Flag Day Proclamation Supports American Samoa and U.S. Food Security 

Washington, D.C. – Congresswoman Uifa’atali Amata is hailing President Trump’s Proclamation restoring fishing waters, which will expand options for the U.S. tuna fleet out of Pago Pago Harbor. President Trump made the Proclamation on April 17th, coinciding with American Samoa’s 125th Flag Day, which celebrates the first official raising of the U.S. flag in American Samoa in the year 1900.

Amata, who requested action on this important issue, was delighted to be at the White House for the President’s Proclamation, and thank President Trump personally for restoring fishing for Pacific Island communities in the Pacific Remote Island Marine National Monument (PRIMNM) between 50-200 miles offshore. 

“Thank you, President Trump! This sensible Proclamation is important to the stability and future of American Samoa’s economy, but it also is fantastic news for U.S. food security,” said Congresswoman Amata. “The vast Pacific Islands area cannot fall under the domination of an increasingly aggressive CCP. Instead, President Trump’s key action strengthens our American fishing fleet and helps combat malign activities by the CCP with increased U.S. fishing presence along with Coast Guard operations.”

The President’s Proclamation boosts American commercial fishing presence and economic activity in the Pacific islands region; helps reassert U.S. commitment and energetic presence in the Pacific; helps reduce I.U.U. fishing; combats malign activities by the CCP in the region based on U.S. commercial and Coast Guard presence; and enhances the nation’s food security by securing our supply chain of healthy tuna, serving our Buy America school lunch and military K-rations, and reducing unnecessary reliance on imported fish. 

“Our U.S. fleet of law-abiding, thoroughly regulated fishermen is preferable to dependence on other nations supply, and highly preferable to the Illegal, Unregulated and Unreported fishing practices that are a problem in our shared ocean. The American fleet is part of the solution, not the problem. I appreciate this strong, patriotic, common sense, and economically wise decision by President Trump,” concluded Rep. Amata.

Background 

In 2014, President Obama increased the Pacific Remote Island Marine National Monument (PRIMNM) from the original 80,000 square miles under President Bush to an unbelievable 490,000 square miles; and extended the fishing ban from 50-200 miles.

For perspective, the original PRIMNM area created was the size of Minnesota (80,000 sq. miles); and President Obama increased it six-fold adding the equivalent of California (260,000 sq. miles) and Texas (150,000 sq. miles) and eliminating fishing in the process. This PRIMNM area and fishing ban is five times the size of all the Great Lakes combined! In fact, it is roughly 20 percent the size of the lower 48 states and the smallest 20 states would fit in the PRIMNM area with its fishing ban in open ocean waters.

There was never any science justifying this fishing ban. Restoration of fishing from 50-200 miles will not negate any protections for existing inland waterway, beach, coral, or any other near-shore fishing species, flora or fauna.

CONGRESSWOMAN PLASKETT SHARES ADVOCACY WIN IN SECURING EXEMPTIONS ON TRUMP ADMINISTRATION’S PORT FEE ACTIONS

Washington, D.C. – Congresswoman Stacey E. Plaskett shared the following statement on the Trump Administration’s U.S. Trade Representative Office’s (USTR) exemption for the U.S. Virgin Islands from punitive service fees and restrictions on shipping companies that have the potential to skyrocket costs for Americans – and would have done so exponentially for the Virgin Islands. 

There would have been far-reaching economic consequences, including shipping delays and estimates of 50-60% increased shipping costs under the Proposed Action. However, the U.S. Virgin Islands falls within the 2,000 mile exemption (Annex II, Targeted Coverage, page 33) in the Notice of Action issued today by USTR. Furthermore, transport operators with fleets comprised of Chinese-built vessels would have been charged up to $1.5 million per vessel entrance to an American port, as well as an ‘additional fee’ of up to $1 million per vessel entrance to an American port if the number of foreign-built vessels in the operator’s fleet is equal to or greater than 25 percent. Even vessels under the U.S. flag, operated and owned by a U.S. entity that are Chinese-built would have been subject to the fees in USTR’s proposal. If the Proposed Action had been implemented, the unintended consequence would have been an increased presence of Chinese vessels and carriers transporting goods from sources outside of the United States—including China—within the United States’ third border, the Caribbean Basin.

“I am grateful for the opportunity to speak with and question US Trade Representative Ambassador Jamieson Greer during a Ways & Means Committee hearing last week and at that time urging the Ambassador to consider the practical impacts of tariff actions on the U.S. outlying areas and ultimately reconsider those actions. Our communities would have borne a tremendous undue cost, which made clear the need for an exemption. I also led a letter to USTR Ambassador Greer and the Administration, with Members of Congress from both the Atlantic and Pacific areas to make the case for an exemption for the territories and US-owned companies and underscore the impact of these fees on the Virgin Islands, which would have permeated through the Caribbean region.

“USTR Ambassador Greer took my letter into serious consideration when making final arrangements of this action. Under the Notice of Action, exemptions apply to:

  • U.S.-owned or U.S.-flagged vessels enrolled in the Voluntary Intermodal Sealift Agreement, the Maritime Security Program, the Tanker Security Program, or the Cable Security Program;
  • vessels arriving empty or in ballast;
  • vessels with a capacity of equal to or less than: 4,000 Twenty-Foot Equivalent Units, 55,000 deadweight tons, or an individual bulk capacity of 80,000 deadweight tons;
  • vessels entering a U.S. port in the continental United States from a voyage of less than 2,000 nautical miles from a foreign port or point;
  • U.S.-owned vessels, where the U.S. entity owning the vessel is controlled by U.S. persons and is at least 75 percent beneficially owned by U.S. persons;
  • specialized or special purpose-built vessels for the transport of chemical substances in bulk liquid forms; and
  • vessels principally identified as “Lakers Vessels” on CBP Form 1300, or its electronic equivalent.”

USTR Ambassador Greer’s team highlighted the Congresswoman’s advocacy both in Committee and her letter where she was able to bring together Representatives from outlying areas in both the Atlantic and Pacific—states and territories. We note as a monumental achievement the critical work done by the Congresswoman and her team to bring together disparate communities who the federal government have historically pitted against one another. Congresswoman Plaskett is grateful for Ambassador Greer’s team reaching out to share the news with her before the public announcement and expressing the importance of the information her team shared.

DelBene Underscores Impact of Republican Cuts to Medicaid in Washington

Today, Congresswoman Suzan DelBene (WA-01) hosted a roundtable at EvergreenHealth Monroe with Medicaid recipients, providers, and health systems to highlight the impact of the cuts Trump and Congressional Republicans are advancing to Apple Health, Washington state’s Medicaid Program.

 

Earlier this month, House and Senate Republicans advanced legislation that would cut hundreds of billions of dollars from Medicaid to pay for tax cuts for wealthy people and big corporations. This would amount to the largest cut in Medicaid’s history and leave states like Washington with the painful choice of cutting people from the program and reducing what services it covers. When Medicaid is cut, providers are forced to scale back services and health care costs rise for everyone.

1.8 million Washingtonians are enrolled in Apple Health. This includes children, pregnant women, parents, seniors, and people with disabilities. Approximately half of Apple Health’s budget comes from the federal government. The other half is provided by the state government.

“President Trump and Congressional Republicans promised to lower the cost of living for American families. Instead, they are trying to make the biggest cut to Medicaid in the program’s history so they can pay for tax breaks for the wealthy,” said DelBene. “Medicaid covers nearly 2 million Washington children, seniors, and others in our state. I hear from constituents daily who are worried about what these cuts would mean for them and their families. Cuts to Medicaid hurt everyone in our community because they force providers to scale back the services and health care costs go up for everyone. I will continue to stand up for Medicaid access and against these drastic cuts.”

“As a community-owned hospital, EvergreenHealth is an advocate for ensuring everyone has unhindered access to affordable care and services that they need close to home,” said EvergreenHealth CEO Ettore Palazzo, MD, FACP. “The proposed reductions could lead to significant coverage losses and financial strain on health care providers, potentially affecting millions of Americans, including more than one hundred thousand residents of King and Snohomish counties, who rely on Medicaid for essential health services.”

“Apple Health (Medicaid) provides access to health care and behavioral health services for nearly 2 million people in Washington state, including children, older adults, people with disabilities, and working families. When funding is at risk, it puts real pressure on the services for our state’s most vulnerable residents,” said Dr. Charissa Fotinos, Medical Director, State Medicaid and Behavioral Health, Washington State Health Care Authority.

Pressley Reintroduces Vital Legislation to Address Growing Childhood Trauma Crisis

As White House Slashes Essential Federal Programs, Pressley Reintroduces the STRONG Support for Children Act to Invest in Children’s Mental Health and Trauma Recovery

WASHINGTON – Today, Congresswoman Ayanna Pressley (MA-07) reintroduced the STRONG Support for Children Act. This bill would support communities in addressing childhood trauma through healing-centered, neighborhood-based, gender-responsive, culturally specific, and trauma-informed approaches that acknowledge the impact of systemic racism and inequities over generations.

“Every child deserves to thrive,” said Rep. Pressley. “The STRONG Support for Children Act would provide critical resources and approach childhood trauma through a reparative, healing-centered, and trauma-informed lens. Children too often carry the weight of trauma throughout their entire lives because these wounds don’t just heal on their own. With this legislation, we will invest in breaking cycles of intergenerational trauma and ensure children are supported.”

With over two-thirds of children experiencing at least one traumatic event by age 16, the urgency to address childhood trauma demands a comprehensive approach. Instead, the Trump Administration has slashed $1 billion from the Substance Abuse and Mental Health Services Administration (SAMHSA) through canceled grants and reduced staff by 50%, leaving critical trauma-focused programs—including suicide prevention hotlines, opioid addiction treatment, and crisis stabilization services— to face imminent shutdowns.

Unaddressed childhood trauma is linked to several leading causes of death in America, including heart disease, lung disease, substance use, and suicide.  Studies show that exposure to poverty, homelessness, food insecurity and malnutrition, discrimination, family separation, and deportation increase the likelihood of negative health outcomes and can lead to complex trauma and toxic stress.

The Services and Trauma-Informed Research of Outcomes in Neighborhood Grants (STRONG) for Support for Children Act would establish two new grant programs under the Department of Health and Human Services to support local public health departments in addressing trauma and ensure that programming is conveniently located and accessible to all children and families regardless of immigration status, ability to pay, and prior involvement in the criminal legal system. The legislation would prohibit grant recipients from using funds to increase surveillance and policing of vulnerable communities.  

Joining Rep. Pressley in introducing the STRONG Support for Children Act are Representatives Shri Thanedar, Eleanor Holmes Norton, and Rashida Tlaib.

This legislation is endorsed by the following organizations: Campaign for Trauma-Informed Policy and Practice (CTIPP); The National Prevention Science Coalition to Improve Lives; Global Alliance for Behavioral Health and Social Justice; American Academy of Pediatrics; Regina Triplett, MD, MS; and Ujima Inc.

Throughout her career, Congresswoman Pressley has been a tireless advocate for trauma-conscious policymaking.

Last week, she reintroduced the Ending PUSHOUT Act and Counseling Not Criminalization in Schools Act to collectively end the discriminatory treatment of Black and brown students, LGBTQIA+ students, and students with disabilities in schools, and invest in safe, nurturing learning environments for all students.

In February 2024, Rep. Pressley sent a letter to the Department of Health and Human Services to address the growing crisis of childhood trauma that was exacerbated by the COVID-19 pandemic.

In March 2023, Rep. Pressley celebrated $250,000 in Community Project Funding she secured for Big Sister Association of Greater Boston (Big Sister) to support its one-to-one mentoring and enrichment programs for girls.

In March 2021, Rep. Pressley sent a letter to President Biden calling on him to address the nation’s growing trauma crisis and laying out a series of steps the administration should take to confront the far-reaching hurt plaguing our communities and our nation.  In April 2021, she published an op-ed where she reflected on the collective pain experienced by communities in her district over the past year.

Bacon and Rouzer Introduce Bill to Help with SNAP Backlogs

Washington – States can become overwhelmed with the number of SNAP applications due to inflation, economic downturn, and natural disasters. When this happens, many states do not have enough employees to deal with the large increase in applications, which creates backlogs that delay people from getting the SNAP benefits they need. Last week, Rep. Don Bacon (NE-02) and Rep. David Rouzer (NC-07) introduced the SNAP Staffing Flexibility Act of 2025 to give states the option to hire outside contractors to help process applications during these high-demand periods. This contract is terminated once the backlog is cleared. 

“When people apply for SNAP Benefits, it is because they are already struggling,” said Rep. Bacon. “I want to make sure states can process applications quickly so people can get the assistance they need. In economically challenging times, when state agencies are overwhelmed by applications, the use of outside contractors will speed up the delivery time of benefits.” 

 The Children’s Health Insurance Program (CHIP) and other safety net programs successfully use contractors to address backlogs, and this bill would give SNAP the same flexibility. Modernizing SNAP will give states more control over the administrative process in a way that does not threaten the jobs of current employees. This bill will lead to faster processing times, which means that families will get the assistance they need sooner.

Rep. Frankel Introduces Bill to Protect Seniors from New Trump Social Security Repayment Policy

Washington, DC – Today, Representative Lois Frankel (FL-22) joined several of her House Democratic colleagues to introduce the Claws Off Social Security Act—a bill that protects seniors from having their entire Social Security checks withheld in cases of accidental overpayment.

Under a recently implemented policy by the Trump Administration, the Social Security Administration (SSA) may withhold 100 percent of a senior’s benefit if an accidental overpayment occurs—even when the mistake was through no fault of the beneficiary. This change could leave millions of Americans without the income they rely on for food, housing, and medicine.

The Claws Off Social Security Act would reinstate a commonsense safeguard previously in place during the Biden Administration, which limited repayments to 10 percent of a recipient’s monthly benefit. This allows seniors to repay overpayments gradually without being pushed into financial crisis.

“For so many older Americans, a Social Security check isn’t a luxury—it’s a lifeline,” said Rep. Frankel. “It helps keep food on the table, the lights on, and critical medications within reach. It’s simply wrong to take away someone’s entire income because of a government mistake. This bill restores fairness and compassion to the system—ensuring seniors can repay what’s owed without losing everything they depend on to get by.”

In 2023 alone, the SSA sought to recover overpayments from more than two million people. Many were blindsided by sudden demands for repayment and feared losing their only source of income.

The Claws Off Social Security Act would:

  1. Cap the SSA’s monthly withholding for overpayments at 10 percent of a recipient’s benefit;
  2. Allow beneficiaries the option to repay more if they choose; and
  3. Provide an exception in cases involving fraud.

The bill is co-led by Reps. Dwight Evans (PA-03), John Larson (CT-01), and Rosa DeLauro (CT-03), and is endorsed by leading advocacy organizations including Justice in Aging, the National Committee to Preserve Social Security and Medicare, and Social Security Works.

South Gate, CA — On Monday, Congresswoman Nanette Barragán (CA-44) held a second Community Conversation on the proposed Republican cuts to Medicaid, Social Security, and other essential government services; the tariff “tax” on everyday essential items; the illegal deportation of legally protected immigrants; and the impacts of these actions on communities in the district. After hosting nearly 400 constituents at her first Community Conversation in San Pedro, last night’s event saw close to 300 people gather in South Gate to hear from the Congresswoman, ask questions, and tell their personal stories of how they would be impacted by these policies.

“Medicaid funding not only ensures that 37 million children in our country have access to care, it also helps fund critical programs for children’s mental health and children with disabilities. As a pediatrician, when Medicaid is funded, I can ensure the children I care for have access to the preventative care they need to help them grow healthy. Cutting Medicaid also cuts doctors, nurses, and resources for community health centers, hospitals, and specialty care. If we truly believe in protecting the most vulnerable in our society and investing in the future of our children, then we must protect and preserve Medicaid at all costs,” said Dr. Shapiro.

As a practicing community pediatrician, I can tell you that if my Medicaid patients lose access or have to pay increased costs in care, the impacts will be long-lasting and detrimental to their lives, their families, and their communities,” he continued.

Long Beach, CA – Today, Congresswoman Nanette Barragán led a letter, with Congresswoman Maxine Waters and Congressman Robert Garcia, that urges federal, state, and local regulatory agencies to provide greater monitoring and oversight of toxic emissions from container fumigation facilities in Long Beach, San Pedro, and Compton. 

In the letter, the Members expressed concern with the prevalent use of methyl bromide, a toxic pesticide, at fumigation facilities located closed to homes, schools, parks, and other public spaces. Medical research has proven that prolonged exposure to methyl bromide can cause adverse health impacts to the neurological and respiratory systems. 

To gain greater transparency of these fumigation facilities and their impacts on local communities, the Members requested for community air monitors to be installed and health risk assessments to be conducted in all communities near fumigation facilities in Los Angeles County. They also requested inspection reports of the local fumigation facilities to ensure these sites are following all protocols required by federal law and their individual conditional use permits.
