Carter lauds House passage of SAVE America Act

Washington, February 11, 2026

WASHINGTON, D.C. – Rep. Earl L. “Buddy” Carter (R-GA) today lauded the House of Representatives’ passage of the SAVE America Act, a bill safeguarding U.S. election integrity by requiring proof of citizenship and a photo identification (ID) to vote.

According to an August 2025 Pew Research Center Poll, 83% of Americans support voter ID laws.

“We know illegal immigrants are exploiting flaws in our voter registration system to cast ballots and influence our elections. Every illegal vote suppresses the vote of an American citizen, and we must protect against foreign actors determining the outcome of our elections. By verifying that people are who they say they are at the polls, we will strengthen election security, eliminate fraud, increase confidence in the outcomes of our elections, and protect every law-abiding Americans’ right to vote,”
said Rep. Carter. “Those opposed to this bill – including Jon Ossoff who requires ID to attend his campaign events – are more than just hypocrites; they are beneficiaries of the broken system that allows illegal immigrants to sway the outcome of elections in favor of Democrat leadership.”

Specifically, the bill will:

  • Require any voter to show a photo ID when they cast a ballot. Absentee and mail-in voters can attach a copy of their ID to their mail-in ballot.
  • Amend the National Voter Registration Act (NVRA), which has governed State voter registration since 1993, to require States to obtain documentary proof of U.S. citizenship – in person – when registering an individual to vote in a federal election.
  • Require States to check for noncitizens and other ineligible registrants on their voter rolls at least once a month.
  • Direct States to create a procedure for addressing discrepancies in documentation so that no eligible voter is disqualified due to a name change.
  • Allow eligible voters to register and provide documentary proof of citizenship by mail, provided their State allows early voting or same-day voter registration.
  • Allow eligible voters to cast a provisional ballot if they forget to bring necessary paperwork on Election Day.
