Ranking Member Huffman Statement on Supreme Court’s Refusal to Hear Apache Religious Freedom Case on Mining in Oak Flat

Washington, D.C. – Today, U.S. House Natural Resources Committee Ranking Member Jared Huffman (D-Calif.) released the following statement:

“The Supreme Court’s refusal to hear the Apache Stronghold’s request to pause the Trump administration’s land transfer giving sacred Oak Flat to Resolution Copper is unjust, irresponsible, and a direct threat to the health, safety, and rights of the Tribe and surrounding communities.
 
“The final environmental impact statement on Resolution Copper will confirm what tribal leaders and experts have warned all along: foreign mining giants, through their subsidiary Resolution Copper, will irrevocably destroy Oak Flat, where Native peoples have gone to pray, seek spiritual cleansing, and conduct ceremonies since time immemorial. Oak Flat—a federally recognized National Historic Site—will be nothing more than a two-mile-wide, thousand-foot-deep crater once Resolution Copper is done hollowing it out. This will spell the end of the Apaches’ religious practices forever, just so foreign mining corporations can make a quick buck. Because in America, your right to worship is sacred—unless what you worship sits on valuable real estate.
 
“And for all the fearmongering about “national security,” let’s be clear: there’s no guarantee the copper will even stay in the United States. In fact, Resolution Copper seems more than willing to ship it straight to the Chinese Communist Party.
 
“Rio Tinto’s scheme to mine Oak Flat is the latest chapter in a long, shameful history of extracting wealth from Native lands while destroying the communities who live there. The Supreme Court may have turned its back for now, but the fight to protect this sacred place—and the people who depend on it—is far from over.”

Background

In December 2014, a non-germane midnight rider was inserted into the must-pass National Defense Authorization Act (NDAA) that mandated the public land transfer of the Oak Flat area to Resolution Copper. Oak Flat is located in the Tonto National Forest and listed on the National Register of Historic Places as a Traditional Cultural Property.
 
On April 17, 2025, the Trump administration published their notice of intent to issue the final environmental impact statement (FEIS) for Resolution Copper in 60 days, i.e. on June 16, 2025. The 2014 NDAA language says the land transfer must happen within 60 days of the publication of the FEIS – but the transfer could happen immediately after the FEIS is published.
 
Resolution Copper is just the latest example of a reckless foreign-backed mining project that disrespects tribal sovereignty and threatens our public lands with no guaranteed benefit to the American people. The mine is owned by multinational, multi-billion-dollar mining giants Rio Tinto and BHP. Rio Tinto’s largest shareholder is a Chinese state-owned company and the Rio Tinto has a long, disturbing history of human rights violations around the world. Resolution Copper has never guaranteed any of the copper mined from Oak Flat will stay in the United States and have no plans to build smelting or refining capacity for the copper they mine. Instead, they appear to be making plans to ship the unrefined copper to China.
 
Three different legal challenges to the land transfer and Resolution Copper mine are currently working their way through the courts. The Supreme Court decided on May 27, 2025 not to hear a request from tribal organization Apache Stronghold to pause the land transfer while lower courts decide their case on the merits. Apache Stronghold alleges the land swap is an unconstitutional infringement on their religious freedoms under the Religious Freedom Restoration Act and the free exercise clause of the First Amendment. The San Carlos Apache Tribe and the Arizona Mining Reform Coalition with the Inter Tribal Association of Arizona have also asked the courts to pause the land transfer while their challenges to the land transfer are considered.

Representative Smith releases statement concerning humanitarian aid distribution in Gaza

WASHINGTON, D.C. – Today, Rep. Smith (D-Wash.) released the following statement after an influx of reports of violence around aid distribution sites.
 
“I condemn rising violence around aid distribution sites in Gaza. The killing of individuals around humanitarian aid distribution sites is unacceptable. There must be an end to violence in the region and no individual should have to confront violence while seeking desperately needed humanitarian assistance. 

“Israel bears the responsibility to ensure that critically needed and long overdue aid makes it into Gaza reaching those who need it most. The Palestinian people are suffering horribly. Not nearly enough food and humanitarian assistance is being delivered to Gaza and effectively and safely distributed. This must be fixed immediately.   

“While it is a positive step that Israel lifted the blockade on aid to Gaza, the distribution of aid under this new plan seems haphazard and plagued by chaos and violence. The Israeli government must recognize these shortcomings and immediately fix their plan to stop the humanitarian crisis in Gaza and ensure aid is widely and safely delivered to Palestinian civilians. It is also of the utmost importance that Hamas and other actors are condemned for attempts to disrupt the distribution of aid.  

“Israel must take every opportunity to reduce tensions, improve access to aid, and prevent human suffering. Fundamentally, the priority for the region must remain a ceasefire, a return of the Israeli hostages, and the delivery of necessary aid to the people of Gaza. A ceasefire will be an instrumental step to improve the flow of humanitarian aid and achieving sustainable peace and stability in the region.”

Brownley, Van Duyne Introduce Bipartisan Legislation to Help First-Time Homebuyers

Washington, DC – Today, Congresswoman Julia Brownley (CA-26) and Congresswoman Beth Van Duyne (TX-24) announced the introduction of the Uplifting First-Time Homebuyers Act (H.R. 3526), bipartisan legislation that would increase the Internal Revenue Service (IRS) qualified distribution limit for first-time homebuyers utilizing Individual Retirement Account (IRA) funds. The introduction of this legislation coincides with National Homeownership Month and highlights the importance of homeownership in building strong communities and generational wealth.

In 1997, Congress created a tax provision allowing first-time homebuyers to withdraw up to $10,000 from their IRAs without incurring the standard 10% early withdrawal penalty. At the time, the median home price was $115,000. Today, the median price has nearly tripled, yet the $10,000 cap has not been updated. The Uplifting First-Time Homebuyers Act would raise the qualified distribution limit to $50,000, better aligning it with today’s housing market realities.

“Homeownership is one of the most important ways Americans build wealth and save for a secure retirement,” said Congresswoman Brownley. “But in high-cost states like California, too many first-time buyers are locked out of the market due to rising prices and the challenge of saving for a down payment. I am pleased to support Congresswoman Van Duyne’s efforts to update our tax code to help first-time homebuyers access their retirement savings without penalty and take that critical first step toward homeownership and a fair shot at achieving the American Dream.”

That is why Senator Banks and I have set forward this bill to codify President Trump’s order and ensure nefarious non-profits and their employees are not rewarded with student loan forgiveness that should be reserved for law enforcement and deserving public servants.”
Senator Jim Banks (R-Ind.) introduced companion legislation last month in the U.S. Senate.
“Taxpayers shouldn’t be forced to pay student loans for radicals who aid terrorists, mutilate children, or promote illegal immigration,” said Senator Banks. “This bill codifies President Trump’s order to stop subsidizing anti-American extremism.”
Background: This bill would amend the scope of a “public sector job” under the Higher Education Act to disqualify time spent with entities that are found to be in violation of federal immigration and tort laws, supporting terrorist activities or child abuse, or engaged in a pattern of discrimination. These changes would ensure federal law reflects President Trump’s March 7, 2025, executive order on Restoring Public Service Loan Forgiveness.

Dingell, Mast Reintroduce Bipartisan Forage Fish Conservation Act to Protect Marine Ecosystem and Fishing Economy

Representatives Debbie Dingell (D-MI) and Brian Mast (R-FL) today reintroduced bipartisan legislation to strengthen key protections for fisheries and promote responsible management of forage fish.

The Forage Fish Conservation Act improves protections for forage fish – including herring and shad – that support marine ecosystems as well as other recreationally and commercially important species such as tuna, salmon, and cod. These populations have experienced substantial decline because of human activity, which threatens the viability of marine ecosystems as well as opportunities for recreational fishermen. Currently, there are few management measures in place to address this decline. The House Committee on Natural Resources Subcommittee on Water, Wildlife, and Fisheries is holding an oversight hearing today on Restoring American Seafood Competitiveness, where Rep. Dingell will highlight the important provisions in this bill.

“Safeguarding fish stocks from further decline is critical to protecting marine ecosystems and strengthening coastal economies,” said Dingell. “This legislation’s science-based conservation framework for forage fish will both help promote sustainable fisheries and preserve marine wildlife for the enjoyment of future generations.”

“On the Treasure Coast, we know how critical it is to protect our coastal health, environment, and economy,” said Mast. “We’ve seen how irresponsible management of our marine ecosystem can have devastating ripple effects on our environment, food supply, fishing industry, and overall economy. This important sustainable legislation is a step towards promoting our fisheries and preserving our wildlife for generations.”

The Forage Fish Conservation Act builds upon the successes of the Magnuson-Stevens Act, the primary federal law governing marine fisheries management. To improve the conservation of forage fish and strengthen the marine ecosystem, the legislation:

  • Requires the Secretary of Commerce to develop a science-based definition for forage fish in federal waters with advice from the fisheries councils;
  • Assesses the impact a new commercial forage fish fishery could have on existing fisheries, fishing communities, and the marine ecosystem prior to the fishery being authorized;
  • Account for predator needs in existing management plans for forage fish;
  • Specifies that managers consider forage fish when establishing research priorities;
  • Ensures scientific advice sought by fishery managers includes recommendations for forage fish;
  • Conserves and manages river herring and shad in the ocean; and
  • Preserves state management of forage fish fisheries that occur within their jurisdiction.

The bill is endorsed by the National Audubon Society, American Sportfishing Association, National Wildlife Federation, Theodore Roosevelt Conservation Partnership, and Bonefish & Tarpon Trust.

“Forage fish are essential for seabirds, larger fish, marine life, and our economy,” said Romaric Moncrieffe, marine conservation policy manager for the National Audubon Society. “This legislation builds on nearly 50 years of successful fisheries management to protect these small but important fish.”

The entire population of Gaza, an estimated 2,200,000 people, is facing acute levels of hunger. Over two months ago, Israel began a blockade on aid into the Gaza Strip. While some food is now being allowed into Gaza, it is not being allowed to do so fast enough to save lives. Since the start of the conflict, at least 54,000 Palestinians have been killed and 120,000 have been injured.

Tonko Reintroduces Sweeping Offshore Wind Bill

Amidst administration attacks on offshore wind development, Tonko’s bill would provide needed leasing and permitting certainty to support clean energy future

WASHINGTON, DC — U.S. Congressman Paul D. Tonko (D-NY) today reintroduced the Offshore Energy Modernization Act, legislation that provides a comprehensive blueprint to ensure the long-term viability and success of U.S. offshore wind development.
This introduction comes amidst an onslaught of attacks from the Trump administration on wind energy development. On day one, President Trump issued an executive order blocking all new approvals, permits, and funding for wind energy, both on and offshore — potentially putting thousands of jobs and billions in industry investments on the chopping block.
“Despite President Trump’s best efforts to tank clean energy development, offshore wind remains a massive boon and opportunity, not only for coastal regions, but across the nation — including New York’s Capital Region — in the form of good paying jobs, increased manufacturing, and development of critical components,” Congressman Tonko said. “Republicans are waking up to the benefits that wind energy presents. The Offshore Energy Modernization Act of 2025 is the first comprehensive federal legislation to support long-term and responsible offshore wind development in the United States. This bill: 

  • Reforms the Outer Continental Shelf Lands Act to better reflect the realities of offshore wind development and provide long-term certainty for this emerging industry. 
  • Facilitates timely and efficient permitting of offshore renewable energy projects by providing funding for early, frequent, and robust community engagement, including Tribal consultation. 
  • Ensures that offshore renewable energy projects support good-paying, union jobs and a reliable, domestic supply chain. 
  • Invests in marine and coastal habitat protection and compensates fishing interests that have been impacted by offshore wind development. 
  • Establishes the Offshore Power Administration to provide Federal assistance to advance shared offshore transmission infrastructure. 
  • Creates new Department of Energy grant and loan guarantee opportunities to support U.S. shipbuilding needed to construct offshore wind projects.

Republicans Introduce Partisan Military Construction, Veterans Affairs, and Related Agencies Funding Bill that Fails Our Veterans

When lowering costs for Americans should drive every decision we make, this bill needlessly fixates on keeping guns in the hands of those who are potentially a danger to themselves or others and restricts reproductive rights and other cruel and pointless policy restrictions.

Funding Proposal Raises the Costs of Veterans Health Care, Hurts Military Readiness, and Worsens Quality of Life for Servicemembers and Their Families

WASHINGTON — House Appropriations Committee Republicans released the 2026 Military Construction, Veterans Affairs, and Related Agencies Appropriations bill, which will be considered in the subcommittee tomorrow. The legislation fails to fully meet veterans’ needs and falls short of adequately funding military construction projects.

This bill:

  • Worsens the quality of life for servicemembers and their families and hurts military readiness by funding military construction $904 million below what is needed.
  • Enacts the Project 2025 goal to privatize medical care for veterans by transferring billions to private hospitals and clinics which will only lead to higher costs, longer wait times, poor communication and coordination, and diminished quality of care.
  • Further limits women’s access to abortion, harming women veterans’ health.
  • Leaves military installations, servicemembers, and their families vulnerable to the impacts of climate change and worsening natural disasters by failing to include dedicated funding to strength military installations against these threats.
  • Does not fulfill the United States’ commitments to our allies by providing $188 million less than what is needed on NATO infrastructure.
  • Undermines the ability to keep guns out of the hands of those prohibited under Federal law from purchasing or possessing firearms.
  • Repeats the same extreme House Republican tactics attempted last year by including partisan changes to existing law, known as “riders,” that hurt Americans and create chaos. Once again, Republicans are disenfranchising veterans rather than making VA a welcoming and inclusive place for all those who volunteer to serve our country.

“This Republican bill would push our Veterans who sacrificed so much, towards Project 2025 privatized health care schemes and critically break with past PACT Act guaranteed funding commitments in the Toxic Exposures Fund (TEF) funding levels. When lowering costs for Americans should drive every decision we make, this bill needlessly fixates on keeping guns in the hands of those who are potentially a danger to themselves or others and restricts reproductive rights and other cruel and pointless policy restrictions. I cannot tell those currently serving and those who defended our nation that this is the best we can do, and therefore, I cannot support this bill,” Military Construction, Veterans Affairs and Related Agencies Appropriations Subcommittee Ranking Member Debbie Wasserman Schultz (D-FL-25) said. “While it avoids deep, across the board cuts, it steers far too many resources into the privatized medical care account and away from vital, VA-based care and it leaves out guaranteed PACT Act funding for the TEF in FY2027, unlike past precedent. We can do far better, and Democrats are ready to do that. But this bill falls short of what our Veterans deserve.”


“While President Trump fires veterans and dismantles the services and programs across the federal government that they depend on, House Republicans have decided to proceed—business as usual—with 2026 funding bills. They have introduced a funding bill that does nothing to remedy the chaos and pain this administration has caused thousands of veterans and instead pushes extreme, partisan Project 2025 goals of privatizing veterans health services, only raising the costs of critical care. Once again, instead of being laser focused on the cost-of-living crisis, President Trump and House Republicans are actually making it worse,”
Appropriations Committee Ranking Member Rosa DeLauro (D-CT-03) said. “This bill falls short of honoring our commitment to veterans, servicemembers, and their families by underfunding military construction and leaving our military installations vulnerable to the impact of worsening natural disasters. Just like last year, this bill is built on a framework that harms veterans. Veterans rely on programs across the entire federal government. House Republicans’ proposal to slash critical domestic investments in other funding bills will strip away education, job opportunities, housing, and food assistance that veterans and their families depend on. House Republicans cannot claim to support veterans while making it harder for them to find jobs, feed their families, and keep roofs over their heads.”

Data Confirms: Medicaid Beneficiaries Who Can Work but Refuse to, Spend Much of Their Time Playing Video Games & Watching TV

WASHINGTON  In February, Speaker Johnson said that Medicaid coverage should not be going to “29-year-old males sitting on their couches playing video games.”

He was correct — about Medicaid priorities and how Medicaid recipients who can work but refuse to are spending their time. 

According to a new analysis by the American Enterprise Institute: “For Medicaid recipients who do not report working, the most common activity after sleeping is watching television and playing video games.”

Here’s more from the report on Medicaid recipients who do not work:

“….They spend 4.2 hours per day watching television and playing video games, or 125 hours during a 30-day month. That is more than 50 percent higher than the 80 hours they would be required to work or otherwise engage with the community during at least some months under the reconciliation bill.”

These able-bodied individuals who CHOOSE not to work are receiving the same coverage as America’s most vulnerable, like single mothers, disabled individuals, and low-income seniors. 

That’s why Republicans are protecting and strengthening Medicaid for American citizens who need and deserve it by rooting out waste, fraud, and abuse, and implementing common sense work requirements, which 78% of Americans support.

The next time a Democrat makes false claims about “Medicaid cuts,” just remember that what they’re really saying is they want illegal aliens and able-bodied adults playing video games at home to continue stealing resources from those who need it.
