“I am outraged that President Trump has callously fired the Librarian of Congress, Dr. Carla Hayden. She must be immediately reinstated.

For nearly ten years, Dr. Hayden has brilliantly served one of our most revered institutions, promoting the democratization of knowledge and upholding the Library of Congress’s nonpartisan mission of promoting our nation’s culture and history. Dr. Hayden is the first woman, Black person, and librarian since 1974 to serve in this role, bringing a wealth of knowledge and invaluable perspective to the People’s Library. I appreciate the Librarian’s friendship and her work organizing wonderful programming on a wide variety of issues over the years and facilitating bipartisan dialogue. Dr. Hayden’s excellent work is widely respected by Republicans and Democrats alike.

There is not a shred of evidence that Dr. Hayden deserves to be fired. The Librarian’s termination is yet another example of President Trump’s cruel attack on the American people’s world-class cultural institutions and dedicated public servants.”

“Without the dedicated oversight of the CPSC, American families, especially children, will be left vulnerable in their own homes.”

WASHINGTON – U.S. Representatives Jan Schakowsky (D-IL) and Kevin Mullin (D-CA) and U.S. Senator Richard Blumenthal (D-CT) today led 21 members of the Senate and 27 members of the House in calling on Office of Management and Budget Director Russell Vought to reverse plans to eliminate the bipartisan, independent Consumer Product Safety Commission (CPSC). The CPSC is the only government entity tasked with developing and enforcing product safety standards, facilitating recalls of unsafe products, and educating consumers and businesses about product hazards and best practices. The proposal to absorb some of CPSC’s core functions into a nonexistent division within the Department of Health and Human Services (HHS), as HHS’ budget is being cut, is unrealistic and threatens public safety.

“Since its inception, the CPSC has played a vital role safeguarding American families, and in particular infants, children, and older Americans. Thanks to the CPSC’s critical work, residential fires and fire-related deaths have decreased by over 40 percent. Crib deaths and child poisonings have dropped by 80 percent. The Commission’s work continues today, identifying emerging threats and protecting Americans from dangerous and banned imported products,” the Members wrote.

The Members continued, “With the rapid growth of e-commerce and imported consumer products, especially from countries with less stringent safety regulations, CPSC plays a critical role to prevent unsafe and counterfeit goods from entering the U.S. market unchecked.”

“We strongly oppose any attempt to eliminate, defund, or weaken the CPSC and demand that you immediately roll back any efforts to dissolve the agency. Americans rightfully expect that the products they bring into their home are safe, and only the CPSC has the authority and expertise to ensure that expectation is met,” the Members concluded.

Blumenthal, Schakowsky, and Mullin’s letter comes as more than 150 consumer protection and trade groups warned that eliminating the CPSC would undermine product safety, weaken enforcement actions, consumer education campaigns, and data collection initiatives that protect Americans.

CHICAGO – Today, U.S. Representative Jan Schakowsky (IL-09), a Chief Deputy Whip and Ranking Member of the House Energy and Commerce Subcommittee on Commerce, Manufacturing, and Trade, released the following statement announcing her decision not to seek reelection to the U.S. House of Representatives in 2026:

“For the last 26 years, I have had the distinct honor and privilege of representing the 9th Congressional District of Illinois, my lifelong home and the best district in the nation. Today, it is with profound gratitude and the utmost appreciation for my constituents that I announce my decision not to seek reelection at the end of my current term.

“I am incredibly proud of the things I have been able to accomplish during my time in Congress. I was honored to help draft and pass the Affordable Care Act, ensuring that Americans could no longer be denied coverage because of pre-existing conditions and providing quality health coverage for millions. I was able to pass consumer protection bills that have saved lives and protected Americans, especially our children, from dangerous products and improved auto safety. I worked hard to protect the well-being of seniors and their families, blocking Republican attempts to privatize Social Security and to improve Medicare and Medicaid by lowering prescription drug prices and expanding access to quality long-term care. I would not have been able to do any of this without the counsel of committed consumer advocates and the continued trust and support of our community.

“While these legislative wins are important, the most rewarding part of my job has always been engaging directly with constituents in the 9th District. Whether it be a school visit, attending a rally, touring a new small business, or speaking with fellow shoppers at my local Jewel, I have always prioritized and enjoyed meeting with constituents and providing constituent services. WASHINGTON – Today, U.S. Representative Jan Schakowsky (IL-09) introduced the Affordable and Safe Prescription Drug Importation Act to help put an end to Big Pharma’s greed and ensure that American patients can access prescription drugs at fair prices.

Right now, some brand-name drug prices are over four times higher in the U.S. than in other countries. As a result, the U.S. makes up for more of Big Pharma’s profits than the rest of the world combined. This legislation will amend the Federal Food, Drug, and Cosmetic Act to allow American wholesalers, pharmacies, and individuals to import affordable and safe drugs from Canada, the United Kingdom, the European Union, and Switzerland.

“Thanks to the passage of the Inflation Reduction Act, millions of Medicare beneficiaries are seeing prescription drug costs lowered. While this is a historic achievement, more must be done to ensure that all Americans have access to affordable medications,” said Congresswoman Jan Schakowsky. “That is why I am proud to introduce the Affordable and Safe Prescription Drug Importation Act, which would allow for the importation of affordable and safe drugs to the U.S. from Canada, the United Kingdom, the European Union, and Switzerland, to ensure that every day Americans can get the prescriptions they need at a reasonable cost. There is no reason that Americans should be paying double, sometimes even triple the cost for the same drugs. It is time for Big Pharma’s price gouging to come to an end and for U.S. patients to have access to the same fair drug pricing as the rest of the developed world.”

“The right to buy lower-cost prescription drugs from licensed pharmacies in other countries, in particular from Canada, is critical for millions of Americans on fixed incomes. It’s a proven money-saving pathway that has been used safely for more than 20 years,” said Ken Hunter, Executive Director of the Campaign for Personal Prescription Importation (CPPI). “In fact, CPPI’s most recent national survey shows Americans have an average annual savings of $4,920 per year by importing prescription medications from Canada, compared to U.S. costs, Rep. Schakowsky’s “Affordable and Safe Prescription Drug Importation Act” will preserve these rights. Prescription importation from licensed Canadian pharmacies works, is safe, and is a proven pathway for Americans to obtain their necessary, lower-cost, prescription medicines.”

WASHINGTON – Today, U.S. Representatives Jan Schakowsky (IL-09) and Sydney Kamlager-Dove (CA-37) introduced Anna’s Law in recognition of Sexual Assault Awareness Month. This legislation would expand trauma-informed training for law enforcement personnel and emergency medical technicians (EMTs) related to sexual assault, domestic violence, dating violence, and stalking cases.

Anna’s Law has been endorsed by the Illinois Coalition Against Sexual Assault, the Illinois Coalition Against Domestic Violence, Resilience, Volare, and the Chicago Children’s Advocacy Center.

Every 68 seconds, another American is sexually assaulted, but only 310 out of every 1,000 sexual assaults are ultimately reported to police. Many public institutions, including law enforcement personnel and emergency medical technicians (EMTs) responding to cases of sexual assault, domestic violence, dating violence, and stalking, do not receive adequate training about how best to assist victims of sexual assault and other traumatic experiences. In fact, many victims of sexual assault report experiencing re-traumatization when interacting with law enforcement personnel and EMTs responding to sexual assault cases.

Studies have shown that trauma-informed care, based on the knowledge and understanding of trauma and its far-reaching implications, is vital to providing those with the support they need when dealing with traumatic events. With appropriate support and intervention, people can overcome traumatic experiences, yet unaddressed trauma can lead to lasting adverse effects, including chronic physical or behavioral health disorders and mental and substance use disorders.

“Victims of sexual assault, domestic violence, and dating violence should not have to fear being re-traumatized while in the care of law enforcement and EMTs. Our public institutions serving our communities as well as law enforcement and EMTs assisting victims of sexual assault and domestic violence must understand the impact of traumatic events on individuals, how to best support victims of traumatic events, and how their actions can be potentially trauma-inducing,” said Congresswoman Jan Schakowsky. “It is critical that victims of sexual assault and domestic violence are treated with the sensitivity, respect, and care they deserve when they seek out assistance. This important issue was brought to my attention by my constituent, Anna, who was sexually assaulted and re-traumatized while working with law enforcement, and I am honored to introduce legislation to help ensure this will not happen to others.”

“It takes an incredible amount of courage for survivors to report sexual assault and they deserve sensitive, respectful, and diligent care when they do come forward,” said Congresswoman Kamlager-Dove. “Too often, survivors are unintentionally re-traumatized when interacting with law enforcement personnel who lack the resources and training to provide trauma-informed care. I am proud to co-lead Anna’s Law, which would equip law enforcement agencies with the tools to deliver evidence-based, survivor-centered care. We must ensure that survivors feel safe and heard when telling their stories so that all these stories are told.”

“I was sexually assaulted and was retraumatized, invalidated, and discredited by law enforcement upon reporting the assault. Anna’s Law eliminates the retraumatization that happens to another victim. Survivors deserve to be heard and validated without fear of retraumatization during the investigatory process,” said Anna. 

“The Illinois Coalition Against Sexual Assault (ICASA) supports an increase in funding to train law enforcement and emergency responders on the critical trauma-informed approaches needed in responding to sexual assault survivors. Rape crisis center staff know that the initial contact between first responders and survivors of sexual violence is often a key factor in how an investigation moves forward. Survivors need to have a trauma-informed process to avoid being retraumatized by the emergency response and the investigation and to have a better opportunity for healing and positive outcomes with the criminal justice system. ICASA thanks Congresswoman Schakowsky for spearheading this initiative and encourages all legislators to support the bill,” said Carrie Ward, Chief Executive Officer of the Illinois Coalition Against Sexual Assault (ICASA).

“The Illinois Coalition Against Domestic Violence applauds Rep. Schakowsky and Rep. Kamlager-Dove’s leadership in reintroducing Anna’s Law, which would expand trauma-informed training for first responders who assist survivors of domestic and sexual violence. The initial interactions a violence survivor has with first responders can make all the difference. The passage of Anna’s Law would help reduce conflicts of interest during investigations and make significant strides in ensuring the training of our first responders is grounded in survivor-centered care and concern. “Chicago Children’s Advocacy Center supports Representative Jan Schakowsky’s bill for increased trauma-informed training for law enforcement personnel. Victims of child sexual abuse and all other survivors of sexual violence benefit when first responders understand trauma and how to best support victims throughout the criminal justice process,” said the Chicago Children’s Advocacy Center.

“This bill is a crucial step in equipping law enforcement and EMTs with trauma-informed training that helps them respond to survivors with care and understanding. It not only builds trust with those in crisis, but also gives first responders the tools to reduce stress, avoid burnout, and feel more prepared in challenging situations. It’s a win for survivors and for those who serve on the front lines every day,” said Bridgette Stumpf, CEO of Volare.

“Unfortunately, the experience of this Illinois constituent is not unique. It is estimated that less than 5% of reported rapes will result in an arrest or conviction. If a survivor makes the personal decision to pursue criminal charges, it is imperative law enforcement is educated on the realities of sexual assault and trauma response to aid in an effective investigation and prosecution,” said Resilience.

Specifically, Anna’s Law would:

• Create a grant program under the Department of Health and Human Services for state, tribal, and local law enforcement agencies and state and local agencies overseeing emergency medical services to establish and expand training to increase understanding and awareness of the impact of trauma on sexual assault cases and develop strategies for trauma-informed responses;
• Require the trauma-informed training to be evidence-based and victim-centered and include training on how contact with law enforcement or EMTs can cause or lead to re-traumatization and how law enforcement personnel can best support victims of sexual assault during their interactions with law enforcement and EMTs;
• Require training to be at least eight hours annually for individuals enrolled in a law enforcement academy, fire academy, and initial training for EMTs, and at least four hours annually for all other law enforcement personnel and EMTs;
• Encourage state, tribal, and law enforcement agencies and state and local agencies overseeing emergency medical services to provide trainers from diverse backgrounds; and
• Require the Secretary of Health and Human Services to collect data and submit annual reports to Congress on the grant program.

The new caucus brings together key lawmakers across the ideological spectrum

Watershed moment for the pro-growth, abundance movement as Congress readies federal action

WASHINGTON – Today, more than a dozen bipartisan members launched the bipartisan Build America Caucus, a first-of-its-kind effort in Congress to advance pro-growth policies. While momentum for the abundance agenda has grown in cities and states, this caucus marks the first coordinated push to bring that vision to Capitol Hill. First MOTEMS-compliant terminal built in California in nearly 30 years

Expands safety, efficiency, and supports clean air goals

STOCKTON – Rep. Josh Harder (CA-09) joined local, state, and federal leaders at the Port of Stockton to unveil a historic new renewable fuels terminal. Developed by BWC Terminals, the nine-figure investment features the first Marine Oil Terminal Engineering and Maintenance Standards (MOTEMS)-compliant dock built in California in nearly 30 years. 

“The Port of Stockton is a key economic engine for the Valley, helping to export our world-class crops and bringing business and jobs to our communities. We have to keep building on that leadership,” said Rep. Harder. “This new renewable fuels terminal will make the Port safer and more efficient while creating new jobs and supporting statewide decarbonization goals. We worked hard to bring this new infrastructure to the Port, and I look forward to continuing to fight for smart investments in our local economy’s future.”

What the new terminal does:

• Increases safety and efficiency during renewable diesel and biodiesel fuel transfers from marine vessels at the Port of Stockton.
• Upgrades technology with modern safety and environmental systems, spill containment, fire protection, seismic resilience, and vessel mooring infrastructure.
• Protects our air by supporting statewide decarbonization efforts.

Delta region faces higher flood risk than pre-Katrina New Orleans 

1,100 miles of levees need repairs along the Delta 

STOCKTON – Today, Rep. Josh Harder (CA-09) and Rep. Clay Higgins (LA-03) introduced bipartisan legislation to protect Valley families from devastating flood risks by accelerating repairs to the Delta’s aging levee system. The Safeguarding Our Levees Act streamlines U.S. Army Corps of Engineers (USACE) emergency repair projects and eases the financial burden on local communities.

Delta Flood Risk by the Numbers:

• The Delta region faces a greater flood risk than New Orleans did before Hurricane Katrina, and in Stockton alone, over 90% of properties are at risk during a major flood event.
• More than 1,100 miles of Delta levees need repairs, with an estimated cost of up to $3 billion.
• Red tape and bureaucratic delays regularly slow projects by months—or even years.

“Valley communities face serious flood threats every year, and our infrastructure simply isn’t keeping up,” said Rep. Harder. “Red tape has stalled desperately needed repairs, putting our families and homes at risk. This bipartisan bill cuts through the delays and gets levees fixed faster – because no family should have to watch floodwater pour into their living room while the government drags its feet.”

What the Safeguarding Our Levees Act Does:

• Accelerates Levee Repairs: Requires USACE to complete levee rehabilitation within 180 days of project approval.
• Eases Local Burden: Establishes a 75% federal / 25% local cost-share structure to make repairs more affordable for local communities.

The bill is endorsed by the San Joaquin Area Flood Control Agency (SJAFCA) and builds on Rep. Harder’s work to bring federal resources back to the Valley. That includes $2.75 million secured last year for flood control projects in Stockton and $1.3 million this year for new flood prevention equipment.

3 in 5 California parents live in a child care desert

California ranks in the top 5 states with highest child care costs

WASHINGTON – Today, Rep. Josh Harder (CA-09), a dad of two young daughters, and Rep. Brian Fitzpatrick (PA-01) introduced bipartisan legislation to cut skyrocketing child care costs. The Child Care Workforce and Facilities Act lowers costs by investing in the child care workforce and infrastructure to help ensure that access to care meets high demand. Sen. Amy Klobuchar (D-MN)introduced companion legislation in the U.S. Senate.

In California, child care is both difficult to find and highly unaffordable. 60% of California parents live in a child care desert, and the state ranks among the top five most expensive in the nation for child care costs. This crisis is estimated to cost California’s economy $17 billion every year.

“As a dad to two young daughters, my wife and I know firsthand how expensive child care has gotten. Parents are left in a very tough spot trying to find safe, quality child care centers,” said Rep. Harder. “Parents should be able to pay a reasonable price to drop their little ones off at daycare and know they will be safe. This bill is a must-pass for every working parent – we need to get this done.”

“American families should never have to choose between affordable childcare and the quality their children deserve,” said Rep. Fitzpatrick. “Our bipartisan and bicameral Child Care Workforce Facilities Act directly confronts the untenable challenges facing childcare in our nation by establishing competitive grant programs that strengthen caregiver education, expand childcare facilities, and bolster the dedicated workforce at the heart of our children’s development. This targeted investment will address shortages in our PA-1 community and nationwide, building a stronger foundation for America’s children, families, and future.”

The Child Care Workforce and Facilities Act addresses the shortage of affordable child care and qualified child care providers, especially in underserved communities, by:

• Creating $100 million in new grants to support:
  • Education, training, and retention of child care professionals.
  • Construction, renovation, and expansion of child care facilities in areas like the Central Valley where there is a shortage of child care.
• Requiring grant recipients to demonstrate how their projects would:
  • Make quality child care more affordable and accessible in their community, especially for parents who work non-traditional hours.
  • Expand career opportunities and flexibility for child care professionals by helping workers obtain portable, stackable credentials.
• Improving retention and compensation for child care workers.

WASHINGTON –Today, U.S. Congressman Michael McCaul (R-Texas) — chairman emeritus and current vice chair of the House Committee on Homeland Security — and Chairman Mark E. Green, MD (R-Tenn.) announced the establishment of the “Task Force on Securing the Homeland Amidst Special Events,” which will conduct oversight of the federal government’s security preparations for major upcoming international events, including the 2028 Summer Olympics in Los Angeles, the FIFA World Cup in 2026, the FIFA Club World Cup 2025, the 2025 Ryder Cup, the United States’ 250th anniversary in 2026, and the 2027 National Football League (NFL) draft. The task force will be chaired by Vice Chairman McCaul, with other bipartisan task force members to be announced in the coming days. 

Members of the task force plan to visit select event sites in advance, hold hearings, host roundtables, and release a final report on their findings as part of the committee’s oversight of National Special Security Events (NSSEs) and major Special Event Assessment Rating (SEAR) events. 

“As the U.S. prepares to host high-profile events like the Olympics and the World Cup, it’s imperative that we make robust security preparations to ensure Americans — and millions of international guests — can safely enjoy their experience,” said Vice Chairman McCaul. “While these events provide a unique opportunity to showcase the United States’ global leadership and commitment to excellence, they can also attract increased threats as our adversaries and other malign actors seek to exploit and sabotage them. I’m proud our committee is addressing these challenges head-on, in close coordination with the administration, to empower all levels of our government, law enforcement, first responders, and other stakeholders to execute events that are spirited, seamless, and — most importantly — safe.”

Background: 

In March, President Trump created the White House Task Force on the FIFA World Cup 2026 with Executive Order 14234. The task force, housed within the Department of Homeland Security, “shall coordinate with executive departments and agencies (agencies) to assist in the planning, organization, and execution of the events surrounding the 2025 FIFA Club World Cup and the 2026 FIFA World Cup.” The Congressional task force will work to buttress those efforts through legislative means, including oversight. 

Prior to Congress, Congressman McCaul served as chief of counter terrorism and national security in the U.S. attorney’s office, Western District of Texas, and led the Joint Terrorism Task Force charged with detecting, deterring, and preventing terrorist activity. And during the 113th-115th Congresses, he served as the chairman of the Homeland Security Committee, leading the investigations into the Boston bombing to correct deficiencies at the FBI and CIA, and revamping how these agencies communicate with one another. He also led the Foreign Fighter Task Force, which enabled rapid legislative responses to the Paris Attacks.
