As President Trump Illegally Terminates Renewable Energy Initiative, Including $156 Million Investment in Missouri, Reps. Cleaver and Fletcher Lead Effort Demanding Administration Reverse Decision

Renewable energy investment would have provided solar projects to 900,000 households in disadvantaged communities, saving families $350 million every year on energy costs

(Washington, D.C.) – U.S. Representatives Emanuel Cleaver, II (D-MO) and Lizzie Fletcher (D-TX) led 100 of their Democratic colleagues in sending a letter to Environmental Protection Agency (EPA) Administrator Lee Zeldin, urging the Trump administration to restore the Inflation Reduction Act’s (IRA) Solar for All program. The Solar for All program is a $7 billion investment to help working families lower their electricity bills, strengthen local economies, and build a more resilient future. 

Missouri was designated to receive $156 million in federal funding to deliver solar and battery storage to thousands of low-income and working-class households across the Show Me State, saving families hundreds of dollars in energy costs annually.

“We write to express our strong opposition to the Environmental Protection Agency’s (EPA) termination of the Solar for All program and rescission of lawfully obligated funding,” the lawmakers wrote. “This action is a clear violation of the law and must be rectified immediately. 

“States and nonprofit grant recipients have already spent years applying for these grants and developing solar programs in alignment with the goals and guidelines set forth by the program,” the lawmakers wrote. “Grant recipients have already invested millions of dollars in workforce development and community partnerships.   EPA’s illegal termination of these grants is fostering economic uncertainty and sending a signal that the Federal government is an unreliable partner as we work to deliver real results for the American people.

“The American people will bear the brunt of EPA’s actions,” the lawmakers continued.  “Claims about saving taxpayer dollars ring false for the working families dealing with skyrocketing energy costs. Recission of these grants will rob families of energy savings, will result in job losses, and will halt the expected economic benefits communities were counting on.  These reckless actions will weaken our electric grid at a time when reliability and resilience are more critical than ever.”

On August 7, the Trump administration announced it would terminate the Solar for All program and take back federal funds that had already been awarded to grant recipients, including Missouri. The letter comes after several lawsuits were filed by states, non-profits, and local governments against the EPA over the cancellation of the Solar for All program.

Ways and Means Committee Republican Leaders Slam French Proposal to Impose Higher Discriminatory Digital Services Tax on U.S. Innovators

WASHINGTON, D.C. – As lawmakers in France are considering a proposal to increase its digital services tax (DST) from 3 percent to 15 percent and raise the applicable revenue threshold to levels that specifically target American innovators, Ways and Means Committee Chairman Jason Smith (MO-08), Subcommittee on Tax Chairman Mike Kelly (PA-16), and Subcommittee on Trade Chairman Adrian Smith (NE-03) issued the following statement:

“France’s proposed increase in its digital services tax would be an unwarranted attack on America’s digital companies and leave the U.S. Congress and the Trump Administration with little choice but to pursue aggressive retaliatory actions. Congressional Republicans have been consistently adamant that we will not abide France, or any country for that matter, imposing discriminatory taxes against American businesses. President Biden lacked the courage to use trade policies to defend America’s interest and gave away leverage by pausing Section 301 investigations that the Trump Administration began against DSTs around the world. President Trump has proven time and again that he will staunchly defend American workers, producers, and innovators against unfair trade practices and discriminatory tax regimes – with proven results.

“Should France move forward with raising its digital services tax five-fold to target American digital companies, the Ways and Means Committee will work with President Trump to respond in a manner consistent with the president’s America First trade policy. For example, when the OECD’s global tax scheme threatened to unfairly tax American businesses, Ways and Means Republicans did not hesitate to introduce and advance legislation through the U.S. House of Representatives to protect our nation’s interests overseas. We will defend American workers and businesses by making clear to all nations that it’s better to work with the U.S. than against us.”

BACKGROUND

Rep. Kelly has previously led efforts in Congress to oppose the Organization for Economic Co-operation and Development’s (OECD) global minimum tax, known as Pillar 2, what Rep. Kelly called a poorly negotiated by the Biden Administration. During a 2023 hearing, Kelly highlighted how the United States stands to lose over $120 billion in tax revenues under Pillar 2.

“The original idea of engaging in negotiations at the OECD was this: other countries could join the U.S. with their own global minimum taxes and we could stop the proliferation of (Digital Services Taxes). Unfortunately, that’s not what happened at all,” Rep. Kelly said in prepared remarks.

Major Labor Unions Urge Senate Democrats to Pass the Clean CR and End the Democrat Shutdown

WASHINGTON — A growing coalition of labor unions representing millions of American workers is calling on Senate Democrats to vote for the clean continuing resolution (CR) and end the Democrat Shutdown that has left federal employees unpaid, flights grounded, and commerce slowed across the country.

Even organizations that have traditionally supported Democrat candidates are now breaking ranks — urging immediate action to reopen the government and protect working families.

FEDERAL WORKERS UNION — 800,000 MEMBERS

American Federation of Government Employees (AFGE) — the largest union representing federal employees with a long history of supporting Democrat candidates including Kamala Harris — has publicly called for Congress to “pass a clean continuing resolution and end this shutdown today.”

AFGE National President Everett Kelley: “A strong America requires a functioning government — one that pays its bills, honors its commitments, and treats its workforce with respect by paying them on time. The path forward for Congress is clear: Reopen the government immediately under a clean continuing resolution that allows continued debate on larger issues.”

AFGE represents over 800,000 men and women serving the public every day — veterans, law enforcement officers, border agents, and civilian defense workers — who have now gone weeks without a paycheck because of the Democrat Shutdown.

PILOT UNIONS — 100,000 MEMBERS

The Coalition of Airline Pilots Associations (CAPA), the NetJets Association of Shared Aircraft Pilots (NJASAP), and the Allied Pilots Association (APA) each issued statements on October 23 calling on Congress to pass the clean CR to reopen the government. Their statements followed a similar endorsement the previous day from the Southwest Airlines Pilots Association (SWAPA).

Together, these organizations represent roughly 100,000 commercial airline pilots. Their call for action comes as the shutdown continues to strain air traffic staffing, delay inspections, and threaten safety operations nationwide.

TEAMSTERS UNION — 1.3 MILLION MEMBERS

The International Brotherhood of Teamsters, representing more than 1.3 million truck drivers and logistics workers, has also called on the Senate to immediately pass the clean CR and reopen the government.

Economists estimate the Democrat Shutdown is cutting 0.1 to 0.2 points off U.S. economic growth each week, driven by lost productivity and reduced consumer spending. That means slower shipments, rising costs, and mounting pressure on working families.

Huffman Joins 42 Democrats To Warn President Against Unlawful Deployment of Troops in American Cities

Washington, D.C. – Following reports that the Trump administration is considering invocation of the Insurrection Act to deploy active-duty military forces for domestic law enforcement, Rep. Jared Huffman (CA-02) joined 42 Democratic colleagues in calling on President Trump publicly to warn him against such unlawful action. After Trump’s ill-advised and overreaching deployment of National Guard in Los Angeles, Chicago, and Washington, D.C., Democrats are fighting back on behalf of American citizens and military personnel.

In a letter to Trump, the lawmakers issued a stark warning:

President Trump:

The Insurrection Act may only be invoked when a state requests federal assistance, when there is an active rebellion against the United States, or when inhabitants of a state are being deprived of constitutionally protected rights and the state is unable or unwilling to protect them. Threatening or preparing to use the military against the American people is both inappropriate and deeply irresponsible. “When we were negotiating the original USMCA, they were actually … dragging their feet and slow-walking it. And that’s when Canada came back to the table and said, ‘We want to be engaged.’ 

“We want to make sure that we have good free and fair trade opportunities. We want to make sure that we support America, American businesses, and help make sure that there’s not abuse by any country out there. And that’s what President Trump wants to stand for, is how do we support that? And members in Congress want to do that as well. [We] want to make sure that we help make sure that we support businesses in America, support workers, support families and consumers.”

On negotiating trade with Canada and the USMCA agreement:

“It really is. I mean, when you look at … this whole process that Canada has followed in terms of … dragging their feet on things … I mean, there’s been ongoing disputes with Canada on things like dairy and lumber and hardwood … That was part of the whole process of USMCA was to make sure that when those disputes arose, there was an opportunity to address them and work through that. And we still have some ongoing things that we need to work through. 

“That’s kind of one of the reasons why when USMCA was set up, there’s a checkpoint next year to actually see what’s working and what’s not working. So, as we move forward, that’s going to be one of those issues: how do we make sure that the United States, Mexico, and Canada [are] all working on making sure that we have free and fair trade that’s good for all three countries?”

On the ongoing Democrat-induced government shutdown:

“We’re now seeing, starting last week, federal employees, whether you’re military or whether you’re civilian employees, paychecks have run out of money, in terms of that. And so people are starting to be affected by that. 

“It’s really sad because when we passed this continuing resolution to November21, it was really just to allow time to actually do the Fiscal [Year] 2026 appropriations [bills] for the entire budget for the federal government. And, you know, this is something that actually Democrats voted on 13 times basically when President Biden was in office as recently as this past March. 

“And so it was kind of one of these things, there’s not gimmicks in it but they’ve been playing games around it. Actually, Senator Schumer said that … every day gets better for them through that process. The Democrat Whip in the House, Katherine Clark, she went out and said, ‘We know families are hurting through this but this is a leverage point’ for them. I just think that’s the wrong way for American leadership to actually punish American families going through these.”

Norcross, Warren Press Pentagon on Refusal to Provide Justification for Cuts to Independent Weapons Testing Office

WASHINGTON, DC?— Following the Pentagon’s refusal to explain massive cuts to the Director of Operational Test and Evaluation (DOT&E), the independent military weapons testing office, and the Pentagon’s decision to remove even more weapons programs from DOT&E’s oversight list, Representative Donald Norcross (D-N.J.) and U.S. Senator Elizabeth Warren (D-Mass.), members of the House and Senate Armed Services committees, wrote to Secretary of Defense Pete Hegseth to press for more information and urge the Department of Defense (DoD) to reverse its cuts and restore oversight to the nearly 100 programs cut from the DOT&E oversight list.

“We remain concerned these reckless decisions undermine readiness and will result in substantial waste of taxpayer dollars while putting servicemembers’ lives at risk,” said the lawmakers.

In June, Senator Warren raised concerns about Secretary Hegseth’s decision to cut DOT&E’s budget by nearly 80% and its staff by about 74%.

“The cuts and reductions to this office created fears that…they would cut so deep the office would no longer be able to even meet its basic statutory functions,” the lawmakers said.

In August, the Pentagon responded to Senator Warren, saying the cuts were based on a “comprehensive internal review,” but failed to provide any study or analysis to justify the cuts or any cost savings associated with the move.

The Pentagon also responded with a list of the office’s “current oversight” list, listing 251 programs on the list. But two days later, the DOT&E’s quietly updated its website and eliminated 94 programs, a 37% reduction that cuts testing for at least $74.5 billion of weapons systems, while backdating the list to late July. The lawmakers said the move raises concerns that the Pentagon was “purposely inaccurate” in its response to Congress.

DOT&E plays an important role in helping the military complete vigorous testing for safety, survivability, and suitability for programs like the Future Long Range Assault Aircraft (FLRAA) program, which would phase in the UH-60 Black Hawk utility helicopter fleet. The program was cut from DOT&E’s oversight list in the purge, even though the Army is attempting to accelerate the fleet’s implementation.

Other top DoD priorities that have been inexplicably removed from DOT&E’s oversight list are the Enterprise Space-Based Missile Warning and Proliferated Warfighter Space Architecture, which could enable the Golden Dome architecture.

“If homeland missile defense is truly a top priority for the Department, rigorous testing and oversight is vital to ensure the systems are integrated and that funding is not being wasted on systems that do not tie into the broader architecture,” said the lawmakers.

“The decision to further purge the DOT&E office by cutting nearly 100 programs from its oversight list jeopardizes military readiness, puts the safety of our servicemembers at risk, and increases the risk of waste and abuse of hundreds of billions of taxpayer dollars. We ask that you reverse these cuts,” concluded Representative Norcross and Senator Warren.

The lawmakers asked the Defense Department to provide, by October 30, 2025, answers to their questions, including the Pentagon’s plan for ensuring that taxpayer funds are not wasted due to deficiencies in programs removed from the oversight list, a justification for each program removed from DOT&E’s oversight list, and whether the Department consulted with the defense industry on which programs to cut from the list.

Pressley Joins Hayes, Craig, 211 House Democrats Urging USDA to Take Immediate Action to Fund SNAP

WASHINGTON, DC – Today, Congresswoman Ayanna Pressley (MA-07) joinedCongresswoman Jahana Hayes (CT-05), Ranking Member of the Subcommittee on Nutrition and Foreign Agriculture, Congresswoman Angie Craig, Ranking Member of the House Committee on Agriculture, and 211 House Democrats on a letter to U.S. Department of Agriculture Secretary Brooke Rollins to urge the agency to use contingency reserve dollars to fund the Supplemental Nutrition Assistance Program (SNAP) during the government shutdown. With no resolution to a bipartisan path forward to reopen the government, SNAP funding is set to lapse on November 1st, putting 42 million children and families at risk of experiencing hunger.

There is enough in the SNAP contingency reserve to cover nearly two-thirds of the amount needed for a full month of benefits. As such, the Members also advocate for the agency to use statutory transfer authority or any other legal means to supplement shortfalls the contingency reserve cannot cover.

“Now more than ever, millions of families across the country depend upon the Supplemental Nutrition Assistance Program (SNAP) to make ends meet. For far too many veterans, seniors, and children, SNAP benefits are the difference between having food or not,” wrote the lawmakers. “Now, due to the government shutdown, they are facing crippling levels of uncertainty about whether they will be able to afford food next month. A potential lapse in benefits would be felt by Americans of all ages and affect every corner and congressional district in the country.”

“We urge USDA to use these funds for November SNAP benefits and issue clear guidance to states on how to navigate benefit issuance,” the lawmakers continued. “Additionally, while the contingency reserve will not cover November benefits in full, we urge USDA to use its statutory transfer authority or any other legal authority at its disposal to supplement these dollars and fully fund November benefits. There are clear steps the administration can and must take immediately to ensure that millions of families across the country can put food on their table in November. Choosing not to ensure SNAP benefits reach those in need this November would be a gross dereliction of your responsibilities to the American people.”

Rep. Frankel Requests Briefing from Secret Service on New Year-Round Flight Restrictions

Today, Representative Lois Frankel (FL-22) announced that she has requested a briefing from the United States Secret Service on newly implemented year-round flight restrictions established for presidential safety concerns and to discuss ways to lessen their impact on local residents and travelers.

Under these new restrictions, aircraft taking off and landing at Palm Beach International Airport must now use only one direction, rather than the previous “scatter” approach that distributed flights along multiple paths. This change exposes neighborhoods north of the airport to increased noise and air pollution and may cause more frequent flight delays.

“I hope we can find solutions that are compatible with the safety of the President, neighborhood quality of life, and traveler efficiency,” said Rep. Frankel. “That’s why I’ve requested a detailed briefing from the Secret Service to better understand these new restrictions and explore practical alternatives.”

The Secret Service has informed Rep. Frankel that the briefing will be scheduled once the federal government shutdown has concluded. She will share updates with the community as soon as the meeting takes place.
