REP. DAVIS AND ILLINOIS DEMOCRATS DEMAND THAT TRUMP ADMINISTRATION COMPLY WITH FEDERAL LAW AND RELEASE $1 BILLION IN CHILD CARE AND SERVICES FUNDING

 

     Washington, DC: Representative Danny K. Davis, Senator Dick Durbin, Senator Tammy Duckworth, and Representatives Jan Schakowsky, Mike Quigley, Bill Foster, Robin Kelly, Bradley Schneider, Raja Krishnamoorthi, Sean Casten, Chuy García, Lauren Underwood, Nikki Budzinski, Jonathan Jackson, Delia Ramirez, and Eric Sorenson sent a letter to the Secretary of the Department of Health and Human Services (HHS) and Assistant Secretary of the Administration for Children and Families (ACF) demanding that they comply with the law and immediately release the $1 billion in frozen federal funding for essential services that support hundreds of thousands of Illinoisans served by the Child Care and Development Fund (CCDF), the Temporary Assistance for Needy Families (TANF), and the Social Services Block Grant (SSBG). 

 

“As the senior Democrat on the House Subcommittee with jurisdiction over child care, welfare, and social services funding, I know that HHS has no statutory or constitutional authority to prevent states from accessing these funds,” said Davis. “The statutes governing these funds outline clear, specific processes for how to identify and sanction noncompliance, and the Administration followed none of them.  I strongly support the Illinois lawsuit against ACF and HHS because it is fundamental to preventing the harm to children, families, the elderly, people with disabilities, community organizations, and businesses that will occur without the court’s temporary restraining order.” 

 

      The lawmakers wrote, “Under federal law, the State of Illinois is entitled to receive TANF, SSBG, and CCDF funding, and your letter provided no evidence of any failure on the part of the state.  If HHS does have concerns, federal law provides a specific process in each program for it to bring concerns to the state’s attention and give the state an opportunity to address them.  Federal law outlines penalties if the issues are not resolved and describes in detail the data states must provide to HHS.  However, HHS made no attempt to communicate with us or our state or to follow the law regarding alleged operational failures and is now demanding that the state provide them with individual, personally-identifiable information for our constituents that is not required by the law.  We demand that you immediately release the funds Congress appropriated to Illinois children and families.”

 

     “Disruption to this funding will have substantial, immediate, and destructive consequences to Illinois children, families, businesses, and communities,” they continued.  “Withholding both CCDF and TANF funding will cripple child care for low-income families in Illinois, threaten child protection services, and undermine the economic well-being of children and families…In addition to the substantial harm inflicted on vulnerable Illinoisans by halting funds for these three programs, the ACF’s action will devastate several hundred nonprofits and small businesses in our state.” 

 

     “Government has a responsibility to protect its citizens while ensuring appropriate use of federal funds,” the lawmakers closed. “However, halting all federal CCDF, SSBG, and TANF funds to the State of Illinois without any legitimate basis will dangerously cut child care, child welfare, and health and well-being services, making the lives of children and families worse, not better.  We expect that you quickly will release the funding our state is entitled to so that hundreds of thousands of Illinoisans do not suffer.”

Crow Receives an A+ Rating from End Citizens United for Work to Root Out Corruption in Politics

WASHINGTON — Congressman Jason Crow (D-CO-06) has received an A+ from anti-corruption, pro-democracy group End Citizens United for his legislative work to end the influence of big donors, corporations, and special interests in our politics. 

End Citizens United announced the rating today, 16 years after the Supreme Court’s harmful Citizens United vs. FEC decision that undermined the United States’ campaign finance system. The ruling has corroded our politics, allowing the richest and most influential to curry even more favor with elites in Washington. Congressman Crow is a longtime sponsor of the Constitutional Amendment to overturn the decision and clean up campaign finance law.

“The Supreme Court’s disastrous Citizens United decision poisoned our politics, which is why I’m leading the fight to overturn it. Americans are sick and tired of a corrupt system that caters to special interests and dark money groups, while working folks struggle to get by. Rep. Kelly’s bill to prevent preterm births included in health funding bill

“I am proud to lead the effort to reauthorize the PREEMIE Act and ensure it successfully becomes law. Every mother should have the necessary support before, during, and after labor, and every baby should have a healthy start to life,” said Rep. Kelly, chair of the bipartisan Maternity Care Caucus. “Illinois was one of 22 states to experience a higher preterm birth rate than the national average, disproportionately impacting Black and Indigenous moms. That’s unacceptable. I’m improving health outcomes for moms and babies in Illinois and across the country.”

A baby born preterm, or before 37 weeks of gestation, is at higher risk of death and physical or intellectual disabilities. In the U.S. from 2013 to 2023, preterm birth rates increased from 9.8% to 10.4%.

The PREEMIE Act of 2006 first authorized the Centers for Disease Control and Prevention to research premature births and the Health Resources and Services Administration to improve treatment of premature infants. The PREEMIE Reauthorization Act of 2025 also provides grants to help the public understand risk factors for preterm birth and treatment for pregnant people with depression and substance use disorders.

Rep. Kelly introduces amendment to prevent Trump from purchasing Greenland

The Administration’s mass deportation policies could remove an estimated 1.5 million construction workers exacerbating the housing affordability crisis

Washington, D.C.—As Congressman Vicente Gonzalez (TX-34) continues to hear from builders, realtors and insurance lenders in the Rio Grande Valley about the growing housing and labor shortages, today he demanded U.S. Department of Housing and Urban Development (HUD) Secretary Scott Turner work with the President to address harmful policies impacting South Texas’s migrant workforce. During a House Committee on Financial Services hearing, the Congressman specifically highlighted how undocumented migrants account for 40% of the construction workforce in Texas, and the removal of these workers would effectively terminate any real chance of solving the housing affordability crisis.

The United States is heavily reliant on an undocumented workforce. However, federal immigration agents – at the Administration’s direction – have increasingly targeted work sites for immigration sweeps. As a result, businesses in the Rio Grande Valley, particularly in key industries like construction, have suffered economically, and at times have even stalled affordable housing and other development projects.

“I’d like to turn to my question, Mr. Secretary, to a more serious issue that we have at hand, and that’s housing affordability in this country. And we have to be honest about that, because while we talk about immigrants, 30% of construction workers in this country are immigrants. And in Texas, about 40% of construction workers are immigrants. And in your city, in the Dallas-Fort Worth area, Houston, San Antonio, that number goes up to about 60%, depending on where you are.

“Just recently, I met with the South Texas Builders Association and had a very candid conversation about the labor shortage that we’re suffering in Texas and across the country. Just last year, it was shown that we would have had 400,000 homes less built in this country if it had not been for immigrant labor. 

“Right now, I have builders, I have realtors, I have lenders, I have title companies coming to me. These are folks who supported President Trump in his last election, who came to me and said what nobody else would say out loud – we need immigrants to build America – and we cannot do it without immigrant labor. We have a labor shortage in this country.”

“We really need to have a serious conversation on addressing the labor shortage for this country. These are Donald Trump supporters. These people voted for Trump. They thought he was going to help the country, and he’s actually hurt them.

“Framing prices in my district have doubled this year alone because of the labor shortage. That’s just the framing of it. You can keep on going—carpentry, bricklaying, roofing. Those are all labor, immigrant labor, forces that are handling most of that for the country, but especially in states—and the largest and most fastest growing states—like Texas, Florida, New York, California and many other places in this country.”

Sánchez: President Trump’s tariffs on NATO allies play into Russia, China’s hands

Ranking Member Huffman Slams Backdoor Attempt to Open Boundary Waters to Toxic Mining

Washington, D.C. – Today, Natural Resources Committee Ranking Member Jared Huffman (D-Calif.) spoke on the House Floor against H.J. Res. 140, a Congressional Review Act resolution that would overturn protections for the Boundary Waters Canoe Area Wilderness in Minnesota and allow a Chilean mining company with ties to China to pursue a sulfide-ore copper mine near its headwaters.

“Mr. Speaker, the Boundary Waters draw more visitors than any other wilderness in the country. Millions of Americans have paddled and fished, swum, found solace among its pristine lakes and forests. It supports a multibillion-dollar outdoor economy, thousands of jobs, and a way of life passed down for generations. Presidents reaching back to Teddy Roosevelt and members of Congress on both sides of the aisle have long recognized its value and protected it as part of our American heritage.

“But the Boundary Waters have been under threat for years. Twin Metals, owned by Antofagasta, a Chilean mining company with close ties to China, has been lobbying to set up a mine outside the wilderness area, along the banks of waters that flow north directly into the wilderness. The type of mining Twin Metals has proposed has a 100 percent track record of toxic pollution. 100 percent. There has never been a mine of this kind that did not leach toxic pollution.

“And despite what the other side of the aisle might tell you, there’s no guarantee that the precious minerals produced from this mine would stay in the U.S. and benefit the American economy or American national security. Antofagasta sends most of its minerals to China, where they’re sold on the global market—likely the same fate for these minerals if this mine is allowed to happen.

“All of this is why, nearly three years ago, Secretary of the Interior Deb Haaland protected the land surrounding the Boundary Waters and its headwaters from mining for 20 years through a public land order, a standard tool backed by peer-reviewed science and extensive public engagement.

“The Congressional Review Act resolution on the floor today would overturn those protections, putting our beloved Boundary Waters at risk of toxic pollution from a foreign-owned mine.

“If this CRA succeeds, it won’t only open the Boundary Waters to pollution. It would set a terrible and dangerous precedent for Congress to roll back protections for any of our treasured public lands with little oversight or notice, because Republicans have decided they’d rather pillage them for profit.

“Some places are worth protecting. This pristine, one-of-a-kind place is one of them.”

Background

The Boundary Waters Canoe Area Wilderness draws more visitors than any other wilderness in the country. Its pristine lakes and forests support thousands of Minnesota jobs and a $13 billion outdoor recreation economy. In 2023, Secretary Haaland protected the Boundary Waters headwaters from new mining for 20 years through a Public Land Order, a standard tool Interior has used for decades to safeguard sensitive public lands. The decision was backed by peer-reviewed science on sulfide-ore copper mining, which has a 100 percent track record of polluting water and would cause certain, irreversible contamination in this watershed.

H.J. Res. 140 would overturn these protections, opening the door for Twin Metals, a foreign-owned mining project, to pollute waters flowing directly into the wilderness. The minerals extracted would be shipped abroad for processing and sale on the global market. Republicans are twisting the Congressional Review Act into a weapon to erase public land protections, asserting without precedent that Public Land Orders are rules covered by the CRA. Congress received notice of this order over three years ago. If Republicans succeed in reaching back to overturn a protection that was never considered a “rule,” every protected public land in America could be on the chopping block.

Costa, Westerman Introduce Groundbreaking Legislation to Support Fresno State and Regional Public Universities Nationwide

WASHINGTON – U.S. Representatives Jim Costa (CA-21) and Bruce Westerman (AR-04) have introduced the Boosting University Investments in Low-Income Districts (BUILD) Act, a bold bipartisan plan to channel billions in federal investment through regional public universities to transform struggling communities across America
“Regional Public Universities like Fresno State spur economic and community development in distressed communities along the Central Valley,” said Representative Costa. “For far too long, these institutions have been left behind. As a Fresno State alumnus, I am proud to introduce this groundbreaking legislation to bolster our regional economy and create new opportunities for Valley families to thrive.”
“Regional Public Universities across the Natural State are often the heartbeat of rural communities, acting as economic anchors that raise the standard of living and lead to stronger economies,” said Congressman Bruce Westerman. “The BUILD Act provides funding opportunities that ensure our regional schools like Arkansas Tech University, Southern Arkansas University, and Henderson State University, are empowered to revitalize and support our more rural communities across the Natural State. The BUILD Act recognizes that regional public universities (RPUs) are economic engines that often lack the federal support given to large research institutions. The bill would close that gap by creating a special designation for RPUs located in economically distressed communities, making them eligible for major new federal funding.
Designated universities could receive planning grants to design community-driven strategies, followed by implementation grants of $25–50 million over five years for projects such as:

Expanding Healthcare Access – Build clinics accessible to the public and train community members to become healthcare professionals.
Boosting Small Business Growth – Provide seed money to entrepreneurs and support local startups.
Modernizing Broadband – Invest in municipal broadband networks and digital infrastructure.
Revitalizing Communities – Renovate or construct housing, libraries, laboratories, museums, theaters, and cultural spaces.
Strengthening the Workforce – Launch apprenticeships, create industry partnerships, and expand job training opportunities.

This legislation would authorize up to $1.7 billion per year for five years and could benefit as many as 174 public four-year universities nationwide, including four California State University campuses: Fresno State, Cal State Los Angeles, San Diego State, and Cal Poly Pomona.
“Fresno State is pivotal to the economy and society of Central California, as we educate a majority of the region’s economic and social leaders.  As Fresno State has been partnering with industry partners for over a century, the University is perfectly positioned to lead the region in fomenting economic growth through applied research. Students must submit their artwork and a student release form by April 27, 2026.

The winner of the 2026 Congressional Art Competition will have their artwork displayed for one year in the U.S. Capitol and will be invited to attend a winner’s reception in Washington, D.C. during the summer of 2026. Students must be in high school (Grades 9-12) to participate.

Artwork must be two-dimensional. Each framed artwork can be no larger than 26 inches high, 26 inches wide, and 4 inches deep. No framed piece should weigh more than 15 pounds.

Accepted mediums for the two-dimensional artwork are as follows:

  • Paintings: oil, acrylics, watercolor, etc.
  • Drawings: colored pencil, pencil, ink, marker, pastels, charcoal. It is recommended that charcoal and pastel drawings be fixed.
  • Collages: must be two-dimensional
  • Prints: lithographs, silkscreen, block prints.
  • Mixed media: use of more than two mediums such as pencil, ink, watercolor, etc.
  • Computer-generated art
  • Photographs
