Congresswoman Norma Torres Fights to Defend the Right to Vote, Introduces Amendments to Protect Voters from SAVE Act Restrictions

February 11, 2026

Washington, D.C. – Congresswoman Norma Torres (CA-35) has been leading the fight all week to defend Americans’ fundamental right to vote and speaking out in hearings, taking to the House floor, and introducing three key amendments to the Republican-led SAVE America Act to stop provisions that would disenfranchise millions of eligible voters. From challenging the bill’s false claims about election security to offering concrete fixes to protect mail ballot access and prevent costly proof-of-citizenship requirements, Rep. Torres has used every tool available to push back against Republican attempts to rig our democracy and undermine free and fair elections.

The SAVE America Act, championed by House Republicans, would impose sweeping new proof of citizenship requirements that voting rights advocates warn would create unnecessary barriers to the ballot box and suppress the vote of eligible American citizens. In response, Congresswoman Torres introduced amendments to protect mail-in voters, ensure no American pays to exercise their right to vote, and shield donor states from punitive mandates.

“Republicans can call it whatever they want, but the SAVE Act is about making it harder for eligible Americans to vote,” said Congresswoman Torres. “If you truly care about election integrity, you should also care about protecting access to the ballot. My amendments would preserve fairness, access, and make sure no one is priced out of their constitutional rights.”

Torres Amendments to the SAVE Act include:

1. Mail Ballot Amendment
Strikes the provision that creates burdensome identification requirements for mail-in ballots, protecting voters who rely on vote-by-mail systems that are already secure and widely used across the country.

2. Cost Amendment
Clarifies that obtaining any form of acceptable proof of citizenship under the bill must come at no cost to U.S. citizens. The amendment would either waive passport fees or require the federal government to provide an alternative form of identification that proves citizenship at no charge.

3. Donor State Amendment
Exempts donor states from the bill’s new and burdensome requirements, preventing states that already contribute more federal revenue than they receive from being penalized with costly, unfunded mandates.

“States that already carry more than their fair share should not be saddled with additional bureaucratic burdens,” Torres said. “This amendment protects hardworking taxpayers from another unfunded mandate disguised as election reform.”

Congresswoman Torres emphasized that there is no evidence of widespread non-citizen voting and that election officials already verify voter eligibility using state and federal data systems.

“This is about power,” Torres concluded. “When politicians cannot win voters over, they try to silence them. I will continue fighting to protect every American’s right to participate in our democracy.”

DelBene on Trump Tariff Vote: “Republicans knew all along these tariffs were hurting their constituents”

DelBene on Trump Tariff Vote: “Republicans knew all along these tariffs were hurting their constituents”

Washington, D.C., February 11, 2026

Today, Congresswoman Suzan DelBene (WA-01) released the following statement on the successful House vote to repeal Trump’s sweeping tariffs on Canada.

“Today’s vote proves that Republicans knew all along that Trump’s tariffs were hurting their constituents but were too afraid to stand up to him. Republicans tried to hide for nearly a year from taking this vote, but Democrats were finally able to break Speaker Johnson’s blockade. No more hiding!

“This is the first vote to restore Congressional authority and repeal Trump’s tariffs. We will keep holding Republicans accountable for raising prices on families and fighting to end Trump’s senseless trade war. The Senate must now take up this measure.”

Background

  • DelBene led the initial resolution to force the vote on Trump’s Canada and Mexico tariffs. Republicans used procedural mechanisms to prevent the resolutions from being called up for a vote for nearly a year.
  • She introduced legislation to make clear that the President must come to Congress before putting sweeping tariffs in place using the International Emergency Economic Powers Act (IEEPA).
  • ICYMI: DelBene spoke on the House floor yesterday, slamming Republicans for trying to hide from this vote yet again.

Newhouse Supports Bill Requiring Proof of Citizenship and Identification to Vote

Headline: Newhouse Supports Bill Requiring Proof of Citizenship and Identification to Vote

WASHINGTON, D.C. – Today, Rep. Dan Newhouse (WA-04) released the following statement upon House passage of S. 1383, the Safeguard American Voter Eligibility (SAVE) America Act to require proof of citizenship for voter registration and photo identification to vote in federal elections.

“Election law is a complicated and intricate issue. While the Constitution grants states the power to conduct elections, the federal government has a responsibility to safeguard the integrity of federal elections,” said Rep. Newhouse. “Requiring identification and proof of citizenship to vote ensures that only American citizens are participating in our democratic process. I oppose calls to ‘nationalize’ our elections but support common-sense reforms to make our elections more secure.”

This legislation requires individuals registering to vote in federal elections to provide documentary proof of U.S. citizenship at the time of registration. It prohibits states from accepting or processing a federal voter registration application without such proof, while requiring states to establish an alternative process allowing applicants to submit other evidence to demonstrate citizenship.

It also mandates that states take ongoing steps to ensure that only U.S. citizens remain on federal voter rolls, including implementing programs to identify and remove non-citizens using information from specified data sources.

Newhouse Votes to Eliminate Tariffs on Canada

Headline: Newhouse Votes to Eliminate Tariffs on Canada

WASHINGTON, D.C. – Today, Rep. Dan Newhouse (WA-04) released the following statement upon House passage of H.J. Res. 72 to end the emergency declaration and tariffs on Canada from Executive Order 14193. The resolution passed the House with a bipartisan vote of 219-211.

“Over the last few years, I have been a staunch advocate in the fight to end the fentanyl crisis. The reality is the overwhelming majority of illicit drugs have come through the Southern Border, which thanks to the Trump Administration, is effectively closed. Washington State’s economy is heavily intertwined with that of our neighbors to the North. Canada is our state’s second largest export market with billions of dollars in Washington commodities being sold there every year. Our agricultural producers’ input and equipment prices have continued to climb, and Canada’s reciprocal tariffs and actions have harmed our state’s beer, wine, and spirits industry.

Equally important is the fact that Congress should not tie its own hands on our Constitutional authority to levy tariffs. While I understand the President’s approach to utilize tariffs as leverage to secure more trade deals, the fact of the matter remains the tariffs on Canada have harmed Washingtonians. Congress must play a strong role in the upcoming USMCA review to strengthening the trade deal to the benefits of American farmers, businesses, and consumers.”

President Trump signed Executive Order 14193 on February 1, 2025, declaring an emergency over the flow of fentanyl through the Northern Border. Concurrently, the President placed ad valorem tariffs on Canadian products, alleging the country had not adequately contributed to Northern Border security. Canada has since placed reciprocal tariffs on U.S. products.

Carter bill securing U.S. undersea cables passes House

Headline: Carter bill securing U.S. undersea cables passes House

WASHINGTON, D.C. – Rep. Earl L. “Buddy” Carter (R-GA) and Senator Marsha Blackburn (R-TN) today celebrated the House of Representatives passing their Undersea Cable Protection Act, a bill strengthening national security and global connectivity by safeguarding the United States’ submarine cable infrastructure.

The bill, which now heads to the Senate, accomplishes these goals by ensuring diversity of routes for national security, eliminating duplicative permitting laws, and promoting rather than delaying the deployment and maintenance of submarine cables. It also preserves existing local, state, and federal permitting rules and protects national marine sanctuaries.

“By passing this bill, we are advancing President Trump’s mandate to strengthen national security and cut burdensome red tape. Streamlining and improving the permitting processes behind our submarine cable infrastructure will help advance global connectivity and speed up deployment and maintenance, ensuring our cables are not subject to attacks from hostile foreign nations such as China,”
said Rep. Carter.

“Undersea networks are a major component of global connectivity and our digital economy,”
said Senator Blackburn. “The Undersea Cable Protection Act would ensure that undersea cables can be built and preserved without duplicative, burdensome, and unnecessary federal regulations. I’m thrilled to see this pass the House, and I’m looking forward to its passage in the Senate, which will deliver a critical win for America’s digital infrastructure, national security, and economic competitiveness.”

“Undersea cables carry our global internet traffic and digital communications, serving as a critical piece of infrastructure that keeps us connected to the world. Because of burdensome federal regulations that impose undue burdens on projects, we haven’t laid new cables in marine sanctuaries in more than 20 years. Rep. Carter’s bill helps cut red tape, ensuring the United States can meet future technological demands,” said House Committee on Natural Resources Chairman Bruce Westerman (R-AR)

Carter lauds House passage of SAVE America Act

Washington, February 11, 2026

WASHINGTON, D.C. – Rep. Earl L. “Buddy” Carter (R-GA) today lauded the House of Representatives’ passage of the SAVE America Act, a bill safeguarding U.S. election integrity by requiring proof of citizenship and a photo identification (ID) to vote.

According to an August 2025 Pew Research Center Poll, 83% of Americans support voter ID laws.

“We know illegal immigrants are exploiting flaws in our voter registration system to cast ballots and influence our elections. Every illegal vote suppresses the vote of an American citizen, and we must protect against foreign actors determining the outcome of our elections. By verifying that people are who they say they are at the polls, we will strengthen election security, eliminate fraud, increase confidence in the outcomes of our elections, and protect every law-abiding Americans’ right to vote,”
said Rep. Carter. “Those opposed to this bill – including Jon Ossoff who requires ID to attend his campaign events – are more than just hypocrites; they are beneficiaries of the broken system that allows illegal immigrants to sway the outcome of elections in favor of Democrat leadership.”

Specifically, the bill will:

  • Require any voter to show a photo ID when they cast a ballot. Absentee and mail-in voters can attach a copy of their ID to their mail-in ballot.
  • Amend the National Voter Registration Act (NVRA), which has governed State voter registration since 1993, to require States to obtain documentary proof of U.S. citizenship – in person – when registering an individual to vote in a federal election.
  • Require States to check for noncitizens and other ineligible registrants on their voter rolls at least once a month.
  • Direct States to create a procedure for addressing discrepancies in documentation so that no eligible voter is disqualified due to a name change.
  • Allow eligible voters to register and provide documentary proof of citizenship by mail, provided their State allows early voting or same-day voter registration.
  • Allow eligible voters to cast a provisional ballot if they forget to bring necessary paperwork on Election Day.

Dingell Leads Anti-Corruption Bill to Prevent Trump from Blocking Gordie Howe Bridge

Source: United States House of Representatives – Congresswoman Debbie Dingell (12th District of Michigan)

Representatives Debbie Dingell (MI-06), Haley Stevens (MI-11), Rashida Tlaib (MI-12), Shri Thanedar (MI-13), Hillary Scholten (MI-03), and Kristen McDonald Rivet (MI-08) today introduced a bill to prohibit the Trump Administration or any federal agency from interfering in the opening and operation of the Gordie Howe International Bridge.

The New York Times reported that Detroit billionaire Matthew Mouron, owner of the Ambassador Bridge, hich connects Detroit, Michigan, and Windsor, Ontario, met with U.S. Secretary of Commerce Howard Lutnick on Monday, February 9. Hours later, Trump threatened to block the opening of the Gordie Howe International Bridge – a bridge that would bring economic prosperity to Michigan and the U.S., but would compete with the Ambassador Bridge.

“Donald Trump won Michigan, and now he’s turning his back on the working people who put him in office,” said Dingell. “Instead of fighting for Michigan workers and our economy, he’s protecting his billionaire donors. In 2017, Trump himself endorsed the bridge, calling it a “vital economic link between our two countries.” Nothing has changed. Canada is our friend, our neighbor, and one of our strongest allies. The Gordie Howe Bridge means jobs and livelihoods for Michigan families. This bill simply prevents federal interference in its opening and operation, and I’m proud to lead this effort alongside Congresswoman Stevens and the entire Michigan House Democratic delegation. It’s shameful that the President continues to put personal interests ahead of American workers. I won’t accept it and I’ll always stand up for Michigan.”

“Donald Trump is unsurprisingly putting good-paying Michigan jobs and billions of dollars in economic growth at risk by threatening to block the opening of the Gordie Howe International Bridge,” said Stevens. “I know the importance of Michigan manufacturing and that’s why I’m demanding Trump drop this reckless threat, let the bridge open, and stop playing games with our jobs and our economy.”

“The Gordie Howe International Bridge is the product of years of cross-border work, investment, and cooperation and is ready to open this spring. It’s no surprise that Matthew Moroun, owner of the dangerously obsolete Ambassador Bridge, met with the Trump Administration mere hours before the president absurdly threatened to block this safer, more efficient bridge from opening. Michiganders and the American people will not be denied this crucial new crossing by the White House’s blatant corruption,” said Tlaib.

“Trump’s threat to block the Gordie Howe International Bridge is a spit in the face to Detroiters who have been patiently awaiting its opening. Thanks to the incredible diplomacy of President Obama, Canada paid the entire cost of the bridge, all while supporting American workers by hiring them to work on its construction and using American steel to build it. We were getting a bridge at no cost to us, but, Trump is recklessly threatening to throw all of that away for no other reason than to inflict pain on Michiganders and Canadians alike. This awful decision would kill jobs, stifle transportation, and increase costs in Michigan,” said Thanedar.

“Canada and the United States have shared a strong, trusted partnership for centuries, and in Michigan, that relationship matters every single day. Canada is our state’s largest trading partner, and projects like the Gordie Howe International Bridge represent what’s possible when we work together across borders to prioritize jobs, commerce, and cooperation,” said Scholten. “I’m proud to join my colleagues in introducing the Michigan-Canada Partnership Act to block the Trump Administration from interfering with the opening of this critical bridge.”

“The Gordie Howe Bridge has been a bipartisan priority because it supports jobs, makes transport easier, and will lower costs. At the last minute, the President wants to derail this hugely important project because a billionaire campaign donor told him to,” said McDonald Rivet. “This kind of blatant corruption hurts working families, and needs to end. For the sake of Michigan’s economy, let’s pass this bill.”

THOMPSON ISSUES STATEMENT ON VOTING TO END THE PRESIDENT'S "EMERGENCY" TARIFFS ON CANADA

Source: United States House of Representatives – Congressman Mike Thompson Representing the 5th District of CALIFORNIA

Read my statement on voting to end President Trump’s “emergency” tariffs on Canada:

“Tonight, I voted to end this president’s so-called ‘emergency’ tariffs on Canada, and the House successfully passed the bill.

“These tariffs have hurt our agricultural producers and small businesses, driven up costs for consumers, and damaged our country’s important relationship with our closest neighbor and ally. At a time when families are already facing higher prices, we should be lowering costs and strengthening partnerships, not fighting with our allies.

“Today’s vote is an important step toward restoring stability, reclaiming Congress’ authority over tariffs, and reinforcing the strong economic ties that benefit both of our nations.”

Allen Votes to Bolster Election Integrity in America

Source: United States House of Representatives – Congressman Rick Allen (R-GA-12)

Today, the House of Representatives passed the SAVE America Act, a revised and improved version of the widely supported SAVE Act. The SAVE America Act adds a voter ID requirement for voting in federal elections while maintaining the original bill’s proof-of-citizenship requirement for voter registration. After offering his support for the bill on the House floor, Congressman Rick W. Allen (GA-12) issued the following statement:

“The American people are overwhelmingly supportive of requiring a photo ID to vote in federal elections. While Georgia law already requires a photo ID to vote, and federal law states that it is illegal for foreign nationals and noncitizens to vote, we continue to see noncitizens unlawfully register in some states. This is unacceptable and threatens the integrity of our elections.

“The SAVE America Act is a commonsense effort to ensure American citizens decide American elections by requiring a valid ID to vote. It’s that simple. While Democrats continue to fearmonger and spread outright falsehoods about this billI will continue to fight for hardworking Americans who want free, fair, and secure elections,” said Congressman Allen.

Polling has consistently shown strong majorities support voter ID requirements:

  • Pew Research Center: 83% of Americans favor requiring all voters to show government-issued photo ID to vote, including 95% of Republicans and 71% of Democrats. Just 16% of Americans are in opposition.
  • Gallup: 84% of Americans support requiring photo ID to vote, including 98% of Republicans, 84% of independents, and 67% of Democrats. Separately, 83% support requiring proof of citizenship when registering to vote for the first time.
  • Additional surveys, including from Napolitan News Service and The Center Square, consistently show extraordinary support for voter ID.
