Washington, D.C. – Co-Chairs of the Congressional Bike Caucus,Representatives Mike Thompson (D-CA-04) and Vern Buchanan (R-FL-16), announced the introduction of H.R. 9041 the America Bikes Act, comprehensive bipartisan legislation that will bolster cyclist safety, increase access to bikes, and bring bike manufacturing back to the United States.

BACKGROUND

The America Bikes Act is landmark legislation designed to support and expand cycling across the nation by tackling safety, access, and manufacturing challenges all in one bill. This bill includes cycling provisions previously introduced by Reps. Raskin (D-MD-08), Huffman (D-CA-02), and Scholten (D-MI-03).

H.R. 9041, the America Bikes Act:  

Improves Cyclist Safety 

  • Expands access to federal funding for local governments to improve roadway safety for bicyclists and pedestrians.
  • Helps local, regional, and Tribal governments to fund safety action plans and infrastructure projects aimed at preventing roadway fatalities and serious injuries.
  • Makes bike safety education a standard part of youth learning nationwide and expands access to funding for on-bicycle education to elementary and secondary school students.

Encourages More People to Bike

  • Improves access to programs that help kids safely bike and walk to school. 
  • Expands biking and walking infrastructure on federal lands. 
  • Reauthorizes federal funding for communities to plan, design, and build walking and biking infrastructure. 
  • Expands incentives so more Americans switch to bicycle commuting. 
  • Creates a grant program to connect biking and transit stations, including supporting bike parking at transit stations and expansion of bikeshare programs.

Larsen Announces 2026 Congressional App Challenge

The Congressional App Challenge is an opportunity for students to learn coding and computer science skills and schools to expand access to science, technology, engineering and mathematics (STEM) education.

Today, U.S. Representative Rick Larsen (WA-02) announced the launch of the 2026 Congressional App Challenge (CAC). The annual competition accepts entries through Monday, October 26, 2026, is open to high school and middle school students who live in or attend school in Washington state’s 2nd congressional district. 
 
The Congressional App Challenge is an opportunity for students to learn coding and computer science skills and schools to expand access to science, technology, engineering and mathematics (STEM) education. Students can compete in the CAC by creating an application for desktop/PC, web, tablet, mobile, or other devices such as robotics and wearable technology. The CAC accepts any programming language, including C, C++, Java, JavaScript, Python, Ruby, or “block code.” 
 
“The Congressional App Challenge is an opportunity for students to sharpen and show off their coding skills,” said Rep. Larsen, whose office has participated in the CAC every year since its inaugural competition in 2015. “Northwest Washington is a leader in STEM education for young people, and I look forward to seeing the region’s coding talent showcased in this year’s entries.”  
 
Last year’s winners, Dylan Pham and Henry Pham from Explorer Middle School in Everett, designed an app called “Epidemic Wars: The 2100 Era” which seeks to educate people about vaccines and the immune system to combat vaccine misinformation. 
 
Students can sign up to participate and read the full competition rules at the Congressional App Challenge website. Students have until 9:00 a.m. PST on Monday, October 26, 2026, to register and submit their entries, but CAC organizers recommend students register early to receive extra support and tips. 
 
Rep. Larsen will announce a district winner in December and invite the winner to the #HouseofCode Capitol Hill Science Fair in Washington, D.C. in April of 2027. Winning apps will be electronically displayed in the U.S. Capitol and on the CAC’s house.gov website.

Velázquez Backs NY Legislation to Stop Vulture Funds from Preying on Puerto Rico and Other Struggling Economies

WASHINGTON —Congresswoman Nydia M. Velázquez (D-NY) today voiced her support for New York State legislation that would close a loophole exploited by predatory hedge funds to profit from nations and territories in financial distress. The bill, sponsored by Assemblymember Jessica González-Rojas and State Senator Liz Krueger, would restore the legal doctrine of champerty, making it illegal to buy debt for the sole purpose of suing to collect on it. She released the following statement: 
 
“For Puerto Ricans, this issue is not theoretical. New York’s legal system has been used by hedge funds seeking outsized profits from Puerto Rico’s debt crisis for years.
 
“To this day, the island has not finalized its bankruptcy; the Puerto Rico Electric Power Authority’s restructuring remains stalled after 12 years of costly litigation. In total, Puerto Ricans have paid a staggering $2 billion for Title III proceedings under PROMESA.
 
“New York must act now to prevent Puerto Rican families from continuing to endure painful austerity, economic instability, and unreliable electric service just so vulture funds can maximize profits. As home to one of the largest Puerto Rican populations in the nation, New York has a unique responsibility to ensure its laws are not being used to profit from the suffering of Puerto Rican communities.
 
“Passing the Champerty Fix Bill would send a clear message that New York stands with working families and diaspora communities, not predatory actors exploiting financial distress for private gain.”

Ways and Means members express grave concerns over Trump IRS settlement

Call on Trump administration to explain if Trump will be held to same standard as all Americans

WASHINGTON – Congresswoman Linda T. Sánchez (D-Calif.) and 11 of her Democratic Ways and Means Committee colleagues last week called on the Trump administration to address concerns over the recent IRS settlement that prevents the prosecution or pursuit of claims against President Trump, his family or his businesses for not complying with federal tax law.

“President Trump has continually defrauded taxpayers to enrich himself and his family,” the members wrote. “He has a long history of using taxpayer dollars for his own personal gain and corrupting his position to further line his own pockets. We hope that you will provide us with assurances that the IRS will hold him to the same law-abiding standard that we hold all Americans to.”

Dear Secretary Bessent, CEO Bisignano, and Acting Attorney General Todd Blanche,

We write to you today out of grave concern for the stipulation in the recent Internal Revenue Service’s (IRS) settlement that prevents the prosecution or pursuit of claims against President Trump, his family, or his businesses for not complying with federal tax law. 

In an additional addendum filed on May 19, 2026, Acting Attorney General Todd Blanche appears to bar President Trump and the Plaintiffs in Trump v. Internal Revenue Service, No. 1:26-cv-20609 (S.D.Fla.) from being audited by the IRS. This appears to include tax audits, regardless of whether any fraudulent tax activity has taken place. 

In 2019, the Ways and Means Committee found that the IRS had failed to audit President Trump’s tax returns during the first two years of his presidency. Given President Trump’s lack of transparency surrounding his tax returns, and the IRS’s reticence about ensuring compliance, we are concerned that this ruling will give President Trump ample opportunity to continue to enhance his own personal wealth at the expense of American taxpayers. 

Thus, we request clarification on this settlement agreement and how it will affect additional tax returns that may be submitted by the President. Please provide written answers to the following questions by June 20th. 

  • If President Trump were to amend a tax return filed before the addendum’s effective date, would this settlement prevent the IRS from auditing that amended return? Would the IRS issue President Trump a refund based on that amendment, without audit or examination? 
  • Does this settlement immunize President Trump from being audited by the IRS after he leaves office?
  • President Trump has traded tens of millions of dollars in stocks in the first quarter of 2026 alone. Should he fail to report the gains from any stock sales to the IRS, would the IRS have any legal remedy to collect taxes owed on those gains?
  • Is there any legal precedent for an elected official to be forever barred and precluded from prosecution by an independent agency? 
  • This addendum mentions that family, without restriction, will be granted the same immunity from such prosecution. How long does this immunity extend – would President Trump’s grandchildren and great grandchildren be immune from prosecution? 

President Trump has continually defrauded taxpayers to enrich himself and his family. He has a long history of using taxpayer dollars for his own personal gain and corrupting his position to further line his own pockets. We hope that you will provide us with assurances that the IRS will hold him to the same law-abiding standard that we hold all Americans to.

Wasserman Schultz Shares Broward County Residents’ High-Cost Utility Struggles, Offers Legislative Solutions

Sunrise, FL – Today, U.S. Rep. Debbie Wasserman Schultz (FL-25) convened Broward County residents to share how utility prices continue to squeeze families across South Florida, as electric, water, gas and other bills continue to climb, and she offered a raft of common-sense legislative solutions to bring these costs down.

She also demanded stronger investments into clean energy, like wind and solar, and moving away from oil and gas reliance, priorities Democrats championed in the recent Inflation Reduction Act.

In recent months, Wasserman Schultz convened from local officials and Broward County residents who know first-hand about the high cost of housing, gas, and healthcare costs, while also proposing solutions to these issues.

Rep. Thompson and Democratic Caucus Chair Aguilar Host Student Town Hall At UC Davis

Davis – On Wednesday, Rep. Mike Thompson (CA-04) and Democratic Caucus Chair Pete Aguilar (CA-33) hosted a town hall for students on campus at UC Davis. The town hall provided students with a chance to ask questions about the issues that mattered the most to them including affordability, and student loans. 

“The burden of student debt is crushing our young people. Students shouldn’t have to choose between getting an education and being able to afford rent, groceries, or a future,” said Thompson. “I recently introduced the Lowering Student Loans Act to address this directly by capping student loan interest rates at 2 percent. We must make it affordable to get an education and easier to pay off student loans.” 

“Thank you to all the students that attended Wednesday’s event. Our country is facing challenging times and one of the best remedies are rooms full of young people who are engaged, informed, and are ready to hold their leaders accountable.”  

Affordability Issues

Rep. Thompson knows that Californians are paying $1,900 more per year in higher prices because of the President’s trade war, which is why he introduced H.R. 6900 the American Affordability Act. This act would reduce the tax burden on student loan forgiveness and expand education tax credits to cover more years of college and workforce training. It would also lower rent, cut energy bills, make childcare cheaper, make healthcare more accessible, and put more money back into Americans wallets.  

Student Loans 

Rep. Thompson has introduced H.R.7820 the “Lowering Student Loans Act” which would cap student loan interest rates at 2 percent. He has also been a consistent opponent of the Trump Administrations cut to research funding which supports university across the country including UC Davis. Rep. The Rocket convenience store in Redlands serves hundreds of customers a day, driving the local economy and providing jobs to people in the Inland Empire

REDLANDS, CA – Rep. Pete Aguilar (CA-33) visited the Rocket store on Lugonia Avenue to learn about the ins and outs of running a convenience store and how rising costs are impacting business. Rising gas prices are putting added financial pressure on drivers and shoppers and hurting convenience stores like Rocket, where food purchases make up a large portion of their profits.

Griffith Announces More Than $1.4 Million in HHS Grants to Virginia Tech

The U.S. Department of Health and Human Services (HHS) has awarded Virginia Tech, based in Blacksburg, Virginia, two research related grants worth $1,404,763. The funding breakdown of the grants is as follows:

  • $721,902 to support research related to Cryptococcus. This fungus is found naturally in the environment in soil and bird droppings and can infect the lungs and the brain. Most infections impact individuals with compromised immune systems. 
  • $682,861 to support research related to mental health.

In response to these grant notices, U.S. Congressman Morgan Griffith (R-VA) issued the following statement:

“Relationships between the federal government and research institutions support local communities as well as scientific advances.

“These HHS grants for more than $1.4 million continue the growing federal support of Virginia Tech’s dedicated research community.”
