Foster Statement on Iran Strikes, Escalating Nuclear Risk

Washington, DC – Today, Congressman Bill Foster (D-IL) issued the following statement regarding U.S. and Israeli military strikes on Iran.

“The Constitution is clear: the President does not have the authority to take the United States into sustained military conflict without Congressional authorization. If these strikes risk escalation into a broader war, Congress must be consulted and fulfill its responsibility. I will vote for the bipartisan War Powers resolution in the House next week to reassert that authority.

“As Congress’ only Ph.D. physicist, I am particularly concerned about the nuclear implications. Last June, the Administration declared that prior strikes had ‘obliterated’ Iran’s nuclear program. That was not a technically credible assessment then, and the fact that further strikes are now being justified on nuclear grounds makes that clear. Military strikes on facilities are not the same as eliminating fissile material.

“The central question is whether Iran’s stockpile of 60 percent highly enriched uranium has been fully accounted for. That material is weapons-usable. Without continuous monitoring, transparency, and verified accounting of that stockpile, claims that the nuclear threat has been neutralized are not technically credible.

“The Iranian regime is brutal, repressive, and openly hostile to democratic values. There is no question that a nuclear-armed Iran would pose a grave threat to regional and global security. But military force against political targets cannot solve this problem. We need restored international nuclear inspections, a full accounting or destruction of enriched uranium stocks, and sustained diplomacy to prevent further escalation and mitigate the threat of nuclear catastrophe.”

Wasserman Schultz on Iran Strikes

My first concern is for the safety of our service members, diplomats, and civilians in the region, as well as the security of our allies who Iran has targeted with missile strikes in retaliation. The Iranian regime is a sadistic, malevolent actor, unrepentant for their worldwide, murderous actions.

Today, U.S. Rep. Debbie Wasserman Schultz (FL-25) released the following statement:

“Early this morning, President Trump launched major strikes against Iran. My first concern is for the safety of our service members, diplomats, and civilians in the region, as well as the security of our allies who Iran has targeted with missile strikes in retaliation.

“The Iranian regime is a sadistic, malevolent actor, unrepentant for their worldwide, murderous actions. For decades, it has armed and funded violent terrorist proxies, brutalized its own people, pursued ballistic missile capabilities, and exploited diplomatic negotiations to buy time while continuing its march toward nuclear weaponization. Iran’s rulers have American, Latin American, Ukrainian, Israeli, and Iranian blood on their hands. They can never be allowed to obtain a nuclear weapon and they must be held accountable for their missile program that threatens the safety of Americans and regional partners, especially Israel. Iran and its proxies continue to call for death to America, Israel, and Jews around the world.

“It goes without saying that the status quo was unacceptable. The Iranian regime is destructive, repressive, and committed to terror. The threat they pose to peace has left the region and the world on the precipice of war for generations. That cannot be allowed to continue. Diplomacy is far preferable but when does one decide that enough is enough? When is it time to realize that the Iranian regime will never drop their stated goal of death to America, Israel and Jews and so, how would diplomacy ever really bear fruit?  

“The next action must be that President Trump comply with the War Powers Act and immediately consult and fully brief Congress before any further action is taken. Americans are due an understanding of the objectives, the legal basis, the risks, and the plan for the day after. Congress has not authorized this action, nor have we been briefed on any imminent threat. The limited information we have received is unclear and unsatisfactory on how Trump’s strategic objectives will be accomplished through military airstrikes alone. Under the law and the U.S. Constitution, President Trump does not possess a blank check to act without consulting Congress or telling the American people what comes next. That must happen.”

“Rather than making life affordable for American families, the President has decided to drag our country into yet another war in the Middle East.

“For 25 years, a generation of American servicemembers and their families have sacrificed in pursuit of regime change wars in the Middle East. Successive Presidents have tried to use military force to remake societies in Afghanistan, Iraq, Libya, Syria, and Yemen. In each case, the United States was not able to predict the consequences of our actions and in each case, it resulted in disaster.

“Instead of taking these lessons to heart, the President has asked yet another generation of Americans to sacrifice in the hope that, this time, it will be different.

“Make no mistake, this war may be in the interest of Saudi Arabia, the UAE, and Israel — but it is not in ours.

“Since I got to Congress 14 years ago, where I have served on the House Intelligence, Foreign Affairs, and Armed Services Committees, we have constantly been told that Iran is days away from achieving nuclear capability. Rather than support a negotiated agreement to contain Iran’s nuclear program, Donald Trump and Benjamin Netanyahu ripped up President Obama’s nuclear deal so they could continue to use the threat of a nuclear Iran to wage this war that Americans are being asked to fight in.

“This war is being conducted without legal authorization, or consultation with the Congress. When the Congress returns to Washington, we must immediately vote on the War Powers Resolution to stop this war that the American people did not vote for and do not want.”


MATSUI STATEMENT ON TRUMP ADMINISTRATION STRIKES ON IRAN

Rep. Panetta Statement on Recent U.S. Military Strikes in Iran

“For the eighth time in his presidency, Donald Trump attacked a country without informing or getting buy-in from the American people. There is no doubt that Iran has blood on its hands and must be aggressively confronted for its human rights violations, nuclear ambitions, regional missile attacks, support of terrorism, and the threat it poses to our allies in the region, like Israel and Jordan. However, it is unclear what the Administration’s goals are and, due to the sprawling and decentralized regime and military in Iran, whether these strikes can accomplish them. That is why Congress must act to ensure that the Administration has a strategy for the day-after in Iran and the region, for what could be the least debated prolonged war in American history. 

“Our Founding Fathers of the United States Constitution gave Congress the sole power to debate and declare war, as the branch of government closest to the American people. For there is no greater act than war that requires the consent of the governed. That is why, absent exigent circumstances, the Trump administration must seek authorization for the use of military force that constitutes an act of war.  

“The President has not sought Congressional authorization prior to striking Iran. Instead, the President’s decision to give up on its gunboat diplomacy and launch a massive military attack has left American troops and others in the region vulnerable to Iran’s retaliatory actions. We pray for the safety of the men and women of the U.S. military and our allies who are in the region. 

“I call on Speaker Mike Johnson to bring the House of Representatives back into session immediately so that we can properly debate the Administration’s military actions in Iran, hear a strategy for the day-after, listen to the American people, and vote on a bipartisan War Powers Resolution that supports our allies and stability in the region and prevents further use of U.S. forces in Iran without Congressional authorization. This Administration is finding that wars are easy to start. But the history of our nation proves that wars are hard to end. That is why, now more than ever, Congress must do its job and fulfill our responsibilities under the U.S. Constitution and for the American people.”

Congressman Al Green stated: “The President has taken our country to war without Congress having weighed in. I’m calling on Speaker Johnson to reconvene the Congress to allow the War Powers Resolution, of which I am a cosponsor, to be voted on.”

“This morning, just prior to 7:00 a.m. EST, I had a conversation with the former chairperson, now the ranking member, of the Homeland Security Committee to discuss issues related to the war. I will be in constant contact with him and other members of leadership as we proceed. At this time, I have more questions than answers. Among my many questions are: 

  • By what authority has the President committed the country to war without Congress having declared war?

  • What is the strategy?

  • Why were negotiations abruptly curtailed?

  • Will the strategy require boots on the ground?

  • Who will govern Iran if the current government is taken out?

 

The Department of State has issued guidance advising U.S. citizens in the region to remain alert as events continue to unfold. Any constituents or family who are in the affected regions can call our office at 713-383-9234 for assistance.
