WASHINGTON D.C. — Today, Representative Jesús “Chuy” García (IL-04), alongside Representatives Ilhan Omar (MN-05), Lou Correa (CA-46), and Suzanne Bonamici (OR-01) introduced the Right to Learn Act, legislation designed to provide resources and support for students, families, and school communities impacted by immigration enforcement actions.

The Right to Learn Act will establish a federal grant program to help schools maintain safe, stable, and trauma-informed learning environments when immigration enforcement actions disrupt school communities. 

By establishing a federal grant program, this legislation will: 

• Support students’ well-being and learning stability 

• Equip educational and school staffs 

• Strengthen school-community partnerships 

• Protect students’ privacy and access to education  

“When immigration enforcement actions disrupt a school community, students, educators, and families all feel the impact. No child should have to learn in fear, and no school should face these challenges without support. The Right to Learn Act will provide schools with the resources they need and send a clear message: every child belongs in the classroom, not living in fear,” said Congressman García.

“Minnesota kids continue to live with the fear and trauma that Operation Metro Surge unleashed,” said Congresswoman Omar. “Our schools should always be a safe space for our kids, regardless of their immigration status. I’m proud to join my colleagues in leading this legislation to ensure our public schools can access the resources they need to provide students with a safe, stable learning environment.”

“President Trump promised to go after the worst of the worst, instead during his tenure we’ve seen immigration enforcement at elementary schools, places of learning and refuge for our children,” said Congressman Correa. “This critical legislation will make sure our students have a safe learning environment where they can thrive and become our leaders of tomorrow.” 

“For decades, public schools have been a safe space for students to learn and grow regardless of their immigration status. With those protections and immigrants now under threat, we must take action to keep children safe so they can continue to learn. I’m grateful to lead this legislation with several of my colleagues to keep schools safe, welcoming, and responsive,” said Congresswoman Bonamici. 
 
“The Right to Learn Act is about acknowledging the pain that the Trump administration’s cruel and illegal immigration operations have inflicted on America’s students—and doing something about it. This bill makes additional resources available to schools to meet the needs of kids and families who have been caught up in the federal dragnet. We have a moral obligation to commit resources to help repair the damage done by the administration’s crass and careless actions. The AFT strongly supports this legislation and will continue to mobilize and demand that U.S. Immigration and Customs Enforcement stop terrorizing our schools and neighborhoods,” said Randi Weingarten, President of The American Federation of Teachers. 

“We know teachers in classrooms across our country are doing everything they can, teaching kids who are afraid that their parents are not going to be home when they come from school. There is no learning when a kid has to live like that,” said Keri Rodriguez, founding President of the National Parents Union. “We are seeing an increase in chronic absenteeism because schools don’t feel like a safe place. We need to do everything we can to support the people who are trying to get our children through this traumatic moment.”

WASHINGTON — Congressman Jared Golden (ME-02) voted today against Republicans’ partisan reconciliation framework. 

“While we don’t know the details of the Republicans’ reconciliation plan yet, I’ve watched the GOP run this play before and I’m not expecting it to add up to anything good for Maine,” Golden said. “I’ll keep an open mind and will assess whatever they pull together on the merits. But I’m not going to grease the skids for the majority to write a partisan bill behind closed doors.”

The vote passed the House in a party-line 216-214vote.

Background:

Reconciliation is a budgetary maneuver that allows the majority party to amend the current budget and bypass the 60-vote threshold for passage in the Senate.

The resolution before the House today begins the process with a framework that outlines $95 billion in new spending to be drafted by the committees on Agriculture, Armed Services, Intelligence, and House Administration. Their proposals will then be lumped together into one bill to be laid before the full House of Representatives.

The American people are watching a party that has become a rudderless ship running off the left edge, socialists taking over. Watching what is going on to that other party, look at some of the things that we’ve been able to do even with their obstruction. Working to produce more energy in America so we can lower costs for American families while every Democrat voted no. Working to lower tax rates for working families. Yes, no tax on overtime, a benefit that has helped over 30 million Americans. These aren’t the millionaires and the billionaires that Democrats go fight for every day. These are hardworking families making under $100,000 a year, many of them shift workers, law enforcement officers.“Maybe they voted against that bill because they want to defund the police, not help police officers and firefighters have a little bit more money in their pocket with no tax on overtime, no tax on tips. Somebody making $32,000 a year on average has thousands more in their pocket now because of the work we did. And how did we pay for it, Mr. Chairman? And we, we put it in the pockets of hardworking families.”Overtime workers, waiters, waitresses, senior citizens who now have a tax credit. All of that we paid for with money that was being stolen. And every step of the way, Democrats opposed it. They would rather theft of your tax dollars go to fraudsters than hardworking families have their money back. So their obstruction is nothing new, Mr. Chairman.…“And then we get to today where we say, shouldn’t we make sure our men and women in uniform have the tools they need to do their job safely? Shouldn’t we make sure that our farmers get the relief they need so we can keep working to lower food costs? And oh, by the way, can’t we ensure the integrity of the American vote? Basic things that most Americans understand. Democrats in Washington don’t.…“They get up here and they start voting against the wishes of the American people over and over and over again. And why? Not just to defend fraudsters. If you know that requiring a picture ID, just something so basic that every American understands, by the way, those same Democrats have to show that picture ID to get on the airplane to come up here and vote for socialist policies. But then yet they don’t want that to be the case when you vote. And then they would say, ‘don’t worry, there’s no fraud.’ There’s no fraud? Well, why is it just today’s New York Post uncovered yet again what we’ve known all along? Here in New Jersey, they just admitted 6,600 noncitizens are on their rolls, many of them voting, voting in elections, illegals on their rolls voting. And they document in this article many elections that were decided by just a small number of votes. In fact, the margin of the theft, the stolen votes are that margin. You can stop that by just requiring a picture ID. And then you would say, well, then why would anybody be against that? And they’ll hide behind all these other ruses, but they’ll vote no. “We’ve got a bill later today to say, well, let’s ban members of Congress from trading stocks. And you’re going to watch the board. On an issue that every American understands, and almost every Democrat’s going to vote no. And you’ll say, why is that? Because it requires a photo ID. What’s so harmful about that? You can’t go get an unlimited bowl of pasta at Olive Garden without showing a photo ID. Can we at least have the Olive Garden standard when we protect the democracy and the franchise that we have to keep this great democracy? And that’s just requiring that you prove you are who you say you are. “And this, Mr. Chairman, is such a fundamental principle. Not hard to explain to the American people, but actively opposed by Democrats in Congress. And it just begs the question, why? Who are they protecting? Who are they protecting with a no vote, Mr. Chairman, if they know illegals are voting in many of these states where they don’t require photo ID?…“I think it’s critical we protect the sanctity of every American’s right to vote. And if somebody else is stealing your vote because they’re voting illegally, thousands in New Jersey, then it takes away your right to vote. Mr. Chairman, we ought to be protecting everybody’s right to vote.”

“Today, Republicans in Congress pushed a vote on a sham bill that they say bans stock trading, but let me be clear: It does not. This bill allows members of Congress to continue owning and selling stocks. We desperately need to clean up corruption in the federal government. That’s why I am a co-sponsor of the Restore Trust in Government Act, a bill that bans any Member of Congress, the President, the Vice President, and their family members from buying or selling stocks.  

“Republicans could bring this bill up tomorrow, but they refuse to do so because they want to continue allowing  President Trump to make billions of dollars on personal stock trading while stripping healthcare from hardworking Americans. 

“In addition, Republicans’ bill cynically adds provisions that would completely destroy Washington state’s mail-in voting system just weeks before our election. The 8th Congressional District is 10,000 square miles, and this bill would force voters to potentially drive hundreds of miles to vote. I voted no on this bill, and demand that Republicans in Congress bring up a true stock trading ban immediately. Washingtonians and the American people deserve better than this sham legislation. In Congress, I’ll keep fighting for that.”

McCaul: Thank you, Mr. Chairman and Ambassador Waltz. It’s great to see you again. It’s great to see a friend and a former colleague in this position. And let me just say, I think you’re doing an outstanding job.  

Reforming the United Nations is quite a daunting task. Ambassador Bartos, you mentioned your wife questioning your sanity in taking on the job, but I commend you for it. 

I want to follow up with Iran. You know, since 1979, a dark veil of terror has reigned over the Middle East. This, in my judgment, was a reckoning that was eventually going to happen. It was unavoidable with this regime, as long as the regime is in power. I commend this president for being the first president to take on this regime and Iran on its path to a nuclear bomb. 

Negotiating in the past hasn’t worked. 

I have to be honest with you, ambassador. I’m not sanguine about the current negotiations. I understand we have to give that a chance and give peace a chance. We have to try to negotiate, but I do think that as Reagan said, peace through strength [is crucial, and] as the Powell Doctrine [states:] either you go all in to win, or you get the hell out of there. 

Right now, they’re reconstituting their centrifuges in underground storage facilities. Then their launch pads are still striking.  

It is my sincere hope, and it’s not your responsibility, but that the president unleashes our Department of War on Iran. I know that’s what is happening now to take out the launchpads, to take out the IRGC, to let Mossad and Israel do its job because I think as long as this regime’s in power, we’re going to continue to have this problem.  

And Russia providing targeting information is absolutely unacceptable from my point of view, and I think from the United States’ point of view. 

I’m really pleased to see the White House join with Lindsey Graham. As I went to Ukraine, his last wishes were [for] his Russian sanctions bill to pass. 

I will be introducing that in the [House of Representatives] … I want to thank the White House for its work there because nothing will end that war sooner than passing that sanctions bill. It’s a path to peace, not a path to war.  

My question to you [is regarding] the Straits of Hormuz. We’re a net gain [energy] producer. We don’t really even have to rely on this. We are doing this to the benefit of our European allies.  

… I applaud the president as well for getting the Gulf States involved to help finance this operation because it’s in their best interest to open up these straits. I think it’s a very doable thing if we unleash our military and allow them to do what they do best. 

Sir, and you know the military better than I do; they’re fully capable of accomplishing this mission. I know that’s not the hat you wear today, but I’d like for you to comment on the overall status of the straits. … I think the Gulf States are stepping up. What role, if any, is the United Nations and Security Council playing in this? 

Waltz: Well, thank you. And just to set the table for the answer, I want to answer that very specifically, you’re absolutely right. Iran has been at war with the United States since 1979. [Iran has] killed thousands of my fellow servicemen in Iraq, in Lebanon, in the Gulf, literally all over the world, in addition to its plots here in the United States to kill the president of the United States and members of his cabinet.  

Yet, Iran is in the worst place, is in the weakest place it has been through a combination of both military and diplomacy in its war against the United States. In Lebanon, you have the Lebanese government — you had the president here yesterday and today — you have Lebanon negotiating with Israel for the first time. You have the Assad regime gone and probably the most hope in Syria that we’ve seen in a generation. You just had the Iraqi president here in Texas, signing deals with American oil and gas companies. 

And the Iranian regime is literally cratering economically, militarily, and at war, frankly, with its own people in addition to the region.  

To your point on the Straits of Hormuz, Secretary Bessent just said yesterday, China, the main buyer of Iranian illegal oil, has cut its purchases by half and nobody else wants to buy it. The blockade is absolutely working. And then on the UN, look, we’ve had Iran absolutely diplomatically isolated. 

We may not pay a lot of attention to what happens in the UN Security Council here in our media, but I can tell you around the rest of the world, they are glued to every word. It’s the only forum Iran really has on the global stage. And 140 countries have sided with us and condemned their attacks on civilian shipping, the mines that they’re putting in international waterways, and their violations of international law across the board. Keeping them diplomatically isolated is my job.  

And as the ranking member mentioned, we also have sanctions authority. The snapback sanctions that were lifted under the JCPOA are now back in place, and the rest of the world has joined us in that economic isolation.

WASHINGTON – Today, Congressman Michael McCaul (R-Texas) — chairman emeritus of the House Homeland Security and Foreign Affairs Committees — released the following statement after voting for the Fiscal Year 2027 National Defense Authorization Act (NDAA).

“Providing for our national defense is a fundamental duty of Congress — one that has never been more vital as America’s adversaries seek to undermine global stability. I proudly voted for this year’s NDAA to support our brave servicemembers and their families, equip our warfighters with the tools they need to win, and deter our adversaries’ aggression around the world.” -Rep. McCaul 

McCaul championed several of the provisions in this year’s NDAA, including a provision he led with Rep. Morgan Luttrell (R-Texas) to expand access to neuroplastogen treatments like ibogaine for our nation’s veterans.

“Our servicemembers and special operators risk everything to defend our freedoms, and far too many return home with deep wounds — both seen and unseen. Mounting evidence suggests that, where traditional medicine has failed, ibogaine can offer a durable path to recovery for these heroes. Our nation’s veterans answered the call for us, and I’m proud to help deliver for them.” -Rep. McCaul

McCaul also joined Rep. Jodey Arrington (R-Texas) in securing a provision to establish a pilot program providing anonymous counseling for Special Operations Forces.

“Our special operators face unimaginable danger and trauma. They should not be penalized for seeking the help they need to continue doing their high-risk jobs successfully. I’m proud to support this provision to help increase their access to mental health resources as they continue to fight and risk their lives for this nation.” -Rep. McCaul

Additionally, he helped secure two provisions to strengthen the AUKUS partnership:

1. A provision he led with Bill Huizenga (R-Mich.) enabling the U.S., U.K., and Australia to share long-range missile and drone technology more freely.
2. A provision he led with Joe Courtney (D-Conn.) and others to allow the U.S. to transfer an additional Virginia-class submarine to Australia, bringing the total number of submarines allowed under the AUKUS agreement to three.

“The Chinese Communist Party is working at lightning speed to advance its military apparatus — and it does not play fair. We must empower the United States and its allies to meet that generational challenge head-on by removing burdensome red tape that slows down the transfer of critical military technologies. This important provision will strengthen crucial partnerships like the AUKUS defense pact and deter the CCP’s malign activity in the Indo-Pacific and beyond.” -Rep. McCaul 

McCaul also successfully included his provision to accelerate the development and testing of unmanned systems and platforms to counter them.

“Unmanned systems are rapidly changing the face of modern warfare — a reality I witnessed firsthand during my recent visit to Ukraine. The Ukrainians have leveraged these low-cost systems to inflict staggering losses on the Russian forces. The United States must heed the lessons from emerging battlefields around the world and rapidly accelerate innovation in our own drone systems and counter-drone capabilities to ensure our military is prepared for the conflicts of tomorrow.”-Rep.
