Rep. Cleaver Votes Against GOP Budget That Rips Healthcare and Food Assistance from Working Class Families to Fund Tax Cuts for the Wealthy

The Republican budget proposal would make the largest cuts to Medicaid and SNAP in history while providing an average tax break of $389,280 to the wealthiest 0.1%

(Washington, D.C.) – Today, U.S. Representative Emanuel Cleaver, II (D-MO) voted against the Republican budget proposal that would rip healthcare away from nearly 14 million Americans, take food assistance away from millions more through cuts to the Supplemental Nutrition Assistance Program (SNAP), and explode the national deficit by approximately $3.8 trillion to expand tax cuts for the wealthiest Americans. According to the nonpartisan Congressional Budget Office, the legislation takes from the poorest Americans to give another tax break that overwhelmingly benefits the wealthiest in the nation.

“Today, my Republican colleagues in the House of Representatives passed one of the most reckless and fiscally irresponsible bills that I have ever seen in my time in Congress, guaranteeing a massive redistribution of wealth from the poorest families to the wealthiest one percent, while exploding our national deficit by more than $3 trillion,” said Congressman Cleaver. “At a time when income inequality is at historic levels and working class families are pleading for relief, congressional Republicans are making the largest cuts to Medicaid and SNAP in American history, ripping healthcare and food assistance away from vulnerable families, to give another tax break that lines the pockets of billionaires like Elon Musk and Donald Trump. It is a moral monstrosity that will have devastating repercussions in the years to come if the Senate does not take action to stop it.”

According to estimates, the resolution would increase inflation, with the average American household’s purchasing power falling by $300-$1,250 over the next five years. That does not include the average loss of $2,800 for the average American due to the president’s previously announced costly tariff plans.

The Treasury Department found that the extension of the 2017 Tax Cuts and Jobs Act would give an average annual tax cut of $32,118 for those in the top 1 percent and an average annual tax cut of $314,266 for those in the top 0.1 percent. When adding additional tax breaks included in the Republican budget proposal, the Penn Wharton Budget Model finds an average benefit of $44,365 for those in the top 1 percent and an average benefit of $389,290 for those in the top 0.1 percent. Nearly half the net benefit of extending the law would go to the top 5 percent of households, or those making more than $450,000 per year.

Meanwhile, according to the Penn Wharton Budget Model, the bottom 40% of households will actually see lower after-tax income if the legislation becomes law, as they only receive a miniscule tax cut while losing access to programs like Medicaid, SNAP, school meals, and more, as well as facing higher costs due to inflationary effects. According to the nonpartisan Congressional Budget Office (CBO), the Republican budget passed by House Republicans would result in the largest Medicaid cuts in American history—which would be particularly devastating to Missouri.

According to several analyses, the Republican budget proposal will:

  • Rip healthcare away from approximately 27,817 Missourians in the Fifth Congressional District, including 13,017 Missourians on Medicaid and 14,800 Missourians receiving coverage through the Affordable Care Act (ACA)Across the state, nearly 212,000 Missourians will lose health coverage through Medicaid and the ACA.
  • Take food assistance away from approximately 18,000 households in the Fifth Congressional District, with more than 150,000 households losing assistance from the SNAP program across the entire state.
  • Increase healthcare costs for Missourians who receive coverage through the ACA, blowing a $710 annual hole in the budget of the 49,000 Missourians who receive health coverage under the ACA.
  • Increase the cost of higher education for 12,625 students in Missouri’s Fifth Congressional District who receive Pell grants, which make college more affordable for working class families.

“Despite promises to protect Medicaid, lower costs, and fight for working class families across the country, the Republican budget betrayal is the same trickle-down economics that has failed the American people for decades, only on steroids,” said Congressman Cleaver. “It is my hope that sanity will prevail in the Senate, where my colleagues can still block this legislation from harming the most vulnerable members of our community. As it moves closer to the finish line, I will continue speaking out and standing up for those who may not be able to donate to political campaigns but still deserve access to affordable healthcare and nutrition assistance no less.”

Congressman Cleaver Announces $4 Million Brownfields Grant Has Been Awarded to Kansas City

The federal funding will be used to clean up 47 vacant parcels known as the Washington Wheatley Vacant Lots site on Agnes Avenue, East 19th Street, and East 20th Street, as well as the former Benson Manufacturing Company Site

(Kansas City, MO) – Today, U.S. Representative Emanuel Cleaver, II (D-MO) announced the U.S. Environmental Protection Agency (EPA) has awarded the City of Kansas City a $4 million Brownfields Cleanup Grant. The federal funding will be used to clean up 47 vacant parcels known as the Washington Wheatley Vacant Lots site on Agnes Avenue, Walrond Avenue, East 19th Street, and East 20th Street, as well as the former Benson Manufacturing Company Site, located at the intersection of East 18th Street and Agnes Avenue.

“The Bipartisan Infrastructure Law invested more than $1.5 billion through EPA’s highly successful Brownfields Program, which included a major increase in EPA Brownfield Grant funding, enabling local communities to clean up, redevelop, and reinvent areas previously contaminated by toxic substances,” said Congressman Cleaver. “I’m pleased to see this highly successful program continue to support the public health and economic development of neighborhoods like Washington-Wheatley in Missouri’s Fifth Congressional District, and I’ll continue pushing for bipartisan solutions that benefit Missouri families like this one moving forward.”

EPA’s Brownfields program began in 1995 and has provided nearly $2.9 billion in Brownfield Grants to assess and clean up contaminated properties and return blighted properties to productive reuse. To date, brownfields investments leveraged over $42 billion in cleanup and redevelopment. Over the years, the relatively small investment of federal funding was able to leverage over 220,500 jobs from both public and private sources.

The Washington Wheatley Vacant Lots were used primarily as residential properties since 1936 and are contaminated with PCBs, semi-volatile organic contaminants (SVOCs), and heavy metals. Operations at the former Benson Manufacturing Company site included the production of fabricated brass, aluminum, and other metal alloys used in aircraft parts, light fixtures, architectural ornamentation, appliances, and aluminum barrels for breweries. Over time, the site also housed a lumber mill, a coal and ice company, a furniture manufacturer, a printing company, a limousine service, and various other commercial businesses. It is contaminated with polycyclic aromatic hydrocarbons (PAHs), volatile organic compounds (VOCs), petroleum, and heavy metals. Grant funds also will be used to conduct 16 public meetings.

Additionally, the City of Kansas City Brownfield Revolving Loan Fund (RLF) has been selected to receive $2 million because it has a high-performing RLF program with significantly depleted funds. The RLF program has successfully made loans or subgrants leading to 11 cleanup projects that are either completed or in progress. Projects highlighted for use of the funding include the Parade Park Homes Redevelopment site—which Congressman Cleaver has strongly supported—and the Unity Campus.

Landmark legislation will put an end to President Trump’s crypto corruption and protect America’s investors, while also extending prohibitions to Members of Congress

The landmark legislation would prevent the President, Vice President, Members of Congress, and their immediate families from inappropriately profiting from cryptocurrencies.

Specifically, the Stop TRUMP in Crypto Act of 2025 would prevent the President, Vice President, Members of Congress, and their immediate families from:

  • Owning a proportion of a digital asset that would allow them to unilaterally make changes to the digital asset;
  • Serving as an officer, director, or owner of a digital asset issuer;
  • Issuing, sponsoring, promoting, or receiving compensation for the sale, marketing, or mining of digital assets; or
  • Trading digital assets while in office, if the covered individual has material non-public information about digital assets.

The legislation was introduced just hours before President Trump hosted an exclusive memecoin dinner at his luxury golf resort, in which attendees have spent millions of dollars to secure a seat. In the 24 hours leading up to the event, the value of Trump’s personal cryptocurrency, $TRUMP, surged—further highlighting concerns of corruption.

Since returning to office, President Trump has used the power of the presidency to shamelessly promote and profit from a series of crypto ventures tied to himself and his family. This includes his personal $TRUMP memecoin which reportedly inflated his wealth by over $350 million while defrauding investors of billions; his wife, Melania Trump’s $MELANIA memecoin, linked to insider profits nearing $100 million; and the launch of a Trump-backed stablecoin, USD1 – through his family’s crypto company, World Liberty Financial – which has raised concerns regarding foreign deals and their potential impact on national security. Dingell, Hudson Introduce Bipartisan Legislation to Strengthen Resources for EMS Professionals and Patients

Congresswoman Debbie Dingell (D-MI) and Congressman Richard Hudson (R-NC), co-chairs of the Congressional EMS Caucus, introduced legislation to address critical issues facing Emergency Medical Services (EMS) professionals and patients by strengthening the EMS workforce, increasing available resources, and improving response time.

“EMS professionals are literally lifelines for our communities, and we need to do everything we can to ensure they have the resources they need to do their jobs safely, efficiently, and effectively,” Rep. Dingell said. “This legislation will take important steps to address the needs and concerns of EMS workers and the patients they treat, resulting in better response times, improved care, and a stronger workforce.”

“EMS workers are overworked, understaffed, and too often underappreciated.” Rep. Hudson said. “As co-chairs of the EMS caucus, Rep. Debbie Dingell and I are working to ensure we have all the proper information to update resources for our EMS workers. This is the first step in improving the quality and timeliness of care, medications, and processes for our EMS workers and patients.

The Modernizing EMS Delivery and Sustainability (MEDS) Act focuses on three key EMS concerns:

Value of EMS Medical Directors and Professionals

EMS is a critical component of the health care system. It is much more than a ride to the hospital—it is a system of coordinated response and EMS care, involving multiple people and agencies. Physician EMS medical directors supervise all EMS care for many towns, cities, and counties throughout the nation. Unfortunately, under the current EMS system, physician medical directors are not always adequately compensated for this work.  Further, EMS agencies are struggling to attract and retain EMS professionals, exacerbating persistent health workforce challenges seen throughout the field. The bill directs MedPAC to conduct a study on the level and type of compensation needed to attract and retain EMS physicians who oversee the highest level of quality care and EMS professionals delivering life-saving care to patients with emergency medical conditions.

Availability of EEMs, Blood, and Blood Products

Shortages of essential EMS medications (EEMs) continue to plague EMS and threaten the ability to provide patients with the emergency medical care they require. EMS agencies are experiencing shortages of everything from IV fluids to sedatives. When EEM shortages occur, medical directors must continually revise protocols based on the drugs and concentrations they are able to secure, and paramedics must quickly adjust to alternative medications and/or concentrations—greatly increasing the risk of medication errors in a fast-paced environment. While the fundamental problem with drug shortages is that the cost of EEMs is too low, the opposite is true with regard to blood and blood products which are very costly for EMS agencies to utilize even though they save lives, particularly in rural areas where transports are long. The bill establishes a CMMI demonstration program to evaluate a separate payment for EEMs in shortage as well as blood and blood products, aimed to ensure the availability of medications essential to EMS care for patients and better enable the use of blood and blood products—when minutes count for their survival.

Wall Time

“Wall time” refers to the period when EMS personnel are required to stay with a patient at the hospital until the patient is formally admitted and transferred to hospital staff. This time is often spent “against the wall” in the emergency department. Extended wall times can delay EMS units from returning to service, impacting their availability to respond to other emergencies. It can lead to resource strain and affect the overall efficiency and response times of EMS services. It also typically means significant delays in care for patients waiting to be admitted to the hospital. The bill requires HHS to reissue guidance to hospitals to address the “wall time” crisis and report to Congress on how to effectively tackle the persistent issues plaguing hospitals and EMS systems of overcrowding and patient boarding.

Rep. Huffman Statement on SCOTUS Religious Charter School Ruling

Washington, D.C. – Today, U.S. Representative Jared Huffman (CA-02) released the following statement in response to the Supreme Court of the United States ruling in Oklahoma Statewide Charter School Board v. Drummond to uphold the Oklahoma Supreme Court’s decision on religious charter schools:

“Yesterday, American democracy narrowly escaped an extreme violation of church-state separation. While I’m pleased that the Supreme Court ruled to block the State of Oklahoma from sponsoring and funding the nation’s first religious charter school, I am deeply concerned by the Court’s split decision. Publicly funded religious charter schools are a clear violation of the Constitution’s foundational principle – the separation of church and state – and there should be no ambiguity on this issue.

“While yesterday’s outcome leaves the Oklahoma Supreme Court ruling to ban religious charter schools in place, we still need to face the reality that four justices voted in favor of this violation, signaling a significant and alarming shift. The law is clear: charter schools are public schools and, therefore, must be secular and open to all students regardless of their faith or belief system. The 4-4 split decision poses a serious threat to the future of public education and the longstanding constitutional commitment to religious neutrality in government-funded institutions.

“Religious charter schools not only undermine the First Amendment, but they also set a dangerous precedent for the entanglement of religion in publicly supported education. American taxpayers should not be forced to fund religious schools that indoctrinate students into one faith and discriminate against students and staff.”

One of the Transportation and Infrastructure Committee’s main priorities for the 119th Congress is passing the next bipartisan, multi-year surface transportation reauthorization before the current law expires.

In January 2025, the Committee began holding hearings to examine different aspects of our highway, transit, and rail transportation programs and ensure that Committee Members gather information in preparation for the development of this legislation.

Rep. Mike Levin Opposes Location of Compass Energy Storage Project in South Orange County

San Juan Capistrano, CA – Today, Representative Mike Levin (CA-49) wrote to the California Energy Commission (CEC) in opposition to the location of the Compass Energy Storage Project, the 13-acre battery energy storage system proposed in the City of San Juan Capistrano and adjacent to the City of Laguna Niguel.

Rep. Levin expressed concern that a potential disaster at the proposed location could have serious impacts on nearby residents, Trabuco Creek, and Interstate 5. Such a disaster could require mobilization of federal first responder assets on Marine Corps Base Camp Pendleton or those managed by the U.S. Forest Service.

Dear Chair Hochschild,

I write to express my opposition to the location of the Compass Energy Storage Project, the 13-acre battery energy storage system proposed in the City of San Juan Capistrano and adjacent to the City of Laguna Niguel. I understand that the project is under review by the California Energy Commission (CEC), which is the lead agency preparing associated environmental documents.

I strongly support the development of clean energy infrastructure to facilitate our nation’s transition away from fossil fuels and their associated impacts, chiefly climate change. Further, I recognize the important role battery storage plays in helping to smooth the so-called “duck curve,” ensuring we have emission-free electricity available at the times of greatest demand.

However, I have also been a longtime proponent of smart planning and siting of these projects. For the last four Congresses, I have sponsored the Public Land Renewable Energy Development Act, which would require “smart from the start” planning of clean energy projects on public land. This process would ensure that the projects are sited in a way that reduces any negative impacts, including to the environment.

I do not believe that the application to build the Compass Energy Storage Project on its currently proposed site meets these same “smart from the start” principles I have long advocated for at the federal level. The project would be situated near sensitive areas – relatively close to homes and adjacent to Trabuco Creek – and alongside critical infrastructure – primarily, Interstate 5. Should there be any kind of disaster at the project, nearby residents may be severely impacted, as could the water quality of the creek. Any extended shutdown of I-5 would hurt the commerce of our region.

In the event of a fire, there would likely be a federal role in the response, whether from assets on Marine Corps Base Camp Pendleton or those managed by the U.S. Forest Service. It is my mission to ensure that these federal disaster response authorities always have the resources they need to be effective.
