Griffith Testifies to Congressional Panel to Protect Funding for AMLER Program

Appearing before the House Committee on Appropriations Subcommittee on Interior, Environment, and Related Agencies for the panel’s “Member Day”, U.S. Congressman Morgan Griffith (R-VA) testified in support of the Abandoned Mine Land Economic Revitalization (AMLER) program. 

The Subcommittee is responsible for drafting the Fiscal Year 2026 Interior and Environment Appropriations bill.

BACKGROUND

Administered by the Virginia Department of Energy, AMLER projects include but are not limited to infrastructure improvements and site redevelopment. Such work may also include cleaning up gob piles and taking down high walls to make the area safe and developable.

As the leading advocate in Virginia for the AMLER program, Rep. Griffith was instrumental in ensuring the inclusion of the Commonwealth in the Abandoned Mine Land (AML) pilot program. Since then, Southwest Virginia has been able to obtain tens of millions of federal dollars.

Last year, Rep. Griffith successfully added an amendment to the Interior Appropriations bill to make the AMLER program run more effectively.

In 2024, AMLER awarded $10 million to projects in deep Southwest Virginia.

Rep. Griffith celebrated recent AMLER projects by attending ribbon-cutting events for Big Cherry Lake in Wise County and Devil’s Bathtub in Scott County.

Griffith Statement on Senate Passage of Government Funding Bill

The U.S. Senate voted and passed a continuing resolution, H.R. 1968 – the Full-Year Continuing Appropriations and Extensions Act, 2025. This continuing resolution now heads to President Trump’s desk to avoid a government shutdown. Government funding runs out at 11:59 pm on Friday, March 14.

Following passage of the continuing resolution, U.S. Congressman Morgan Griffith (R-VA) issued the following statement:

“This government funding bill delivers critical funding to our border enforcement authorities and helps President Trump carry out his popular agenda of making government work more efficiently for the American people.”

BACKGROUND

The U.S. House of Representatives passed H.R. 1968 – the Full-Year Continuing Appropriations and Extensions Act, 2025 on Tuesday, March 11.

While Congressman Griffith generally does not support continuing resolutions, he issued a press release explaining his vote in favor of this bill.

The murderer of Big Stone Gap police officer Michael Chandler has received a sentence of 100 years of active imprisonment related to Chandler’s November 2021 murder. In Wise County, U.S. Congressman Morgan Griffith (R-VA) joined Attorney General Jason Miyares and local officials for a press conference to welcome the verdict and pay homage to Officer Chandler. Representative Griffith issued the following statement:

“Southwest Virginia has tremendous respect and affinity for the dedication of our law enforcement officials and their families. The support expressed by the local community today is recognition of this fact.

“I joined the Big Stone Gap and Wise County communities to honor Officer Chandler’s service and thank the region’s dedicated law enforcement officials. While the verdict reached today does not bring Officer Chandler back, I hope it provides some sense of closure to his loved ones and community.”

BACKGROUND

Griffith Statement on EPA’s Deregulatory Action

In what is being deemed as possibly the “biggest deregulatory action in U.S. history”, Environmental Protection Agency (EPA) Administrator Lee Zeldin announced plans for the agency to reconsider numerous EPA regulations. House Committee on Energy and Commerce Environment Subcommittee Chair and U.S. Congressman Morgan Griffith (R-VA) issued the following statement:

“Excessive overregulation of American industries is partly responsible for the demise of good-paying manufacturing jobs and affordable American energy.

“I welcome Administrator Zeldin’s actions to perform an agency review over many of these regulations.

“In line with the EPA’s ‘Powering the Great American Comeback Initiative’, I look forward to supporting thoughtful policies that restore American energy dominance, prepare the United States to lead on artificial intelligence, and enable our industries to deliver American-made goods and affordable, reliable energy across the country.”

The House Committee on Energy and Commerce’s Subcommittee on Environment, chaired by U.S. Congressman Morgan Griffith (R-VA), held a hearing entitled “Maximizing Opportunities for Redeveloping Brownfield Sites: Assessing the Potential for New American Innovation.”

As a witness invited to the hearing, LENOWISCO Planning District Commission Executive Director Mr. Duane Miller of Scott County testified to the benefits of the Environmental Protection Agency’s (EPA) Brownfields Program in rural, coal communities. LENOWISCO has played an integral role in attracting emerging industries to Southwest Virginia, creating jobs and cleaning up abandoned sites in the region.

BACKGROUND

LENOWISCO Planning District Commission serves the Counties of Lee, Wise and Scott and the City of Norton.

The Brownfields Program empowers states, communities and other stakeholders to work together to prevent, assess, safely clean up and sustainably reuse brownfields.

A brownfield site is real property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of a hazardous substance, pollutant or contaminant.

One recent Brownfields Program project involving LENOWISCO Planning District Commission is sponsored by Virginia Tech that trains local dislocated workers, veterans and individuals impacted by the decline in the coal industry to clean up brownfield sites.

In the last 10 years, there were roughly 15 Brownfields Program grants rewarded to projects located in the Ninth District.

Congressman Kustoff Introduces Bipartisan Grown in America Act

WASHINGTON, D.C. — Today, Reps. David Kustoff (R-TN), Jim Costa (D-CA), David Rouzer (R-NC), Mike Carey (R-OH), and Mark Alford (R-MO) introduced the bipartisan Grown in America Act of 2025 in the House of Representatives. This bipartisan legislation will create a federal tax credit to help businesses shift away from foreign markets and purchase more agricultural commodities here in the U.S.

“A strong and resilient agriculture and food sector is vital to America’s economy and national security,” said Congressman Kustoff. “By incentivizing businesses to purchase from American farmers, the Grown in America Act will bolster our agriculture industry and ensure it remains competitive on the world stage. Background: 
Current geopolitical tensions with China, along with supply chain disruptions caused by the COVID-19 pandemic, have highlighted the vulnerability of U.S. food supply chains and the agricultural sector’s exposure to foreign markets. Maintaining America’s status as the global economic powerhouse depends in part on our ability to protect critical domestic industries and fortify our supply chains.

The Grown in America Act of 2025 will incentivize businesses to purchase agricultural commodities from U.S. farmers, instead of importing them from overseas. Specifically, this legislation creates a tax credit to qualifying businesses for purchasing agricultural commodities sourced from American growers: 

  • Qualifying businesses include those using agricultural inputs to create products intended for human consumption. 
  • Businesses must source a certain percentage of their agricultural products from domestic growers to be eligible for the credit.
    • The eligibility threshold (the percentage of agriculture products a business must source domestically) begins at 50% in year one and increases by 5% annually over an eight-year period until it reaches 85%. 
    • The eligibility threshold(s) are based on a three-year rolling average to address potential, unavoidable market disruptions. 
  • The credit is calculated as 25 percent multiplied by the ratio of US to non-US agriculture purchases.

Kustoff Bill to Help Americans Recover from Natural Disasters Passes Ways and Means Committee

WASHINGTON, D.C. — Today, the bill filed by Reps. David Kustoff (R-TN) and Judy Chu (D-CA), H.R. 517, the Filing Relief for Natural Disasters Act, passed unanimously out of the House Committee on Ways and Means. This legislation will provide relief for taxpayers impacted by natural disasters and emergencies.

Congressman Kustoff said in part, “My district, which is West Tennessee, has been hit by a number of natural disasters over the years – ranging from tornados to most recently major flooding . . . Anyone who has toured a disaster area, spoken to victims, or watched the damage from television or social media should know: Recovering and rebuilding is not easy, and it doesn’t happen overnight. For impacted Americans, families, and communities – it is critical they have timely access to the support, the resources, and the relief they need to begin the recovery process and start getting their lives back on track.”

He went on to say, “That’s why Rep. Chu and I introduced the Filing Relief for Natural Disasters Act. This legislation makes two straightforward, commonsense reforms to the Internal Revenue Code that will ensure disaster victims are able to receive timely relief.”

“The last thing survivors of natural disasters should have to worry about is missing a tax deadline while they’re piecing their lives back together. Representative Kustoff’s legislation will allow the IRS the option to postpone federal tax deadlines for those impacted by state-declared disasters. I want to thank Representative Kustoff for his leadership in fighting for the folks in Tennessee and taxpayers across the country to give them this much-needed flexibility,” said Ways and Means Chairman Jason Smith (R-MO).

Background:
Currently, the U.S. Department of Treasury has the authority to postpone tax filing deadlines to taxpayers affected by federally-declared disasters. However, this does not extend to state-level emergencies. The Filing Relief for Natural Disasters Act would authorize the Treasury, in consultation with FEMA, to extend relief to impacted taxpayers as soon as the governor of a state declares a disaster or state of emergency. This legislation would also expand the current mandatory extension following a federally-declared disaster declaration from 60 to 120 days.

Congressman Gonzalez Statement on President Trump’s Executive Order Abolishing the U.S. Department of Education

President’s Action Puts the Education and Success of South Texas Students at Risk

BROWNSVILLE, TEXAS – Today, Congressman Vicente Gonzalez (TX-34) released a statement following President Trump’s executive order to dismantle the U.S. Department of Education, jeopardizing the long-term success of South Texas students.   

“By shuttering the doors of the Department of Education, President Trump is also shuttering the doors on our children’s futures,” said Congressman Gonzalez. “The Department of Education plays a vital role in providing critical federal funding to South Texas schools and ensuring equal access to quality education for all Americans.”  

“I believe that education is the great equalizer in our society. That it can help anyone willing to work hard achieve success and reach their American Dream. However, President Trump’s executive order will only lead to the most vulnerable, our low-income students, rural students, students of color, and English as a Second Language students at risk of losing the opportunity to better themselves – leaving total control of education to the individual states will cause inequities across the nation.” 

“The President’s announcement is filled with uncertainty over how critical programs will be implemented. Just last year, I helped secure $163 million in Title I funds for public schools in the 34th Congressional District of Texas. This money goes to hiring teachers, helping schools purchase supplies and technology for improved learning, funding training for teachers and parents, and much more. The administration has no plan for how these funds will continue to exist.”   

“Similarly, President Trump’s attempt to dismantle the Department of Education will also impact other critical federal programs such as Head Start and GEAR-UP, which fund services at high-poverty middle and high schools, and Pell Grants, which help low-income families afford higher education. There is no plan, no strategy, no preparedness for this monumental decision that will impact the future of America’s children.” 

“I will continue to fight for the people of South Texas and urge my fellow members of Congress to hold the President accountable for this action.”
