Rep. Underwood Slams Donald Trump and House Republicans for Exploding the Cost of Health Coverage

WASHINGTON – This Friday, the Wall Street Journal reported that Blue Cross & Blue Shield of Illinois is seeking to raise the cost of health coverage premiums by 27 percent next year, in response to the December 31, 2025 expiration of premium tax credits for people who purchase their own health care on the ACA marketplaces. KFF reports similar increases in states across the country, with premiums increasing between 8-24%.

The Congressional Budget Office estimates that 4.2 million Americans will lose their coverage as a direct result of these cost increases. Americans can expect to see notifications from their coverage providers informing them about increased costs this Fall.

These popular tax credits have put affordable health care within reach for a record-breaking number of American families, and come from Rep. Underwood’s legislation, the Health Care Affordability Act. On Wednesday, Underwood slammed Trump and House Republicans for refusing to extend them, leading to these soaring costs, and stripping millions of American from their coverage:

“The cost of health care coverage for working families is about to explode as a direct result of Republicans’ refusal to extend these popular tax credits,” Underwood said. “In just a few months, millions of Americans will be notified that the cost of their coverage has skyrocketed and is no longer affordable. They will go without care, people will die, and the record-breaking gains we have made in getting more Americans affordable health care will be wiped away. Republicans’ refusal to extend these savings is cruel and the consequences will be devastating.”

The Health Care Affordability Act

Underwood’s legislation has made popular tax credits for people who purchase their health coverage through the Affordable Care Act marketplaces more generous and available to more Americans. As a result, families of four with Marketplace plans are saving an average of $2,400 on their annual health care premiums.

The cost savings have led to a record-breaking and historic expansion of health care coverage. Over 24 million people signed up for health care through the Affordable Care Act this year, including 3.2 million new people – a historic gain in coverage. And four in five Americans have found health coverage for $10 or less per month.

Congressman Aderholt Secures $3.9M in Funding and Helps Break Ground on New Norris Public Library in Russellville

Russellville, AL – Congressman Robert Aderholt (AL‑04) today attended the ceremonial groundbreaking for a new library and multipurpose community center in Russellville after successfully securing $3,892,000 in federal funding for the project through the Community Project Funding initiative. The facility is slated to become a centerpiece of community life and access in this rural area.

During a specially called city council meeting held on site, the Russellville City Council unanimously voted to name the facility the Norris Public Library, honoring the Norris family for donating the land for the project. The Council also passed a resolution recognizing Congressman Aderholt for delivering the federal investment. Mayor David Grissom presented Aderholt with the Key to the City in appreciation of his continued support for Russellville and rural Alabama.

“This facility represents an investment in literacy, connectivity, and community for Russellville,” said Congressman Aderholt. “I’m honored to have helped secure the resources our community needs—a public library, broadband access, and space for gathering—so families here can thrive.”

Mayor Grissom added: “We are deeply grateful to the Norris family for their land gift and to Congressman Aderholt for securing the full funding we need. The Norris Public Library will be a gateway to opportunities for generations to come.”

The funding will finance construction of a new library and multipurpose community center on the land donated behind City Hall. The facility will provide broadband internet, educational programs, meeting space, and public access to literature and technology—services the current downtown site cannot accommodate.

Overwhelming Response Prompts Venue Change for Shoals Area Vietnam Veteran Pinning Ceremony

On the Road to Permitting Reform

A headlining theme for the 119th Congress has been tied to unleashing American energy dominance. So far, House Republicans have secured several wins as we press onward toward unleashing our nation’s energy potential, but we aren’t done yet. As the Chairman of the House Natural Resources Committee, and as a Representative from Arkansas – a state with an abundance of natural resources and energy potential – it is no question that American energy dominance is a major driver for the committee this Congress. Unfortunately, our energy potential is being cut off at the knees by senseless, bureaucratic red tape baked into our permitting process.

The current federal permitting process hamstrings every corner of American life, shackling our nation’s infrastructure and energy sectors by causing extreme and unnecessary delays which keep these vital industries from pushing much-needed projects across the finish line. The National Environmental Policy Act, or NEPA, is a leading cause of these delays. NEPA is a procedural statute from 1970 which established parameters at the federal level for assessing and publicly disclosing the environmental impact a project may have on its surrounding communities. 

Make no mistake, the NEPA process is certainly well-intended, and environmental factors and assessments are undoubtedly important to heed while in the early stages of a project. However, NEPA requirements apply to all major federal actions and nearly all areas of our daily lives such as the construction of roads, bridges, highways, ports, irrigation systems, transmission lines, conventional and renewable energy projects, broadband, and water infrastructure. Oftentimes, the NEPA process can push back project timelines by nearly half a decade – keeping communities from receiving critical updates that are so desperately needed. Additionally, once projects are through the NEPA process, they are often met with litigation under the statute that delays projects, on average, for another four years. 

To put this into perspective for Arkansas, our state is proudly home to much of the McLellan-Kerr Arkansas River Navigation System (MKARNS), a navigation channel spanning 445 miles which connects Oklahoma to the Mississippi River. This waterway is supported by eighteen locks and dams, making large-scale navigation safe and efficient for commercial and recreational vessels. The commercial navigation capability provided by the locks and dams allows over 12 million tons of cargo to flow through the state, providing over 40,000 Arkansans with jobs and adding a sales impact of $5.5 billion. Under the current permitting process, the infrastructure necessary for this waterway – which contributes in astounding ways to our state’s economy – would cost hundreds of millions of dollars and take years, if not decades, to complete.

For this reason alone, a cumbersome permitting process is simply not an option when it comes to investing in our state’s potential. This week, the House Natural Resources Committee held a hearing to discuss the NEPA process and how Congress can act to provide developers and federal agencies with certainty through reforming this outdated process. By streamlining our cumbersome permitting process, we can ensure that vital projects necessary not only for America’s infrastructure, but the future of our nation’s energy potential, can move forward in a quick and responsible manner.

The event featured SLC alumni, former staff members of Thompson’s, and former interns of Thompson’s to connect young leaders in our community. 

“When I founded my Student Leadership Council in 2018, I hoped it would serve as a resource to train and connect our next generation of leaders. Now, the SLC has over 200 alumni and I continue to be inspired by the ambition and passion of these young adults,” said Rep. Thompson. “Our next generation is facing complex problems, from solving the climate crisis to protecting our democracy, and our SLC alumni are at the forefront of this important work. I was glad to host a reunion event to connect our alumni and to continue my partnership with our young leaders on the issues that matter most to our community.”

THOMPSON, HOSPITAL ADMINISTRATORS, CLINICIANS, DOCTORS, PATIENTS WARN OF DEVASTATING HEALTH IMPACTS TO COMMUNITY

CONGRESSIONAL REPUBLICANS’ NEW LAW SLASHES HEALTH CARE FOR 15 MILLION, THREATENS SERVICES FOR ALL

Napa, CA – Today, Rep. Mike Thompson (CA-04) and the Napa Solano Medical Society held a roundtable discussion at Providence Queen of the Valley Medical Center with patients, providers, clinicians and hospital administrators to discuss how residents of Napa and surrounding areas will be impacted by the President and Congressional Republicans’ newly enacted H.R. 1, which cut health care coverage for 15 million Americans. Reporting shows that these deep cuts to Medi-Cal put local hospitals and clinics at risk of reducing services or shutting down altogether. 

“Every single Californian should be concerned by this law. One in three Californians rely on Medi-Cal, which means one-third of health care in California is paid for through Medi-Cal. At best, without this funding, hospitals will be forced to cut back on services, fire specialists, and reduce staff. At worst, hospitals will shut down altogether. Even if you have private insurance or all the money in the world to pay for care, if your nearest hospital has been forced to reduce its services or shut down, you won’t get the treatment you need,” said Thompson

“If that weren’t enough, this administration has just capped student loan borrowing for medical students and slashed biomedical research funding. This means fewer new doctors, fewer new treatments for diseases, and tighter margins for providers. This is a race to the bottom — and our community is paying the price.” 

On July 4, the president signed into law H.R. 1, legislation that cuts health care coverage for 15 million Americans across the United States. 

In addition, the bill cuts funding to hospitals by limiting the payments that state Medicaid programs can make to hospitals, long-term care providers, and many other cash-strapped providers so they can stay in business and provide the services residents need. The bill also cuts off a state’s ability to generate the funds they need to support their Medicaid programs—including payments to struggling hospitals—through a provider tax. 

Local advocacy groups like Napa-Solano Medical Society, and local hospitals like Providence Queen of the Valley Medical Center, warn that these effects will be drastic and devastating.  

“These are our farmworkers, our children, our neighbors with chronic illness, our seniors in long-term care, and our patients with mental health and substance use needs,” said Dr. Richard Chou, President of the Napa Solano Medical Society, and a US Armed Services Veteran. “In Napa and Solano counties combined, we have tens of thousands of residents who rely on Medi-Cal for their health care. Because of this law, we estimate that 15 to 25 percent of those residents could lose their coverage or access to services. That’s tens of thousands of people, in just these two counties, losing access to the care they depend on.”

MATSUI, SEEC COLLEAGUES SLAM EPA EMBRACE OF EXTREME CLIMATE DENIALISM

WASHINGTON, D.C. – The leaders of the House Sustainable Energy and Environment Coalition (SEEC), including Co-Chairs Reps. Doris Matsui (CA-07), Mike Quigley (IL-05), and Paul Tonko (NY-20) and Vice Chairs Reps. Don Beyer (VA-08), Suzanne Bonamici (OR-01), Sean Casten (IL-06), Mike Levin (CA-49), and Chellie Pingree (ME-01), released the following statement in response to Environmental Protection Agency (EPA) Administrator Lee Zeldin’s formal decision to repeal the landmark Endangerment Finding and gut life-saving pollution standards for motor vehicles. Previously, SEEC sent a letter in February condemning Administrator Zeldin’s reported recommendation to strike down EPA’s Endangerment Finding. 

“EPA Administrator Zeldin’s decision today to overturn the landmark Endangerment Finding represents a disturbing new level of extreme science denial by the very agency entrusted to protect the American public from pollution. The scientific consensus is overwhelming and has been well-established for decades—greenhouse gas pollution from cars, power plants, and factories is causing climate change and climate change is endangering our public health and welfare. This is not theoretical. We can see it with our very own eyes. Whether it’s the catastrophic flash floods in Texas, wildfires that demolished Californian communities, or the scorching heat dome currently enveloping half of the U.S., it is no longer a question whether climate change endangers our lives. Climate change is already wreaking havoc across America. By ignoring the overwhelming scientific consensus, contradicting the clear statutory language in the Clean Air Act, and overriding repeated Supreme Court rulings, EPA has revealed today just how far it will go to be every polluter’s ally. 

“This is no empty threat. EPA is already using this absurd climate denialism to justify repealing life-saving vehicle pollution standards that have delivered clean air to communities across America. These standards would have saved thousands of lives and thousands of dollars per vehicle in fuel, maintenance, and repair costs, while paving the way for a globally competitive American vehicle market. As international markets rapidly transition away from polluting fossil fuels to cleaner, cheaper, and more reliable technologies, the Trump Administration is choosing to deprive America of the greatest economic opportunity of the 21st century. 

“With each Republican rollback of common-sense pollution protections, our children will pay the price when they do not have a safe and healthy future. Is it not enough that we’ve lost at least 500 Americans in the past year to extreme weather events; that today 288 million people in the United States are currently living under an extreme weather alert; or that climate-fueled disasters in just the past year have already cost the American economy $182 billion dollars

“The real question is: how many more American lives do we have to lose before Republicans stand up to their big polluter friends and acknowledge that climate change is a real and deadly problem for the American people?”

Rep. Panetta, Local Education Leaders Rally Against Trump Administration’s Education Cuts

Seaside, CA – U.S. Representative Jimmy Panetta (CA-19) held a press conference with local education leaders to highlight the recent reversal of the Trump Administration’s reckless education funding freeze and the continued threat posed by the Administration’s proposed FY 2026 budget.  The event took place at the Helen Rucker Learning Center at Seaside High School, where speakers emphasized both the impact of the freeze and the urgent need to protect future federal education investments.

On July 1, the Administration abruptly froze nearly $7 billion in already-appropriated federal education funding, including support for English learners, migrant students, teacher development, afterschool programs, and adult education.  The decision left local schools scrambling. Monterey County alone saw over $25 million frozen, forcing the issuance of layoff warnings to dozens of program staff.  Santa Cruz County lost over $10 million.

After weeks of legal challenges, bipartisan pressure, and vocal demands from lawmakers including Rep. Panetta, the Administration relented and began releasing the funds.  But education leaders warned that the victory is fragile, with next year’s proposed federal budget seeking to slash education funding by 15% and eliminate key programs entirely.  The President’s FY 2026 budget proposal would reduce Department of Education funding by $12 billion, consolidate 18 grant programs into one underfunded block grant, and eliminate the Office of Migrant Education altogether.

“The Administration’s reckless freeze on nearly $7 billion in education funding created chaos for our schools, blindsided administrators, and put essential programs at risk,” said Rep. Panetta. “We pushed back through coordinated pressure, legal action, and public outcry, and the Administration decided to release the funding.  But with next year’s budget threatening even deeper cuts, we must continue to push back to protect our students, support our teachers, and strengthen our community.”

“We are cautiously relieved that the Trump Administration has agreed to release federal education funding, including $25.9 million for Monterey County,” said Dr. Daneen Guss, Monterey County Superintendent of Schools.  “However, concerns remain about potential policy guardrails, which are unclear.  We are especially hopeful that it includes full funding support for our migrant education programs.  Moving forward, we must continue to advocate for essential education funding in the 2026 federal budget and beyond, especially for our most vulnerable students.  We are deeply grateful to Congressman Panetta and to the educators, parents, and community members who spoke out against the reckless withholding of these funds. I urge the public to continue raising their voices to keep federal education funding intact without eliminating vital programs. 

“As a former English learner who attended public schools on the Central Coast, I know firsthand the impact of the very programs now under threat,” said Abel Sanchez, President of the Santa Cruz County Board of Education.  “I would not be where I am today without the support of federally funded education programs designed for students with the greatest needs.  We owe it to every student, every teacher, and every family we serve to protect these essential school resources from this administration’s ongoing assault on public education.”

In Congress, Rep. Rep. Jimmy Panetta’s Statement on the Dire Humanitarian Situation in Gaza

Monterey, CA – United States Representative Jimmy Panetta (CA-19) issued the following statement in response to dire humanitarian situation in Gaza:

“The humanitarian situation in the ongoing war zone in Gaza is dire and devastating. Hamas has the power to end this chaos. Instead, it rejected the latest ceasefire offer from Israel as Hamas would rather hold onto hostages than feed the children of Gaza. Israel is right to defend itself and deny Hamas a role in the governance of Gaza. However, that means that Israel has the responsibility to alleviate the catastrophe facing the civilian population and provide humanitarian relief in Gaza. 

“The aid distribution by the Gaza Humanitarian Foundation (GHF) has been uncoordinated, dangerous, and deadly. On Thursday, I had a personal call with the Israeli Ambassador to the United States to discuss the unconscionable humanitarian situation in Gaza. As of Sunday, Israel opened additional aid corridors and conducted numerous air drops of humanitarian aid into the area. However, Israel, the international community, and President Trump must do more to collaborate and ensure a massive surge of humanitarian relief to Gaza immediately. Israel already has facilitated the entry of over 1.8 million tons of aid and over 96,000 trucks into Gaza, while Hamas continues to hold hostages, extort the aid system, and refuse ceasefire deals to stay in power. Israel has agreed to the latest ceasefire proposal, but Hamas has rejected it to stay in power. Hamas must accept a ceasefire and release the hostages to end this travesty and for there to be peace.”

Rep. Jimmy Panetta Conducts Oversight Visit to California’s Largest ICE Detention Facility as Administration Ramps Up Detention Spending

Monterey, CA – United States Representative Jimmy Panetta (CA-19) conducted a congressional oversight visit to the Adelanto Immigration and Customs Enforcement (ICE) Processing Center, California’s largest immigration detention facility, to examine conditions and ensure that detainees are being treated humanely and afforded due process.  This visit marks Rep. Panetta’s seventh trip to an immigration or border facility during his time in Congress.

The oversight visit comes as the Administration begins implementing a $170 billion expansion of immigration enforcement, including $45 billion for ICE detention. This federal funding, passed through President Donald Trump’s partisan reconciliation law, is set to more than double current ICE detention capacity. The Administration has also announced plans to deploy members of the National Guard to detention sites across the country, including Adelanto.

“As a Member of Congress, it’s not enough to just to speak out, we have to show up when it comes to holding this Administration accountable through our oversight responsibilities,” said Rep. Panetta.  “I traveled to Adelanto to see firsthand the conditions at the largest immigration detention facility in California and ensure due process.  As the Administration expands its deportation policies to well beyond those with criminal records, more transparency and oversight are needed. That’s why I’ll continue to show up, press for answers, and ensure due process on behalf of California’s 19th Congressional District.”   

The facility, which is privately operated by the GEO Group, currently holds over 1,600 detainees. During his visit to Adelanto, Rep. Panetta conducted a two-hour walkthrough of the facility that included visits to a number of areas, including medical, mental health, pharmaceutical, kitchen, dining, recreation yards, general population units, cells, special housing unit, law library, lawyer meeting rooms, family visitation areas, five immigration courts rooms, and more.  Rep. Panetta also met with on-site ICE officials, facility managers, and legal advocates.  Rep. Panetta raised a number of questions about who is being detained, the length of their stay, their criminal history or lack thereof, location of arrest, how ICE ensures access to attorneys and family members, and more.  During the visit, Rep. Panetta also observed immigration court proceedings in the five on-site immigration court rooms and spoke with volunteer attorneys from the ACLU, to ensure due process for the detainees.  

Rep. Panetta will continue his oversight responsibilities with the Department of Homeland Security (DHS) and ICE and press this Administration for continued transparency.  Rep. Panetta remains committed to ensuring that those detained are provided the appropriate due process as well as continuing his legislative work to secure the border and fix our broken immigration system with commonsensical immigration reform.
