WASHINGTON, D.C. – Congressman Bobby Scott (VA-03), the Ranking Member of the House Committee on Education and Workforce, issued the following statement on President Trump’s State of the Union address to Congress:

Over a year into his presidency, we can confidently say that Donald Trump has failed to address Americans’ basic needs. He was elected on a promise to lower costs on ‘Day One.’ Instead, he drove up costs with his chaotic and reckless tariffs. These trade wars have cost families an average of $1,700 per year, and the economy is failing; in 2025 the economy created fewer jobs than President Biden created in an average month of his presidency.

“In their Big Ugly Bill, Donald Trump and House Republicans slashed health care, making the largest cut to Medicaid in history, while at the same time giving massive tax breaks to billionaires and giving ICE the $75 billion slush fund being used to terrorize communities. President Trump is now touting his latest scam —TrumpRx—which does not address the high cost of prescription drugs for the vast majority of working people. Instead, it offers false promises to consumers and, in many cases, substantially higher prices than generic alternatives or other commercially available discount programs.

“Instead of working with Democrats to expand access to health care and meaningfully lower the cost of prescription drugs, Donald Trump and congressional Republicans made matters worse when they refused to extend the Affordable Care Act’s (ACA) enhanced premium tax credits.  I invited Rena Bumbray-Graves to be my guest to the address. She is a hard-working home health care worker from Virginia. She lost her health insurance due to Republicans’ refusal to extend the ACA tax credits which caused her monthly premiums to skyrocket from $544 to more than $1,300. This is a just one real-world example of the consequences of the Republicans’ health care crisis.

“Despite being in the minority, House Democrats have secured important wins for the American people. In the House, we have been able to force votes to restore the ACA tax credits, undo Trump’s harmful tariffs, and we have forced Donald Trump to sign legislation to release the Epstein files to try to put an end to that reprehensible cover up.”
