Rep. Juan Vargas Votes Against Disastrous Republican Budget Resolution, Major Cuts to Medicaid and Food Assistance

Source: United States House of Representatives – Congressman Juan Vargas (CA-51)

April 10, 2025

WASHINGTON – Today, U.S. Representative Juan Vargas (D-CA) released the following statement after House Republicans voted to pass a budget resolution that paves the way for tax breaks for billionaires and devastating cuts to Medicaid and food assistance.

“Today, Republicans took another step towards making their appalling budget plan a reality. Their budget would deliver a staggering $7 trillion in giveaways to billionaires and big corporations while making the largest cuts to Medicaid and food assistance in history. And estimates show it will add trillions to our deficit. I voted no. I oppose taking food and health care from working families to pay for tax cuts for billionaires. Simple as that. I’ll keep fighting back on this disaster of a budget.”

DeGette Statement on House Republicans’ Budget Resolution

WASHINGTON, D.C. – Today, Congresswoman Diana DeGette (CO-01) released the following statement after House Republicans passed H. Con. Res. 14, the FY2025 Budget Resolution.

“House Republicans just passed a bill that sets the stage for cuts to Medicaid and food stamps so that they can fund huge tax breaks for the wealthiest Americans and corporations.

“The budget resolution put forth by Republicans in Congress directs my committee, the Energy and Commerce Committee, to find $880 billion in ‘savings’. The nonpartisan Congressional Budget Office reported that it would be impossible to cut that much without touching Medicaid. Not to mention, their budget calls for at least $230 billion in cuts that threaten nutrition assistance during a period of fast-rising food prices, and it also repeals clean energy investments included in the Inflation Reduction Act.

“In my district alone, over 161,000 of my constituents who rely on Medicaid could lose their health care. And more than 123,000 of my constituents who rely on food stamps to feed their families could lose this critical lifeline.

“This bill is nothing more than a rushed, sloppy response to Donald Trump’s demands to pass his ‘one, big, beautiful bill’—a win he desperately needs because he has nothing else to show for his leadership.

“As Trump and Elon Musk continue to slash and burn their way through our government, I refuse to support his agenda and call on my Republican colleagues to stop bending the knee to Trump and Elon and get serious about helping the American people.”

Rep. Frankel Slams Republican Budget That Guts Essential Benefits to Pay for Billionaire Tax Breaks

Washington, September 10, 2025

Washington, DC – Today, Representative Lois Frankel (FL-22) released the following statement after voting against the Republican budget framework:

“The Republican budget is a dangerous roadmap—laying the groundwork for the largest cuts to Medicaid and food assistance in U.S. history, all to fund massive tax breaks for billionaires and big corporations,” said Rep. Frankel. “That means millions of Americans will lose their health care and struggle to put food on the table. A responsible budget should lower costs for hardworking families. That’s what I’m fighting for.”

The resolution passed by a vote of 216-214. Every House Democrat voted no.

Congressman Castro Introduces the Postal Service Clusterbox Responsibility Act to Ensure Safe and Secure Mail Delivery

Source: United States House of Representatives – Congressman Joaquin Castro (20th District of Texas)

April 10, 2025

WASHINGTON, D.C. — Today, Congressman Castro (TX-20) introduced the Postal Service Clusterbox Responsibility Act – legislation that would ensure USPS continues maintaining cluster boxes for eligible neighborhoods.

The legislation comes after the USPS abandoned their longstanding practice of maintaining and repairing damaged clusterboxes for neighborhoods in San Antonio and across the United States. As a result, many constituents – including seniors and people with disabilities – are forced to make inconvenient and lengthy trips to retrieve essential mail, such as Social Security checks and medications from their local post office.

“Texas families rely on USPS for everything from paychecks to holiday cheer. No matter your zip code, all folks deserve a reliable and safe mail system,” said Congressman Castro. “Residents should not suddenly bear the cost of maintaining clusterboxes. My legislation will put power back into the hands of residents and ensure that USPS fulfills its decades-long commitment to take care of this vital public service.”

Background:

The Postal Service Clusterbox Responsibility Act directs the USPS to continue maintaining clusterboxes that it has historically maintained for at least 20 years. The bill establishes a process for neighborhoods to submit information to USPS to confirm their responsibility for maintenance. The legislation also creates a dedicated Clusterbox Unit Maintenance Fund to ensure financial resources are available to carry out its obligations.

In September 2024, Congressman Castro led a letter to the U.S. Postmaster General Louis DeJoy expressing bipartisan concerns about recent changes to USPS policy that damaged public faith in the reliability of the service.

In October 2023, Castro released a letter demanding answers and accountability from USPS after USPS suddenly ended a longstanding policy of maintaining the cluster boxes that San Antonio residents rely on for safe and secure mail delivery.

Congressman Castro is committed to protecting federal mail operations. San Antonio neighborhoods who are facing issues with mail delivery are encouraged to get in touch with his office by calling 210-348-8216.

Sherrill Stands Up Against Washington Republicans’ Extreme Voter Suppression Bill

Source: United States House of Representatives – Congresswoman Mikie Sherrill (NJ-11)

WASHINGTON, DC — Representative Mikie Sherrill released the following statement after voting NO on H.R. 22, the so-called Safeguard American Voter Eligibility (SAVE) Act:

“Today, Republicans in Washington passed a sweeping voter suppression law that will take access to the ballot box away from millions of minority communities, women, service members, and rural voters. I voted NO.

“House Republicans claim to be trying to combat voter fraud, but don’t be fooled. In reality, this could keep nearly two million New Jersey women — whose last names don’t match their birth certificates — from being able to register to vote. Service members and their families — stationed across the country and the globe — will have their votes taken away when they cannot travel to register in person.

“The right to vote is part of the very fabric of this country. Generations of Americans have devoted their lives to not only protect, but expand that right. I refuse to stand by as Republicans roll back our progress — because we have fought too hard and come too far to go back.”

Republicans Approve Budget Plan to Drive Up Costs on Middle-Class Families, Cut Taxes for Ultra-Wealthy

Republicans Approve Budget Plan to Drive Up Costs on Middle-Class Families, Cut Taxes for Ultra-Wealthy

Washington, D.C., April 10, 2025

Today, Congresswoman Suzan DelBene (WA-01) released the following statement after voting against House Republicans’ budget proposal.

“Republicans’ budget shows who they really are and what they actually stand for. It gives the wealthiest Americans another massive trillion-dollar tax cut while forcing working families to pay for it and balloon our national debt. This proposal will take away health care and other essential services from Americans, making life even more expensive for them. Trump and Republicans promised they’d lower costs on day one, but they continue to break that promise in favor of the wealthy and well-connected. I will continue fighting to protect Washington families against this reckless budget.”

Background

  • The budget plan would cut Medicaid by nearly $1 trillion, the largest cut to the program in history. This includes a nearly $20 billion cut from Apple Health.
  • It also cuts SNAP by over $200 billion and education and school meal programs by around $100 billion.
  • Medicaid and the Children’s Health Insurance Program (CHIP) cover nearly 80 million Americans, including over 1.8 million in Washington.
  • SNAP provides vital food assistance to roughly 40 million children, parents, older adults, and disabled people, including nearly 900,000 in Washington.
  • The House Republican budget plan benefits the wealthiest .1% with an average tax cut of over $310,000.

Jayapal, Schakowsky, Espaillat, Panetta Introduce Legislation to Protect Immigrant Survivors of Violence

Source: United States House of Representatives – Congresswoman Pramila Jayapal (7th District of Washington)

WASHINGTON – U.S. Representatives Pramila Jayapal (WA-07), Jan Schakowsky (IL-09), Adriano Espaillat (NY-13), and Jimmy Panetta (CA-20) today introduced the Working for Immigrant Safety and Empowerment (WISE) Act to protect immigrant survivors of domestic violence, human trafficking, and gender-based violence. The bill would ensure that immigrants have access to protections intended by the bipartisan Violence Against Women Act (VAWA), the Trafficking Victim Protection Act (TVPA), and other federal and state laws. The bill would also move to ensure survivors pursuing relief are not detained or deported before their applications are fully adjudicated.

“The Trump administration’s mass deportation campaign has sowed immeasurable fear in immigrant communities, driving survivors of crime to hide in fear of deportation. That simply cannot be the case,” said Jayapal. “Immigrant women are significantly more likely to suffer domestic violence, nearly three times the national average. Especially in the current environment, it is critical that we take steps to ensure that survivors of domestic violence, human trafficking, and gender-based violence are protected. The WISE Act would improve protections for immigrant witnesses and victims of crimes and foster safe communities — the opposite of what Trump is pushing.”

“Our immigrant communities are under attack by the Trump administration, and immigrant women faced with domestic violence make up one of the most vulnerable populations. These women should not feel forced to stay in violent, life-threatening intimate partner relationships because of their tenuous immigration status,” said Schakowsky. “I am proud to co-lead the WISE Act to help ensure that all victims of domestic violence, regardless of immigration status, have access to the public resources and support they need to escape abuse.”

“Immigrant families are facing tremendous challenges in light of the Trump administration, and we are working to combat these dangerous anti-American policies daily. Immigrant victims of domestic violence, trafficking, and gender-based assaults are particularly vulnerable and deserve protections regardless of their immigration status,” said Espaillat. “Immigrant survivors are less likely to report a crime in fear of detention and deportation, especially in this political climate, which makes them even more vulnerable to such abuse and exploitation. These crimes are dehumanizing and reprehensible, and we must do all that it takes to ensure protections are in place and victims feel empowered to seek assistance. I am proud to join my colleagues, once again, to introduce legislation this Congress to reaffirm our commitment to victims of violence when they need our help the most.”

“Our criminal justice system works when victims and witnesses have the will and confidence to come forward and testify to hold criminals accountable,” said Panetta.  “In addition to being scared of retribution by criminals, there also are times when undocumented individuals are fearful of deportation due to their cooperation with law enforcement.  That is why U and T visas are critical to putting away bad guys and giving people faith in our criminal justice system.  I’m proud to be a part of the reintroduction of the WISE Act, which includes my Immigrant Witness and Victim Protection Act to strengthen safeguards and expand the availability of U and T visas.  By ensuring that victims and witnesses have access to the protections of our government in their cooperation with law enforcement, we can hold criminals accountable and strengthen trust in our justice system.”

This bill introduction comes after President Donald Trump, in a proclamation for National Sexual Assault Awareness and Prevention Month, blamed sexual violence on undocumented immigrants. However, studies have found zero evidence to support a link between undocumented immigrants and a rise in crime rates.

Immigrant women and children are particularly vulnerable to domestic violence, and the rate of abuse against immigrant women is nearly 49 percent, three times the national average. While domestic violence is a consistently underreported issue, immigrant survivors are significantly less likely to report these crimes due to fear of deportation.

The WISE Act would strengthen protections for immigrant survivors by:

  • Eliminating arbitrary caps on the U Visa and Special Immigrant Juvenile Status (SIJS).
  • Expanding qualifying crimes for the U Visa to include hate crimes, child abuse, and elder abuse as well as grant protections for abused children, stepchildren, spouses, and parents of immigrant survivors.
  • Granting work authorization to survivors while their applications are pending.
  • Prohibiting detention and deportation of immigrant survivors while their cases are pending.
  • Limiting the use or disclosure of information pertaining to a pending immigrant survivor’s VAWA, T, U, or SIJ applications.
  • Restricting immigration enforcement at certain protected areas including any domestic violence shelter, rape crisis center, supervised visitation center, family justice center, or victim services providers, among other locations.
  • Ensuring survivors have the support necessary to thrive and reduce reliance on abusers by providing access to certain assistance, including Temporary Assistance for Needy Families (TANF), Supplemental Security Income (SSI), Social Services Block Grant (SSBG), and Medicaid.

The legislation is sponsored by Yassamin Ansari (AZ-03), Becca Balint (VT-At Large), Nanette Barragán (CA-44), Salud Carbajal (CA-24), Greg Casar (TX-35), Sean Casten (IL-06), Joaquin Castro (TX-20), Judy Chu (CA-28), Jesús “Chuy” García (IL-04), Dan Goldman (NY-10), Val Hoyle (OR-04), Henry C. “Hank” Johnson, Jr. (GA-04), Ro Khanna (CA-17), Sam Liccardo (CA-16), James P. Huffman, Velázquez, Ocasio-Cortez, and Hernández Press DOE to Deploy Renewable Energy Funds for Puerto Rico

Source: United States House of Representatives – Congressman Jared Huffman Representing the 2nd District of California

April 10, 2025

Washington, D.C. – Today, Representatives Jared Huffman (D-CA), Nydia M. Velázquez (D-NY), Alexandria Ocasio-Cortez (D-NY), and Pablo José Hernández (D-PR) urged the Department of Energy (DOE) to accelerate solar installations under Puerto Rico Energy Resilience Fund’s (PR-ERF) programs, warning that continued delays could have severe consequences for vulnerable communities across the island.

“Every hurricane season we fail to act, we risk lives,” the lawmakers wrote. “The funding has been obligated, the technology exists, and the urgent need for these programs is clear. We call on the Department to move swiftly to fulfill the intent of Congress and protect the people of Puerto Rico.”

Congress established the PR-ERF with $1 billion through the FY2023 Consolidated Appropriations Act, thanks to the leadership of the late Representative Raúl M. Grijalva. Lawmakers were explicit that the funding support rooftop solar and battery storage systems for last-mile communities and individuals with electricity-dependent disabilities and medical conditions.

“This request was made in response to both the proven reliability of rooftop solar and battery systems, which consistently preserved power during major storms, and to direct appeals from residents across Puerto Rico urging Congress to lower the cost barriers for acquiring these systems,” the Members wrote. “These stakeholders specifically emphasized the need for rooftop solar systems to mitigate the disproportionate health impacts and mortality for elderly residents and residents with disabilities, as was seen during Hurricane María in 2017 and Hurricane Fiona in 2022.”

In the letter, the lawmakers applauded the launch of the DOE’s Solar Access Program and call on the Department to accelerate installations without delay. They also urged immediate action on the Resilient Communities Program, which remains stalled, noting that the Department has not yet finalized agreements to release $365 million intended to enhance energy security in multi-family housing properties and community healthcare facilities.

“With hurricane season quickly approaching, any further delay risks severe consequences,” continued the lawmakers. “In Puerto Rico, where power outages are frequent and backup power is often out of reach for many, the failure to deploy decentralized energy systems puts lives at risk.”

The letter underscores that rooftop solar with battery storage is the most practical and proven way to improve energy security in Puerto Rico. Tens of thousands of systems already in use produce 1.1 gigawatts of power and help prevent up to 56 hours of outages each year by supplying electricity directly to homes. The PR-ERF will expand this network and strengthen the island’s ability to avoid blackouts during peak demand.

In the letter, the Members request a briefing from DOE on the PR-ERF’s progress, including a timeline for finalizing agreements and launching installations.

House Passes Budget Resolution in Win for America First Agenda

Source: United States House of Representatives – Congressman Ron Estes (R-Kansas)

In a major win for Kansans and President Trump’s America First agenda, Rep. Ron Estes (R-Kansas) and House Republicans passed the budget resolution that starts the process to secure our border and extend the Tax Cuts and Jobs Act, ensuring Kansans don’t see a tax hike in 2026. Prior to the 216 to 214 vote today, Rep. Estes delivered remarks in support of the resolution during yesterday’s debate.

“Voting yes means voting for a secure border and economic growth,” said Rep. Estes. “By voting yes, we’re voting for a path to make the Tax Cuts and Jobs Act permanent. It means making economic growth provisions like research and development, the small business pass-through, interest deductibility and immediate expensing permanent parts of our tax code. A yes vote prevents the largest tax increase for Americans in history.”

Download video of Rep. Estes’ remarks here.

Full Remarks

Mr. Speaker, I rise today in support of advancing President Trump’s America First agenda.

It was less than two months ago that I stood on this House floor as Republicans passed our budget resolution, putting a marker in the ground to restore and secure our country, both physically and financially.

While I don’t think this resolution goes far enough, the resolution we’re going to pass today is a positive step forward, and it’s what Americans demanded five months ago.

Yesterday, I had the opportunity to talk directly with President Trump in the West Wing. He’s asking Republicans to support this budget resolution to move the process forward. This resolution is only one more step in the process to obtain these positive results.

Voting yes means voting for a secure border and economic growth. By voting yes, we’re voting for a path to make the Tax Cuts and Jobs Act permanent. It means making economic growth provisions like research and development, the small business pass-through, interest deductibility and immediate expensing permanent parts of our tax code. A yes vote prevents the largest tax increase for Americans in history.

As a fiscal hawk who will continue to work with the administration to rein in reckless spending, I’m voting yes for the American people.

Hoyer Joins Mfume, Maryland Congressional Delegation Members to Demand Answers on Tariff Impact on Port of Baltimore

Source: United States House of Representatives – Congressman Steny H Hoyer (MD-05)

WASHINGTON, DC – This week, Congressman Steny H. Hoyer (MD-05) joined a letter led by U.S. Representative Kweisi Mfume (MD-07) alongside U.S. Senators Chris Van Hollen and Angela Alsobrooks (both D-MD) and Representatives Jamie Raskin (MD-08), Glenn Ivey (MD-04), Sarah Elfreth (MD-03), April McClain Delaney (MD-06), and Johnny Olszewski (MD-02) calling on the Administration to detail the repercussions of newly announced tariffs on the Port of Baltimore. This letter, sent to United States Secretary of Commerce Howard Lutnick, raises the lawmakers’ concerns regarding the latest announcement on tariffs, the costs for the American consumer, and the potential shock wave to major ports, industries, and workforces.

“The Port of Baltimore is one of the nation’s most vital hubs for commerce, and it plays a crucial role in national supply chains,” said the lawmakers.

“We are especially concerned about the latest announcement on tariffs considering the economic consequences for the American consumer. These tariffs effectively serve as a sales tax on consumers, placing the burden of revenue raising on American families. While White House trade adviser Peter Navarro stated recently that these tariffs are expected to raise about $600 billion a year in revenue, economists have clarified that the impact to consumers on spending will significantly reduce these revenue estimates. Instead, experts indicate these tariffs will raise prices for already-struggling consumers, trigger layoffs in industries with customers who rely on imports, and plunge our nation into a recession,” the lawmakers continued.

The Members also emphasized the resiliency of the Port of Baltimore after the collapse of the Francis Scott Key Bridge in their letter and its ability to retain its standing as the nation’s top-ranked port for wheeled farm and construction machinery and the second most utilized port for importing cars in 2024.

Considering the importance of the Port of Baltimore’s function in the local, state, national, and global economies, the lawmakers requested a response from Secretary Lutnick to the following inquiries within the next 14 days:

  1. What mechanism is the Department of Commerce utilizing to assess the feasibility and effectiveness of the tariffs issued under the Executive Order?

  2. What efforts will the Department of Commerce take to track how these tariffs impact everyday costs for the American consumer, and national and local economies?

  3. What are the long-term implications of these tariffs on our nation’s major ports, and on our national supply chains?

  4. How, specifically, do you expect the announced tariffs will impact automobile and light vehicle imports, coal exports, and agricultural equipment imports and exports?

  5. Will the Administration waive tariffs on certain goods or sectors, or provide aid to impacted small businesses, impacted workers (i.e. farmers, dockworkers, etc.), and industries, in response to significant negative economic outcomes in the United States?

Full text of the letter can be viewed here and below.

April 7, 2025

The Honorable Howard Lutnick
Secretary of Commerce
1401 Constitution Avenue NW
Washington, D.C. 20230

Re: Implications of Newly Announced Tariffs on the Port of Baltimore

Dear Secretary Lutnick:

We write to you today to communicate our extreme concern about the implications of the recently announced tariff regime on the Port of Baltimore (the “Port”). On April 2, 2025,
President Trump issued an Executive Order, titled Regulating Imports with a Reciprocal Tariff to Rectify Trade Practices that Contribute to Large and Persistent Annual United States Goods Trade Deficits (the “Executive Order”), that announced a minimum 10% tariff on all imported goods, to take effect April 5. On April 9, higher levels of “reciprocal” tariffs will be placed on goods imported from nations with which the United States has a trade deficit. This latest action comes one week after the Administration’s Executive Order titled, Adjusting Imports of Automobiles and Automobile Parts into the United States, which announced tariffs targeted at individual industries (i.e. automobiles, steel, aluminum) and countries (i.e. Canada, Mexico, China).

The Port of Baltimore is one of the nation’s most vital hubs for commerce, and it plays a crucial role in national supply chains. Last year, when the Francis Scott Key Bridge collapsed, the Port was closed for nearly two months, causing significant disruption to our economy. The state of Maryland estimates that approximately 15,000 direct jobs and 139,000 indirect jobs depend on the Port of Baltimore, generating an estimated $3.3 billion in personal revenue, $2.6 billion in business income, and more than $395 million in taxes. The local economic impact was such that the United States Small Business Administration and the United States Department of Labor responded by issuing Economic Injury Disaster Loans and Dislocated Worker Grants for businesses and workers that were directly affected by the bridge’s collapse and closure of the Port.

Despite the collapse, Baltimore’s resiliency speaks to the Port’s ability to retain its standing as our Nation’s top ranked Port for wheeled farm and construction machinery, and reigns as the nation’s second most utilized port for importing cars in 2024. In 2024, the Port of Baltimore exported more than $2.9 billion and imported nearly $23 billion in automobiles and light trucks. Additionally, the Port exported more than $2.92 billion in coal and more than $1.1 billion in agricultural equipment and materials. Overall, the Port of Baltimore exports roughly 28% of the nation’s coal, making it the second-largest coal exporting port in the United States.

We are especially concerned about the latest announcement on tariffs considering the economic consequences for the American consumer. Instead, experts indicate these tariffs will raise prices for already-struggling consumers, trigger layoffs in industries with customers who rely on imports, and plunge our nation into a recession.

Considering the Port of Baltimore’s critical importance to the economic wellbeing of the city, state, and our nation, we request a response to the following inquiries within 14 days:

Thank you for your prompt attention to this important matter. We look forward to your reply.

Sincerely,
