The Center for Effective Lawmaking Highlights Rep. Castro for His Continued Legislative Success 

WASHINGTON, D.C. — Today, Congressman Joaquin Castro (TX-20) was recognized by the Center for Effective Lawmaking as the most effective Democratic House member in the 118th Congress. The Congressman introduced over 30 bills and bipartisan amendments in the 118th Congress and worked effectively behind the scenes to move his proposals through the legislative process. Despite being a member of the minority party, Congressman Castro has prioritized bipartisan relationships and ingenuity–striking compromises to insert his bill language in other legislative vehicles – when standalone bills would not pass in a fractured Congress.

“At the top of the list, we see Rep. Joaquin Castro of Texas, who introduced 30 bills into the 118th Congress. Similar to the experiences of Rep. Don Bacon, the scope of Rep. Castro’s success in navigating the lawmaking process seems quite limited at first glance, given that only one of his sponsored bills (the Providing Appropriate Recognition and Treatment Needed to Enhance Relations with ASEAN Act) passed the House, and none of his sponsored bills became law as standalone measures. 

A deeper consideration of his legislative agenda, however, illustrates the ways in which Rep. Castro, similar to Rep. Bacon, was able to work behind the scenes to move his proposals through the lawmaking process, such that a substantial portion of the language in ten of his sponsored bills were ultimately incorporated into other vehicles that became law. Examples of these bills include the Internet at Hardship Posts Act, the U.S.-ASEAN Center Act, the Intelligence Community Joint Duty Improvements Act, and the Southeast Asia Partnership Expansion Act, all of which were incorporated (in large part) into the National Defense Authorization Act for Fiscal Year 2024. Taken together, Rep. Castro’s Legislative Effectiveness Score places him as the sixth overall in the House, despite being a member of the minority party. His approach of working behind the scenes – to strike compromises and insert his bill language in other legislative vehicles – shows further opportunities for minority-party lawmakers to succeed in Congress.”


Reps. Castro, Jayapal, Raskin, Scanlon Demand Answers Over Detention and Attempted Deportation of Mahmoud Khalil

WASHINGTON — Today, Representative Joaquin Castro (TX-20), a member of the House Foreign Affairs Committee, Rep. Pramila Jayapal (WA-07), Ranking Member of the Immigration Integrity, Security, and Enforcement Subcommittee, Rep. Jamie Raskin (MD-08), Ranking Member of the House Judiciary Committee, and Rep. Mary Gay Scanlon (PA-05), Ranking Member of the Constitution and Limited Government Subcommittee, are leading 103 Members of Congress in demanding answers from Department of Homeland Security Secretary Kristi Noem and Department of State Secretary Marco Rubio regarding the detention of Mahmoud Khalil and stripping of his Green Card.

Khalil, a lawful permanent resident of the United States, was arrested and detained, and the administration has attempted to revoke his Green Card under an obscure statute in the Immigration and Nationality Act.

“The Administration does not allege that Mr. Khalil has committed any crime nor that he has ever been charged with a crime,” wrote the Members. “And the Administration has failed to provide any explanation of what deleterious foreign policy consequences Mr. Khalil has caused by exercising his free speech rights. […] This maneuver evokes the Alien and Sedition Acts and McCarthyism. It is the playbook of authoritarians, not of elected officials in a democratic society who claim to be champions of free speech.”

This arrest comes as Trump has said Khalil’s attempted removal would be “first of many,” with dozens of universities and colleges across the country having received threats from the Department of Education if they protect non-citizen students who have engaged in protest.

“While there may be disagreement with Mr. Khalil’s speech, it is his Constitutional right in our democracy to express his political views. That is why every American should be outraged by this brazen attempt to use the power of the United States government to silence and punish people who do not agree with the sitting President,” continued the Members

Judge Jesse Furman issued an order temporarily preventing the government from removing Mr. Khalil while he considers the legality of the arrest and detention. 

The Members are requesting a response from Noem and Rubio by March 27th, 2025.

Reps. Castro, Tran Lead 40+ Democrats Demanding Immediate Action to Reverse Mass Firings of Veterans, Military Spouses

WASHINGTON This week, Congressman Joaquin Castro (TX-20) and Congressman Derek Tran (CA-45) led 41 of their colleagues to demand that the Trump administration halt the mass firings of veterans and military spouses from federal agencies and reverse previous terminations. In a letter sent yesterday, lawmakers expressed outrage at the administration’s callous disregard for military families and instructed the Office of Personnel Management to provide comprehensive data on the specific number of veterans and military spouses affected by the administration’s illegal mass layoffs.

This letter comes after reports that the Trump administration is planning to cut over 80,000 jobs from the Department of Veterans Affairs – eliminating key positions that were created to assist with implementation of the 2022 Honoring Our PACT Act.

“The federal government bears a fundamental responsibility to provide stable, meaningful career paths for these high priority groups — a responsibility that stems from both our national security interests and our obligations to military families. We urge the Trump Administration to reverse the mass firings of veterans and military families and halt further job cuts to protect those who have dedicated their lives to serving our country,” the lawmakers wrote.

“Recent mass terminations not only violate our commitment to those who served, they actively undermine the strength and quality of our federal workforce. Veterans and military spouses bring invaluable leadership experience, diverse perspectives, and proven dedication to public service that enhances government performance at every level. Additionally, federal employment has been essential to addressing veteran unemployment levels and the economic instability that affects military families. The Administration’s indiscriminate firing of probationary employees threatens to reverse decades of progress in building a strong and capable federal workforce. We are alarmed by the Administration’s sweeping termination of probationary employees conducted without transparency or concern about its impact on veterans and military spouses. These widespread dismissals send a clear message to thousands of veterans and military spouses: the government they defended now views them as disposable,” the lawmakers continued.

Congressman Castro Slams Trump-Musk Plan to Sabotage PACT Act Implementation with Mass Firings at the Department of Veterans Affairs

WASHINGTON Today, Congressman Joaquin Castro (TX-20) released the following statement in response to reports that President Trump and Elon Musk plan to fire more than 80,000 employees who work at the Department of Veterans Affairs, including tens of thousands of employees who were hired in recent years to support implementation of the 2022 Honoring Our PACT Act:

“San Antonio is home to more than 90,000 veterans who risked everything to serve our country. I challenge Trump and Elon Musk to come to San Antonio and explain why tax cuts for billionaires matter more than their lives. Trump’s plan to fire tens of thousands of VA employees is illegal, and I will not support a budget that makes harmful cuts to VA programs or services.

“Three years ago, sick and dying veterans had to come to Washington to shame Republican senators into passing the PACT Act. If Trump’s plan moves forward, VA employees who were hired to help veterans with their PACT Act benefits will be thrown to the curb. People will suffer because Republican lawmakers are too scared to stand up to Trump’s attacks on our veterans.”

 


Congressman Castro, 150+ Democrats Fight Back Against Trump-Musk Plan to Gut Social Security Workforce

WASHINGTON — On Monday, Congressman Joaquin Castro (TX-20) and more than 150 House Democrats sent an urgent demand to the acting head of the Social Security Administration (SSA), pushing to halt a Trump-Musk plan that would gut the Social Security workforce and threaten benefits for millions of American seniors.

Multiple reports have indicated that the Trump administration is advancing plans to close Social Security field offices and significantly cut the SSA workforce. In San Antonio, more than 115,178 Social Security recipients including retirees, spouses, children, disabled workers, and children would be negatively affected.  

“Shuttering field offices and gutting SSA staffing has nothing to do with ‘governmental efficiency,’” wrote the members. “As you know, SSA already operates with a customer service budget of under one percent of benefit payments. Staffing is at a 50-year low, despite serving a record number of beneficiaries. Years of understaffing and lack of resources have led to a customer service crisis at SSA. Closing the very field and hearing offices that beneficiaries rely on and gutting staff would only deepen the crisis, chaos, and confusion,” the members wrote.

“We stand with the 70 million Americans who rely on Social Security to make ends meet, and the civil servants who work tirelessly to ensure beneficiaries receive their payments in full and on time every month. We have a clear message: devastating SSA’s ability to deliver benefits to the public is a de facto benefit cut. We urge you to halt any plans for laying off SSA employees and shuttering field or hearing offices,” the members concluded.

Sherrill Leads NJ Democratic House Delegation in Standing up for Local Journalism and Workers

The lawmakers also urged Gannett to end all unfair, retaliatory labor practices that undermine workers’ lawful collective bargaining rights.

Our constituents rely on local, independent journalism to stay informed on key issues, gain transparent access to the workings of our political and economic systems, and hold those in power accountable for their actions. Journalists play a critical role in protecting American democracy and safeguarding our core freedoms and values. However, in New Jersey and nationwide, local newspapers have been decimated over the past decade and have seen their staffing levels dramatically cut. Many journalists today work long hours for low pay and minimal benefits, all the while putting themselves in harm’s way to serve our communities. We believe that they deserve to earn a living wage that can support their family in a high-cost state like New Jersey, and that the future of high-quality journalism throughout the nation relies on good-paying jobs existing in the industry.

Furthermore, we know that collective bargaining rights and fair negotiations between workers and employers are critical to boosting wages, benefits, and job security for working families. It is critical that workers be able to exercise their legally protected organizing and bargaining rights without interference, and we are committed to ensuring that journalists have access to these protections in New Jersey.

With this in mind, we are greatly alarmed and disappointed that Gannett – after more than three years of negotiations with workers at several of your local New Jersey newspapers, including the Bergen Record, Daily Record, and NJ Herald – continues to delay progress in negotiations and hasn’t put forward a good faith contract offer, as required by the National Labor Relations Act, that provides good wages and job certainty to your employees in New Jersey. We are furthermore very concerned that Gannett remains the subject of multiple unfair labor practice complaints currently being heard by the National Labor Relations Board. These include allegations relating to overall bad faith bargaining on contracts, discriminating against bargaining unit employees regarding the terms and conditions of employment, refusing to bargain, and engaging in surface level bargaining.

Given this, we write today to urge you to bargain in good faith, in accordance with Section 8 of the NLRA, with your employees represented by the NewsGuild – Communications Workers of America and to settle contracts as quickly as possible that provide fair wages, benefits, and job security to your employees in New Jersey. We were pleased to see that tentative contract agreements that increase journalists’ pay and job protections were reached between Gannett and workers at three New Jersey publications last week – the Asbury Park Press, Home News Tribune, and Courier News. It is our hope that similar good-faith agreements can now be reached with your employees at the Bergen Record, Daily Record, and NJ Herald, and we urge both parties to work in good faith at your next bargaining session to reach a contract agreement as soon as possible.

We also urge you to immediately address the unfair labor practice complaints that are currently being heard by the NLRB under Section 158 of the NLRA and to cease any actions that unilaterally change your employees’ conditions of employment or discriminate against employees who are members of the bargaining unit.

We greatly appreciate the important role that your newspapers and publications play in providing accessible information and hard-hitting investigative journalism to our constituents in New Jersey. Local, independent journalism is essential to protecting American democracy and the rights of citizens. However, we believe that large job cuts and stagnant wages will endanger this critical function. It is essential that both parties return to the negotiating table and immediately work in good faith towards a contract that provides good wages, benefits, and job certainty to your employees. We look forward to staying engaged on this issue as bargaining continues, and will continue to stand with local journalists throughout New Jersey.

WASHINGTON, DC — Today, Representative Mikie Sherrill (NJ-11) reintroduced the Donut Dollies Congressional Gold Medal Act to honor a group of women who risked their lives supporting troops on the frontlines in Vietnam. The Donut Dollies were a group of 627 women who traveled millions of miles across Vietnam to boost morale and provide emotional support to American troops — this bill would recognize their sacrifices with Congress’s highest honor.

“The Donut Dollies were on the frontlines of the Vietnam War, experiencing many of the same difficult conditions as active duty service members on the frontlines. However, the Donut Dollies’ heroism and bravery have never been honored with the recognition they deserve. I have been proud to work alongside the Donut Dollies and New Jersey veterans to reintroduce this legislation, and will continue to fight for long-overdue recognition of their service and sacrifices,” said Rep. Sherrill.

“The Donut Dollies spent countless hours traveling by jeep, truck, boat, and helicopter to often remote bases throughout South Vietnam, and they were subject to the same sniper fire, mortars, and rocket attacks as service members. Yet through all the dangers and hardships they faced, these young women remained calm, courageous, and respectful of the military situation. They proved themselves brave, strong, and compassionate – and their exemplary efforts in a war zone undoubtedly helped to open doors and expand the scope of women’s roles in the military.” said Gail J. McGovern, American Red Cross, Chairman of the Board of Governors.

“The Dollies’ work was in an active combat zone, dangerous, and some died fulfilling their mission…..Donut Dollies must be recognized for what they did and the importance of their presence on troop morale.” said Brigadier General Doug Satterfield, U.S. Army (retired).

Original co-sponsors of this legislation include Representatives André Carson (IN-07), Gerry Connolly (VA-11), Brian Fitzpatrick (PA-01), Andy Harris (MD-01), Chrissy Houlahan (PA-6), Jimmy Panetta (CA-19), and Andrea Salinas (OR-06).

During the Vietnam War, hundreds of women from the American Red Cross, known as the “Donut Dollies,” served overseas and provided critical support to over 280,500 U.S. servicemembers. These Red Cross workers, most of whom were between the ages of 21-24, were part of the Red Cross Supplemental Recreational Activities Overseas (SRAO) program. Throughout the war, the Donut Dollies traveled over 2,125,000 miles by helicopter, truck, and jeep to reach servicemembers and comfort those who had experienced the horrors of war. The Donut Dollies program was started in World War II and returned to support the conflicts in Korea and Vietnam.

Sherrill Calls for Investigations Into Elon Musk’s Vast Conflicts of Interest and Self-Dealing at Federal Agencies

WASHINGTON, DC — Representative Mikie Sherrill (NJ-11) is calling for inspectors general at eight federal agencies to open investigations into Elon Musk and the Department of Government Efficiency’s (DOGE) conflicts of interest. Inspectors General are independent watchdogs at federal agencies who investigate waste, fraud, abuse, and corruption. This comes as part of Rep. Sherrill’s ongoing efforts to stand up for New Jersey and fight back against Elon Musk and Donald Trump in Washington.

“Elon Musk is not only the world’s richest man but also one of the federal government’s largest contractors — handing the keys of our government over to him reeks of corruption and vast conflicts of interest. He is working to cut Social Security and Medicare, strip funding from our public schools, and fire the government employees who keep our food, roads, and skies safe — all while his own companies get sweetheart deals. I am calling on the independent watchdogs at eight of our federal agencies to investigate Musk and DOGE’s actions to ensure that an unelected billionaire cannot steal New Jersey families’ federal tax dollars to turn an even greater profit. The self-dealing must be put to an end,” said Rep. Sherrill.

Dear Inspectors General:

I write to you today with concerns regarding potential conflicts of interest and use of federal resources to benefit private interests within a number of federal agencies. Specifically, I am concerned that Elon Musk – named as the head of the Department of Government Efficiency (DOGE) by President Trump during his Joint Address to Congress on March 4, 2025 – continues to hold financial interests in companies directly affected by recent DOGE and federal agency actions. Managing a governmental body that is directly affecting an individual’s own personal finances is an unacceptable conflict of interest and degradation of the public trust. I ask that you review the actions of DOGE and Mr. Musk in your departments and agencies where there are potential conflicts of interest regarding Mr. Musk’s companies to ensure that improper or illegal behavior to benefit those companies has not taken place.

Mr. Musk currently serves as a Special Government Employee (SGE), allowing him to avoid required divestments of financial interests that may conflict with his federal work in the Trump Administration, unlike other federal civilian employees. As the head of DOGE, Mr. Musk is leading the Trump Administration’s efforts to eliminate entire agencies, cut contracts with the private sector and nonprofits, and fire career civilian employees – many of which have been challenged and halted in court for unconstitutionally circumventing the power granted to Congress. To carry out these actions, Mr. Musk and DOGE have been granted vast authority to implement contract and staffing decisions at a large number of federal agencies with limited oversight.

However, Mr. Musk’s companies continue to receive billions of dollars in federal contracts. A review of federal records conducted by the Washington Post found that Mr. Musk’s companies have received at least $38 billion in federal funds, including $6.3 billion in 2024 alone. The 52 current federal contracts with Mr. Musk’s companies would pay $11.8 billion over the next several years, representing a clear conflict of interest as Mr. Musk leads the effort to cut tens of billions of dollars in federal contracts. 

Additionally, Mr. Musk’s companies have been the subject of several recent complaints and investigations by your departments and agencies. Both the National Labor Relations Board and the Securities and Exchange Commission have active, ongoing cases against Mr. Musk’s companies for unlawful firings and securities violations, which could lead to millions of dollars in penalties if successful.  The involvement of DOGE and Mr. Musk at these agencies, when they are investigating his companies and considering layoffs that could greatly impede their ability to win cases, represents a clear conflict of interest that the public deserves to have investigated.

Given the broad authority that Mr. Musk has been granted by President Trump at agencies that manage contracts and regulatory proceedings involving Mr. Musk’s companies, the potential for conflicts of interest and self-dealing is significant. Specifically, Mr. Musk has the following potential conflicts of interest with your departments and agencies:

Department of Transportation

In 2023, the Federal Aviation Administration awarded Verizon a $2.4 billion contract to upgrade its communications infrastructure over 15 years. However, in February 2025, Mr. Musk posted on X that he wanted to pivot the FAA’s communications system to Starlink, a system wholly owned by Musk’s SpaceX, and there are ongoing discussions within the FAA about handing the contract to Mr. Musk’s company. At the same time, he approved a shipment of 4,000 Starlink terminals to the FAA, with one system already installed at an FAA facility in Atlantic City. This abrupt shift in the FAA’s procurement policy, with a separate company already contracted to provide communications equipment, towards a company owned by Mr. Musk presents serious self-dealing questions about Mr. Musk using federal funds to support his own businesses.

Department of State

In February 2025, the State Department indicated that it intended to purchase approximately $400 million worth of armored Tesla Cybertrucks to transport State Department personnel overseas. After public reporting of the planned purchase, the State Department said it would not proceed with the contract and claimed that it had been initiated during the Biden Administration. Public reporting, however, showed that in November 2024, the State Department had only approved $483,000 to purchase electric vehicles, less than one eighth the amount ultimately announced in February 2025. This dramatic increase in a proposed contract for Tesla is deeply troubling given Mr. Musk’s influence over federal contracts and spending. 

Department of Commerce

In March 2025, the Department of Commerce announced that it would be changing requirements for the Broadband Equity, Access, and Deployment (BEAD) Program – designed to extend broadband coverage to remote parts of the country – that will expand access to the program for Mr. Musk’s Starlink service and open the door to millions of dollars in federal contracts for Mr. Musk’s business. The program rules were created to favor fiber-optic cable lines attached to homes, until abruptly being changed by the Administration last month. Evan Feinman, the director of the BEAD Program, wrote to staff in a departing email that Starlink would offer slower speeds at higher costs to households than fiber-optic cables.

Department of Defense

SpaceX is one of the Department of Defense’s primary contractors for space launch services, with DoD providing at least $7.6 billion in funding for SpaceX since 2003. This includes contracts of $733 million for the National Security Space Launch program awarded in 2024 and $23 million to provide SpaceX’s Starlink internet service to Ukraine. Additionally, public reporting has indicated that SpaceX has also been awarded nearly $2 billion worth of classified contracts by DoD. As DoD has prioritized space systems development and operations in recent years, it has increasingly come to rely on SpaceX’s launch capabilities. Public reporting indicates that DOGE is currently reviewing DoD contracts and budgets, providing the staff the opportunity to potentially improperly funnel additional funding to SpaceX contracts. 

National Aeronautics and Space Administration

Like the Department of Defense, NASA maintains extensive contracts with SpaceX for space launch services and other products. On February 1, 2025, after Mr. Musk began his work at DOGE, NASA announced it had selected SpaceX for an approximately $100 million contract to provide launch services for the Near-Earth Object Surveyor mission, which will monitor objects that could potentially impact Earth. Mr. Musk has also advocated for the early dismantling of the International Space Station in the next two years, which SpaceX is currently contracted to deorbit in early 2031. In total, SpaceX CEO Gwynne Shotwell has said the company has approximately $15 billion in NASA contracts. This number is likely to increase as NASA continues to rely heavily on SpaceX for key components of its Artemis Moon exploration program. Public reporting indicates that DOGE staff are currently embedded in NASA developing budget and personnel cuts, giving them the opportunity to potentially impact future SpaceX contracts. 

General Services Administration

In February 2025, the General Services Administration installed a Starlink terminal at the agency’s Washington headquarters at the request of DOGE staffers and for their use. The installation happened within days of the request, compared to the typical weeks- or months-long process needed for security and procurement review. DOGE and GSA have not provided any explanation for why GSA’s existing internet would be insufficient to support the handful of DOGE staffers working in the GSA headquarters. In addition, Starlink terminals have now been installed across the White House complex. Specific requests by DOGE staff and Mr. Musk to use federal funds for the purchase of equipment manufactured by Mr. Musk’s companies, or to expand the visibility of this equipment by high-profile usage at government facilities, raise significant conflict of interest questions.

Securities and Exchange Commission

In January 2025, the Securities and Exchange Commission filed a lawsuit against Mr. Musk alleging that he misled investors about his purchase of Twitter in 2022. The SEC previously won a securities fraud settlement against Mr. Musk requiring him and Tesla to each pay $20 million in penalties. SEC employees were among the federal employees offered $50,000 “buyouts” to voluntarily resign, which could impact the ability of the agency to bring and win enforcement actions like those filed against Musk. DOGE is currently active at the SEC and is reportedly working to cut additional SEC staff in the coming months.

National Labor Relations Board

The National Labor Relations Board is currently considering a case against SpaceX brought by eight employees who allege they were illegally fired for criticizing Mr. Musk. In response, SpaceX filed a suit challenging the constitutionality of the NLRB entirely in 2024. The NLRB has also filed complaints against Tesla accusing the automaker of illegally discouraging workers from forming a union, including tweets by Mr. Musk himself threatening the compensation of employees who unionized. In February 2025, the General Services Administration – acting on behalf of DOGE – attempted to unilaterally cancel the lease for the NLRB’s Buffalo office, which would greatly impede their ability to proceed with labor protection cases. President Trump also illegally fired an NLRB board member – before she was reinstated by a federal judge in March – which would have paralyzed the agency’s ability to hear cases like the ones pending against SpaceX and Tesla.

Across a large number of agencies and regulatory bodies, the Trump Administration and DOGE have abruptly shifted federal policy to favor companies owned by Mr. Musk and limit the effectiveness of bodies actively investigating Mr. Musk. Given the lack of financial divestment by Mr. Musk or recusal from DOGE activities on the basis of conflicts of interest, these actions paint a disturbing picture whereby Mr. Musk is actively profiting from his role within the federal government. It is essential that our constituents know that federal officials are acting in the best interests of the American people, not their own financial interests. 

As a result, I ask that you investigate the policy and procurement decisions made by Mr. Musk, DOGE, and the Trump Administration within your agencies to determine whether any have been made to directly benefit Mr. Musk’s companies, and to determine whether any of Mr. Musk’s financial conflicts of interest have impacted his decision-making as the head of DOGE. I look forward to staying in touch as you conduct these reviews and ensure that the federal government is not used to benefit the financial interests of officials within the Trump Administration.
