WASHINGTON (March 11, 2025) – Congressman Dwight Evans (D-PA-3) announced he will vote “No” on a House Republican funding bill that fails to stop or reverse recent mass firings and funding freezes. 

“Elon Musk and Donald Trump have been ignoring funding laws already passed by Congress – and now they want Congress to give them more money through a new law with no safeguards against what they’ve been doing? The Musk-Trump mass firings and funding freezes have already been creating partial government shutdowns. That is what I want to stop,” Evans said. 

“Democrats are in the minority in both the House and Senate, but we are fighting for protections for the American people against more law-breaking by Musk and Trump. Republicans control the White House, Senate and House – if there is a wider government shutdown than Musk and Trump have already imposed, it’ll be Republicans’ doing.” 

“If this partisan bill goes down, we can have real negotiations and a chance to protect services and benefits the American people count on. This is even more important now that Musk has made threatening comments about an EARNED benefit, Social Security.”

Evans noted reporting that Trump administration officials have told House Republicans they will also ignore parts of the new funding bill if it becomes law.

“Under the Constitution, which was signed in Philadelphia, Congress has the power of the purse. No president – of any party – is a king. When the law says they have to release the funding, that’s it.”

Evans Hosting Telephone Town Hall on March 8; Delaware Attorney General, ACLU Rep among Guest Speakers

PHILADELPHIA (Feb. 27, 2025) – Congressman Dwight Evans (D-PA-3rd) will host a telephone town hall on Saturday, March 8, from 11 a.m. to 12 p.m. He’ll be joined by guest speakers to help update Philadelphians on what’s happening with efforts to fight Trump administration actions, including some successes in the courts.

$4.5 million returned to or saved for constituents in 2024; $13.3 million in federal funding secured for 15 Philly community projects

PHILADELPHIA (Feb. 26, 2025) – Congressman Dwight Evans (D-PA-3rd) recently released his State of the District report covering 2024, now available on his website, evans.house.gov. This report covers his accomplishments in constituent savings, community project funding, and legislation for 2024.

Some highlights of the 14-page report include:

● $4.5 million returned to or saved for constituents in cases involving federal agencies such as the IRS, Social Security Administration and Department of Veterans Affairs. The 2024 figure brings Evans’ office’s total to more than $45.5 million returned to or saved for constituents during his first eight years in Congress.

● Details of $13.3 million in federal funding that Evans secured for 15 Philadelphia community projects, including more than $8.2 million going toward affordable-housing initiatives.

● Key initiatives he voted for that continued to be implemented in 2024, such as several multi-million-dollar federal grants for Philadelphia from the Biden Infrastructure and Jobs Act. One example is $29.7 million in federal funding to improve pedestrian safety across Philadelphia, including in front of schools.

Tonko, Salinas Call for Administration to Halt Reckless Staffing Cuts at SAMHSA

WASHINGTON, DC — Today, Congressman Paul D. Tonko (NY-20) and Congresswoman Andrea Salinas (OR-6) led a letter calling upon Health and Human Services (HHS) Secretary Robert F. Kennedy to halt reckless staffing cuts at the Substance Abuse and Mental Health Services Administration (SAMHSA). SAMHSA serves millions of Americans across the nation who struggle with mental health challenges and substance use disorder.

Joined by more than 50 of their colleagues, the letter expresses grave concerns at reports that staffing reductions of up to 50 to 70 percent of SAMHSA’s staff are being considered and that the agency has already lost 1 out of 10 employees, including several responsible for the operation of the 988 National Suicide and Crisis Lifeline. 

“Cutting SAMHSA employees without understanding the impact is extremely dangerous given the behavioral health crises impacting every corner of our nation,” Tonko and his colleagues write. “Too many people across the country are suffering without necessary resources. We must ensure that SAMHSA staff are there to ensure those lifesaving resources reach our communities.” 

Tonko Co-Chairs the Addiction, Treatment, and Recovery Caucus and has led efforts for many years to expand access to substance use disorder (SUD) treatment and mental health services. 

Earlier today, Reps. Tonko and Salinas, who Co-Chairs the Mental Health Caucus, held a virtual press conference with ten former SAMHSA employees who have been fired as a result of cuts from this administration. Participants spoke about the detrimental impact that these cuts will have on addressing mental health, and ensuring access to substance use disorder treatment, services, prevention and recovery.

Dear Secretary Kennedy,

We are deeply concerned by the Department of Government Efficiency’s (“DOGE”) reckless staff reductions at the Substance Abuse and Mental Health Services Administration (SAMHSA). SAMHSA staff work in supporting our shared mental health and addiction prevention, treatment, and recovery priorities. Recent reporting notes that the agency lost 1 out of 10 of its staff, including team members responsible for the operation of the 988 National Suicide and Crisis Lifeline.

It has also come to our attention that almost all staff located in Regions Four and Five have been terminated. Currently, the SAMHSA website no longer lists the staff contacts for those regions. Even more concerning, we are told that additional reductions of up to 50 to 70 percent of SAMHSA’s staff are under consideration. Cutting SAMHSA employees without understanding the impact is extremely dangerous given the behavioral health crises impacting every corner of our nation.

From October of 2023 to September of 2024, overdose deaths in the United States decreased by nearly 24 percent after trending upward for nearly two decades. SAMHSA staff have been instrumental in supporting this decline in deaths. SAMHSA staff have worked to increase access to the life-saving drug naloxone and have helped promote evidence-based treatment for both mental health and substance use disorder treatment. They also ensure that addiction treatment is safe and available by ensuring that Opioid Treatment Programs (OTPs) comply with federal regulations. There are at least 1,500 of these opioid treatment programs across the country who are relying on this support. Without adequate staff at SAMHSA, OTPs cannot operate, and patients will not receive addictions medications, counseling and other behavioral health services. SAMHSA staff certify mobile medication units which are critical in increasing access to medications for opioid use disorders especially in rural areas. Without SAMHSA staff, these mobile medication units won’t be deployed in our communities.

SAMHSA staff also support providers with the most updated evidence-based practices to treat patients. SAMHSA staff at the Center for Substance Abuse Treatment (CSAT) work with states to administer the Substance Use Prevention, Treatment, and Recovery Services (SUPTRS) Block Grant which helped serve over 2.5 million people with lifesaving substance use disorder prevention, treatment, and recovery services. SAMHSA staff in the Center for Substance Abuse Prevention (CSAP) have worked to ensure that states and communities have access to the most up to date, evidence-based prevention strategies, which have resulted in among the lowest rates of non-use of any substance among middle and high school students ever recorded by the Monitoring the Future Study.

From 2002 to 2022, suicide deaths in the United States generally increased; with a tragic spike in the post-pandemic years after briefly trending down from 2018 to 2020. In 2023, over 49,000 Americans died by suicide. Given these statistics and the current mental health crisis, we are deeply concerned by reports that nearly 25 percent of the team working on 988 awareness campaigns have been cut. As of January 2025, 988 has fielded an astounding 14 million calls, texts, and chats while the Veteran’s Crisis Line (VCL) has routed nearly 2 million contacts since July 2022.

SAMHSA staff at the Center for Mental Health Services (CMHS) also work with states to manage the Mental Health Block Grant (MHBG) which helped serve approximately 2 million individuals with serious mental illness and children with serious emotional disturbances. SAMHSA staff oversee technical assistance centers that ensure that providers across the U.S. know how to best treat and support those with mental health and substance use disorders, ranging from eating disorders to schizophrenia to alcohol addiction. Without this support for the workforce, individuals seeking treatment may not receive the most effective, evidence-based care, potentially leading to poorer health outcomes, increased relapse rates, and greater strain on healthcare systems. A fully staffed SAMHSA is essential to continued success.

Given the effects that HHS and DOGE’s actions are expected to have on the agency’s mission and operations, we ask that you provide the following information by March 10, 2025:

  1. A list of employees who have been terminated since January 20, 2025, including a copy of SAMHSA and DOGE’s charts and other documents reflecting staff reduction plans by program office and further disaggregated by field office and DC headquarters.
  2. A specific line-item by line-item analysis of the impact of SAMHSA staffing reductions in the 50 percent range. Please produce any written communications including texts, emails, memorandums, white papers and other documents indicating whether the intent of the proposed staffing reductions is to shut down SAMHSA programs by eliminating the staff needed to administer them.
  3. A detailed list of the types of employees terminated (schedule a, veterans, disabled veterans, military spouses, etc.).
  4. A detailed analysis of the impact on the Veteran’s Crisis Line from 988 funding cuts.

We strongly urge you to reconsider these cuts and stop any further cuts before fully informing Congress of any impacts to overdoses, suicides, and access to mental and behavioral health treatment. Too many people across the country are suffering without necessary resources. We must ensure that SAMHSA staff are there to ensure those lifesaving resources reach our communities. Please respond to this letter by March 10, 2025. We appreciate your prompt attention.

WASHINGTON, DC — Congressman Paul D. Tonko (NY-20) released the following statement urging Senate Democrats to join House Democrats in opposing the disastrous GOP budget in favor of a four-week, clean continuing resolution that keeps the government open:

Senate Democrats must hold strong and reject the dirty Republican funding bill that does nothing but give Elon Musk a blank check to continue his destruction of Medicaid, Medicare, Social Security, and other safety net programs.

The fact of the matter is that Elon is already shutting down vast swaths of our government. Just look at what he’s done with USAID, the Consumer Financial Protection Bureau, and now the Department of Education.

We cannot further enable him with a green light to continue these devastating cuts. Congress must stand up and assert its Constitutional prerogative to control and direct federal spending.

All Democratic Senators need to make it clear that they will NEVER provide votes for Elon’s destructive schemes and then work to pass a clean 4-week funding plan that provides time for Congress to reach a comprehensive budget agreement that actually meets the needs of the American people.

Tonko, Blumenthal Reintroduce SAFE Bet Act Addressing Sports Gambling

WASHINGTON, DC — With March Madness set to kick off, Congressman Paul D. Tonko (NY-20) and U.S. Senator Richard Blumenthal (D-CT) yesterday reintroduced their Supporting Affordability and Fairness with Every Bet (SAFE Bet) Act, legislation that would create nationwide consumer protections and standards for the mobile sports gambling industry. The Congressmembers were joined by the Douglas family, who shared their firsthand experience with gambling addiction, as well as the Public Health Advocacy Institute (PHAI) at Northeastern University School of Law. The SAFE Bet Act would address the public health implications resulting from the widespread legalization of sports betting in the United States. The legislation would require states offering sports betting to meet minimum federal standards in the categories of marketing, affordability, and artificial intelligence to create a safer, less addictive product.

Congressman Tonko said, “In just a few years, the sports gambling industry has become entrenched in every aspect of sports, with every play, pass, pitch, and punt marketed as a moment to bet. We are championing the SAFE Bet Act — not to prevent Americans from wagering on sports should they choose to — but to place commonsense guardrails on the sports betting industry in order to protect our communities from the most devastating impacts of gambling-related harm. Just as the federal government established guidelines with the tobacco and alcohol industry, we must take action to limit the harm of this addictive product. I call on all those who have a stake in the world of sports betting to get behind the SAFE Bet Act and this sound and compassionate public health approach.”

Senator Blumenthal said, “We’re introducing this bill just before March Madness for a simple reason: to make sports betting safer and to stop the sports betting industry from abhorrently exploiting addiction. We have seen far too many — especially young people — driven into gambling abuse disorder, which is a disease. Like all addictions, we must take every step to prevent and treat it — not amplify or exploit it. The term March Madness is meant to imply an exuberance and joy as well as enthusiasm, but let’s be very clear: sports betting has become a science for gambling entities. It is the science of exploitation and targeting and tracking individuals who are prone to addiction. The science of targeting and tracking gamblers who lose bets and enticing them to bet more and more until they are driven into ruin. That’s the abuse that we are trying to stop through the SAFE Bet Act.”

Gordon Douglas, the father of Andrew said, “[My son’s] gambling addiction almost ruined his life — it certainly took some years of his life away and came close to ending in tragedy. This addiction was hidden from us because it can be done on a telephone at any hour of the day and night. We support the SAFE Bet Act because we feel like there needs to be some guardrails and protection for those who have identified themselves as having gambling problems.”

Andrew Douglas, who is currently in recovery for gambling disorder, said, May 27th, 2024 was the day that I attempted to end my own life. Gambling addiction had a hold of me and had taken me to the darkest hole that I could ever imagine. For years and years [I was] constantly being targeted with no way to escape the advertising, the offers, the predatory and targeted business practices of all these gambling sites. There’s many many stories exactly like mine, and a lot more that didn’t end with the miracle that mine did. The hope [with this SAFE Bet Act] is to save future generations from having to go through what my family and myself have had to go through.”

PHAI President and Professor of Law at Northeastern University, Richard Daynard said, “Like cigarettes, online sports gambling apps are a highly addictive product designed to entrap consumers into compulsive use, robbing them of free choice as well their money. The SAFE Bets Act aims, among other things, to eliminate the predatory features of current sports betting apps, still allowing users to bet on the game but not to bet compulsively instead of even watching the game.”

Director of Gambling Policy at PHAI, Dr. Harry Levant, said, “The rapid and unprecedented expansion of the gambling industry has resulted in a public health crisis the scope of which we are only beginning to recognize. Once unthinkable partnerships between the gambling industry, professional and collegiate sports, broadcast media, and technology companies have resulted in the delivery of non-stop gambling action on virtually every phone, tablet, computer, and television. Gambling is a known addictive product, and the 2025 SAFE Bet Act protects the public by replacing the ethically flawed ‘responsible gaming’ model with comprehensive public health solutions designed to prevent gambling-related harm.”

Mark Gottlieb, Executive Director of PHAI said, “Where there is a public health problem, there needs to be a public health solution. At PHAI, we understand that blaming the people who are struggling with gambling and referring to them as ‘irresponsible’ consumers is not a public health solution. The 2025 SAFE Bet Act recognizes that the government needs to take a more active role when dealing with the new high-intensity sports gambling products that are causing so much pain today. The SAFE Bet Act is a public health solution.”

Since the 2018 Supreme Court decision that allowed for the widespread legalization of sports betting, the gambling industry has broken revenue records every year. In 2024, Americans legally wagered a record $147.91 billion on sports, up more than 23 percent from 2022. More than 95 percent of money wagered on sports last year was done online, according to the American Gaming Association (AGA).

Tonko Slams Trump Administration for Exposing Classified War Plans in Major Intelligence Breach

Tonko (NY-20) released the following statement in response to reports that senior Trump administration officials, including Secretary of Defense Pete Hegseth and National Security Advisor Michael Waltz, exposed classified war plans in an unsecure group chat that included a reporter.

“Exposing classified war plans in a group chat isn’t just amateurish — it’s a catastrophic intelligence breach that puts all our men and women in uniform at risk. Some members of this group chat were communicating through unsecured channels while they were in Moscow and possibly even at the Kremlin — recklessly exposing our state secrets to our adversaries.

“If these communications had been intercepted by malicious foreign actors, those adversaries would have known the time, place, and manner of impending strikes, putting our service members directly in harm’s way. Just as disturbing, some participants in the group shared information on active intelligence officers in the field — putting their lives in grave danger.

“Any junior officer would be court-martialed for an offense of this magnitude. If the individuals involved in this fiasco don’t resign out of sheer embarrassment, Donald Trump needs to fire them immediately.”

Mast Introduces Bill To Protect Service Members From Home Invaders

Washington, D.C. – U.S. Congressman Brian Mast (FL-21) introduced the Service Member Residence Protection Act today, which protects service members from absurd squatters’ rights laws and saves them from costly legal battles. 

Service members encounter unique housing challenges with demanding prolonged absences, relocations, and frequent transitions, often leaving them susceptible to illegal trespassers, or squatters; this common sense legislation ensures active-duty military personnel will not face the stressful obstacles required for evicting such individuals.

“I can’t think of many things worse than finally coming home after a tour of duty, only to find a trespasser camped out. There’s plenty to worry about when you get home, evicting someone shouldn’t be on the list,” said Rep. Brian Mast. “My bill defends service members, puts their interest first and stops government protection for squatters invading their homes.” 

The bill amends the Servicemembers’ Civil Relief Act (SCRA), adding a provision that frees service members’ residences from squatters’ rights constraints. Varying by state, squatters’ rights generally allow trespassers to claim ownership of a property if it is open, unoccupied, and their stay is continuous. Evicting a squatter requires legal intervention, which is often unfeasible or impossible during deployment. As service members’ residences are already vulnerable to trespassers, the bill provides housing security and financial protection from the legal barriers required to evict squatters. The bill defends military members’ residences from trespassers while they serve our country.
