Dingell, Walberg Introduce Bipartisan Legislation to Combat Invasive Great Lakes Mussels

Representatives Debbie Dingell (D-MI) and Tim Walberg (R-MI) this week introduced a bipartisan bill to address the urgent, growing crisis of invasive mussels in the Great Lakes. The Save the Great Lakes Fish Act authorizes $500 million over 10 years for federal agencies to work with the Great Lakes Fishery Commission and tribal, state, and local governments on a coordinated effort to combat invasive mussel species.

“Invasive mussels in the Great Lakes are the modern-day sea lamprey problem, and we must be doing more at the federal level to support the research into and deployment of a large-scale solution to combat them,” Rep. Dingell said. “We saw great success after efforts to manage sea lamprey were un-siloed in the 1950s, and this legislation aims to replicate that success. This is critical to protecting and preserving the Great Lakes, not to mention our fishing economy. Whitefish account for more than 80% of Michigan’s commercial catch, and their population collapse has been devastating for fishermen. This is an urgent problem that requires an urgent, robust plan of attack, and that’s what we aim to do with this bill.”

“The ecological health and well-being of our Great Lakes fisheries is vital to Michigan’s economy and our way of life,” said Rep. Walberg. “However, this precious and indispensable resource has been threatened by many challenges over the years, including the presence of invasive mussels. I am proud to join Rep. Dingell on this bipartisan effort to combat the spread of invasive mussels, protect the health of our fisheries, and ensure that future generations of Michiganders can enjoy this national treasure.”

Invasive mussel species, including quagga and zebra mussels, are efficient filter feeders that have caused massive disruptions in the Great Lakes food web and have created clearer lake water, which many native species are not accustomed to. By filtering large amounts of phytoplankton, invasive mussels reduce the food available for other small aquatic animals, which has cascading impacts up the food chain.

Additionally, the Great Lakes have tripled in clarity in the last three decades, meaning UV rays can reach depths they never did before, killing delicate embryonic and baby fish. These disruptions are devastating critical native species like the famous whitefish, where populations have dropped as much as 80 percent since the late 1990s.

The bill would:

  • Amend the Great Lakes Fishery Act of 1956 to include a new section regarding invasive species of mussels.
  • Direct FWS, USGS, and NOAA to assist in efforts to combat invasive species of mussels in coordination with the Great Lakes Fishery Commission and with tribal, state, and local governments; and
  • Authorize 500 million over a 10-year period to the Great Lakes Fishery Commission to carry out this new coordinated effort.

This legislation is supported by the American Sportfishing Association, Theodore Roosevelt Conservation Partnership, Midwest Alliance of Sovereign Tribes, Little Traverse Bay Bands of Odawa Indians, and the Great Lakes Fishery Commission.

“Great Lakes Whitefish, “Adikiameg” and the health of the Great Lakes are of the utmost importance. Dreissenid mussels have been a plague on the Great Lakes. Their disruption to the basic level of the food chain has had a devastating effect on Great Lake systems, has driven Great Lakes Whitefish to precipice of extirpation and caused the fouling of our beaches with algae,” said Douglas W. Craven, Director of the LTBB Natural Resource Dept. “The direct authorization and funding of invasive mussels control and eradication has been long needed with the effort toward that end needing to have started yesterday. There is so little time and much to do. We are eager to see this bill succeed and to work with the Federal government along with other partners on developing and implementing a solution to save this culturally, economically and globally significant fishery.”

“Since first arriving in the Great Lakes in the 1980s, invasive mussels have spread to all five lakes, and altered the ecosystem in profound ways,” said Great Lakes Fishery Commission Chair Ethan Baker. “Today we understand that zebra and quagga mussels are an existential threat to the Great Lakes and without a coordinated response, they will continue to inflict harm on the environment, infrastructure, and critical species such as lake whitefish. Just as invasive sea lamprey require a coordinated, binational response for effective control, we must partner with national, state, provincial, Indigenous, regional, and local partners to find a solution to the mussel invasion. This bill makes that happen.”

Congresswoman Debbie Dingell (MI-06) released the following statement in response to the Environmental Protection Agency’s (EPA) proposal to redefine “waters of the United States” and significantly limit the scope of the Clean Water Act. 
 
“The Clean Water Act is foundational to protecting our nation’s waters. More than 50 years ago, many of the rivers and wetlands that we take for granted today were unrecognizable and have only been restored by the safeguards of the Clean Water Act. This Administration’s proposal would undermine these strong protections that keep our waters safe and healthy for the Americans who depend on them and the ecosystems they sustain. As the wife of the man who helped author the Clean Water Act as the Rouge River in my home state was literally on fire, I know firsthand how essential these regulations are to the well-being of people and wildlife. I will fight this misguided proposal and all other efforts to roll back well-established, critical clean water protections.”

Guthrie Introduces Bill to Expand Delta Regional Authority to Include Three Kentucky Counties

Washington, D.C. – Today, Congressman Brett Guthrie (KY-02) introduced legislation to amend the Delta Development Act to expand the Delta Regional Authority (DRA) area to include Daviess, Hancock, and Ohio counties. This legislation will ensure that all counties within the Green River Area Development District (GRADD) are included under the DRA.

“I’m proud to introduce legislation to expand the Delta Regional Authority to include Daviess, Hancock, and Ohio counties,” said Congressman Guthrie. “My bill will expand economic opportunities for well over 100,000 Kentuckians residing in these three counties. Not only will this legislation provide pathways to update existing infrastructure, it will also open the door to exciting new economic development opportunities, enabling the region to continue to grow in the future.”

Background:
In 1988, the Rural Development, Agriculture, and Related Agencies Appropriations Act for Fiscal Year 1989 included language that created the Lower Mississippi Delta Development Commission (LMDDC), tasked with studying economic issues in the Delta and developing a ten-year economic development plan. As a direct outgrowth of the work and recommendations of the LMDDC, the DRA was formally established in the Delta Regional Authority Act of 2000.

The DRA has served as a formal framework for joint federal-state collaboration to promote and encourage the economic development of the lower Mississippi River and Alabama Black Belt regions. This authority serves economically distressed communities across Alabama, Arkansas, Illinois, Kentucky, Louisiana, Mississippi, Missouri, and Tennessee.

DRA funds are used by communities across the region to invest in transportation and public infrastructure projects, critical workforce training and economic development programs.

Incorporating Daviess, Hancock, and Ohio counties into this authority, which are already a part of GRADD- that fulfills similar goals at the state level- will help to grow and sustain the economies of these Kentucky counties.

Washington, D.C.- Rep. Thomas Massie announces that his Epstein Files Transparency Act (EFTA) passed the House of Representatives today on a vote of 427-1.  EFTA received a vote after Rep. Massie successfully gathered 218 signatures on a discharge petition to force the legislation onto the House floor for consideration. EFTA requires the Attorney General to release all documents and records in possession of the Department of Justice relating to Jeffrey Epstein.

“Today’s overwhelming vote in the House of Representatives to release the Epstein files is a major victory not only for the survivors of Jeffrey Epstein’s abuse, but for victims of sexual abuse throughout the country,” said Rep. Thomas Massie.EFTA‘s passage brings Epstein’s victims one step closer to receiving justice and Americans one step closer to receiving transparency.”

“The Epstein Files Transparency Act now moves to the Senate,” Rep. WASHINGTON, DC – Congressman Jimmy Gomez released the following statement after the House voted to release the full Jeffrey Epstein files, opening the door for the public to see the records connected to Epstein’s decades-long network of abuse: 

“I voted today to release the full Epstein files because the American people deserve the truth. For months, Trump and Republicans tried to delay and distract and only brought this forward once they realized they couldn’t stop it. Survivors have waited long enough, and this vote is a big step forward in bringing everything to light. Now, Senate Republicans must act and bring the files for a vote immediately. Survivors shouldn’t have to wait one day longer for the truth.” 
 
Rep. Gomez has been one of the leading voices in Congress pushing for the release of the Epstein files. He has repeatedly demanded full transparency and accountability from the Trump administration. 

For months, at Donald Trump’s urging, Speaker Mike Johnson and House Republicans blocked every attempt to bring a vote on the Epstein files to the floor. They relented only after it became clear a large majority of Republicans were prepared to break with the President’s wishes. Now the measure heads to the Senate, where Republican leaders have yet to schedule a vote.

Carbajal Announces Federal Investments for Santa Barbara’s North County Region

U.S. Representative Salud Carbajal (D-CA-24) announced he secured significant federal funding for wastewater treatment plant improvements in Solvang and senior center upgrades in Guadalupe.

The City of Solvang has been awarded $1,000,000 to modernize its wastewater treatment plant. This investment will replace outdated infrastructure critical to the facility’s efficiency, strengthen emergency preparedness, and safeguard reliable access to clean water for the entire community.

The City of Guadalupe has been awarded $275,000 to renovate the city’s senior center, which serves as a community resource and evacuation center for Guadalupe and the surrounding unincorporated community.

The funding, which Carbajal championed over the course of the past year’s federal budget negotiations, was signed into law last week as part of three yearlong funding bills. The three bills include funding for military construction, the Department of Veterans Affairs, the Department of Agriculture, and FDA.

In the spring of 2025, Rep. Carbajal began to push for funding for these projects through formal requests to the House Appropriations Committee for Fiscal Year 2026.

The funding was secured through the Community Project Funding (CPF) initiative first launched in 2022. Projects must be in the public interest, be good uses of taxpayer dollars, and be certified to not conflict with the representative’s personal financial interests.

“The American people want and deserve answers on the horrific crimes committed by Jeffrey Epstein and Ghislaine Maxwell. While Epstein and Maxwell entrenched themselves with some of the most powerful and influential people in the world, they committed terrible crimes that ruined over 1,000 young girls’ lives. On September 3, 2025, the House passed H. Res. 668, which directed the House Oversight Committee to continue its ongoing inquiry into Epstein. I voted for this legislation to allow Chairman Comer to conduct a thorough investigation that included depositions with many former high-ranking government officials, subpoenas for the Epstein estate, and appropriate protections for the victims. The Department of Justice has also been fully cooperating with the House Oversight Committee’s investigation, and the committee has released over 60,000 pages of documents related to the investigation. Today, I voted for a bill to direct the Department of Justice to publicly release all unclassified records related to Jeffrey Epstein or Ghislaine Maxwell. I am deeply disappointed in the actions of my House Democrat colleagues, as evidence has come to light about Democrat officials’ ties to the disgraced and deceased financier. My vote today in favor of this legislation will ensure transparency in this ongoing investigation and hopefully deliver some long-overdue justice for the victims.”

Pressley Applauds House Vote to Release Epstein Files, Continues Push for Accountability

WASHINGTON – Today, following her YES vote on a House resolution to release the Epstein files, Congresswoman Ayanna Pressley (MA-07) issued the following statement applauding its passage and renewing her push for Congressional action and accountability. Congresswoman Pressley, who is herself a survivor of sexual abuse, has spent the day centering survivors on Capitol Hill.

“Today’s House vote to release the Epstein files is an important and long overdue step toward the healing, accountability, and transparency that survivors deserve. As a survivor of sexual assault who has fought for justice my whole life, I know the pain and trauma they carry daily. To the survivors who sat with me today and shared their stories: thank you for your strength. I see you, your experiences are real, and I will continue fighting for you.

“For months, we’ve pushed on every front—issuing subpoenas, demanding hearings, forcing votes on the House floor—to deliver accountability. It is disgraceful that survivors have had to wait decades for the truth—and even more damning that Congress must force Donald Trump to do right by these women after months of obstruction by he and his Republican co-conspirators.

“To be clear, Trump already has the authority to release the full Epstein files, as mandated by the House Oversight Committee’s July subpoena, and he must do so today. I also continue to urge the Committee to hold a full, public hearing with survivors to enshrine their stories into the Congressional Record.

This afternoon, Rep. Pressley joined her Democratic Women’s Caucus colleagues for a closed-door, closed press listening session with survivors on Capitol Hill. Later this evening at 5:00pm, Rep. Pressley and the DWC will hold a candlelight vigil honoring survivors alongside colleagues and advocates in the Rayburn Foyer.

As a survivor of sexual abuse herself, Congresswoman Pressley has been a dedicated advocate for survivors’ justice and has led committee Democrats in calling for a full Congressional hearing to ensure survivors’ firsthand accounts are heard.

Rep. Pressley has led the demand for a hearing with survivors as the Committee has continued its investigation and after the Congresswoman successfully helped pass a motion by Ranking Member Robert Garcia and Congresswoman Summer Lee to force the Committee to subpoena the Epstein files.

In recent interviews, Rep. Pressley described why her work to subpoena the Epstein files is deeply personal to her.

Throughout her time in Congress, Rep. Pressley has been a champion for justice for survivors of sexual violence and reproductive freedom.

In July 2024, Rep. Pressley reintroduced the Bringing an End to Harassment by Enhancing Accountability and Rejecting Discrimination (BE HEARD) in the Workplace Act of 2024. In June 2024, Rep. Pressley renewed her calls for accountability and survivor-focused solutions following the damning reports of a toxic work environment at the Federal Deposit Insurance Corporation (FDIC).  In June 2024, Rep. Pressley also sent a letter to the Bureau of Prisons (BOP) requesting information about the botched closure of FCI Dublin, abuse of women while they were being transferred to other facilities, and BOP’s management of investigations into the staff sexual misconduct and abuse at FCI Dublin and other federal BOP facilities.

Rep. Pressley is also a lead co-sponsor of H.R. 5388, legislation that would prevent the Secretary of Education from rolling back Title IX protections for survivors, as well as H.Res. 560, a resolution calling for an impeachment inquiry into Supreme Court Justice Brett Kavanaugh, following reporting on new allegations of sexual misconduct committed by the Associate Justice.

In April 2019, following the passage of the Violence Against Women Reauthorization Act of 2019, Rep. Pressley issued a statement honoring her mother, Sandra Pressley, a survivor of domestic violence. Rep. Pressley is also the lead co-sponsor of an amendment to the Violence Against Women Act (VAWA) that would establish the first-ever grant program dedicated to supporting LGBTQ+ survivors of domestic violence, dating violence, sexual assault, and stalking, which passed the House of Representatives in March 2021.
