Peters Votes to Open Government and Continue Negotiations on ICE Funding

Washington, D.C. – Today, Representative Scott Peters (CA-50) released the following statement after voting to pass the Consolidated Appropriations Act of 2026. This bill includes five agencies’ full-year FY26 appropriations bills and a two-week continuing resolution through February 13 for Homeland Security.

“ICE has become a militant force in our communities that uses excessive force and scare tactics to rip families apart while operating under weak training standards with no accountability for their actions. We saw this in the cases of Renee Good and Alex Pretti. But shutting the government down is not a strategy to resolve these issues. Instead, I’ve introduced a bill, the Stop Excessive Force in Immigration Act, to rein in ICE.

“My bill would place strict limits on the use of military-style equipment like tear gas and flash-bangs and masks, requirements for always-on body cameras and for agents to render medical aid and intervene when colleagues act unlawfully, and increased training so agents can truly de-escalate. This is how Congress can protect the American people without dragging them into another shutdown.”

“Some of my colleagues believe that a shutdown could be the strategy to leverage control over ICE. But I disagree – shutdowns should not be used as leverage. I have no reason to believe that this shutdown would be anything other than chaos. ICE has already been funded for the next four years, totaling over $170 billion, thanks to Donald Trump and Congressional Republicans’ so-called ‘One Big Beautiful Bill.’ Voting NO won’t shut them down or take their money away. We need to take advantage of the next two weeks to fix DHS.

“As we saw during the 43-day shutdown at the end of last year, hardworking Americans have nothing to gain from a shutdown. In San Diego alone, tens of thousands of workers missed paychecks, SNAP benefits hung in limbo for 200,000 households, and travel delays and cancellations reached unprecedented levels. San Diego is also a proud military service community, and the hundreds of thousands of service members and federal workers in my district should never be used as collateral damage.

“Not only does this vote avoid a disastrous shutdown, but it also includes wins for San Diegans, and the American people. It includes vital project requests I secured for local infrastructure, homelessness programs, transit, and research at institutions like UCSD and Scripps. For the American people, it strengthens national defense, expands education programs, and bolsters public health programs. That’s what responsible, results-driven governing looks like, and it’s what my constituents deserve.

Background: On January 31, the government entered a partial shutdown because the Labor-HHS, Transportation-HUD, Defense, Financial Services and General Government, and National Security, Department of State, and Homeland Security (DHS) appropriations bills did not become law. Aside from Homeland Security, Rep. Peters voted to pass these appropriations packages out of the House.

Today’s vote finalizes the Senate-negotiated versions of the non-DHS appropriations bills. The remaining funding packages were completed through bicameral negotiations and returned to the House for final passage. DHS funding will continue to be negotiated separately.

After passing both chambers of Congress, these bills now head to the President’s desk, and once signed, will reopen the government.

Background: Permitting reform is increasingly an area of bipartisan consensus, especially as energy demand rises and costs continue to increase. However, our existing permitting regime has failed to ensure project permitting is on-time, efficient, and fair for all project types. Oftentimes, delays in the permitting process are unrelated to environmental protection or informed decision-making, and are instead driven by overregulation and administrative failures, including inefficient coordination of interagency reviews. Additionally, one of the biggest issues stifling long-term development in America over the last decade has been the constant regulatory pendulum swing that occurs when administrations prioritize certain projects, while placing a thumb on the scale against others.

 

American communities need to be able to build, and we should not allow partisan politics to limit that investment. It is critical that Congress provides a bipartisan model for environmental reviews that is durable and ensures accountability, transparency, and efficiency throughout the permitting process, from application submission to final decision. Once permits are lawfully issued – and the project sponsor is fulfilling the terms of the permit – it should be safe from arbitrary revocation, alteration, or termination, regardless of project type.

I think you’re seeing more people across the country take notice of this bill. The idea of one, proving your citizenship to register, and then, as you mentioned, showing an ID to vote. This is something that you do to get on an airplane, to go to a bar for goodness sake, how about to show an ID when you exercise the main right of democracy, and that is to vote? I think everybody gets it, 83% of Americans, as you pointed out, and it crosses all demographics, Republican, Democrat, Black, White, Hispanic, all groups support it by over 70%. We’re going to get this bill passed to the Senate tomorrow. Then I think you’re going to see a lot of pressure on the Senate to move this bill to President Trump’s desk.”On preserving the sanctity of each American’s vote:“I serve with a colleague, Mariannette Miller-Meeks, in Iowa, who won her first election by six votes – closest vote that anybody can recall in the history of Congress, six votes. Look, Joe Biden opened the border, and millions of people came in illegally, and some states actually allow illegals to vote in local elections. This bill says in federal elections, you have to prove citizenship, and you have to show an ID to vote. Prove who you are. I think most Americans get that. Most Americans know if somebody is stealing your vote because they’re voting illegally, it undermines confidence in elections. “I want to thank our Ukrainian guests, especially the children featured in this documentary, for coming all this way to share their stories. Their stories are important. It’s critically important to personalize to America the tragedy that has occurred, the carnage that is occurring, the savagery that is occurring on a daily basis. Because America has unfortunately been on the sidelines. Not always. Yes, there are some positive things happening, but we need to do more, much more. This war has touched your lives in different ways. Some of you have lost limbs. Some of you have lost loved ones. Some of you have lost your homes. All of you have lost a childhood in peace and safety, something that every human being and every child deserves. Yet, you’re still here reminding this Congress and this country what is at stake in this world because Ukraine does not stand alone in this world, nor will the consequences of a loss by Ukraine be a loss only for Ukraine.

“It’s a war between democracy and despotism, freedom and fascism. It’s a fight against a dictator who is kidnapping, orphaning, wounding, and killing Ukrainian children every day: Vladimir Putin, a war criminal. A person whose country signed an agreement on a number of occasions saying that they would honor the territorial integrity of Ukraine. They lied. It’s a struggle for liberty [and] survival not only in Ukraine but also in America and around the world. Democracies must stand together if democracy is to survive. It is shameful that this Congress needs that reminder. You shouldn’t have to ask us for support. We ought to already be giving it to you. I understand we have given it to you. In fact, we have voted at least 12 times since 2022 to support Ukraine. By over 80% on average, the majority of both parties have supported defending freedom on its front line, which is now Ukraine. You shouldn’t have to ask us. We shouldn’t have to pass another bill, but we do. We have the consensus to do so. Since the Russian invasion in 2022, as I said, at least 12 bills, young people, have been passed; all those 12 bills said, ‘We support Ukraine,’ or alternatively, ‘We do not support not supporting Ukraine.’ But ladies and gentlemen, we need the will to act. A sense of urgency, a sense of duty and responsibility to act. Yet we sit back while Kyiv burns.

“Young people, I first went to Kyiv in 1986. I was Chairman of the Commission on Security and Cooperation with Europe. I went to tell other dictators of the same country, ‘We need to give Ukraine its freedom.’ I’m working on a discharge petition on the bill introduced by Greg Meeks, the former chairman of the Foreign Affairs Committee, and a close friend and colleague of Michael McCaul. We’ve introduced a bill that is [called] the Ukraine Support Act. I talked to some of you about it, I talked to the Ambassador at the residence just the other day. It says what America needs to do: ‘We support Ukraine.’ Mr. Putin, do not misunderstand America’s commitment to Ukraine’s freedom. If we are to say that we need to pass a bill that says that. *applause*  We have a [rule], young people, that says you can take a bill out of committee if it is not reported voluntarily. It takes 218 signatures on a petition to do that. We have, as of this time, right now, 217 signatures on that petition. We need one [more]. Just one, just one to come out with the bill and put it on the Floor. A bill which historically, over the last two and a half, three years, four years has gotten over 300 votes. It says we support Ukraine, we support its democracy, we support its territorial integrity, we support its people, and, yes, we support its children. All we need to have is one vote and then must come to the Floor, and the House needs to overwhelmingly say to Mr. Putin, ‘When we’re with Ukraine, we are with Ukraine, and we will be with Ukraine until it is free, undiminished by demands for geography.’ One more Member. That’s all we need.

“This war cannot end without the return of tens of thousands of children Putin has abducted. This war cannot end in the appeasement of the Russian bear. This war cannot end until this Congress acts, until we show an ounce of the courage that these children have shown, that the Ukrainian people have shown. Washington, D.C. — Today, New Democrat Coalition Housing, Infrastructure, and Transportation Working Group Chair Norma Torres (CA-35) issued a statement after the House of Representatives voted to pass H.R. 6644, Housing for the 21st Century Act.

Today’s vote supports American families looking to not just get by, but get ahead. The United States needs approximately 3.8 million more homes to meet demand, and the federal government should be a partner for Americans looking to afford a home.

As laid out in the Coalition’s Housing Affordability Agenda, New Dems will continue to pursue policies that build more housing, get homes on the market and into the hands of families, and make it easier to buy, rent, or sell a home.

Rep. Chu Slams SBA’s Discriminatory and Economically Reckless Decision, Says Ban on Green Card Holders Betrays American Dream

WASHINGTON, D.C. – Rep. Judy Chu (CA-28) released the following statement after the Small Business Administration (SBA) announced that, effective March 1, green card holders would no longer be eligible to apply for its primary small business loan programs. 

“This decision unfairly targets immigrant communities and will harm not only immigrant small business owners, but the American economy as a whole.

“In the San Gabriel Valley and across the country, immigrant entrepreneurs fuel our local economies. They work hard, pay taxes, and employ millions of people across the nation – including countless American citizens. But under the Trump administration’s new rule, even if 1% of a business is owned by a non-citizen, it would be ineligible for an SBA 7(a) or 504 loan. 

“For so many, access to capital is what makes it possible to start a business, keep the doors open, and keep workers employed. And programs like 504, 7(a), and the Community Advantage program, which I’ve long championed because it specifically supports loans and technical assistance to the most underserved small businesses, ensure that underinvested communities are not left behind by traditional banks. And crucially, these loans are not a handout because the programs operate with zero subsidy, meaning they do not cost the taxpayer a dime. 

“This is not just bad policy. It reflects a broader pattern of singling out immigrant communities for punishment at the expense of citizens and noncitizens alike. It is xenophobic, economically reckless, and a betrayal of the very promise of opportunity that defines the American Dream. And, it will cause businesses to close their doors and more people to lose their jobs.”

This change further tightens SBA’s December 19th guidance, which made businesses with more than 5% ownership by a foreign national, green card holder, or U.S. citizen living abroad ineligible for these loan programs. That guidance also eliminated all eligibility for businesses with any ownership by Chinese nationals, which include many Chinese American immigrants who have lived in the United States for decades. 

The Facts:

  • Immigrants start new enterprises at twice the rate of U.S.-born residents. Immigrant-owned businesses are also more likely than others to create jobs and hire employees.
  • Nationwide, more than 3 million Asian American, Native Hawaiian, and Pacific Islander owned businesses employ 5.2 million people and generate nearly $1 trillion in annual sales. Additionally, over 5 million Hispanic-owned businesses contribute $800 billion to the U.S. economy each year.
  • California is home to the most immigrant-owned businesses, with 829,369 immigrant entrepreneurs.
  • In the San Gabriel Valley, Asian Americans own nearly 82,000 businesses, playing a critical role in the region’s economy. Together, Asian American–owned businesses in the region, issue over $2.7 billion in annual payroll.
  • In FY 2024, the SBA supported 8,900 loans to Asian-owned businesses totaling $7.2 billion, representing a 70 percent increase in the number of Asian-owned firms funded since fiscal year 2020

Marble Falls, Texas — Congressman John Carter announced that he secured federal funding to support the purchase of a new computerized tomography (CT) scanner and contrast injector at Baylor Scott & White Medical Center – Marble Falls, a critical investment that will expand access to lifesaving diagnostic care for patients across rural Central Texas.

Baylor Scott & White Medical Center – Marble Falls serves as the only full-service community hospital across a 3,800-square-mile rural service area and plays a vital role in emergency, trauma, and specialty care for Burnet County and surrounding communities.

“In rural communities, access to timely medical care can make all the difference,” said Congressman Carter. “When someone shows up in the emergency room with a serious injury or stroke symptoms, they shouldn’t have to wait longer for imaging or be sent miles away for care. This investment helps make sure families here can get the care they need, when they need it, close to home.”

“Baylor Scott & White – Marble Falls is deeply grateful for Congressman Carter’s leadership in strengthening healthcare in Central Texas. The funding will support the purchase of a new CT scanner and contrast injector, expanding the hospital’s imaging capacity and reducing strain on its existing equipment. The new scanner is expected to serve more than 2,500 patients in its first year and over 5,400 patients annually within four years, while also strengthening the hospital’s Level IV trauma emergency department.

Congressman John Carter Secures $9.68 Million for Connell Street Widening and Reconstruction Project in Belton

 

Belton, Texas — Congressman John Carter announced that he secured $9,680,000 in federal funding to support the Connell Street Widening and Reconstruction Project, a major infrastructure investment aimed at improving safety, reducing congestion, and supporting continued growth in Belton.

Connell Street serves as a key north–south corridor for the community and plays an important role in daily travel for families, businesses, and first responders.

“Roads are one of those things people notice immediately when they’re not working — when traffic backs up, when intersections feel unsafe, or when growth outpaces infrastructure,” said Congressman Carter. “This project is about fixing problems before they get worse and making sure Connell Street keeps up with the people who rely on it every day. I’m proud to work alongside local partners who are planning ahead and taking care of their community. When projects like this get put off, they only get more expensive — and today, we’re making sure that doesn’t happen.”

“Belton is one of the communities I’m proud to represent and call home. As our region continues to grow, we have to stay ahead of the transportation challenges that come with it. Expanding and reconstructing Connell Street will strengthen an existing alternative to I-35 and help keep our community moving as major projects like the I-14 Extension Project moves forward,” said Representative Hickland. “I’m very grateful to the City of Belton for their continued advocacy on behalf of our community, and to Congressman Carter for securing funding for this critical project and for his tireless advocacy for Central Texas and the communities that make this region a great place to live.”

The City of Belton completed the planning and design work for the project, positioning it to move forward once funding became available. Through the Community Project Funding process, Congressman Carter was able to secure federal support to help bring the project across the finish line.

The project will widen Connell Street from two lanes to four lanes and includes roadway reconstruction, drainage improvements, updated traffic signals, sidewalks, and a shared-use path to improve pedestrian and bicycle safety. The corridor also serves as an alternate route to Interstate 35, helping relieve pressure on the region’s busiest roadway.
