Alex Padilla, Ranking Member of the Subcommittee on Border Security and Immigration, issued the following statement after Secretary of Homeland Security Kristi Noem, Secretary of State Marco Rubio, and Secretary of Health and Human Services Robert F. Kennedy, Jr. refused to meet their legal obligation to consult with Congress on the Administration’s refugee admissions plan—sending deputies to stage a charade consultation instead:

“51 days after the legal deadline, the Trump Administration today came to Capitol Hill in response to our monthslong bipartisan demands that they follow the law and consult with Congress on their refugee admissions plan.

“It is outrageous that Secretaries Noem, Rubio, and Kennedy were too cowardly to come before us and explain their shocking decision to abandon nearly 130,000 vetted, approved refugees facing persecution and violence abroad. Instead they sent their deputies, in brazen violation of the law which explicitly requires a consultation by ‘Cabinet-level representatives of the President.’

“The Trump Secretaries ignored their legal obligations to face us because their policy is indefensible. It is impossible to defend leaving desperate families—men, women, and children who were promised a lifeline—twisting in the winds of global violence. It is impossible to justify a policy that abandons America’s historic commitment to offering safe harbor to the persecuted. Trump’s team has slashed refugee admissions to the lowest level in our nation’s history and reserved the bulk of the few remaining slots for white South African Afrikaners. They didn’t show up because their betrayal is unspeakable.

“The U.S. Refugee Resettlement program has always been a bipartisan matter of pride for our country, and a critically important tool in our toolbox for achieving multiple goals that are critically important to American interests. The destruction of the program will hurt our humanitarian and diplomatic efforts for decades to come. 

“After months of evasion, diversion, and invoking the Republican shutdown as an alibi, the Administration thought they’d pacify us with more disrespect for the law. They were sorely mistaken.

“The Secretaries couldn’t be bothered to come to Congress today, but they should at least learn the route: they’ll be spending plenty of time here when Democrats retake the gavel.”

Draft proposal seeks six California lease sales despite clear legal limits and decades of bipartisan coastal protections

Washington, D.C. – Today, Natural Resources Committee Ranking Member Jared Huffman (D-Calif.) and U.S. Senator Alex Padilla (D-Calif.) condemned the Trump administration’s draft 2027-2032 Outer Continental Shelf Oil and Gas Leasing Program, which proposes opening vast swaths of previously protected federal waters, including along the California coast, all of Alaska’s offshore waters, and the eastern Gulf of Mexico.

“With this draft plan, Donald Trump and his Administration are trying to destroy one of the most valuable, most protected coastlines in the world and hand it over to the fossil fuel industry.

“They didn’t listen to Californians. They didn’t listen to communities up and down the West Coast. Instead, Trump wants to take a wrecking ball to our communities while trampling over anyone who stands between him and what billionaires demand.

“These lease areas are not only irreplaceable, but allowing drilling in these areas would undermine military readiness and pose risks to national security. But Trump doesn’t care. Californians remember every spill, every dead dolphin and sea otter, every fishing season wrecked by contamination. We built stronger, cleaner, more resilient coastal communities — and a burgeoning $1.7 trillion coastal economy — in spite of all that. And we’re not going to stand by and watch it get destroyed by Trump’s oil and gas pet projects.

“This plan targets California and the whole West Coast because they think we will roll over. They are wrong. We’re going to fight this with everything we have.”

Background

The Trump administration’s draft 2027 to 2032 Offshore Oil and Gas Leasing plan released on November 20 marks the most aggressive push in decades to open all of the California coast, nearly all of Alaska’s offshore waters, and vast stretches of the eastern Gulf of Mexico to oil and gas drilling, including areas long protected by moratoria and despite opposition from even Republican senators in Florida.

The proposal includes six lease sales off California between 2027 and 2030, the first attempt to drill in these waters in more than forty years. This move directly targets areas President Biden withdrew from future leasing in January 2025, when he protected 625 million acres in the Pacific, Atlantic, Eastern Gulf, and Arctic. Trump tried to wipe out those protections on his first day back in office, repeating the same maneuver a federal court rejected in 2017 when he attempted to undo President Obama’s Arctic and Atlantic withdrawals.

The draft plan also lands in the shadow of the Republican budget reconciliation law passed in July 2025, which mandated new lease sales in the Gulf of Mexico and Alaska, lowered offshore royalty rates, and expanded fossil fuel industry access without environmental review.

Bicameral Resolution Would Designate Nov. 20 – Dec. 20 as National Survivors of Homicide Victims Awareness Month

WASHINGTON – Today, Congresswoman Ayanna Pressley (MA-07) and Senator Edward J. Markey (D-MA) reintroduced a bicameral Congressional resolution to honor families and survivors of homicide victims by establishing November 20 – December 20 as National Survivors of Homicide Victims Awareness Month. The Commonwealth of Massachusetts currently recognizes these dates as Survivors of Homicide Victims Awareness Month, and in 2022, the Boston City Council passed an ordinance led by Councilor At-Large Julia Mejia in support of Rep. Pressley’s resolution at the federal level. The Congressional resolution was first unveiled in 2022.

“The more than 22,000 lives stolen annually to homicide are not just numbers—they represent the loved ones, families, and communities who are still healing and struggling to navigate life after immense loss,” said Congresswoman Ayanna Pressley. “Our National Survivors of Homicide Victims Awareness Month Resolution commits to ending gun violence, centers the experiences of survivors of homicide victims nationwide, and meets them with the dignity and compassion they deserve. “The epidemic of gun violence continues to plague our nation. It affects every American — regardless of age, race, or political affiliation — inflicting lasting trauma on communities, on families, and on survivors of homicide victims,” said Senator Markey. “This important resolution establishes the National Survivors of Homicide Victims Awareness Month to further amplify the incredible efforts of survivors and advocates who work every single day to advance healing and justice. Notably, for every one homicide victim, there is an average of 10 surviving family members who suffer their loss in the aftermath of homicide. The resolution seeks to promote awareness of the intergenerational, traumatic, and lasting impacts of gun violence on families and broader communities. The resolution specifically:

  1. Encourages support for survivors of homicide victims, including families, schools, and communities, with support services, information, and research to better address the needs of families and communities severely impacted by violence and to consider ways to improve access to, and the quality of, mental health services for survivors of homicide victims.
  2. Calls on the people of the United States, interest groups, and affected persons to take an active role in the fight to end gun violence and homicide; to respond to all families suffering in the aftermath of homicide with consistency, compassion, competence and centering the principles of love, unity, faith, hope, courage, justice, and forgiveness; and to observe National Survivors of Homicide Victims Awareness Month with appropriate activities.

The resolution is supported by the Louis D. Brown Peace Institute, a healing and trauma support center based in Dorchester, Massachusetts, focused on caring for families and communities impacted by murder, trauma, grief, and loss.

Congresswoman Pressley is a long-time champion for gun violence prevention and supporting those experiencing trauma. She currently serves as a member of the House Gun Violence Prevention Task Force and she helped pass  H.R. 8, the Bipartisan Background Checks Act of 2019, and H.R. 1112, the Enhanced Background Checks Act – two long-overdue, bipartisan gun violence prevention bills.

Throughout her career, Congresswoman Pressley has been a strong advocate for trauma-conscious policymaking.  In February 2023, she celebrated the passage of her Post-Disaster Mental Health Response Act, bicameral legislation to expand mental health support for survivors of natural disasters and terrorist attacks that are designated emergency declarations by FEMA. It was signed into law by President Biden in December 2022.

In June 2022, Rep. Pressley applauded the House’s passage of gun violence prevention legislation, the Protect Our Kids Act and the Federal Extreme Risk Protection Order Act. In a House Oversight and Committee meeting, Congresswoman Pressley called for meaningful policy action to combat the uniquely American gun violence epidemic and rejected suggestions by Republican lawmakers that arming teachers and funding more school police is the answer to ending mass shootings. 

In June 2021, Rep. Pressley reintroduced the STRONG Support for Children Act, her landmark legislation that takes a holistic and community-based approach to addressing the growing crisis of childhood trauma. 

In March 2021, Rep. Pressley sent a letter to President Biden calling on him to address the nation’s growing trauma crisis and laying out a series of steps the administration should take to confront the far-reaching hurt plaguing our communities and our nation.  In April, she published an op-ed where she reflected on the collective pain experienced by communities in her district over the past year.

Castro, Himes Seek Answers on Intelligence Sharing Partnerships

WASHINGTON, D.C. — Today, Congressman Joaquin Castro (TX-20) and Congressman Jim Himes (CT-04) wrote to Director of National Intelligence Tulsi Gabbard regarding public reports that at least three countries have limited, or intend to limit, intelligence sharing with the United States.

The President of Colombia, a country with which the United States has long partnered on counternarcotics efforts, publicly cited the illegal boat strikes in the Caribbean and eastern Pacific as the cause of their decision to cut off security cooperation. Himes and Castro have argued that these strikes are not only ineffective and performative, but will cause lasting damage to regional partnerships that may prove detrimental to our long-term counternarcotics efforts.

“The U.S. system of alliances around the globe, which extend into the intelligence sphere, are a critical part of our national security, and they act as a force multiplier that neither China nor Russia can match,” the Members wrote. “To the extent that targeted killings of alleged drug traffickers or other policies reduce the willingness of our partners to work closely with our national security agencies, the United States will be less safe as a result.”

The letter continued: “Accordingly, we request that the Office of the Director of National Intelligence, along with any other affected intelligence community elements, swiftly update the Committee on the accuracy of these reports, the expected impact to U.S. national security and intelligence equities, and the intelligence community’s plan to mitigate any damage.”

Jayapal, Hirono, Jacobs, Takano Commemorate Transgender Day of Remembrance

WASHINGTON, D.C. — U.S Representatives Pramila Jayapal (WA-07) and Sara Jacobs (CA-51), the Co-Chairs of the Congressional Equality Caucus’ Transgender Equality Task Force, Senator Mazie Hirono (D-HI), and Representative Mark Takano (CA-39), Chair of the Congressional Equality Caucus, announced the introduction of a resolution commemorating November 20, 2025, as Transgender Day of Remembrance.

“As anti-transgender rhetoric and legislation have increased in the United States over recent years, unfortunately so has anti-transgender violence,” said Congresswoman Jayapal. “Too many transgender people have been killed just for living as their true, authentic selves. On Transgender Day of Remembrance, this resolution stands as a symbol of the strength and resilience of the trans community and honors the lives of the trans people we have lost to violence. Rep. Mike Levin Criticizes the Trump Administration’s Announcement to Allow More Offshore Drilling in California

Washington, D.C.—Today, Rep. Mike Levin (CA-49) released a statement following the Trump Administration’s announcement to allow more drilling off the coast of Southern California under its new five-year leasing plan:

“Let me be clear: drilling off the Southern California coast must be banned entirely. It puts coastal communities at risk of toxic oil spills that decimate coastal economies, threaten human health, harm marine life, and put critical wildlife habitat at risk.

“The communities I represent don’t want drill rigs off our beaches. Just four and a half years ago, 25,000 gallons of crude oil spewed from a leaking pipeline in Orange County, equaling about 3,000 barrels and harming a 25-acre ecological reserve. This caused environmental damage to our community and put my constituents at risk of inhaling toxic oil vapors.

“My colleagues and I have introduced legislation in Congress year after year that says no to drilling off of California, as well as the entire West Coast. Our communities don’t want this; our state doesn’t want this. Offshore drilling is wildly unpopular among both my Democratic and Republican constituents who have seen first-hand the disastrous impacts of drilling and oil spills.

“The California coast provides such a small amount of oil relative to the potential harm. The coastal economy for us is tens of billions of dollars a year and putting it at risk to please the oil companies is unconscionable.

“I will continue fighting back against this decision to protect my constituents and our economy. California says hell no.”

In April, Rep. Levin introduced the Southern California Coast and Ocean Protection Act¸ which would ban offshore drilling along the Southern California coast. He also co-sponsored Rep. Jared Huffman’s (CA- 02) bill, West Coast Ocean Protection Act, which would ban offshore drilling throughout California and the Pacific Northwest.

Casten Introduces Pair of Bills to Modernize Electric Grid Data

Washington, D.C. — U.S. Representative Sean Casten (IL-06) introduced two complementary bills designed to modernize, standardize, and share the data needed to build a cheaper, faster, more efficient, and more reliable electric grid.

The first bill, the Electricity Transmission Scorecard Act, introduced by Rep. Casten and Rep. Kevin Mullin (CA-15), gives Americans insights into their utility’s performance by creating the first-ever standardized, independently-verified, Federal Energy Regulatory Commission (FERC)-administered performance scorecards for major transmission utilities and Regional Transmission Organizations and Independent System Operators—covering key outcomes for ratepayers, including affordability, reliability, efficiency, equity, emissions, and deployment of new clean, cheap energy.

By making results public, the legislation ensures accountability, empowers ratepayers and researchers with transparent data, and provides utilities and operators a consistent platform to demonstrate performance and share best practices.

“The current lack of standardized data means we cannot properly assess how our nation’s transmission system performs or determine which utility investments are genuinely lowering costs for customers. Without that clarity, we can’t fix what we can’t see,” said Rep. Sean Casten. “By making this data standardized, public, and reliable, we ensure accountability, empower Americans to advocate for stronger and more efficient utility performance, and provide both utilities and operators with a consistent platform to demonstrate results and share best practices. This is essential to creating a more efficient, reliable electric grid and an important step towards driving down energy costs.”

“Our country urgently needs clearer and more consistent information about investments in the power grid so that we can make progress on keeping prices down while meeting America’s growing energy needs,” said Congressman Kevin Mullin. “I’m proud to co-lead the Electricity Transmission Scorecard Act as it would increase transparency by finally giving the public and regulators long-overdue data needed to better understand how well the transmission system is operating. The second bill, the Grid Research and Development Act, introduced by Rep. Casten, modernizes and standardizes the transmission and interconnection data reported to FERC by creating a unified, searchable, machine-readable centralized repository of project-level, system-level, and queue data. The legislation also establishes a National Lab-supported Interconnection Data Dashboard to provide comprehensive real-time visibility into costs, delays, project attrition, and regional trends, critical for efficient grid planning and cost-effective transmission development.

“Under the Trump Administration, Illinoisans have seen their electric bills skyrocket by 15%,” said Rep. Casten. “The best way to counteract this and drive down prices is to improve our electric grid so we can connect more cheap, clean energy. Our grid is the backbone of our economy and national security, but we cannot enhance it and ensure its continued strength if regulators, researchers, and experts don’t have the insights needed to do so.”

“The Grid Research and Development Act would help address data transparency issues that have blocked stakeholders from understanding the potential benefits of Grid Enhancing Technologies,” said Julia Selker, Executive Director, WATT Coalition. “Consolidation of utility data reporting will help grid users identify where Dynamic Line Ratings, Advanced Power Flow Control, or Topology Optimization might unlock grid capacity quickly and at low cost.”

“Building electric transmission lines is crucial to keeping electricity bills in check and making sure the lights stay on — but not all transmission is created equal,” said Christy Walsh, Director of Federal Energy Markets at the Natural Resources Defense Council (NRDC). “The Electricity Transmission Scorecard Act would help consumers know if companies are maximizing benefits and minimizing costs of new transmission lines. And it provides utilities with the right incentives to make smart decisions for their customers and the country.”

“Too often, consumer advocates lack access to the information we need to hold utilities and RTOs accountable,” said Sarah Moskowitz, Executive Director of Citizens Utility Board. “The Electricity Transmission Scorecard Act and Grid Research and Development Act strengthen transparency and accessibility for advocates like us, so we can evaluate how our electricity providers are performing across a wide range of criteria, from affordability to reliability.”

“As electricity demand grows, we need a stronger and more efficient grid to meet our power needs,” said Jennifer Layke, executive director of the American Council for an Energy-Efficient Economy. “Right now, existing grid data is fragmented and inconsistent, which limits our ability to deploy the most efficient and cost-effective solutions to meet this demand. FL-14 USDOT FTA’s Low- or No-Emission Program Grants:

  • $32,037,390 – HART’s “Improving HART’s Service Through Reliable Fleet” Project: To support the acquisition of 33 Compressed Natural Gas (CNG) buses to replace 33 outdated diesel-powered buses and to expand HART’s vocational training program and establish a registered apprenticeship program.
  • $6,580,000 – PSTA’s “PSTA Facility Emergency Power Resiliency Project”: To support the replacement of the existing diesel-powered facility generator and the installation of a new generator to maintain charging power for electric buses and continue transit operations in the event of a power outage due to events like hurricanes.

Today’s announcement continues to build on the hundreds of millions in major infrastructure grants for Tampa Bay in recent years, including these in 2025: $23 million to HART for its maintenance facility and $62 million to Tampa International Airport and its new Airside D.

Kathy Castor (D-FL), Brian Fitzpatrick (R-PA) and Debbie Wasserman Schultz (D-FL) reintroduced the bipartisan Increasing Access to Lung Cancer Screening Act, a bill that will help lower health care costs for families while expanding access to lifesaving cancer screenings and reducing barriers to preventive care in communities that have been overlooked.

“In the United States, lung cancer remains the leading cause of cancer-related deaths, largely because too many cases are caught too late. Only 18% of eligible individuals are screened annually across the country, exposing how much work remains to save lives through early detection,” said Rep. Castor. “By making lung cancer screenings easier to access and eliminating surprise bills and insurance red tape, this bipartisan bill will help neighbors catch cancer earlier, stay healthier and live longer. Lung cancer is the deadliest cancer in the nation, but early detection saves lives and reduces long-term health care costs. The Increasing Access to Lung Cancer Screening Act tackles the affordability crisis head-on by removing financial barriers and red tape that too often delay care.

The Increasing Access to Lung Cancer Screening would:

  • Prohibit prior authorization in Medicaid, Medicare, and private insurance, ending delays and insurance hurdles that keep eligible patients from getting screened when they need it.
  • Require Medicaid to fully cover annual lung cancer screenings for all eligible beneficiaries—with no co-pays or out-of-pocket costs.
  • Expand coverage of tobacco cessation services and medications to all eligible Medicaid beneficiaries, helping people quit smoking and reducing long-term health risks and costs.
  • Create an education and outreach campaign to inform individuals and health care providers about the importance of lung cancer screenings for eligible individuals.

This bipartisan legislation ensures families aren’t forced to choose between their health and their wallets—and strengthens early detection and prevention efforts in communities that have been overlooked for far too long.

WASHINGTON, D.C. – Rep. Earl L. “Buddy” Carter (R-GA) today sent a letter to Department of Homeland Security (DHS) Secretary Kristi Noem and U.S. Immigration and Customs Enforcement (ICE) Acting Director Todd Lyons calling for increased ICE and DHS resources to address safety concerns in Atlanta, Georgia, by enhancing federal enforcement of immigration laws. 

Recent reports find that Georgia is home to 479,000 illegal immigrants, making it the sixth highest state in the nation for illegal immigration. 

In the letter, Rep. Carter writes, “Rising levels of illegal immigrants and increasing threats to public safety in Georgia highlight the urgent need for an enhanced ICE presence in Atlanta. Recently, ICE arrested Salvador Rodriguez-Mendoza, a criminal illegal alien from Mexico with an active arrest warrant for murder and two counts of aggravated assault with a deadly weapon by the Clayton County Sheriff’s Office. Additionally… a mother of five children was brutally murdered by a criminal illegal alien from Honduras.” 

Rep. Carter continues, “Every single person who is here illegally has broken the law and must be treated accordingly; anything less invites a culture of not just mass illegal immigration, but mass crime…Without the increased assistance of federal agents with local law enforcement, more of these criminals will…never face justice.” 

Rep. Carter notes that under President Trump’s leadership, the southern border is secure, “with apprehensions at their lowest level in fifty years.” While this progress represents a landmark achievement for the nation, significant work remains to address the lasting, disastrous impacts of the Biden-Harris border crisis, supported by Senator Jon Ossoff.
