David Scott and Yvette Clarke File Health Legislation Supporting Millions of Women Impacted by Uterine Fibroids

WASHINGTON D.C. – Today, Congressman David Scott (GA-13) and Yvette D. Clarke (NY-9) reintroduced their resolution recognizing the month of July as Uterine Fibroids Awareness Month. The healthcare measure is meant to bring national attention to one of the most common, yet overlooked, reproductive health conditions impacting as many as 26 million women in the United States.

“The journey to secure vital federal support for uterine fibroid research and education stretches back decades—it has been a worthwhile fight that continues to this day,” said Congressman David Scott. “Designating the month of July as Uterine Fibroids Awareness Month is an important step to end the secrecy and misinformation on a condition that affects 26 million American women. This resolution will ensure that Congress is taking women’s health issues seriously. It is also a commitment to provide women with empowering knowledge and resources so they can make informed decisions about their health and well-being. Each July, we fight for women who are told that debilitating pain, pre-term labor complications, and fertility struggles are just part of life. We must break the silence around uterine fibroids today.”

Uterine fibroids are non-cancerous tumors that impact millions of women, often resulting in debilitating symptoms, complications during pregnancy, and long-term health consequences. Decades of medical research shows that African American and Latina women are disproportionately impacted by uterine fibroids, facing significantly higher rates of hospitalization, delayed diagnoses, and limited access to specialized care.

In addition to supporting the goals of Designating July as Uterine Fibroids Awareness Month, the resolution:

  • Recognizes disparities in incidence rates for Black and Hispanic women,
  • Calls for increased research, treatment, and care options for uterine leiomyoma, and
  • Encourages the President to issue a proclamation calling upon the country to observe Uterine Fibroids Awareness Month with educational activities.

With the introduction of this resolution, Congressman Scott and Congresswoman Clarke reaffirm their continued commitment to health equity and maternal health, especially for women of color who overwhelmingly face barriers to medical care.

House Passes Latta, Kelly’s Bill to Help Famers’ Connectivity in the Field

Today, the U.S. House of Representatives passed Congressman Bob Latta (OH-5) and Congresswoman Robin Kelly’s (IL-2) bipartisan Precision Agriculture Satellite Connectivity Act, to help farmers more easily incorporate technology into their operations. The legislation now awaits consideration in the U.S. Senate.

Background:  

The Precision Agriculture Satellite Connectivity Act would require the Federal Communications Commission (FCC) to review its current satellite rules to determine if rule changes can be made to promote precision agriculture. This bill continues to build upon Latta’s Precision Agriculture Connectivity Act, included in the Farm Bill and signed into law in 2018. Last Congress, Congressman Latta served as the Chair of the Communications and Technology Subcommittee on the Energy and Commerce Committee.

WASHINGTON, D.C. — Today, Representatives Brad Sherman (D-Calif.-32), Frank Lucas (R-Okla.-03), Ken Calvert (R-Calif.-41), Sydney Kamlager-Dove (D-Calif.-37), and Blake Moore (R-Utah-01)  introduced bipartisan legislation to support and commemorate the 2028 and 2034 Olympic and Paralympic Games set to take place in Los Angeles, California and Salt Lake City, Utah, respectively, through the minting of new commemorative coins. The America’s Olympic and Paralympic Games Commemorative Coins Act would direct the Treasury Department to mint and issue four types of coins each in commemoration of the 2028 and 2034 Olympic and Paralympic Games. The coins would be minted at no cost to the federal government, and any proceeds collected from the sale of these commemorative coins would aid in the execution of the 2028 and 2034 Games as well as support their legacy programs, which include the promotion of youth sports in the United States.

 Specifically, the America’s Olympic and Paralympic Games Commemorative Coins Act would direct the Treasury Department to mint and issue commemorative $5 gold coins, $1 silver coins, half-dollar clad coins, and proof silver $1 coins in commemoration of the 2028 Olympic and Paralympic Games set to be held in in Los Angeles and the 2034 Olympic and Paralympic Winter Games set to be held in Salt Lake City.

 The United States has hosted the modern Olympic Games nine times, with the 2028 Games set to become the third time Los Angeles will host the summer Olympic Games and the 2034 Games set to become the second time Salt Lake City will host the Olympic Winter Games. 

 Senator Padilla has secured millions of dollars in federal investments to help prepare Los Angeles for the 2028 Olympic and Paralympic Games. Last year, Padilla, Representative Jimmy Gomez (D-Calif.-34), and former Representative Grace F. Napolitano celebrated nearly $900 million in federal investments in LA Metro to improve mobility and upgrade transportation infrastructure ahead of the 2028 Olympic and Paralympic Games. This included $139 million for LA Metro’s “Removing Barriers and Creating Legacy” project, which will reconnect communities and strengthen mobility across highway and arterial barriers ahead of the Games. The funding comes through the Reconnecting Communities and Neighborhoods Grant Program (RCN), which includes the Reconnecting Communities Pilot Program that was modeled off the Reconnecting Communities Act that Padilla co-led in 2021. Padilla also traveled on a presidential delegation to Paris last year for the opening ceremony of the Olympic and Paralympic Games in preparation for the 2028 Los Angeles Games.

Carbajal Response to Inaccurate and Misleading ICE Claims

U.S. Representative Salud Carbajal (D-CA-24) issued the response below following ICE’s inaccurate and misleading claims about the Carpinteria, CA, raid that took place on July 10, 2025.

“This is a blatant attempt to distort what occurred in Carpinteria,” said Rep. Carbajal. “DHS and ICE conducted their raid using a disturbing and disproportionate level of force, both on the farm workers they were targeting and the peaceful protesters who gathered to defend their neighbors. I witnessed agents, in full military gear, fire smoke canisters and other projectiles into a crowd of peaceful civilians. Just before I arrived at the scene, witnesses told me the agents threw a stun grenade into the crowd. Several civilians were injured, including a child. 

“This aggressive behavior in a normally quiet part of the Central Coast sparked alarm across our community, prompting a flood of calls and messages to my office from concerned citizens. I went to the scene to seek answers and represent my constituents. In response to my questions, an ICE Public Affairs Specialist voluntarily gave me his card in full public view of the dozens of TV cameras, reporters, and livestreaming smartphones that were around us to film the interaction.

“ICE’s claims of ‘doxxing’ and ‘violent mobs’ are attempts to deflect attention from their unjust tactics, distort the facts to support misleading narratives, and avoid accountability for their aggressive actions that caused injuries and left our community traumatized.”

Despite Heightened Risks, Bill Makes Americans More Vulnerable to Nuclear Threats

Washington, DC — House Appropriations Committee Republicans today released the draft fiscal year 2026 Energy and Water Development and Related Agencies funding bill, which will be considered in subcommittee tomorrow. The bill raises costs for American households, undermines infrastructure investments, and weakens our national security.

For 2026, the Energy and Water bill provides $57.3 Billion in discretionary funding. Within that amount, the bill provides $24.1 Billion for nondefense programs, a cut of over $675 Million, or 2.7 percent, below the fiscal year 2025 enacted level, and $33.2 Billion for defense programs, a cut of $91 Million, or 0.3 percent, below the fiscal year 2025 enacted level.

The legislation:

  • Increases energy costs, jeopardizes energy independence, and hurts United States’ competitiveness by slashing the Department of Energy’s Energy Efficiency and Renewable Energy programs nearly in half, revoking more than $5 Billion from the Department of Energy’s Bipartisan Infrastructure Law resources, and eliminating funding for the Office of Clean Energy Demonstrations.
  • Weakens national security and leaves Americans more vulnerable to nuclear threats by cutting the National Nuclear Security Administration’s Defense Nuclear Nonproliferation account by 17 percent.
  • Abandons commitments to communities to clean up radioactive waste by eliminating funding for the Corps of Engineers’ Formerly Utilized Sites Remedial Action Program and cutting the Department of Energy’s Office of Environmental Management by 9 percent.

“House Republicans have once again produced a reckless and short-sighted proposal that betrays working families and undermines America’s future. Their FY26 Energy and Water bill would gut the Department of Energy’s clean energy and efficiency programs — slashing investments that lower costs, create good-paying jobs, and protect our national security,” Energy and Water Development and Related Agencies Appropriations Subcommittee Ranking Member Marcy Kaptur (D-OH-09) said. “This bill cedes American leadership in the global energy race to our adversaries like Communist China. Today, House Democratic Leader Hakeem Jeffries held a press conference where he emphasized that House Democrats will continue pushing back against Republicans’ One Big Ugly Law which rewards billionaires while stripping food and healthcare from the American people.

LEADER JEFFRIES: Good afternoon, everyone. Donald Trump and House Republicans have repeatedly betrayed the American people. Donald Trump and House Republicans promised to lower the high cost of living here in the United States of America. In fact, Donald Trump and House Republicans promised to lower costs on day one. Costs aren’t going down in the United States of America. Costs are going up. Life is becoming more expensive under Donald Trump and Republican control of Congress. There is nothing in the One Big Ugly Bill that will meaningfully make life more affordable for the American people. In fact, the One Big Ugly Bill will make life more expensive for everyday Americans, particularly as it relates to utility costs. Utility costs are going to go up in the United States of America as a result of Donald Trump’s One Big Ugly Bill. Costs aren’t going down. Republicans haven’t done a damn thing to make life more affordable for the American people.

Costs are too high in this country. That’s why Democrats are going to continue to focus our efforts on building an economy that actually is affordable for hardworking American taxpayers. We need to lower housing costs, lower grocery costs, lower utility costs, lower childcare costs and lower insurance costs. Who are these people on the other side of the aisle? Who are they? And on top of it all, ripping healthcare away from the American people. The largest cut to Medicaid in American history. Ripping food out of the mouths of children, seniors and veterans, who are going to go hungry as a result of this One Big Ugly Bill. All of this is being done to reward their billionaire donors with massive tax breaks, the largest transfer of wealth from everyday Americans to billionaires in American history. And these so-called fiscal conservatives are going to explode the debt by more than $3 trillion and set this country on a path toward possible bankruptcy. Every single House Republican who voted against the best interests of their constituents and voted to reward billionaires with massive tax breaks will be held accountable.

They discussed how Republicans were able to pass the One Big Beautiful Bill and how Republicans will counter endless Democrat falsehoods about the legislation.

On passing the One Big Beautiful Bill:

I told my colleagues back in February or March of 2024, I said, ‘guys, this is what’s going to happen this fall. We’re going to have unified government. We got to plan accordingly. We’re going to do reconciliation, but let’s do it in a bigger way than has ever been done before.’ We usually use two committees of jurisdiction to draft the bill, but let’s go with 11. Let’s do 11 committees. Let’s go big, you know, let’s really make a landmark piece of legislation and have a big beautiful bill. And that’s how it all began. So, all the work and all the months and all the deliberation, countless hours of work, discussion, and debate internally. Working with the president when he was a candidate, and after he was reelected, to fashion this bill and prepare it for prime time and get it over the line. We just implemented the playbook that we designed. So, there was a lot of work that went into achieving that. 

On countering Democrat lies about Medicaid:

What’s unpopular is the false narrative that has been said and written about the bill. If everything they said was true , it would be unpopular, but it’s not true. Their whole premise is built upon this idea that we are ‘ripping healthcare away from people. We’re gonna slash Medicaid’ and all this other nonsense. None of it is true. The people that are saying it didn’t read the bill. They’re parroting false messages. Here’s the thing, we didn’t cut Medicaid. There are no cuts to Medicaid in the bill. In fact, Medicaid spending goes up on a trajectory over the next 10 years. What we did is strengthen the program for the American citizens who desperately need and deserve it.

How do we do that? By eliminating fraud, waste, and abuse by reintroducing work requirements for Medicaid. See, the problem is the resources have been drained in the program. It has an outrageous amount of fraud and abuse in the program. Every year, tens of billions of dollars are just wasted because after they expanded Obamacare, they basically allowed everybody who wanted to be on Medicaid in so many states. But you have young able-bodied men, for example, with no dependents who were literally at home playing video games instead of working, right? There are actual studies on this.

On the Republican agenda after One Big Beautiful Bill being signed into law:

We got this landmark achievement done with a big, beautiful bill, but we cannot rest on our laurels because the job is still ahead. We’re going to continue the process of what we’ve begun here. We have appropriations bills that are now forthcoming. We’re going to write the legislation at lower numbers and spend less and less of the people’s treasury because we have to be good stewards of that. We have additional rescissions bills coming forward, that’s clawing back fraud, waste, and abuse that was misspent for money that was already previously appropriated by Congress in conjunction with the White House. We’re doing that.

We have additional reconciliation bills, Scott, we have one planned for this fall, one hopefully for next spring. So we can attach one to each upcoming fiscal year. We can do three of those bills in a one, two year cycle of Congress. We’re going to do that and we’re codifying all the Trump executive orders and actions, continuing to roll back Biden regulations. Just a lot of things to do. We codified, by the way, 28 executive orders in the One Big Beautiful Bill. That’s now law. That’s a big thing, you know, this, can’t be changed by the next administration. Heaven forbid if we get another Democrat president sometime in the near future, they won’t be able to revert to the old policies because now it’s in the law. So these are very deliberate actions. It takes a lot of planning and implementation, but we’re getting it done and we’ll continue to get it done for the people.

As a dedicated public servant, Henry’s leadership was instrumental in strengthening our region’s infrastructure,” said Congressman Costa. “I had the privilege of working alongside him to expand and modernize Fresno Yosemite International Airport, where I saw his leadership firsthand. Congresswoman Torres Demands Answers from ICE After Reports of Aggressive, Racially-Targeted Arrests in the Inland Empire

Washington, D.C. – Today, Congresswoman Norma J. Torres wrote to the U.S. Immigration and Customs Enforcement (ICE) Acting Director Todd Lyons demanding immediate answers following reports of aggressive, abusive, and racially discriminatory enforcement actions in the Inland Empire. 

Congresswoman Torres’ office has received a surge of calls from frantic families unable to locate loved ones who were abruptly taken into ICE custody. Many have resorted to filing missing persons reports with local law enforcement after ICE failed to update its Online Detainee Locator System, leaving families without answers—or hope.

“What we are witnessing in our communities is racial terror,” said Congresswoman Norma Torres. “Latino residents are being targeted based on their appearance, not their actions. That’s not just immoral—it’s unconstitutional. My constituents are being pulled from their homes, their jobs, and the streets without cause or explanation. ICE is operating in the shadows and it must stop.”

A recent Los Angeles Times report detailed instances of racial profiling by ICE agents, reinforcing the troubling stories Torres and her office have received firsthand. Families are living in fear—pulling children from school, skipping work, and carrying passports just to go to the grocery store.

In her letter, Rep. Torres demands the following from ICE:

  • A complete list of detained individuals from California’s 35th District, including names, locations, and legal status;

  • An explanation for why the Online Detainee Locator System is not being promptly updated;

  • Proof that detainees have access to basic services and are able to contact family and legal counsel;

  • Detailed legal justifications for each detention;

  • A report on internal complaints or investigations into racial profiling during enforcement operations.

“This is not oversight—it’s overreach. ICE has a duty to uphold the law, not abuse it,” Torres continued. “If they think they can make people disappear without consequence, they’re wrong. I will not stop until families have answers, and this agency is held accountable.”
