Ranking Member Huffman Statement on Natural Resources Budget Reconciliation Bill

“The most destructive environmental bill in American history”

May 02, 2025

Washington, D.C. – Today, U.S. House Natural Resources Committee Ranking Member Jared Huffman (D-Calif.) released the following statement on House Natural Resources Committee Republicans’ Budget Reconciliation bill:

“If Big Oil, Wall Street, and MAGA cultists locked themselves in a room to write a wish list, this bill would be it. The Republican budget is the most destructive environmental bill in American history. It torches clean air and water protections, hands over our public lands to polluters at fire-sale prices, and rigs the rules so oil executives can rubber-stamp their own permits in secret.

“The Trump Tax Scam forces oil and gas lease sales—no matter the cost—even on lands tribes, ranchers, and local communities have fought to protect. With wildfires, droughts, and deadly storms becoming more extreme, this budget makes it worse: fueling the climate crisis while clawing back the very funding Americans will need to prepare for it. It slashes royalties so Big Oil can wring every last dollar from the lands and waters that belong to the American people. And if you dare speak up, they’ll charge you hundreds of dollars for filing forms to be allowed to protest.

“And just like Trump’s so-called ‘skinny budget,’ they’re taking away millions of Americans’ health care to pay for it. Let’s be clear: Republicans are ripping coverage and protections from working families to bankroll tax breaks for billionaires and fossil fuel CEOs.

“This isn’t fiscal responsibility—it’s corruption in broad daylight. Democrats are ready for this fight, because this fight is about protecting our public lands, our health, and stopping a government hijacked by polluters. Our future is non-negotiable.”

Rep. Watson Coleman, Beyer Introduce Legislation to Increase Safety of Interactions Between ICE Officers and the Public

Source: United States House of Representatives – Representative Don Beyer (D-VA)

Today, Congresswoman Bonnie Watson Coleman (NJ-12) and Congressman Don Beyer (VA-08) announced the introduction of the ICE Visibility Act of 2025 would amend section 287 of the Immigration and Nationality Act to require Immigration and Customs Enforcement (ICE) and all other Immigration officers, including those deputized, to wear visible and distinct uniforms at all times of action.

In recent months, the American people have seen several recordings and reports of masked and plainclothes ICE officers and others impersonating federal law enforcement, approaching, threatening, and in some cases abducting people who are simply going about their business.  The regular use of plainclothes officers during these actions often creates a significant risk to the officers, who cannot be identified by a fearful public. In addition, the knowledge that some officers are routinely in plainclothes when on duty creates an opportunity for impersonators to harass law-abiding residents.

“During the first 100 days of the second Trump Administration, the President has used Immigration and Customs Enforcement to establish an atmosphere of hostility and fear while obliterating due process rights for lawful residents of the United States,” said Rep. Watson Coleman. “ICE’s tactic of wearing normal street clothes to misrepresent themselves to the public while executing raids, patrolling, detaining, and arresting individuals is dangerous and should be ended for everyone’s safety”

“Like many Americans, I have been dismayed by the recent cases where unidentified, and often masked, ICE Agents have been documented picking people up off the street or from their homes,” said Rep. Beyer. “The lack of identification can create dangerous situations and contribute to a climate of fear. It undermines the public’s trust in law enforcement and is reminiscent of police states. It should not be allowed.”

The ICE Visibility Act is cosponsored by Reps. Ilhan Omar (MN-05), Eleanor Holmes Norton (DC-At Large), James McGovern (MA–02), and Cleo Fields (LA-06).

Pressley, Warren, Markey, McGovern Press Stop & Shop On Promise To Lower Prices Across Massachusetts

Source: United States House of Representatives – Congresswoman Ayanna Pressley (MA-07)

New investigation by the Hyde Square Task Force reveals Stop & Shop still appears to be over-charging families in inner-city neighborhoods

“We urge Stop & Shop to lower prices…and ensure that it is charging all Massachusetts families fair prices for the food they work hard to put on the table.”

Text of Letter (PDF)

WASHINGTON – Congresswoman Ayanna Pressley (MA-07), along with Senators Elizabeth Warren (D-MA) and Ed Markey (D-MA) and Representative Jim McGovern (MA-02), pressed Frans Muller, CEO of Ahold Delhaize — parent company of Stop & Shop — on the chain’s progress lowering grocery prices at stores across Massachusetts. A new investigation from the Hyde Square Task Force found that, following pressure from the lawmakers regarding potential price gouging at its urban store locations, Stop & Shop lowered prices in its Jamaica Plain store — but the grocer still appears to be overcharging working families at other Boston locations, including Grove Hall, South Bay, and Mission Hill.

“That which gets measured gets done, and thanks to the intrepid work of young organizers at the Hyde Square Task Force, we have the receipts,” said Rep. Pressley in a statement alongside the letter. “While Stop & Shop heeded our call to lower prices at their Jamaica Plain location—it’s clear they’re still ripping off families in predominantly low-income and Black and Brown neighborhoods across Massachusetts. I’m proud to keep up my push with Senator Warren to demand answers and accountability, and ensure corporations aren’t making record profits off the exploitation of ordinary people.”

“It’s good news that Stop & Shop lowered prices at its Jamaica Plain store after we pushed them for relief, but we’re still seeing higher prices for families at other inner-city locations. It’s no coincidence that working-class communities are getting stuck with sky-high prices,” said Senator Warren. “We’re keeping up the pressure to make sure Stop & Shop isn’t overcharging families for the food they work hard to put on the table.”

Following an initial Hyde Square Task Force investigation revealing price disparities between urban and suburban Stop & Shop store locations in Massachusetts, the lawmakers sent a letter to Ahold Delhaize, Stop & Shop’s parent company, raising concerns about potential price gouging at the Jamaica Plain location. Stop & Shop, in response to the letter, said it had “launched a multi-year strategy to invest in pricing and lower everyday prices” across its Massachusetts locations.

To better understand why Stop & Shop is still not providing fair and low prices in all communities in the Commonwealth, the lawmakers are pressing for answers as to why prices appear to be higher for groceries in low-income communities in Massachusetts; details on Stop & Shop’s “multi-year strategy”; and why Stop & Shop has closed seven stores in Massachusetts since the September 2024 letter.

“We urge Stop & Shop to lower prices at its grocery stores in Grove Hall, South Bay, and Mission Hill, and ensure that it is charging all Massachusetts families fair prices for the food they work hard to put on the table,” concluded the lawmakers.

The lawmakers requested a response to their questions by May 14, 2025.

Casten Blasts Trump’s Stoppage of the National Climate Assessment

Source: United States House of Representatives – Representative Sean Casten (IL-06)

May 02, 2025

Washington, D.C. — U.S. Congressman Sean Casten (IL-06) released the following statement regarding reports that the Trump Administration has effectively halted the National Climate Assessment (NCA), a congressionally mandated report on the impacts of climate change on the United States:

“The president can attempt to change the laws of the United States, but he cannot change the laws of physics. Climate change is real. It is impacting our health, economy, and national security. It is fueling extreme wildfires, droughts, hurricanes, and flooding, bringing home insurance markets around the country to the brink of collapse. Pretending otherwise isn’t just foolish, it’s dangerous and puts American lives at risk.

“To effectively stop the work of the National Climate Assessment is to strip federal, state, and local governments of the insights necessary to implement targeted solutions that mitigate the climate crisis. The NCA provides an essential, comprehensive look at how climate change affects American communities, economies, and ecosystems. Gutting the NCA also harms US national security, limiting information available to the Department of Defense as to how climate change impacts military readiness, infrastructure, supply chain, and global stability.

“Cutting the nation’s premier tool for understanding the current and future impacts of a changing climate is like smashing the radar on a ship navigating into a growing storm—reckless, disorienting, and leaving everyone on board to navigate blind. This is among the most damaging actions the Trump Administration has taken against climate science to date.”

The NCA is a congressionally mandated report under the Global Change Research Act, issued every four years. It’s coordinated by NASA and draws on contributions from 14 federal agencies and hundreds of academic, economic, and scientific experts. It provides:

  • High-resolution, county-level climate projections
  • Physical climate risk data essential to real estate, financial, and infrastructure planning
  • Sector-specific and economic impact assessments across a wide range of modeled futures

Unlike the IPCC reports, which consider the global impacts of climate change, the NCA offers the most granular and policy-relevant science specific to the U.S.. Without it, policymakers lose a foundational tool for climate adaptation, planning, and economic risk assessment.

On April 9th, 2025, the administration defunded the NCA and gutted the NASA team supporting it. This week, reports indicate the Trump Administration has dismissed all remaining non-governmental volunteers, putting the 2028 report in jeopardy.

Carbajal Statement on President Trump’s 2026 Budget Plan

Washington, May 2, 2025

U.S. Representative Salud Carbajal (D-CA-24) issued the statement below following the release of President Trump’s 2026 budget. The plan would cut non-defense domestic spending by $163 billion while increasing expenditures on national security.

“I strongly oppose President Trump’s proposed budget, which asks for unprecedented cuts to vital programs that many Central Coast residents depend on,” said Rep. Carbajal“Slashing funding for health care, education, food assistance, and more will hurt families who are already struggling to pay their bills. We need a budget that helps the American people, not one that pulls the rug out from under them.”

Tonko, Pressley Demand Investigation Into Trump’s Attack on Smithsonian Museums, Brazen Attempt to Whitewash History

Source: United States House of Representatives – Representative Paul Tonko (Capital Region New York)

WASHINGTON – Today, Congressman Paul Tonko (NY-20), Co-Chair of the Congressional Museum Caucus, and Congresswoman Ayanna Pressley (MA-07) led 69 of their colleagues on a letter to the Inspector General of the Smithsonian Institution demanding an investigation of the impact of Donald Trump’s harmful Executive Order attacking Smithsonian museums – namely,  the American Art Museum, the American Women’s History Museum, and the National Museum of African American History and Culture – attempting to erase histories of marginalized communities.

Created by Congress in 1846, the Smithsonian Institution has a clear mandate to operate as a non-partisan and autonomous museum, education, and research complex, free from political influence. Not only is it home to dozens of museums, libraries, education and research centers, and the National Zoo within Washington, D.C., but the Smithsonian also coordinates with over 200 affiliate organizations in nearly every state – all of which could be impacted by the proposed cuts and erasure of race and culture in the Executive Order.

“On March 27, 2025, President Trump signed Executive Order 14253, which would infringe on the independence of the Smithsonian Institution to carry out its core mission to provide Americans and the world with the tools and information we need to forge our shared future,” the lawmakers wrote in their letter to Smithsonian Inspector General Nicole Angarella. “The funding cuts and content directives will undoubtedly have a devasting impact on the preservation and integrity of American history and culture.”

The Trump Administration’s executive order specifically directs the Smithsonian Institution to remove exhibits and narratives it considers ‘divisive’ or ‘race-centered’, politicizing the Smithsonian’s foundational purpose and eroding public trust. Both the National Museum of African American History and Culture Act and the National Museum of the American Latino Act were enacted with strong bipartisan support, reflecting a shared commitment across party lines to explore, document, and interpret the central role of race and cultural identity in American history. Additionally, the funding cuts and content mandates would have a significant trickle-down effect on local museums and cultural organizations across the United States, diminishing the Smithsonian’s ability to provide guidance, professional development, and travel exhibits to smaller museums.

“Conditioning funding on adherence to prescribed, right-wing ideology jeopardizes the Smithsonian’s legal compliance oversight and its capacity to document American history and culture accurately,” the lawmakers continue. “It is both ironic and self-defeating to demand that the Smithsonian Institution adhere to content mandates banning race, as doing so undermines the very rationale for the creation of these museums.”

The lawmakers are requesting an inspector general investigation and report on findings including:

  • An audit of the operational and financial implications of the proposed content mandate and funding cuts, including the consequences on the Smithsonian Affiliates;
  • An audit of the expected impact on existing contractual obligations;
  • An analysis of EO 14253’s compliance with statutory requirements established by Congress;
  • Any documentation of deaccessioned artifacts following EO 14253 and plan to prevent the destruction or sale of cultural and historical artifacts; and
  • A recommendation for the Smithsonian Board of Regents on how to adhere to statutory law and the institutions’ public trust responsibilities.

“Our shared responsibility is to ensure that the Smithsonian remains a source of inspiration and learning for all, free from undue political interference,” the lawmakers wrote.

Congressman Valadao Reintroduces Legislation to Improve Local Response to Public Health Threats

Source: United States House of Representatives – Congressman David G Valadao (CA-21)

WASHINGTON – Congressman David Valadao (CA-22) joined Congressman Jim Costa (CA-21) to introduce the Safety Training for Officers on Public (STOP) Health Threats Act. This bipartisan bill equips local law enforcement with the tools and training necessary to recognize and respond to public health threats arising from building code violations. This includes illegal and unsafe facilities like the biological lab discovered in Reedley, California in 2023.

“Keeping our communities safe means making sure local law enforcement has the tools required to quickly identify serious public health threats,” said Congressman Valadao. “The STOP Health Threats Act takes important steps to help officers recognize dangerous situations—like the illegal Reedley lab—before they put their lives at risk. I’m proud to join Rep. Costa in introducing this bipartisan bill to strengthen public safety and protect our families.”

“When dangerous, unregulated labs can operate undetected in small towns like Reedley, it’s not just a local issue—it’s a national public health risk,” said Rep. Costa. “This isn’t just about one lab; it’s about making sure no town has to face a threat like this alone. The STOP Health Threats Act gives law enforcement the training they need to identify these risks and act swiftly. It’s about prevention, safety, and making sure every officer has the tools to protect their community.”

Background:

In 2023, code enforcement officer Jessalyn Harper uncovered an illegal lab in Reedley, CA. This lab was storing hazardous biological materials in violation of numerous building and health codes, contained infectious agents like COVID-19 and HIV, and was operating without oversight—posing a significant threat to public health.

Across the country, unsafe, unregulated, and unsanitary buildings and materials often go unchecked due to limited specialized training for law enforcement, especially in rural areas with limited resources. These unchecked violations can trigger disease outbreaks and long-term health risks.

The STOP Health Threats Act would:

  • Empower local governments by directing the U.S. Secretary of Health and Human Services (HHS) to provide grants for training law enforcement officers to recognize and respond to public health threats caused by building code violations.
  • Promote collaboration with public health departments and nonprofits.
  • Support the development of tailored training programs.
  • Prioritize funding for communities where serious threats have been identified.
