts our safety ahead of the food industry’s interests, yet there are over 1,000 ingredients in our food that the FDA has never reviewed. Many more were approved decades ago with little or no data and have not been evaluated since. The Food Chemical Reassessment Act would help protect public health with a much-needed assessment of these chemicals and bring food safety regulations up to date,” said Maria Doa, Senior Director of Chemicals Policy at Environmental Defense Fund.

“FDA routinely allows substances to remain in foods long after evidence of harm emerges. While the agency has pledged to systemically reassess these chemicals, the Food Chemical Reassessment Act would ensure FDA completes those evaluations in a timely manner and begins with chemicals that already have evidence of harm,” said Peter Lurie, President and Executive Director of CSPI.

Currently, there are thousands of chemicals added to food to make it last longer, taste better, and look more enticing. Yet, most of these chemicals have never been reviewed by the FDA or were reviewed decades ago. Instead, these chemicals have entered our food supply through a loophole – called the GRAS, or “generally recognized as safe,” loophole – that Congress intended to apply to clearly safe ingredients like vinegar. Since this loophole was first proposed in 1997, food companies have added new substances to the food supply with almost no federal oversight.

Schakowsky Statement on Passage of Republicans’ Big Ugly Bill

WASHINGTON – Today, U.S. Representative Jan Schakowsky (IL-09), Co-Founder and Co-Chair of the House Democratic Caucus Task Force on Aging and Families, released the following statement after House Republicans voted to pass their reconciliation bill:

“The floor of the United States House of Representatives is now a crime scene. In the dead of night, House Republicans jammed through their big ugly bill to gut Medicaid and rip health care away from more than 16 million Americans. When enacted, this horrific law will lead to 51,000 deaths each year. On top of that, this shameful legislation will result in the closure of hospitals and clinics across the country, defund Planned Parenthood, cutting off millions from access to cancer screenings, birth control, and reproductive health services, slash food assistance programs for families and children, destroy the future of renewable energy, and raise energy bills by hundreds of dollars every year — all to give a massive tax cut to billionaires and big corporations, and to benefit polluters.

“The phones in my office have been ringing off the hook, and I have visited with countless constituents in Illinois’ 9th Congressional District. People are agonized and do not know how they will survive. I have seen firsthand the vital role Medicaid plays in our communities. Nearly 150,000 people in my district alone rely on Medicaid. It supports low-income families, provides essential care for children with complex medical needs, and funds rural hospitals. Slashing Medicaid is not just heartless, it is dangerous, puts lives at risk, and undermines our entire health care system.

“Instead of working to strengthen access to care, Republicans pushed forward with a reckless, partisan agenda that punishes seniors, poor people, and sick individuals. This bill will cause health care workers to lose jobs, hospitals to become overwhelmed and close and will impact care for all Americans —all in the name of tax cuts for the wealthy.

Schakowsky Introduces Legislation to Increase Access to Health Care

WASHINGTON – U.S. Representative Jan Schakowsky (IL-09) is reintroducing the Educating Medical Professionals and Optimizing Workforce Efficiency and Readiness (EMPOWER) for Health Act. This legislation is designed to increase access to health care in underserved areas and diversify the health care providers to meet the needs of different populations. 

“We are the richest country in the world, at the richest moment in history.  Every person deserves access to quality, affordable healthcare. Right now, too many communities across the country face a shortage of healthcare providers. This is unacceptable for our growing, aging population, for children, and for all Americans,” said Congresswoman Jan Schakowsky. “I am proud to introduce the EMPOWER for Health Act, which will reauthorize Title VII funding for key workforce training programs to help meet the healthcare needs of our entire population.

The EMPOWER for Health Act will reauthorize the Title VII health professions education and training programs from Fiscal Year 2026 through Fiscal Year 2030. This bill will also provide loan repayment for health professionals that agree to work at least two years in pediatric medicine. It also promotes diversity in health care workforce, and promotes enrollment in primary care, geriatric, and dentistry programs.

“The National Hispanic Medical Association (NHMA) strongly supports the EMPOWER for Health Act, which reauthorizes vital investments in training programs that build a more diverse, culturally sensitive, and community-centered health care workforce. This legislation is essential to advancing health equity, particularly for Latino and underserved communities, by strengthening primary care, expanding pipeline programs for underrepresented students, and enhancing workforce readiness across disciplines and geographies. By reauthorizing these essential programs, the EMPOWER for Health Act helps ensure that the healthcare system reflects the populations it serves,” said Dr. Rafael Saenz, Executive Director for the National Hispanic Medical Association.

“Geriatrics practitioners – physicians, nurses, physician assistants, pharmacists and others specializing in the care of older adults and improving their health, independence, and quality of life – are experts in chronic conditions and medical complexity, including clinical management of people living with Alzheimer’s Disease or other forms of dementia. HHS estimates only 6,580 geriatric physicians are currently practicing in the U.S., well short of meeting the current and future care needs of all of us as we age. The Geriatrics Workforce Enhancement Program (GWEP) and Geriatrics Academic Career Awards (GACA) Program are the only federal programs designed meet the care gap created by the shortage of geriatrics health professionals. Together, these two programs create the geriatrics clinician educator workforce that is needed (GACA Program) and then deploys geriatrics experts to communities to train health care practitioners and caregivers and forge the interprofessional teams necessary to prevent and efficiently manage complex and chronic conditions of older adults (GWEP),” said Nancy Lundbejerg, CEO of the American Geriatrics Society. “The American Geriatrics Society commends Congresswoman Schakowsky’s leadership in advancing quality care for older Americans. As our nation continues to face a severe shortage of both geriatrics healthcare providers and faculty with the expertise to train providers and caregivers, we must expand – not reduce – the number of educational and training opportunities in geriatrics and gerontology.”

“Each June, we unite to celebrate Pride Month and uplift the resilience, beauty, and courage of our incredible LGBTQIA+ community. As the Representative of the 9th Congressional District, a place known for its rich diversity, I have made it my mission to advocate for basic human rights, including LGBTQIA+ rights, access to health care, marriage equality, and so much more. No person should ever face discrimination because of their gender identity, expression, or sexual orientation. Everyone deserves to be valued, respected, and celebrated exactly as they are. 

“The last couple of months have not been easy, especially for those in the LGBTQIA+ community. I am enraged, saddened, and disgusted by President Donald Trump’s efforts to dismantle LGBTQIA+ rights. Not only has he declared that there should only be two sexes, but he has also banned trans people from serving in the military and has restricted gender-affirming health care for trans youth. Trump and his administration only seek to divide us. These attacks are fueled by hatred and are unacceptable. 

“As the proud grandmother of a young trans man and a 2015 inductee into the Chicago LGBT Hall of Fame, I am unwavering in my commitment to uplift and support the LGBTQIA+ community. Schakowsky Statement on the Situation In Israel and Iran

EVANSTON – Today, U.S. Representative Jan Schakowsky (IL-09), co-founder of the No War with Iran Caucus, issued the following statement regarding the escalation of conflict in the Middle East:

“The American people overwhelmingly do not want another war in the Middle East. Israel’s attack on Iran, Iran’s counterattacks against Israel, and this Administration’s continued diplomatic failures increase the risk of a broader regional war, putting thousands of U.S. troops, personnel, and civilians at risk. 

“When asked if the United States will join Israel’s bombardment of Iranian nuclear sites, just yesterday, President Donald Trump said, ‘I may do it. I may not do it. I mean, nobody knows what I’m going to do.’ This statement from our Commander-in-chief is not just alarming, it is reckless. Congress must stand united and reassert its Constitutional authority on matters of war. That is why I am cosponsoring a bipartisan War Powers Resolution to maintain that any U.S. military action against Iran must be authorized by Congress.

“I have always recognized the threat posed by Iran’s hardline regime to Israel, the United States and our allies. Iran should never be permitted to have a nuclear weapon. I strongly supported the Joint Comprehensive Plan of Action (JCPOA), and I helped lead the effort to ensure that it was implemented. This successful diplomatic agreement cut off every pathway to an Iranian nuclear weapon until Trump withdrew from it in 2018. Let me be clear, we would not be in this situation today were it not for Trump unilaterally breaking this agreement in his first term. 

“The U.S., alongside our allies, must do everything in our power to find an immediate diplomatic path to stop the fighting, prevent a larger war, and ensure Iran does not obtain a nuclear weapon. And this Administration must prioritize the safety of our troops, diplomatic personnel, and U.S. citizens in Israel and the region. Diplomacy, not military action, remains the answer.”

SCHNEIDER SLAMS HOUSE PASSAGE OF TRUMP’S BIG, BAD, UGLY BILL

Moolenaar: “Big Beautiful Bill is a Win for Michigan Families”

Today, Congressman John Moolenaar voted in favor of H.R. 1, the One Big Beautiful Bill Act. The legislation supports middle-class Michigan families by permanently extending the 2017 Tax Cuts and Jobs Act for individuals and joint filers. It also cuts income tax on tipped wages and overtime pay. Moolenaar’s NO GOTION policy is also included in the One Big Beautiful Bill Act. This policy prohibits companies affiliated with the Chinese Communist Party, and the subsidiaries of those companies, from qualifying for green energy production tax credits created by the Biden administration. The bill has now passed both chambers of Congress, and is headed to the President’s desk to be signed into law. 

“The One, Big, Beautiful Bill delivers on President Trump’s agenda, avoids a devastating tax hike on the middle-class and small businesses, and cuts taxes on tips and overtime,” said Moolenaar. “Through my NO GOTION policy, it also ensures the tax dollars of hardworking Michigan families do not go to companies like Gotion, which is undisputedly affiliated with the CCP. Gotion has spent the last three years misleading the public about its well-documented ties to the CCP, including its reliance on forced labor in China in its supply chain. Michiganders can now be confident their taxes will not be raised at the end of the year, and that their tax dollars will not be used to pad the bottom line of Chinese companies. The One Big Beautiful Bill is a win for Michigan families.”  

Moolenaar’s NO GOTION policy prohibits foreign entities of concern from claiming green energy production tax credits implemented by the Biden administration in the “Inflation Reduction Act.” Gotion is a “wholly owned and controlled” subsidiary of Gotion High-Tech, a Chinese-based battery company. In an amended Foreign Agents Registration Act filing, Gotion admitted it is subsidized by the Chinese government. 

The One Big Beautiful Bill extends the 2017 Tax Cuts and Jobs Act permanently, avoiding a 25% tax hike on Michigan families, saving an average of over $1,300 every year. It also provides additional tax relief for middle-class families, cutting federal income tax on tipped wages, overtime pay, and interest on loans for American-made cars.

This bipartisan bill codifies Rule 163B under the Securities Act by allowing an issuer to communicate with potential investors to determine interest in a securities offering, either before or after the filing of a registration statement (i.e. test the waters).
